In the tragic wake of the seventeen lives brutally cut shot in , politicians are telling us that now is not the time to talk about guns. March for Our Lives believes the time is now."

This permit is granted subject to the following conditions and may be amended by the National Park Service to reflect changes to conditions.

This permit authorizes the construction and/or placement of facilities in support of the March For Our Lives First amendment demonstration along Pennsylvania A venue National Historical Site from 3rd Street to 13th Street. Facilities include tents, trailers, bleachers, media platforms, sound towers, generators, portable restrooms, medial aid and water stations.

The permittee agrees to be fully responsible for the management, performance, use and safety within the permit area involved in this authorization until the work is completed, inspected, and accepted. The permittee hereby agrees to accept responsibility and assume liability for any and all tort claims arising from the actions or omissions of its representatives or employees directly or indirectly connected with the work performed, the maintenance of, or the use of this facility to the greatest extent permitted by law. To the extent that the work is performed by non-Governmental persons or organizations, the permittee shall require such persons or organizations to:

a. Procure public and employee liability insurance from responsible companies with a minimum limitation of $2,000,000 per person for any one claim and an aggregate limit of $5,000,000 for any number of claims arising from any one incident. The United States of America shall be named as an additional insured on all such policies. The permit number will be included on said policy. Additional Conditions Permit #18-0710

All such policies shall specify that the insured shall have no right of subrogation against the United States for payments of any premiums or deductibles, thereunder, and such insurance policies shall be obtained by, be for the account of, and be at the insured's sole risk.

b. Pay the United States the full value of any damages to the lands or other property of the United States caused by any omission or activity in connection with this permit. c. Indemnify, save and hold harmless and defend the United States against all fines, claims, damages, losses, judgments and expenses arising out of, or from any omission or activity in connection with this permit.

Permission for placement of facilities is granted based on the attached layout diagrams for all areas referenced in this permit.

GENERAL CONDITIONS

1. Permittee and all participants authorized therein must comply with all of the conditions of this permit and with all reasonable directions of the National Park Service and United States Park Police personnel.

2. All sidewalks, walkways, and roadways must remain unobstructed during the construction activities to allow for the reasonable use of these areas by pedestrians, vehicles, and other park visitors.

3. Prior to beginning construction or placement of all facilities, Permittee, and/or Permittee's contractors or agents will contact Mr. Leonard D. Lee, Permit Specialist (202) 245-4715, or Mr. Jeff Gowen, Chief, Division of Facility Management, (202) 245­ 4492, to coordinate specific logistical requirements. Permittee and its representatives will follow instructions provided by these individuals with regard to accessing park property and will take all precautions to protect park resources.

4. All requests, correspondence and meetings with the National Park Service pertaining to this permit shall be scheduled by the permittee only. All contractors, subcontractors or consultants must channel their requests through the recognized representatives of the permittee, who in turn will contact the National Park Service.

5. The Permittee shall insure that all facilities and structures placed on park property adhere to all applicable codes, standards, and regulations including but not limited to BOCA, OSHA, USPHS, NFP A-101, IBC 2006, IFC 2006 and ADA, covering requirements including but not limited to safe construction practices, grounding of generators and maintaining access to the Memorial. Permittee will submit stamped engineered drawings for all structures, i.e. cable trusses, tents, stages, audio and video towers, etc. for NPS review and approval.

6. All activities pursuant to this permit shall be in compliance with the requirements ofTitle VI ofthe Civil Rights Act of 1964 (78 Stat. 252; 42 U.S.C. 200d ed seg.); Title V, Section 504 of the Rehabilitation Act of 1973 (87 Stat. 394; 29 U.S.C. 794); the Age Discrimination Act of 1975 (89 Stat. 728; 42 U.S.C. 6101 et seg.); and with all other Federal laws and regulations prohibiting discrimination on grounds of race, color, national origin, handicap, religion, or sex in employment and in providing facilities and services to the public. Nothing in advertising for employees shall be done which will prevent those covered by these laws from qualifying for employment.

