Over the last two years, the Planning Commission has held 14 separate meetings to complete a technical update of our Town Plan. This technical update will officially replace the 2011 Town Plan. We have scheduled a Public Hearing for 7:00pm, July 6, 2016, Lower Theater, Town Hall, 7 Square, Bellows Falls. We encourage you to attend the hearing and we welcome your input. You may also provide written comments to the Planning & Zoning office. The building will be opened to the public starting at 6:45pm. 802.463.1229 I [email protected] Rockingham Planning Commission Report on the 2016 Rockingham Town Plan The Rockingham Town Plan was adopted by the Selectboard in March 2011 and expired March 2016. Under current Vermont law, new Town Plans are effective for a period of eight years. The Rockingham Planning Commission has produced a technical update of the Town Plan. Once adopted, this update will enable the town to seek project grants, enroll in various state and federal programs, and make changes to its land-use regulations. This technical update incorporates new data, adds a required chapter on flood resiliency, eliminates outdated content, and revises work sections that have been completed over the last five years. This technical update does not change any designation of land area that could positively or negatively alter the tax base, property values, or change public facility needs. Most recently, there have been changes in state law that impact Town Plan re-adoption. Those changes take effect July 1, 2016. The Planning Commission confirmed that the technical update is compliant with the new state law. This report is a summary explaining the Town Plan technical update. Either in print or digital formats, the reader can track the exact changes that have been made to achieve the purposes outlined in this report. After this technical update, the Town Plan will meet all statutory requirements. The Planning Commission will proceed to write a comprehensive revision and will seek guidance from the community. Copies of the proposed Town Plan and this report, as required by Vermont law, may be obtained by visiting the Municipal Offices Planning & Zoning Office or from the Town website at www.rockbf.org. The river has not been a barricade as the residents of the communities in Vermont and New Hampshire readily travel up and down both sides of the river whether for business or pleasure. The Town is located in the northeast corner of Windham County and bordered by the towns of Westminster, Athens, Grafton, Chester and Springfield. The western portion of the town is the most rural. Bellows Falls, the largest village, is located in the southeast corner of Rockingham at the junction of the Connecticut and Saxtons Rivers. Saxtons River Village is located along the southerly boundary with Westminster, a location brought about by the early use of water for power. While the Rockingham Village area around the historic Rockingham Meeting House was once the center of the community, the need for power directed growth to the rivers resulting in the village centers. There was no plan for this. It just happened due to need. Originally the automobile and upgraded highways brought change to Vermont with some areas of the state seeing significant growth which impacted formerly rural areas and small communities. Now it is the Internet and the ability to telecommute which may impact how our communities change in the future. While this Plan is being put together when the national economy is of major concern, residents continue to recognize the need to guide future land use and development within all areas of the community. The cost of not planning ahead can be a detriment to the future residents. It is the purpose of the Town Plan to chart a course for the community which will be in the best interest of the Town, including the villages of Bellows Falls and Saxtons River. It sets forth policy statements to direct the community and recommendations to achieve the vision of our future town. This Plan is a technical update from the 2011 Town Plan. A technical update is made up of minor narrative changes, data updates, and wordsmithing. There are no changes to goals, policies, and action steps unless those items have been completed since 2011. There are two exceptions where the Planning Commission had to go beyond a simple technical update. In 2015, the Rockingham Selectboard adopted a revised Economic Development Chapter which clarified language on the downtown and village center designations. That updated chapter is included in this technical update. In 2016, the Planning Commission developed a completely new chapter on Flood Resiliency. Changes in state law require this chapter in all Town Plans. The maps were completed by the Windham Regional Commission and remain unchanged from the 2011 Town Plan.
