U.S. Foreign Aid to the Palestinians Jim Zanotti Analyst in Middle Eastern Affairs August 12, 2010 Congressional Research Service 7-5700 www.crs.gov RS22967 CRS Report for Congress Prepared for Members and Committees of Congress U.S. Foreign Aid to the Palestinians Summary Since the signing of the Oslo Accord in 1993 and the establishment of limited Palestinian self- rule in the West Bank and Gaza Strip in 1994, the U.S. government has committed over $3.5 billion in bilateral assistance to the Palestinians. Since the death of Yasser Arafat in November 2004, U.S. assistance to the Palestinians has been averaging about $400 million a year. During the 1990s, U.S. foreign aid to the Palestinians averaged approximately $75 million per year. Despite more robust levels of assistance this decade, Israeli-Palestinian conflict and Hamas’s heightened role in Palestinian politics have made it more difficult to implement effective and lasting aid projects that serve U.S. interests. U.S. aid to the Palestinians has fluctuated considerably over the past five years, largely due to Hamas’s changing role within the Palestinian Authority (PA). After Hamas led the PA government for over a year, its forcible takeover of the Gaza Strip in June 2007 led to the creation of a non- Hamas government in the West Bank—resulting in different models of governance for the two Palestinian territories. Since then, the United States has dramatically boosted aid levels to bolster the PA in the West Bank and President Mahmoud Abbas vis-à-vis Hamas. The United States has appropriated or reprogrammed nearly $2 billion since 2007 in support of PA Prime Minister Salam Fayyad’s security, governance, development, and reform programs, including $650 million for direct budgetary assistance to the PA and nearly $400 million (toward training, non-lethal equipment, facilities, strategic planning, and administration) for strengthening and reforming PA security forces and criminal justice systems in the West Bank. -

It will discuss a range of views, from those who perceive Zionism to be a secular movement that defied tradition and religion, to those who perceive Zionism in religious and Messianic terms. During the first half of the course, we will discuss the evolution of the subject from the origins of the Zionist movement to the establishment of the state of Israel and the Six Days War. In the second half of the course, we will discuss current views about the subject and its implications for contemporary Israeli society and the Israeli-Arab conflict. Course requirements: 1. One short paper, in which you will be asked to analyze a primary source, should be submitted online by February 28, 2011 (maximum 1250 words, 20% of the final mark). 2. One research paper, due on March 21, 2011 (maximum 3000 words, 40% of the final mark). A list of suggested topics together with detailed instructions will be posted. You are welcome to write your research paper about a topic that is not on the list, with the Instructor’s advance approval. 3. Yet despite the global focus on Israel, few onlookers actually have a strong understanding of Israel’s complex and fragmented political system. This course will help you gain such an understanding by introducing you to the many political institutions, ideological visions, and demographic divisions that have driven Israeli politics from 1948 through the present day. While the course will familiarize you with many of the specifics of Israel – a Jewish state located in the Middle East – it also aims to give you a broader understanding of politics and how political institutions operate. Politics is, in a basic sense, the interaction between people and governing institutions. As a result, a considerable focus will be on the political institutions and peoples of modern Israel. Institutions include state organs such as the Knesset (the Israeli parliament), the judiciary, the premiership, and the military, as well as intermediaries such as political parties and the ideologies that guide them. You will also learn about the many ways people in Israel define themselves – Druze Arabs, the ultra-Orthodox (Haredim), Palestinian Christian citizens of Israel, Ethiopian Jews, Religious Zionist Jewish settlers, African asylum seekers, Ashkenazi Jews, Mizrahi/Sephardic Jews, LGBT Israelis, Israeli Arab Muslims, and others, with a focus on how these groups identify politically and how they interact with the Israeli political system. -

Without underestimating the significance of security and conflict within the structure of the Israeli state, in this thesis the Arab–Jewish relationship is viewed as just one important cleavage within the Israeli state. Instead of focusing on this single cleavage, this thesis explores the complex structure of cleavages at the heart of the Israeli political system. It introduces the concept of a ‘cleavage pyramid’, whereby divisions are of different saliency to different groups. At the top of the pyramid is division between Arabs and Jews, but one rung down from this are the intra-Jewish divisions, be they religious, ethnic or political in nature. In the case of Shas, the religious and ethnic elements are the most salient. The secular–religious divide is a key fault line in Israel and one in which ultra-orthodox parties like Shas are at the forefront. They and their politically secular counterparts form a key division in Israel, and an exploration of Shas is an insightful means of exploring this division further, its history and causes, and how these groups interact politically. -

1948 Arab–Israeli War 1 1948 Arab–Israeli War מלחמת or מלחמת העצמאות :The 1948 Arab–Israeli War, known to Israelis as the War of Independence (Hebrew ,מלחמת השחרור :, Milkhemet Ha'atzma'ut or Milkhemet HA'sikhror) or War of Liberation (Hebrewהשחרור Milkhemet Hashikhrur) – was the first in a series of wars fought between the State of Israel and its Arab neighbours in the continuing Arab-Israeli conflict. The war commenced upon the termination of the British Mandate of Palestine and the Israeli declaration of independence on 15 May 1948, following a period of civil war in 1947–1948. YITZHAK RABIN 1922–1995 Short Biography YITZHAK RABIN • 1922–1995 Short Biography Braha Eshel Yitzhak Rabin Center Academic Adviser: Prof. Motti Golani .2 CHILDHOOD AND FAMILY Yitzhak Rabin was born in Jerusalem on March 1st, 1922, the firstborn child of Rosa Cohen and Nehemiah Rabin (Rubichov). Rosa Cohen arrived to Eretz Israel (the Land of Israel) in 1919 aboard the Roslan, together with newcomers representing the Third Wave of Aliyah, or “ascent” to the Homeland, as Jews refer to migration to their ancestral home. Rosa immediately joined the pioneers at Kibbutz Kin- neret. Nehemiah arrived from the United States as a Jewish Legion soldier. He was a member of the Haganah Council, and joined in defense of the Jewish quarter in Jerusalem when it was attacked in 1920. Rosa was among the volunteers, as well; they married in 1921 and moved to Haifa. Rosa worked as a bookkeeper, but devoted herself primarily to protect- ing workers’ rights as part of the Histadrut. She also worked with the Haganah, the paramilitary wing of the Jewish Settlement in Palestine, during the British Mandatory period; in fact, she was in command of the city’s defense. Nehemiah worked for the Electric Corporation in Naha- rayim from the time it was founded. It was while visiting family in Jerusalem that Rosa gave birth to her son, whom they named Yitzhak. In 1923, the family moved to Tel Aviv and it is there that Yitzhak Rabin spent his childhood. His sister Rachel was born in 1925. Rosa carried on with her professional work, as well as her Rosa Cohen and her children, activities in the Haganah, the Histadrut, the Tel Aviv municipality, and Yitzhak and Rachel, 1927 the city’s education system.