7. The permittee shall require all employees and/or contractors to exercise all normal and reasonable safety precautions and to protect park visitors and property. Suitable devices such as barricades, fences, lanterns, etc. necessary for employee and public safety, shall be provided and adequately maintained. Such devices require the concurrence ofthe NPS Permit Specialist or designated representative.

8. Throughout the course ofthis permit, the Permittee, is responsible for taking all necessary precautions to minimize resource damage throughout the permitted area. In addition, permittee must supervise their contractors and employees during set-up and teardown to assure that there is no damage to park resources.

9. No wires or cables are to be attached to trees or other vegetation or flown aerially. Any wires or cables required in support of permitted activities must be run on the ground, in troughs or yellow jackets, to prevent tripping hazards.

10. All laws, rules and regulations applicable to the area covered by this permit remain in effect.

11. The permittee shall be responsible for the cost and repairs to any structures, facilities, roadways, sidewalks, infrastructures, sod, soils, or landscape vegetation on park land damaged by the work authorized under this permit, and caused as a result of operating outside ofthe conditions ofthis permit.

12. The area must be left in substantially the same condition as it was prior to the activities authorized herein, and all litter shall be placed in the trash containers provided.

13. This permit is applicable only for the use of the areas designated above, and during the times designated above. All facilities constructed or placed under this permit will be removed prior to March 27, 2018.

14. The National Park Service reserves the right to immediately revoke this permit at any time should it reasonably appear that the activity presents a clear and present danger to the public safety, good order or health, or if any conditions ofthis permit are violated.

15. A copy of this permit shall be available on site for inspection by National Park Service and United States Park Police personnel.

16. All proposed amendments or additions to this permit and all proposed locations of vehicles, equipment, storage, installations ofany kind, areas of activity, work and power plans shall be submitted to the NPS for prior written approval prior to the installation of facilities. These proposals shall be in map or diagram form suitable for on the ground inspection.

17. Permittee will provide an on-site coordinator to be accessible to the National Park Service and the United States Park Police personnel at all times during construction or set-up activities and during dismantling of facilities post-event.

18. All staff, volunteers, artists/participants, and vendors involved in the construction and teardown of the bleachers and reviewing stand will be issued some form of identification. The credentials will identify the person by name and category and include any event logo.

19. Colored copies of all credentials will be provided to NPS and USPP in advance of the construction.

20. Permittee is responsible for ensuring that event plans meet the American with Disabilities Act (ADA) standards for accessibility. Site plans must depict ADA elements, including, but not limited to, ADA compliant portable toilets, viewing areas, accessible paths oftravel etc.

** Each Audio Delay tower is constructed from a 7,000 lb. concrete block (6'x6') + outriggers, with a Vertical Post bolted to the block. The post has a header on the top of it, which allows for Chain Hoist connection. Stamped Engineering drawings are available upon request.

Resource Protection:

Pursuant to 36 CFR 7.96(g)(5)(xii), 2.3 l(a)(2),(3) the destruction, defacement, damaging, alteration, or removal of park resources or facilities is prohibited. No item, including signs or banners, may be attached to park trees, plantings, benches, statues, walls, fences, or other park property. No holes may be dug and no item, including signs or banners, may be attached to park trees, plantings, benches or other park property.

Site Furnishings:

Permittee may not move or otherwise harm existing site furnishings, including but not limited to posts and chains, benches, waste receptacles, and drinking fountains. No attachments may be made to, pass through, or be affixed to existing site furnishings.

Additional temporary site furnishings may be provided by the Permittee; however, these furnishings must meet the guidelines set forth in this document. No permanent installation of site furnishings is permitted.

Hard Surfaces:

Temporary protection ofall hard surfaces affected by the construction or erection of staging elements, sound towers, camera equipment, cranes, lighting structures, miscellaneous equipment, or scaffolding must be provided. All protective pads or cushioning devices shall be non-staining.

Turf Protection:

For the purpose of protection, any area not paved shall be treated as lawn from 3rd Street to 14th Streets. No heavy equipment (cranes, backhoes, etc.), vehicles or stock piling of materials is permitted on turf areas without the approval of the NPS. Limited activity of this sort may only take place with prior, written approval from the NPS, in defined areas and with load spreading techniques.

