LATE ITEMS • Black Gully – ongoing management

PUBLIC FORUM Peter McPherson spoke to the Board regarding the following: • Water – concerned about water leaks that are being reported but not being fixed. Leak outside his property had leaked for 6 weeks before something was done about it. Concerned about contract supervision regarding these issues.

The Group Manager Service Delivery advised that the contractor is being monitored with reports going to the Service Delivery Committee on a 6-weekly basis. He also advised that discussions are ongoing through the contractual obligations of the contract.

• Commonage Land sold near to buy more land at Hillend – this subsequently got sold when CDC divested of its forestry blocks. If commonage property is sold, then the money should have been reinvested for the benefit of Tapanui residents as per the endowment terms of the commonage agreement set out during the amalgamation process in 1989.

Mayor Cadogan advised that this money was ringfenced and reinvested in the Nikko Fund, however agreed that Council staff would investigate this further and provide feedback.

1 TAPANUI COMMONAGE INCOME The Group Manager Service Delivery submitted a report advising the Board of the Tapanui Commonage Income and asked them to confirm the allocation of the income for the 2021/22, 2022/23 and 2023/24 years and residual funds.

The WOCB agreed to support all recommendations and increase the Pool grant to reflect that their costs had increased with the opening of the new complex. They also agreed to retain the balance of the Commonage Fund for any future projects that may arise.

3 WORK IN PROGRESS UPDATE The Service Delivery Administrator submitted a report that updated the Community Board on progress in relation to issues that had been raised at previous meetings.

3.1 Projects 3.1.1 Christmas Tree

This item is to stay on the work in progress.

3.1.2 Cell phone Tower Booster

Waikaka Tower went live at the end of March, with coverage better than was expected. However, this now appears to be affecting other towers, as there is no longer reception in the Waikoikoi area. The Raes Junction Tower is due to go live soon.

The question was asked if the tower supports all networks and Mayor Cadogan explained that there is a hierarchy system on the tower dependent on which network has installed it. Linda Roulston will follow this up.

3.2 Duncan Road/Station Road Intersection Two further near misses have been reported at this intersection even with all the signage and the reconfiguring of the intersection. The WOCB believes that this is now a police issue and will approach the local policeman to see if this can be progressed.

3.3 Tapanui Water Supply Referred to in the Service Delivery Update report.

Pomahaka River levels are still currently below minimum flow thresholds, water conservation notices have been issued.

3.4 Items to stay on WIP 3.4.1 Kelso Triangle

This item is now completed and has been added to the mowing schedule.

3.4.2 Hancox Park

This item is to stay on the WIP so a decision can be made before the lease is renewed. This is due 31 August 2021.

Council staff are trying to find history on Hancox Park before future use can be decided.

3.4.3 Land around Sewerage Pond

This item is to stay on the WIP so a decision can be made before the lease is renewed which is due by 31 October 2021.

3.5 Road Signs & Barriers Successful meeting held with farm owners at Kelso, idea is to lock people out not in during flood events. Only 2 farm owners were not at the meeting but contact has since been made with them.

Plan from council staff with improved advance warning signage prior to these barriers being erected as that is key to the success of the project, NZTA also needs to be involved to ensure that their website is updated with correct information. Current signage is also to be moved. Success of this will be determined by no-one turning up in front of the barriers.

3.6 Aitchison Runs Road Grade Adjustment Referred to in the Service Delivery Update report.

3.7 Carpark Lighting Still not working – Gerry to contact lighting contractor to reset the sensor area.

3.8 Zone 6 Community Boards Conference Gore – 22-24 April 2021 Barbara Hanna is attending this, Linda Roulston attending session on Friday.

4 SERVICE DELIVERY UPDATE The Group Manager Service Delivery submitted a report of activities in respect to the Service Delivery Department.

4.1 Beech Tree Tree has been trimmed although some dead branches still remain, electrical wires have been removed from the tree. Trailer load of mulch has been placed around the base of the tree which will hopefully give the tree a chance.

4.2 Water Signage Waiting on Foodstuffs approval, once this is received it will be installed at the start of November.

4.3 Commercial Water Metering Project This project is currently underway.

4.4 Rural Water Scheme Meetings Glenkenich had a positive meeting on Monday 12 April, with Moa Flat scheduled for Thursday 15 April.

4.5 Community Housing While there is a 100% occupancy in our units there is a shortage of accommodation for workers arriving in our district.

Mayor Cadogan stated that this is why housing developments are so important and need to be considered in all areas of the district.

The Chairperson advised that she had been in contact with a local family regarding a potential subdivision. This has not been discounted as an option at this stage.

5 REVENUE & EXPENDITURE REPORT The Management Accountant submitted a copy of the Revenue and Expenditure Statement for the activities within the West Otago Community Board’s area for the period 1 July 2020 to 28 February 2021.

Kelso Dairy Factory – still waiting on repairs to doors/windows, roof has been repaired but still a health and safety issue if people were to wander inside.

