1 WEST OTAGO COMMUNITY BOARD MINUTES The minutes of the meeting of the West Otago Community Board held on 30 September 2020 were presented for the Board’s confirmation.

2 WORK IN PROGRESS UPDATE The Service Delivery Administrator submitted a report that updated the Community Board on progress in relation to issues that had been raised at previous meetings.

2.1 Projects 2.1.1 Christmas Tree

This item is to stay on the work in progress.

2.1.2 Cell phone Tower Booster

L Roulston has spoken to Joe Stringer (Yrless), Lions have concerns re lack of coverage. Meeting to be arranged before approaching MPs to progress this further. Mayor Cadogan advised he is trying to organise MP Joseph Mooney to attend a future WOCB meeting.

2.2 Irresponsible Camping The Freedom Camping Bylaw is being considered at the Council meeting on 10 December 2020 for adoption.

2.3 50km signs at Tapanui Process for installation of 50km signs is underway.

2.4 Nut Trees at Tapanui Cemetery Nut Trees to stay on the WIP.

Pruning of some trees has been completed, other trees will be pruned where there is no identified new leaf growth.

The oak tree is protected so would need resource consent to remove this. The only pruning undertaken was to remove branches broken by wind. No further pruning will be done until the arborist report is received.

2.5 Tapanui Water Supply A quote has been received but still waiting on the proof. This will be forwarded to the Chairperson for circulation to the Board.

The location of the sign is to be confirmed by the WOCB.

2.6 Items to stay on WIP 2.6.1 Kelso Triangle

This item is to stay on the Work in Progress Report until it has been completed.

2.6.2 Hancox Park

This item is to stay on the WIP so a decision can be made before the lease is renewed. This is due 31 August 2021 – (this item was added to the WIP on 10 July 2019).

2.6.3 Land around Sewerage Pond

This item is to stay on the WIP so a decision can be made before the lease is renewed.

2.7 Road Signs & Barriers Pricing has been obtained, instruction will be given to have the barriers made and installed. Protocols for opening and closing of these will be agreed with the relevant parties.

2.8 Aitchison Runs Road Grade Adjustment A solution has been designed with costings and further discussion on construction required. Any work is likely to be undertaken in the autumn to minimise impact on the road.

2.9 Whisky Gully The WOCB discussed damage in this area and have suggested a possible solution.

Gravel has been requested and will be laid when trucks are next in the area.

2.10 Carpark Lighting Council staff advise that the lighting contractor is waiting on the pole. The light will be installed prior to Christmas.

3 SERVICE DELIVERY UPDATE The Group Manager Service Delivery submitted a report of activities in respect to the Service Delivery Department.

Queries were raised on the following:

• Frequency of shoulder grading

• The importance of putting in service requests was stressed by council staff to address issues as they arise. The use of the Antenno app was also highlighted to the WOCB.

• Comment made about the format of the report and how great it is for highlighting and expanding on various items.

• Update was also provided on suitability of items for recycling. It is hoped that the Waste Minimisation Officer will run a Winter Workshop on recycling/composting.

• Green waste management will be included in the ‘Our Place’ community consultation.

4 REVENUE & EXPENDITURE REPORT The Management Accountant submitted a copy of the Revenue and Expenditure Statement for the activities within the West Otago Community Board’s area for the period 1 July 2020 to 30 September 2020.

The WOCB discussed the use of funds received from the NZMCA and agreed to purchase a pool key for their use.

7 BUILDING REPORT The Regulatory Administrator submitted a report on building consents for September 2020.

LATE ITEMS

• Flagpole outside Community Centre has been refurbished.

• Black Gully Bookings issue with no one there sometimes to collect the money.

• Xmas Function – busy coming into Xmas so may be opportune to leave it until before the first meeting in 2021. Possible breakfast meeting – use it to discuss LTP and other issues.

• Adverse weather event grading – worst areas are targeted first, need information from residents in order to prioritise these, important to use CSR system to monitor these. Residents are the eyes and ears of the community.

• Vandalism of Road Signs – what can the WOCB do about this? Publicising the cost of replacement is an option that the WOCB could look at doing in the BME.

MAYORAL UPDATE

• LTP – reminder that this is coming up in 2021.

• Employment opportunities – unemployment in the District relatively low, bigger employers (SFF etc.) struggling to recruit enough staff.

• Post-Covid recovery and momentum is continuing – Infometrics statistics show that the Clutha District is faring very well post-covid.

• Progress with projects in Balclutha/Milton – demolitions and other site works are now underway.

Gravel was to be laid when trucks were next in the area however this is yet to be completed. Carpark Lighting The light was installed prior to Christmas.

As agreed, any maintenance on this area will be carried out by Council contractors when they are next in the area.

REPORT SUMMARY The report advises the West Otago Community Board of activities in respect to the Service Delivery Department.

REPORT

1 Roading The rain event earlier in the month caused some minor damage around the district with roads closed and some damage to roads in the usual spots. SouthRoads have inspected roads for damage with some staff returning from holiday early to start the repairs. Reports of scour and damage on more remote roads have been coming in as contractors start using them again and these will be repaired by our maintenance contractors.

A summary of the rain event supplied by Stacey Murray (SouthRoads Contract Manager) is attached for your information.

1.1 Aitchison Runs Road – Grade Improvements The work has been priced, however we have some questions regarding the price and are discussing these with the Contractor. We will then go back and discuss with Lloyd Brenssell and Bruce Robertson with an aim to carrying out the work this Autumn.

1.2 Permanent Flood Warning Signs The exact locations for the gates are being confirmed and a protocol for closing and opening the gates developed. Once we have agreement, the gates will be manufactured and installed.