Pennittee is must secure products such as Terraplas, Supa Trac Translucent, Clear Road, Groundshield, ROT Panel Pedestrian or equal that is ADA-compliant, interlocking mats that are translucent and allow UV light to pass through to the grass below. The products must either be perforated or ribbed, allowing for ventilation and some moisture access to the turf below. Material to be used must be approved in advance by NPS.

Permittee is required to meet OSHA guidelines regarding employee/subcontractor work schedules. No employee/subcontractor is to work no more than 10 hours within a 24hour period. Any work required beyond the 10-hour limitation will need to be requested to the NPS in advance for review and approval by the Superintendent, and Memorial Parks.

Evening Work: Evening work may be conducted for both load in and load out periods with prior permission by the Superintendent. For work conducted during evening hours a portable lighting system is required. In addition all motor vehicles including golf cart(s) must have lights. Generally night work is not allowed after 10:00 pm and prior to 6:00 am.

All facilities including bleachers, delay towers, platforms and trailers must be at least three (3) feet back from the curb and have a minimum of six ( 6) feet of clearance between the back of the structure and the face of the buildings along Pennsylvania A venue to allow for public access.

Permittee is responsible for maintaining a minimum (3 ') clearance on all sides of Fire Hydrants within the permit site.

Facilities will not be erected in front of building entrances or driveways. No facilities or equipment of any kind shall be erected in front of the entrance to the Navy Memorial or on the Navy Memorial Globe.

Permittee shall be responsible for removal and replacement of any security barriers and/or devices, owned by others but currently in place within Pennsylvania A venue National Historical Site.

All metal parts, or fiberglass-like structural components, of facilities shall be separated from masonry or ground with not less than one foot square of %" inch unpainted plywood.

The permittee shall be responsible for any damage including stains created by installing the above facilities. Any stains created shall be removed at the expense of the permittee. To avoid or minimize any potential damage, it is recommended that galvanized steel or pre-painted components be used. Ifon-site painting is required, the sidewalks and plaza areas must be properly protected.

Bleachers, platforms, trailers and other support facilities shall not be erected on/or over plants, planters, trees, steps or statues.

All trash, debris, and litter resulting from activities of this permit shall not be allowed to accumulate and shall be bagged and placed on or next to trash receptacles.

Vehicles will not be permitted on the Pennsylvania A venue sidewalks. All unloading and loading of equipment must be done from the street.

Stages, lighting trusses, video walls/screens and any scaffold towers used to support them must be constructed to conform to architectural plans stamped by a licensed structural engineer. Permittee is responsible for installing a barricade. bike rack and/or fencing around all lighting. audio and AV towers to secure them from the general public.

RESERVATION #553

All trailers and other temporary structures, must be at least (5) feet from ADA accessible ramps and must not block pedestrian access along the sidewalks and gravel walks.

All trailers and other temporary structures must be erected to allow access to building entrances and/or driveways at all times.

All portable toilets must be placed in groups of (5) or less, with a (6') clearance between each group.

Permittee is responsible for having its contractor secure all media stands and temporary structures while not in use. Trailers and restrooms must be locked while not in use and generators, light and sound towers must be secured by bike rack and/or fencing. TNM and/or its contractor will be required to provide unarmed 24-hour security to monitor all equipment and structures daily~

The Permittee and all contractors may not load m any materials pnor to the predetermined load in period.

THE MALL-OUTER GRAVEL WALKWAYS 3RD TO 14TH STREET

PORTABLE TOILETS: Madison Drive & Jefferson Drive Outer Gravel Walkways

Portable Toilets: Ifattendance is expected to exceed the capacity of nearby NPS public comfort facilities, or if none exist in or near the requested park area, the Permittee must provide portable, temporary toilets with sufficient capacity to accommodate anticipated 1 attendance. The general guideline is a minimum of one ( 1) portable toilet per three hundred (300) people, ofwhich at least twenty percent (20%) must be handicapped accessible. Portable toilets must be placed in groups of(5) with a minimum of(6') separation in between each group.

