    PACIFIC ISLANDS FORUM SECRETARIAT 2020 FORUM ECONOMIC MINISTERS MEETING Virtual Meeting 11 – 12 August 2020 OUTCOMES The 2020 Forum Economic Ministers Meeting was convened virtually on 11 – 12 August 2020. The meeting was chaired by the Honourable Seve Paeniu, Minister for Finance of Tuvalu, and supported by the Secretary General of the Pacific Islands Forum, Dame Meg Taylor. 2. The meeting was attended at Ministerial level by Australia, Cook Islands, Fiji, Nauru, New Zealand, Niue, Samoa, Tonga, Tuvalu and Vanuatu. French Polynesia, Kiribati, New Caledonia, the Republic of the Marshall Islands, and Solomon Islands were represented at Officials level. 3. The meeting was also attended by the following Council of Regional Organisations in the Pacific (CROP) agencies: the Pacific Islands Forum Fisheries Agency, the Pacific Community, the Pacific Aviation Safety Authority, the Pacific Power Association, the Pacific Tourism Organisation, and the University of the South Pacific. Special Technical Observers also in attendance were the Asian Development Bank, the European Investment Bank, the European Union, the International Monetary Fund, the Oceania Customs Organisation, the Pacific Islands Private Sector Organisation, the Commonwealth Secretariat, the United Nations, and the World Bank. In her introductory remarks, the Secretary General recognised the severe consequences caused by the coronavirus pandemic (COVID-19) to global and national economies, with impacts on the livelihoods and prospects of our people to be felt for some time. The Secretary General commended Members for rising to the extraordinary challenges posed by the pandemic, and reminded of the growing uncertainty about the future of the Blue Pacific due to inherent and persistent vulnerabilities that continue to challenge the region’s resilient development and security, and which have been amplified by the COVID-19.

The governing bodies of the Pacific Islands Applied GeoscienceCommission (SOPAC), the Pacific Community (SPC), and the Pacific Regional Environment Programme(SPREP) met together under the chairmanship of the Secretary General of the Pacific Islands Forum Secretariatto consider options for new institutional arrangementsfor their organisations.The meeting was an historic occasion, being the first time that such a joint meeting has been held. Work on the reform of the current Regional Institutional Framework (RIF) has been carried out in responseto the decision of Pacific Islands Forum Leadersand the previous decisions of the three governing bodies that SOPAC programmesand services should be rationalised into SPC and SPREP.As a result, the CEOs of SOPAC, SPC and SPREP,with the support of their staff, have undertaken extensive consultation to develop options for su~h a rationalisation and have commissioned reports from independentconsultants on the financial, legal and operational implications of various options. An overriding considerationof these consultationshas beenthe need to avoid fragmentation or diminution of SOPAC"s core services, which are highly valued by its members,and to ensurethat the region benefits from enhancedsynergies and efficiencies as a result of the rationalisation, in accordancewith the objectives of the RtF processand the wishes of Forum leaders.
