am happy to known that Suchitwa Mission is publishing its annual report for the year 2019-2020. The Mission's Iaim is to support all the Local Self Government Institu- tions to attain the "Suchitwa Padavi" which is title denot- ing "Clean LSGI". Harithakarmasena is a new formation tasked to collect and transport all the non- biodegradable waste to Material Collection Facilities (MCF). The seg- ragated non - biodegradable waste are converted to value added products in Resource Recovery Facilities (RRF) while the remaining plastic waste with no further utility are shredded and used for road tarring. Already 1067 Kms of road has been built using shredded plastic. Biodegrad- able waste is processed by composting and bio methani- sation. Our decentralised waste management method has 3 been acknowledged at the National level and has been adopted by many other States. Suchitwa Mission has been supporting the LSGI's with technical assistance and resources to address sanitation and waste management issues. A co-ordinated effort by all those involved in the waste management sector shall bring about the change we desire to see. I wish Suchitwa Mission all the success in its endeavours.

would like to congratulate Suchitwa Mission for the Annual Report prepared for the FY, 2019-20. The State has set itself a challenging target by way of waste Imanagement – an important budget announcement this year was the attainment of suchitwa padavi by 500 rural and 50 urban local governments. The Suchitwa Mis- sion will play a critical role in realising this target through coordination, facilitation and intense monitoring. Kerala has always carved out a unique pathway for itself in striving to reach devel- opment goals – the bar set compared to the other States is very high. This is be- cause of the combination of empowered, resource rich local governments, strong community engagement, high transparency and ensuing accountability with spe- cific instruments for technical facilitation like the Suchitwa mission, the Haritha Kerala Mission and the Clean Kerala company. Even within the LSGD, there are multiple stakeholders whose coordinated action is necessary to make zero waste a reality. Apart from the local governments who 4 are the primary stakeholders, there is the need for dovetailing programmes and interventions of other institutions – the MGNREGS with its humungous labour resources, and clear mandate for environment friendly and sustainable wage and asset creation (that has helped to accelerate the setting up of MCFs and mini MCFs in panchayats), the AUEGS, which takes on a similar mandate though on a smaller scale in ULBs, the Kudumbashree mission tasked with the responsibility of em- powering the Haritha Karma sena to find sustainable livelihoods in waste manage- ment and related sectors, the Clean Kerala company which is to both remove non biodegradable waste, as well as convert it into wealth wherever feasible, the various departmental actors (DDPs, ADC (G)s, RJDs etc) and technical support agencies who are responsible for handholding, capacity building, IEC, so that the virtuous loop of a circular economy is ensured, and the glue that binds them all together, the Suchitwa and Haritha Kerala Missions. It is time for Kerala to demonstrate how active convergence and participatory col- laboration can herald seismic change. It has to tap into its deep understanding of local communities, its encouragement of scientific temper and the local entrepre- neurial spirit, and the resilience of powerful local governments to once again stake claim to the best, cleanest, safest and most well managed and hygienic private and public ecosystems of the country. The Sanitation Mission must be at the front not only of handholding and support- ing these experiments and initiatives, but also of capturing and documenting these efforts for posterity. I wish it all success in its endeavour.

s the country grows, so does its waste. It is an accepted fact that the in- creasing pace of urbanization in along with economic growth and improvedA living standards has put pressure on the capacities of local bodies to manage the increasing quantities of municipal solid waste generated daily. Suchitwa Mission’s initiatives to create local infrastructures to address the issue have progressed tremendously during this period. Local bodies across the state have created infrastructures like MCF & RRF and institutional mechanism like Green Task Force (Harithakarmasena) to manage non-biodegradable waste. More than 90% of the local bodies constituted Harithakarmasena for the door to door collection of dry waste. Almost 70-80% of the waste generated in the state is biodegradable in nature with high moisture content and it is expected to manage biodegradable waste at source itself to the maximum extent possible, such as at household, institu- tions and community levels. More and more people are adopting this practice 5 under the slogan ‘My waste, My responsibility’, which is adopted from the ‘Pol- luter Pays Principle’. Issuance of Technical Sanctions has been expedited to a considerable extent. Different types of composting systems and biogas plants of various capacities have been provided at the household and institutions like public schools, offices etc. Aerobic composting devices, biogas plants, Organic Waste Converters etc have been provided at the community level such as mar- kets, shopping malls, community centres and such other public places. One of the major land mark achievement during this period was the ban on single use plastics. Realizing the fact that reduction in waste generation is one of the best and sustainable options, mission has played a very crucial role in making this policy decision. A Solid Waste Management Strategy was prepared by the Mission and adopted by the Government. It is expected that the coming year would see very significant developments in the Waste Management Sector.

Status Regarding Kerala’s Waste Generation and its management

Kerala generates 10,044 TPD of Municipal Solid Waste; 14% by 6 city Corporations, 45% by 87 Municipalities and 41% generated by 941 Grama Panchayats. 49% of the waste is generated in households, 36% in institutions and 15% in waysides and public places. 7734 TPD of waste is putrescible in nature, 1808 TPD is non-biodegradable and 502 TPD is inert. Non- biodegradable waste includes 603 TPD of paper, 402 TPD of plastic, 100 TPD of metals, 100 TPD of glass, 200 TPD of rubber & leather and 40 TPD of domestic hazardous waste. Currently, 3494 ton/day, out of a total of 7734 ton/day (45%) of biodegradable waste is treated at households, Mandate of institutions and community level. Community Sanitary Complexes comprising of an appropriate number of toilet seats, bathing cubicles, washing platforms, wash basins, etc. can be set up in the village at a location acceptable and accessible to all. Such Complexes can be developed at public places, markets, bus stands, etc., where large scale congregation of people takes place. The maximum support per unit prescribed for a Community Sanitary Complex is Rs.2 lakh. 4. Performance Based Incentive Grant

State received Rs. 200.4 Crore towards Performance Based Incentive Grant, being 100% Central grant. Rs.56.46 Crore has been distributed among 14 districts based on the number of 31 households in each GP for undertaking various SLWM activities in GPs as per the guidelines. Technology Tiger Biofilter

The tiger biofilter is based on the Tiger Technology-a novel method of sewage treatment that utilizes bio-media to process wastewater. It consists of specially Working Principle bred earthworms (eisenia fetida) and micro organisms for consuming waste and generating compost. This process is aerobic which makes the treated water, clean and odour free.

The unique setup of the treatment plant introduces a tricking action of the wastewater as it passes through the bio media, which dissolves oxygen into it. The tiger biofilter uses a unique combination of filters and worms to dispose of Key Features 52 sludge/ sewage and recycles nearly 95% of waste water. It also produces highly fertile compost, which can be used for gardening and agriculture.

The treated water from this plant reveals the high efficiency of this technology with minimum power usage.