The permittee is responsible for providing sufficient portable restrooms to accommodate the anticipated public within the permitted area. All portable restroom facilities within the viewing areas of Pennsylvania A venue National Historical Park will be located off parkland and placed on adjacent north/south streets. The only exception to this will be the placement of portable restrooms next to the Media Booths in John Marshall Park, Production Area in Reservation #553 and Meade Statue Press Area.

Portable restrooms outside of the main viewing area will be placed on the Mall. All portable restroom facilities within the National Mall will be placed along the perimeter gravel walks on the north (Madison Drive) and south (Jefferson Drive) sides ofthe Mall.

Upon completion of restroom placement Permittee must contact the NPS to schedule an on-site placement inspection.

Restrooms must be secured if placed on parkland prior to any event.

The load in and load out of the portable restrooms must not interfere with the Guest Services Inc. food facilities located across from the National History Museum, American History Museum and National Air & Space Museums.

THE MALL-NORTH & SOUTH GRAVEL WALKWAYS 4TH TO 14TH STREET

Fencing/Bike Rack & Water Pallets:

Contractor: Sonco, Pepsi & Walmart Time Line: March 22, 2018 (09:00 a.m.-06:00 p.m.) Water Stations

Any fencing or other physical barriers planned for the event must be shown on the site plan and called out by type.

Fencing must be designed in such a way that it does not prevent safe egress from the event.

Fencing located on turf areas may not be staked into the ground unless authorized by permit. Ifauthorized, stakes must be no longer than eighteen inches (18") driven into the ground. Stakes must avoid all underground pipes and fixtures. In the event chain linked fencing is used, security barbed wire is prohibited.

Concrete barriers (such as jersey barriers) are permitted only on hardscape areas.

Tree protection fencing may be required as a condition of the permit.

Logistical vehicles accessing the Mall with appropriate Vehicle Access Passes must drive at least five feet (5') away from the Mall center panel's granite curbs.

Event vehicles of any kind (delivery, cranes, forklifts, golf carts, trailers, exhibit trailers, etc. are not allowed on the Mall turf of curbs.

Back of house, trailers, bone yards, generators portable toilets etc. are not permitted on the turf panels or curbs.

Vehicle mounted signs, LED screens, media towers and light towers are not permitted on the turf panels or curbs.

Equipment used for set up must be kept at least five feet (5') away from the granite curbs.

Except when being driven on established public vehicular roadways: Logistical equipment and vehicles, including gas and electric carts, must not exceed 5-mph. All trucks with a GVW of over 7500 pounds, and equipment such as bucket trucks, platform lifts, forklifts, and cranes, must be accompanied by a walking spotter when moving or operating in an area accessible to the public.

Vehicles must have headlights on while in motion. All individuals operating Golf Carts/gators on NPS property must have a Valid Driver's License. All Golf Carts/gators operating after dusk, must have fixed and/or portable illumination.

No vehicle shall obstruct or interfere with the Circulator transportation service which utilizes Jefferson and Madison Drives, between 141h and 3rd Streets.

Permittee must receive prior, written approval from the NPS/USPP if traffic is to be blocked at any time during preparation for, during the course of, and after a special event or demonstration (at any location in the immediate vicinity of the National Mall). If District of Columbia streets are to be blocked, the appropriate authorities must be notified as well.

Emergency Access:

All pathways and roadways must remain open and unobstructed. A minimum twenty foot (20') drive aisle must remain open at all times for emergency vehicle egress. No temporary or permanent structures may be located within the egress lane. The egress drive aisle must be called out on the site plan.

Submittal Requirements: A plan of how the site will be approached and how traffic will be controlled is required for logistical vehicles that are delivering and/or removing temporary equipment and supplies. In this submittal, information documenting the path of vehicular traffic in and around the roadways of the National Mall during preparation for, during the course of, and after all activities associated with the Presidential Inaugural, is required. Rules and regulations for District of Columbia streets also shall be observed. Signs directing vehicular and pedestrian traffic shall be furnished, with text and locations of signs indicated on the plan.

Deliveries and removal of materials shall occur so as to not adversely affect daily operations ofNPS Concessioners and Museums in and around the National Mall. No deliveries shall be made after hours without prior, written approval from the NPS.

Access onto the gravel walks will be from 3rd, 4th, or 7th Streets.

