Southern District Council Progress Report of the (East) Project

Introduction

The Southern District Council was updated on the progress of South Island Line (East) (SIL(E)), the implementation of the major Temporary Traffic Management Schemes (TTMS) and SIL(E)’s liaison with the community at the Council’s meeting in July 2013. This paper provides the latest updates on the project as of September 2013, including project progress, the implementation of TTMS, and the latest updates on community liaison activities.

Project Progress and Preview

2. The project has been making steady progress since construction started two years ago. Overall, around 60% of the viaduct construction works have been completed. For the underground section, around 40% of the blasting work for Nam Fung tunnel and 80% for the Tunnel have been completed. The shaft blasting for Entrance B commenced in July 2013.

3. This paper covers the latest project progress at work sites near Admiralty, Nam Fung, Ocean Park, , Lei Tung, Main Street Ap Lei Chau, and .

Admiralty

4. Cut-and-cover excavation and construction of station structures are progressing at the Harcourt Garden works site for Admiralty Station expansion. Blasting work for the shaft and tunnel is in progress with completion expected at the end of 2014. Existing train service, road and pedestrian traffic remain unaffected during the blasting work. Notices have been issued in advance to residents and commercial

1 buildings nearby regarding the detailed arrangements of the blasting works.

5. Blasting works for the shaft and tunnel next to the works site at Park is in progress and is expected to be completed in 2014.

Nam Fung Tunnel Portal site

6. The tunnel blasting works for the Nam Fung section are in progress for completion expected in the second quarter of 2014. Construction of the superstructure of the elevated tunnel box is in progress and is expected to be completed in 2014.

Ocean Park Section

7. The installation of noise barriers for the viaduct section near Aberdeen Tunnel leading to is substantially completed. Trackwork and overhead line installation works will commence subsequently. Viaduct segmental construction works alongside the Hong Kong Police College are in progress and expected to be completed by the end of 2013.

8. Structural works of Ocean Park Station are in progress and the bridge deck construction of the footbridge connecting to Ocean Park has been completed.

Wong Chuk Hang Section

9. is progressing with structural work being carried out at platform and plant room levels while foundation work was completed at Entrance A between Heung Yip Road and Yip Fat Street. Spread footing, column and roof construction works are progressing at the Depot site.

10. Nullah modification works including construction of the internal and new nullah walls as well as the new nullah deck are progressing in the nullah alongside Hong Kong Police College and Road. Utility diversion works will continue to be carried out along Nam Long Shan Road.

11. Noise barrier installation at the viaduct section near the slope adjacent to

2 and Aberdeen Channel Bridge is in progress. Trackwork and overhead line installation works at Aberdeen Channel Bridge will commence subsequently.

12. Temporary closure of a section of a footpath near Tai Wong Ye Temple and a section of a footpath and staircase near Holy Spirit Seminary near Wong Chuk Hang Nullah will continue to be implemented for the viaduct construction works.

Lei Tung Section

13. The junction of Ap Lei Chau Bridge Road and Ap Lei Chau Drive has been temporarily diverted towards the site of the former Harbour Mission School. Construction of the cut-and-cover tunnel box structure with excavation and installation of a temporary support system is being carried out at the location of the previous junction. Excavation of mixed ground for uptrack tunnel is expected to commence in August 2013. Tunnel breakthrough is scheduled in the fourth quarter of 2013.

14. Excavation and installation of a temporary support system for the construction of Lei Tung Station Entrance B, as well as associated utility diversion works at part of the original bus terminus, are in progress. The construction of a blasting cover and noise enclosure was completed for shaft blasting. The blasting commenced in July 2013.

15. Installation of a temporary support system and excavation for the construction of Lei Tung Station Entrance A at Main Street, Ap Lei Chau is substantially completed. Construction of Entrance A superstructure and pedestrian adit towards Lei Tung Station are in progress.

16. The blasting of Ap Lei Chau main tunnel is progressing towards and Lei Tung Station concurrently. The excavation of Ap Lei Chau main tunnel has reached Lei Tung Station while blasting for the station construction commenced in February 2013 and is expected to be completed in August 2013.

3 South Horizons Section

17. Temporary traffic deck installation works are substantially completed. Excavation and station construction under the deck are in progress.

18. Utilities diversion works under South Horizon Drive and the foundation works for Entrance B are in progress and are expected to be completed by the end of 2013. Caisson wall modification works at Ap Lei Chau Estate are substantially completed. Foundation works for the connecting footbridge are in progress and are expected to be completed by the end of 2013.

19. Water mains diversion at Lee Nam Road is completed. Site formation works for the end plant building at Yuk Kwai Shan are in progress and are expected to be completed in the fourth quarter of 2013. Permanent slope stabilization work is in progress.

Temporary Traffic Management Schemes (TTMS)

Nam Fung Diversion of a section of the pavement at Nam Fung Implemented Path Path near the site entrance will be maintained until the first quarter of 2014. The site entrance at Nam Fung Path has been in operation since July 2013.