West Otago Community Board – 27 January 2021 Service Delivery Update 13 1.3 Metalling Metalling is proceeding in the area with side drainage, clearing of culverts and replacement of damaged culverts being carried out prior to metalling proceeding.

2 Three Waters –

2.1 Water Conservation Measures Water conservation sign board design has been finalised and discussions on options for its location have commenced. The sign is currently being constructed.

2.2 Moa Flat Water Treatment Plant Upgrade A concept design has been received from Filtec for the upgrade of the Moa Flat Water Treatment Plant. This upgrade will enable the Moa Flat WTP to comply with both bacterial and protozoa requirements of the Drinking Water Standards . This information will be presented to the Moa Flat Rural Water Scheme Committee.

2.3 Glenkenich Water Treatment Plant Upgrade Tenders for the upgrade of the Glenkenich Water Treatment Plant closed in September 2020. A meeting was held with the Glenkenich Rural Water Scheme Committee early December 2020 where a preferred tenderer was agreed. Additional pricing is currently being sought for an alternative treatment plant location.

2.4 Wastewater Treatment During the heavy rainfall, Tapanui Oxidation pond has increased closer to overflow level, but operated and managed to avoid the overflow.

14 2.5 Solid Waste Change is coming to Clutha District Council’s recycling service from 1 February 2021. From Monday, February 1 Council will only collect plastic types 1, 2 and 5 and will no longer accept plastic types 3, 4, 6 and 7. The only plastics able to be recycled going forward is the range that includes polyethylene terephthalate PET (resin type 1), high density polyethylene HPDE (resin code 2) and polypropylene (resin code 5). Public awareness campaign is ongoing.

2.6 Recycling/Composting Workshops Council’s Waste Officer is currently assessing options for more waste minimisation focused workshops in the future and will include Lawrence/Tuapeka and West Otago in these assessments

3 Service Requests There have been 4 service requests lodged by Community Board members since the last meeting on 11 November 2020.

These were for Roading (3) and Water (1) and all have been completed.

West Otago Rain Event

We weren't expecting to get hit by the weather that was predicted for the first weekend of the New Year but despite that we monitored the ORC site and sent someone over to West Otago as we realised the first flood warning at Leithen Glen had been breached. The water was coming across the roads, so Kelso was automatically closed and detours put in place. Other known areas were checked before leaving the area late Saturday afternoon.

The area was checked again on Sunday and left closed for another night as the roads were still covered by water. Kelso was opened on Monday by mid-day and then closed again overnight on Monday night as the river rose again.

From our perspective things went well. The biggest issue was all the people heading home from Central due to the weather came via Heriot and completely ignored the detour and road closed signs. The question was asked if the detour signs were opened so we sent someone back over to check and take photos. After a call out from local police we got in touch with Barry Munro and asked him to put up cone barriers just past the detour signs.

We knew this wouldn’t have much effect as in the past the cones and signs have been thrown off the road - unfortunately this happened again, and people were observed driving around the cones and into the flood waters. We noted approximately 2 vehicles stuck in the flood waters after the weekend.

Police asked that we man the detours, but it took some explanation from our staff and CDC to advise that we were unable to do that unless asked to by CDC/Civil Defence.

The West Otago area has since been inspected for damage and we have crews working on repairs as we speak. Proactive repairs and initiatives by our team after the February flood have meant that areas that usually sustain significant damage have performed well with little to no damage this time around.

Through regular updates with Council and keeping in touch with the local Councillors we felt this event was managed smoothly with few issues.

1 Funding Schemes

1.1 Creative Communities New Zealand Funding Scheme

At the conclusion of round one, there was still $12,267.00 available for the first half of 2020/2021, therefore an additional funding round closing 20 November 2020 was held. Five applications were received.

An application from Tuapeka Goldfields Museum was declined because it did not deliver strongly to the CCS funding criteria. Creative New Zealand has allocated an additional $5,850.12 to Clutha District Council as part of a COVID-19 Response Plan of $1.8 million, under Government’s Arts and Culture COVID Recover Programme announced in Budget 2020. This, in addition to the second half year allocation of $12,810.00 and a balance of $4,435.99 left after rounds one and two, leaves a total of $23,096.11 to be allocated before 30 June 2021.

The Corporate Services Administrator and Committee is working to spread the word and encourage applications from throughout the district.

The third funding round will close 1 March 2021.

20 1.2 Sport New Zealand Rural Travel Fund The Sport NZ Rural travel Fund Assessment Committee met on 11 December 2020 and allocated the following funding for the 2021 year:

The funding is comprised of $9,500.00 from Sport New Zealand, a $9,500.00 council LTP grant and $200 carried over from a grant returned in 2020.

1.3 Tuapeka Bursary The 2021 Tuapeka Bursary fund is now being advertised. The closing date is 31 January 2021. The Trustees will meet on 3 March 2021 to decide the recipients.

In 2020 a total of $2,000.00 was awarded to two recipients.

2 General Grant Allocation Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District. General grants are limited to the following categories:

Reimbursement of Council fees and charges. Reimbursement of rents for properties leased from Council. Reimbursement of hire charges for community centres and community halls.

21 2.1 Reimbursement of Fees and Charges

Since the last meeting, the following reimbursement has been made for Council fees and charges:

2.3 District Swimming Pools The annual swimming pool questionnaires were paid as soon as they were returned. Ten of the twelve district pools have returned the questionnaires and received their funding.

3. Rates Rebate Scheme Listed below are details of applications received for the rates rebate scheme for the period 1 July 2020 to 14 January 2021 with comparative figures for a similar period last year.