MEADE STATUE PLAZA

For work conducted during evening hours a portable lighting system is required. In addition all motor vehicles including golf cart(s) must have lights. Generally night work is not allowed after 10:00 pm and prior to 6:00 am.

All facilities including bleachers, delay towers, platforms and trailers must be at least three (3) feet back from the curb and have a minimum of six ( 6) feet of clearance between the back of the structure and the face of the buildings along Pennsylvania Avenue to allow for public access.

13 Additional Conditions Permit #18-0710

Permittee is responsible for maintaining a minimum (3') clearance on all sides of Fire Hydrants within the permit site.

Facilities will not be erected in front of building entrances or driveways. No facilities or equipment of any kind shall be erected in front ofthe entrance to the U.S. District Courts ofthe Canadian Embassy.

Permittee shall be responsible for removal and replacement of any security barriers and/or ·devices, owned by others but currently in place within Pennsylvania A venue National Historical Site.

All metal parts, or fiberglass-like structural components, of facilities shall be separated from masonry or ground with not less than one foot square of %" inch unpainted plywood.

The permittee shall be responsible for any damage including stains created by installing the above facilities. Any stains created shall be removed at the expense of the permittee. To avoid or minimize any potential damage, it is recommended that galvanized steel or pre-painted components be used. If on-site painting is required, the sidewalks and plaza areas must be properly protected.

Bleachers, platforms, trailers and other support facilities shall not be erected on/or over plants, planters, trees, steps or statues.

All trash, debris, and litter resulting from activities of this permit shall not be allowed to accumulate and shall be bagged and placed on or next to trash receptacles.

Vehicles will not be permitted on the Pennsylvania A venue sidewalks. All unloading and loading of equipment must be done from the street.

Stages, lighting trusses, video walls/screens and any scaffold to:wers used to support them must be constructed to conform to architectural plans stamped by a licensed structural engineer. Permittee is responsible for installing a barricade. bike rack and/or fencing around all lighting. audio and AV towers to secure them from the general public.

No electricity available on site. Permittee may provide own gasoline and/or solar powered generator(s) to provide power for tents, trailers, video and sound, towers and sight lighting. Generators will be installed in accordance with the site plan, D.C. Fire Department guidelines, and safely installed per manufacturer requirements.

The fueling/refueling ofgasoline powered generators on parkland is prohibited. The storage of additional fuel is prohibited.

At a minimum, for hand carted generators, I" professional outdoor grade plywood, or similar material must be placed underneath the generator to protect the underlying surfaces from potential weight and vibration damage and fluid leakage. Generators must be encased with a secondary drip containment unit.

Tow plant generator(s) must have an internal secondary drip containment unit and/or placed in containment troughs and be fenced in or closed in with bike rack.

All wires must be covered by mats and/or yellow jackets to prevent tripping hazards. The cord must be in good condition, of sufficient gauge to accommodate the electrical load of equipment and must be properly grounded.

All cables, power lines, etc. shall be run in an orderly manner and contained in matted yellow jackets that provide for safety and accessibility. No power lines/phone lines can be strung between trees.

To reduce the potential for accidental contact, generators must be enclosed with a perimeter security fence at least three (3) feet in height.

A Fire extinguisher must be within 15 feet of generator(s).

The storage of fuel on parkland, in trailers, next to generators and at other NPS locations is strictly prohibited.

For large events. on-site refueling may be permitted pursuant to the following conditions:

Refueling will only be allowed between the hours of Sa.m. and 8a.m. and I 0:00 p.m.-12 Midnight, on dates agreed upon in advance by Permittee and the NPS. Any additional request for refueling timelines must be submitted in writing to NPS.

The following materials must be placed on the ground underneath the generators:

Plastic tarp on the ground

Absorbent material on top oftarp Drip pan under fueling nozzle Spill containment material or absorbent booms or pads must be stored at each generator location 55-gallon drum labeled hazardous material must be placed alongside of each generator. Should spillage occur the absorbent material must be placed in these barrels. Contractor will be responsible for removing the barrels off of park property Contractor will be responsible for any damage to the park's resources as a result of the refueling.