Kelso Monument Veterans Name List – Councillor Herbert advised this should be completed by the end of the year.

9 ADDITIONAL ITEMS/LATE ITEMS • Black Gully Domain – have had a committee meeting to hear ongoing concerns re the running of this domain. A letter is to come to the WOCB from the Domain Committee outlining their concerns.

This item will be added to the WIP list for future consideration and could come as a submission from the Domain Committee/WOCB to the LTP.

• Whisky Gully to be added to the WIP for discussion.

• Domains and Reserves in the area could be added to the ‘Our Place West Otago’ discussion document.

Tapanui Water Supply • Concern about the low water levels The water conservation sign has been made and and the high consumption by Tapanui delivered to Tapanui. Installation will be done residents. once final approval has been received from Foodstuffs, however it is unlikely to be installed before water restrictions are lifted.

Low levels in the have meant that Council has issued a conserve water notice for the Tapanui Water Supply but at this stage level 1 Restrictions are still in place. The Pomahaka River dropped below the 7 cumec winter threshold again as at the time of writing this report.

Aitchison Runs Road Grade Adjustment Grade improvements have been completed and will be monitored over the winter months; the extent of works may need revisited in the spring.

Carpark Lighting The light was installed prior to Christmas and was ‘switched on’ on 12 March 2021. The light works on a motion sensor that may not be activated in all corners of the car park. Adjustments need to be made to the light sensor and we have been promised that this will happen in the near future.

Zone 6 Community Boards Conference Gore – Barbara Hanna and Linda Roulston attended the 22-24 April 2021 conference on behalf of the WOCB.

Black Gully Domain Waiting on a letter from the Domain Committee • Ongoing management. before this is progressed.

Whisky Gully Could be added to the ‘Our Place West Otago’ discussion document along with other domains and reserves in the area.

West Otago Endowment Land Staff are currently investigating this, with an • Proceeds from sale of land update to be provided for the next agenda.

REPORT

1 Roading

1.1 Grading and Metalling

The metalling and grading of the network continue to be a priority in preparation for the winter. District wide, a total of 494km of unsealed roads have been graded and 11,673 tonnes of metal have been placed on our roads.

1.2 Road Safety Four Successful Staying Safe Courses held in Lawrence, Tapanui, Balclutha and Milton with excellent feedback from participants. The Right Track course had graduation last week and Court sentencing on Friday which showed the impact the course is doing with high praise from Judge Emma Smith. (We did have Clutha District participants). Street Smart went well at Teretonga – next course pencilled in for 15 October. Other things happening over the next few weeks include – new billboards for local roads, Road Safety Week and Drive My Life Learners Course this weekend.

2 Three Waters

2.1 Water Conservation Measures Water restrictions are still in place for West Otago schemes due to Pomahaka river level being low. This is required as part of the water take consents (limit is 7 cumecs or 7 cubic metres per second and this level applies during the winter months). Water restrictions are generally lifted before the end of summer however due to continuous

West Otago Community Board – 26 May 2021 Service Delivery Update 14 dry weather this has been delayed. But the forecasted rain is likely to increase water level in the river and expected to be lifted by end of the month.

Water Restriction sign installation work – still waiting for approval from Foodstuffs. The installation is likely to be delayed until the summer to avoid any confusion.

2.2 Reactive Maintenance delay There was an issue raised during the last West Otago Community Board regarding a water leak at 63 Northumberland Street. This has been chased up with the contractor and the leak has been fixed. It was also raised to the contractor about the delay in sorting this leak. The contractor has provided feedback that this had been delayed mainly due to lack of resources and high priority jobs such as handling multiple breakdowns and no water complaints in the West Otago water schemes.

This has been discussed with the Contractor and we have agreed that leaks in Tapanui and West Otago will be prioritised – especially when the Pomahaka River is low.

2.3 Commercial Water Metering Project Water meter installation project for the Tapanui township is ongoing. Most of the works are expected to be completed before end of the financial year. During this process, as per the drinking water standards requirements properties are installed with backflow prevention devices.

15 2.4 Inflow and Infiltration Inspection - Tapanui The Clutha District Council is undertaking a district-wide property inspection programme to identify any issues with inflow and infiltration to our sewer collection system.

What is Inflow and Infiltration?

Inflow and Infiltration refers to rainwater and groundwater that enters the wastewater system through a variety of defects on public and private property.

Inflow is the direct discharge of stormwater (i.e., rainwater) entering the sewer collection system, often from low lying gully traps, yard drains, roof downpipes and cross connections from stormwater drains that connect directly to the sewer.

Infiltration is the stormwater that seeps into the ground and enters the sewerage system, including sewer service connections, through defects, cracks, and joints in the pipe.

Why are we doing this?

When heavy rain hits the Clutha District wastewater can get into our waterways and has a detrimental effect on our environment.

During heavy rain, increased inflow and infiltration overwhelms our sewer system, specifically at Tapanui it does goes up to 10 times more than average daily flow, which may cause unconsented overflows.