Ocean Park The section of Ocean Park Road between Ocean Implemented Road & Park Road roundabout and Ocean Park and the Heung Yip section of Heung Yip Road between Ocean Park Road Road roundabout and Police School road junction will continue to be reduced to one-lane two-way traffic in phases at night time until the end of 2013. A section of Heung Yip Road westbound carriageway near the Ocean Park Road roundabout will be widened to two lanes in August 2013.

4 Concerned Proposed arrangement Implementation Roads Status

Wong Chuk Temporary diversion of a section of Nam Long Implemented Hang and Shan Road at its junction with Heung Yip Road Nullah since October 2012 is expected to last until the first half of 2014. Temporary diversion of a section of Police School Road at its junction with Heung Yip Road since August 2013 is expected to last until 2014.

Ap Lei Chau Partial road closure of Ap Lei Chau Drive is being Implemented Drive implemented. Vehicular and pedestrian traffic will be maintained and diverted where necessary. The junction of Ap Lei Chau Bridge Road and Ap Lei Chau Drive has been diverted since June 2012. Vehicular and pedestrian access to Ap Lei Chau Drive and Lei Tung Estate Road are maintained. This arrangement will last until mid-2014.

Lei Tung Part of Lei Tung Estate Road adjacent to Phase 1 of Implemented Estate Road Lei Tung Commercial Centre has been temporarily diverted. Some of the bus routes at the existing bus terminus have been relocated to the new bus terminus starting from September 2012. This arrangement will last until mid-2014. Part of the carriageway and footpath at the southern side of original bus terminus will continue to be closed and diverted in stages from August 2013 to the fourth quarter of 2013. Part of Lei Tung Estate Road pedestrian footpath adjacent to Phase 1 of Lei Tung Commercial Centre is temporarily closed for 3-5 minutes daily from August 2013 to the fourth quarter 2013 during the shaft blasting.

5 Concerned Proposed arrangement Implementation Roads Status

South After re-opening of the junction of Lee Nam Road Implemented Horizons and Yi Nam Road, one-way one-lane traffic has been implemented at the section of Yi Nam Road between Lee Nam Road and Marina Square East Centre. Temporary road closure of part of Lee Nam Road and Yi Nam Road has been implemented since August 2012 and will last until the end of 2013. Ap Lei Chau Bridge Road near Precious Blood Q3 2013 Primary School will be temporarily closed in stages with one of the traffic lanes closed during the non-peak traffic hours for one-lane two-way traffic starting from the third quarter of 2013. A temporary road closure at night time is expected Q3 2013 to Q4 to be implemented in phases at a section of Lee 2013 Nam Road adjacent to the Hong Kong School of Motoring in the third and fourth quarter of 2013. Emergency vehicle access to the Ap Lei Chau industrial area via Lee Nam Road will be maintained.

Blasting works of SIL(E)

21. Tunnel blasting works along the alignment have commenced. The blasting schedules at different work sites are as follows:

21.1 Tunnel Blasting  Admiralty Station Extension Project: Shaft and tunnel blasting started in November 2012 with one to two blasts per day. The blasting for the construction of the station box extension is expected to commence in the third quarter of 2013. These works are expected to last until the end of 2014.

 Ventilation facility at Hong Kong Park: Shaft blasting commenced in March 2013 and is expected to last until 2014 with one blast per day.

 Nam Fung Tunnel: Tunnel blasting works are in progress with two blasts per day and are expected to last until the second quarter of 2014.

 Ap Lei Chau Tunnel: Tunnel blasting is progressing towards South Horizons and Lei Tung Stations for completion expected by the end of 2013 with 1-5 blasts per day. Shaft blasting for the construction of Lei Tung Entrance B was commenced in July 2013 and expected to be completed by the end of the year with one blast per day.

21.2 Open blasts

 Yuk Kwai Shan at South Horizons: The open blasting for the ventilation and plant building is in progress with one blast per day. The works are expected to be completed in the fourth quarter of 2013.

Art in Station Programme

22. Co-organised by SIL(E) and Hong Kong Youth Arts Foundation, a series of community art workshops under the Art in Station programme have been organised in order to involve students mainly from the Southern District, in the creation of art pieces which will be displayed in Wong Chuk Hang Station, South Horizons Station and Lei Tung Station.

23. The art workshops for Wong Chuk Hang Station and Lei Tung Station were organised in May 2013. The final touch-up on the artwork designs by the artists are ongoing. For South Horizons Station, the first and the second round of workshops have been organised, and the third round is expected to start by September 2013.

7 Community Liaison

Bai San Ceremony for Shaft Blasting for Entrance B of Lei Tung Station

23. Shaft blasting for Entrance B of Lei Tung Station commenced on 25 July 2013. Wishing to carry out the blasting works smoothly, MTR and the contractor organised a bai san ceremony on 23 July 2013. Local South District Councillors along with representatives from the property management companies and owners’ committee of Lei Tung Estate also attended.

Community Liaison Meetings

24. The MTR Corporation has also been maintaining close communication with the local community regarding the progress of the SIL(E) project. The eleventh round of Community Liaison Group (CLG) meetings are being held in September 2013. Conclusion

25. The Government and the Corporation will continue to maintain close communication with the Southern District Council and the community. The construction of the SIL(E) is making good progress and it is expected to be completed in 2015.