The spillage of deleterious substances such as engine oil, gasoline, etc. is prohibited. In the event of such an occurrence, NPS and USPP must be notified immediately. In case of spill please contact DC Fire and Emergency Medical Services at 911 and National Mall & Memorial Parks' Chief of Maintenance at (202) 3 59-1551.

The storage offuel on parkland, in trailers, next to generators and at other NPS locations is strictly prohibited.

Pennittee will be responsible for any damages to park resources resulting from the re­ fueling.

OVERNIGHT SECURITY/CAMPING:

1. Pennittee is responsible for providing UNARMED overnight security. Sleeping overnight in park areas, including in any trailers/work units by CSC employees or subcontractors workmen is prohibited. Camping is defined as the use ofthe park land for living accommodation purposes such as sleeping activities, or making preparations to sleep (including the laying down or bedding for the purpose of sleeping), or storing personal belongings, or making any fire, or using any tents or shelter or other structure or vehicle for sleeping or doing any digging or earth breaking or carrying on cooking activities. The above-listed activities constitute camping when it reasonably appears, in light of all the circumstances that the participants, in conducting these activities, are in fact using the area as a living accommodation regardless ofthe intent ofthe participants or the nature ofany other activities in which they may also be engaging.

MEDIA:

Cameras, equipment, crew, and participants in this filming may not be situated on sidewalks, paths, or roadways that prohibit the passage of pedestrians and/or vehicles. No equipment may be attached and/or affixed to any plant materials (i.e. trees and shrubs) or structures. Running cables thru trees is prohibited.

No exclusive use ofthe area is permitted and the area must remain open to the general public at all times. This filming may in no way impede or prevent public access to the area.

Parking is permitted in designated parking spaces only. No parking spaces may be reserved. All public spaces are available only on a first come, first use basis. No reserved parking for "crew vehicles" is permitted. Crew vehicles must park in available public parking spaces.

Support vehicles/production trailers for the filming may park on the Mall, curb lanes of Madison Drive as indicated by the attached site plan. SEE ENCLOSED MAP

No electrical service is available. The use ofa portable generator, to be provided by the Permittee, is permitted. Plywood or a similar material must be placed beneath the generator to protect the turf.

Filming:

All equipment will be portable and self-contained with all stands using rubber tips or matting as a base. All equipment must be hand carried/hand carted to filming Iocation(s).

All satellite/microwave trucks must be parked on District of Columbia streets. All cable running to press stands and other coverage locations must be covered to avoid tripping hazards. No cables can be run through trees.

Permittee will be responsible for informing the media about covering their cables. Any cables not properly covered will be removed.

Cabling across entrances and handicapped accessible ramps must be ADA approved and cannot impair or prevent access. All cables must be covered to prevent tripping hazards.

Under no circumstances will any equipment, including lighting, be allowed to be placed and/or attached to any trees, planters, light poles, structures, etc.

PROTECTION OF THE PUBLIC & GENERAL WELFARE:

Event fence, chain link fence and/or bike rack shall be erected by the Permittee to contain the event areas and provide necessary resource protection, security and buffer zones. The Permittee(s) is responsible for encircling generators, light and sound towers, jombotrons etc. with event fence and/or bike rack.

Reunification: Permittee is responsible for providing well identified location(s), signage and announcements by public address systems and/or pre-event handouts that clearly designate such services. Permittee must man/staff the reunification location(s) from the start ofthe event, until a minimum of(60) minutes post event.

Permittee is responsible for contacting the DC Department of Fire and Emergency Medical Services, Emergency Medical Services-special Events Coordinator, at (202) 673-3274, to ensure requirements for the provision of first aid and/or emergency medical services are being met.

Permittee must submit the medical plan with a detailed outline identifying all medical assets such as first aid stations, transport ambulances, supplies and equipment which might be needed depending on the event size, duration and other dynamic factors such as weather, are at play.

Permittee has provided a health, medical & safety plan that is attached.

18 Additional Conditions Permit #18-0710

Security:

Permittee is responsible for providing UNARMED security for any equipment left on parkland overnight. Equipment cannot be left unattended at any time. Permittee may contact Sgt. Erich Koehler and/or Sgt. Ryan Pangretic, United States Park Police, 202­ 610-7092, to request police personnel to provide the security.

