Tax Benefts of Investment in Television Production in Georgia: IN 2017 ALONE, • The Tax Cuts & Jobs Act of 2018 provides accelerated recognition of expenses GEORGIA SAW for investments in film and television productions under IRC § 168(k)(2). • In addition, Georgia law provides for a transferrable income tax credit equal to 30% of the qualified costs of a film or television production in Georgia. ILLUSTRATION OF TAX BENEFITS • Investor invests $100,000 in PIP Television Fund I or Picture It Productions, LLC. • Investor gets to expense/write off 100% of investment, so assuming Investor is subject to the highest federal and Georgia tax rates (37% and 6% respectively), Investor gets a tax benefit equal to 43% of the investment (37+6). Accordingly, of the original investment, only $57,00 is still “at risk” from the standpoint of not being covered by any tax benefit. • In addition, Georgia provides a transferrable income tax credit equal to 30% of the qualified costs of producing sizzle reels. Assuming 70% of the invested funds are used to produce sizzle reels, this creates Georgia tax credits for Investor of $21,000 ($100K x 70% x 30%). Accordingly, when the credits are combined with the accelerated expense benefit, only $36,000 of the investment is not covered by tax benefits (100-43-21=36). • Assume the company merely breaks even and earns $100,000 of income on the original $100,000 investment/ expenses. If the $100,000 is rolled into new television productions under the same assumptions as above, an additional $21,000 in Georgia tax credits are generated, notwithstanding no further capital contribution by Investor. The more times we can roll over the funds, the more Georgia tax credits that can be generated. Caveat: Federal tax reform legislation is very new so the applicability of the expense provisions to sizzle reels is still unsettled. Likewise, the applicability of Georgia film tax credits to sizzle reels is a novel development and the law is still unsettled. Further, the ability to use the write-off and credits at the individual investor level is dependent on an individual’s particular facts and circumstances (e.g., passive loss rules may apply). Accordingly, this illustration should not be regarded as tax advice and investors should discuss the suitability of such an investment with their tax advisors before making any investment decisions based on tax attributes. Even in a shaky economy, we’ve been able to help create more public skateparks in low-income areas than in previous years. It’s all thanks to the tireless work of our staff and our generous donors. But plenty of communities are still in need, and we hope to continue making the same positive differences in their lives as we have with our previous grant recipients. Orcas Island, Washington In 2008, we managed to raise over 1.5-million dollars at our Stand Up For Skateparks events, and we even hosted our first East Coast event in The Hamptons. But our mission is far from over. In fact, what we’ve learned this year is just how great the need for our assistance remains. In 2008 we awarded 668,516 dollars to 59 communities (compared to $525,500 to 53 communities in 2007). That’s a 27-percent increase in grant funding over 2007. Which brings us to 409 grants worth over 2.7-million dollars to help build skateparks since our inception in 2002. Tony Hawk flies over the Nathan Lazarus Skatepark in Nederland, Colorado I cannot stress enough the importance of skateparks in high-risk areas—they offer kids a safe place to go and something to do that gives them a sense of self-esteem they may never find anywhere else. This is especially true when those very kids are the ones petitioning the city with the hope of getting their own place to skate.

CTA has been a strong supporter of living wage policies, including LAANE’s 2008 LAX hotel living wage law. CTA has won many landmark victories in its 150-year his- tory, from legislation providing free public schools and free textbooks for all of California’s children to laws banning child labor in the state. In the 1940s, the union was one of a handful of organizations to protest the internment of Japanese-Americans during World War II. CTA led the critical campaign in 1988 to pass Prop. 98, the law guaranteeing minimum funding for K-12 schools and community colleges. Educators joined with parents in passing legislation to reduce class sizes in our earliest grades and led campaign efforts to pass more than $30 billion to build new schools and repair rundown facilities. CTA also played a pivotal role in defeating Gov. Schwarzeneg- ger’s 2005 ballot initiatives that would have cut school funding, undermined the due-process rights of educators and silenced the voices of public employees. Last year, CTA led the fight to pass Gov. Jerry Brown’s Proposition 30, which stopped $6 billion in education cuts to schools and colleges and will generate $47 billion for public schools, colleges and other essential services over the next seven years.
