EXECUTIVE SUMMARY This application seeks planning permission for the demolition of the existing detached bungalow and erection of 3no. four bedroom detached houses with associated garages at Twoways, Station Road, Crawley Down which is designated within the Mid Sussex District Plan as being within the built up area boundaries. The application has been called in by Cllr Coote, Cllr Gibson and Cllr Webb on the grounds of overdevelopment and not in-keeping within the street scene. Planning legislation requires the application to be determined in accordance with the development plan unless material considerations indicate otherwise. It is therefore necessary for the planning application to be assessed against the policies in the development plan and then to take account of other material planning considerations including the NPPF. National planning policy states that planning should be genuinely plan led. The Council has a recently adopted District Plan and is able to demonstrate that it has a five year housing land supply. -

Introduction The NeighBourhood Plan This Report provides the findings of the examination into the Hurstpierpoint and Sayers Common NeighBourhood Plan (referred to as the NeighBourhood Plan). NeighBourhood planning provides communities with the power to establish their own policies to shape future development in and around where they live and work. “Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and deliver the sustainable development they need.” (Paragraph 183, National Planning Policy Framework) Hurstpierpoint and Sayers Common Parish Council is the qualifying body1 responsiBle for the production of this NeighBourhood Plan. This is in line with the aims and purposes of neighBourhood planning, as set out in the Localism Act (2011), the National Planning Policy Framework (2012) and Planning Practice Guidance (2014). Hurstpierpoint and Sayers Common Parish Council established a NeighBourhood Plan “working party” to lead on production of the NeighBourhood Plan. -

The Gatwick Diamond Initiative Management Group Terms of Reference The Management Group are responsible for the management of the GDI’s business and affairs, for which purpose they may exercise all the powers of the Gatwick Diamond Initiative. Refer to the Articles of Association for the full powers and responsibilities of the Management Group. The role of the Management Group is: • Operational management and coordination of the implementation of the Gatwick Diamond Future Plan and subsequent business plans • Financial and performance management of the Gatwick Diamond Initiative as a whole and of each of the Thematic Working Groups • Coordination and identification of potential Gatwick Diamond funding sources and delegation of funding applications to appropriate parties, including the Working Groups or Gatwick Diamond Executive Director • Strategic engagement with Gatwick Airport The Management Group meets at least every quarter. Joe Garner Chief Executive Nationwide Building Society Nationwide House Pipers Way Swindon SN38 1NW 7 February 2021 Dear Mr Garner, We write as community representatives to ask you that you reconsider the ‘body blow’ to the neighbouring communities of Hassocks and Hurstpierpoint from the proposed double closure of the Nationwide branches in April of this year. In each case these are the last remaining bank or building society branch available meaning that local residents’ will no longer be able to pop in to seek advice about making payments, saving for the future or perhaps buying a first home. At a time when trust in financial institutions is at an all-time low, these closures appear to breach at least the substance of the Nationwide ‘branch promise’ made as recently as November 2020 which said that you “would not close branches until at least January 2023 except where there is another in the same town or city”. We would like to understand how this proposal is consistent with that ‘branch promise’, the BBA Protocol, FCA guidelines and the statements in your Annual Report about social purpose, building society and investing in local communities. Whilst we do understand that Nationwide has to think about the interests of its members at a time when there is significant growth in the use of online banking and cashless payments, the organisation also has a responsibility to the communities in which it operates. This is particularly the case at this time of the national COVID-19 pandemic and we consider that you should as a very minimum suspend any closures until after the West Sussex economy has fully re-opened. -