This increases the cost associated with extra wastewater treatment and can lead to the contamination of private properties and the environment.

This is not a new issue, and it is not just happening in Clutha, but it is something that Council wants to work at addressing.

Council has started various initiatives to reduce the inflow and infiltration to our sewer collection system. These include:

• Private property inspections • Sewer Manhole inspections • CCTV inspections of the sewer mains.

Council employee/contractor are undertaking visual checks of stormwater and sewerage connections at each property and have completed in Owaka and commenced work in Tapanui from 17 May. All the property owners have been advised through letter drops.

Once the inspection has been completed, property owners will be contacted regarding the findings and advice on remedial actions.

16 2.5 Moa Flat Water Treatment Plant Upgrade The Moa Flat Water Treatment plant upgrade has been approved by the Moa Flat Rural Water Scheme committee and the contract for this work has been awarded to Filtec. Detailed design is being finalised and procurement of major equipment is underway.

2.6 Glenkenich Water Treatment Plant Upgrade The Pall Marshall Water Consortium are continuing their detailed design work. The order for the membrane units has been placed.

2.7 Wastewater Treatment Tapanui Oxidation Pond fencing job is in progress and expected to be completed by June 2021.

3 Community Housing The Community Housing Units continue at 100% occupancy with a proposed change in tenancy in June 2021. The heat pump servicing will be completed in May and access for a tenant and his scooter will be completed with a compacted gravel path and a small overgrown garden removed.

4 Service Requests There have been 2 service requests lodged by Community Board members since the last meeting on 14 April 2021.

These were for Roading and all have been completed.

1 Clutha District Community Service Awards At its meeting held 6 August 2020, Council resolved the following:

That the awards scheme is renamed as the Clutha District Community Service Awards and held annually during Volunteer Week in June.

That Council agrees to hold this year’s awards in October 2020 and only include Individual and Youth Awards with Not for Profit and Community Groups included from 2021.

That Council sets aside funding in the Long-Term Plan 2021-31 to support the awards.”

National Volunteer Week is to be held from 20 – 26 June, therefore the Clutha District Community Service Awards, encompassing the Individual Awards, Community Group Awards and Youth Spirit Awards, are to be held during that week.

The Rosebank Lodge has been booked for this function, which will be held after the council meeting on 24 June.

Advertising for nominations is underway. Nominations and entries close Friday 28 May 2021.

The Corporate Services Administrator has prepared a staff submission to the Long-Term Plan requesting ongoing funding for the function and prize money.

2 West Otago Health Trust and Mercer Trust Vacancies The annual advertising for vacancies on the Mercer and West Otago Health Trust has been placed.

2.1 West Otago Health Trust Each year the West Otago Community Board calls for nominations to fill vacancies on the West Otago Health Trust. In accordance with the Trust Deed, the two longest serving members shall retire each year.

2.2 Mercer Trust At a meeting of the West Otago Community Board on 29 January 2014, the Board recommended to Council:

“That the West Otago Community Board recommends that vacancies for a trustee on the Mercer Community Trust be advertised in the Blue Mountain Express each year at the same time as vacancies on the West Otago Health Trust are advertised.”

Nominations close 18 June 2021. The nominations will be reported at a public excluded meeting of the West Otago Community Board on 7 July 2021.

23 3 Funding Schemes

3.1 Creative Communities New Zealand Funding Scheme The next funding round of the Creative Communities scheme closes on 1 September 2021. Information and application forms are available on the website.

3.2 Telford Bursary Applications are open for the Telford Bursary. Students have been notified. The closing date is 31 May 2021.

3.3 Youth Council Youth Development Fund The Youth Council Youth Development Fund is currently being advertised with applications closing on 28 May 2021. The fund is to provide the young people of the Clutha District with access to a personal development fund to assist them in reaching their goals. The purpose is to ensure youth can make the most of every opportunity available to them, by helping to remove the barrier of financial limitations.

The funding will be an amount of up to $2,000.00. The number of recipients and amount awarded to each individual will be flexible, depending upon the applications received.

4 General Grant Allocation Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District. General grants are limited to the following categories:

4.1 Reimbursement of Fees and Charges

Since the last meeting, the following reimbursements have been made for Council fees and charges:

Organisation Reimbursement of Council fees and charges for: Amount $ Clutha Valley PTA Reimbursement of rent for the hire of the Clutha Valley Community centre for a fundraising event held 5 December 2021 150.00 Milton Community Reimbursement of hire charges for the use of the Health Trust Milton Coronation Hall for the 25th Anniversary held March 2021. 200.00 West Otago Taste of Reimbursement of charges for the hire of the Art Exhibition West Otago Community Centre for the West Otago Taste of Art Exhibition held March 2021 977.50

The balance of the 2020-21 fund is $8,791.75.

4.3 Rates Rebate Scheme Listed below are details of applications received for the rates rebate scheme for the period 1 July 2020 to 14 May 2021 with comparative figures for a similar period last year.