Camping:

Pursuant to 36 C.F.R. 7.96(i), camping is prohibited. Camping is defined as the use of the park land for living accommodation purposes such as sleeping activities, or making preparation to sleep (including the laying down or bedding for the purpose of sleeping), or storing personal belongings, or making any fire, or using any tents or shelter or other structure or vehicle for sleeping or doing any digging or earth breaking or carrying on cooking activities. The above-listed activities constitute camping when it reasonably appears, in light of all the circumstances that the participants, in conducting these activities, are in fact using the area as a living accommodation regardless ofthe intent of the participants or the nature of any other activities in which they may also be engaging.

Demonstration Marshals: Permittee will have Demonstration Marshalls. See Attached Credentials Listing. Each of your demonstration marshals will help maintain order among your participants. Demonstration marshals should be aware of their responsibilities and location(s) where they will be stationed and have received from demonstration organizers, adequate training and instructions. Demonstration marshals should be aware ofthe time and location of the assembly and any march routes, the location of any first aid stations, water and toilets, be knowledgeable of the NPS permit conditions, be able to communicate with law enforcement, as well as what to do if they think they observe any problems. While demonstration marshals do not act as police, they do help maintain order among participants, explain to non-participants that a particular area may be under permit, and be able to alert their supervisor and the United States Park Police in the event that they observe a problem on Federal parkland.

Adverse Weather Policy:

When there is a threat to public health or safety, the Superintendent and/or his/or her designee, may close the National Mall or an event being held there for such duration as determined necessary to ensure the safety and wellbeing of the public. Such situations have occasionally occurred in the past where park areas have been closed due·to severe weather warning of heavy snow and thunderstorms with lighting and high winds. Where an area is ordered closed due to a weather-related public safety threat, pursuant to 36 CFR 2.32(2) people must comply with official directions to leave the closed area and relocate to safer sheltered locations.

19 Additional Conditions Permit #18-0710

Closing or canceling an event is a last resort. However, while most events will be held despite the weather, the Permittee is responsible for providing updated information in the event, schedules and drop-off points may change. If a weather emergency is declared, programs may be ciosed early or canceled.

Sales/Solicitation:

Special attention is drawn to item #4, last page of this permit concerning fees collected and donations solicited on parkland. No merchandise may be sold or offered for sale except for message bearing books, newspapers, leaflets, pamphlets, buttons and bumper stickers. Sales areas can be no larger than 6' wide by 15' long by 6' high, and can have only one table 2 ~ ' by 8 ', or 4' by 4'. See attached regulations.

The sale of printed literature, message bearing books, newspapers, leaflets, pamphlets, buttons and bumper stickers, on National Park Service property is not associated with this permit. The sale of Tee Shirts, CD's, cassette tapes and other similar materials is prohibited.

Access: Permittee does not have exclusive use of the area including sidewalks and roadways. No interference with the pedestrian traffic and no blocking entrances, sidewalks, nor driveways allowed. No impeding vehicular traffic permitted. All areas remain open to the general public at all times.

During load-in/setup, Permittee is required to provide a minimum of two persons to (1) take responsibility for directing the public through permit site instead ofwalking in the street and (2) to keep participants from standing in front of the entrance to buildings and blocking/obstructing pedestrian traffic east and west on the sidewalk.

For sidewalks and entrances of (7) feet wide or larger, a (6) foot minimum clearance must be maintained at all times to allow for two wheelchairs to pass each other. And for sidewalks and entrances of(5-6) feet wide, a (4) foot minimum width must be maintained at all times for wheelchair accessibility.

Balloons, glass beverage containers, weapons, drones and alcoholic beverages are prohibited on parkland.

Permittee must contact Sgt. Erich Koehler and/or Sgt. Ryan Pangretic, U.S. Park Police, (202)-610-7092, to finalize any police logistics.

Permittee must contact Leonard D. Lee, Division of Park Programs, on (202)-245-4715, to finalize any permit logistics.

Q. Permittee must acquire all necessary permission/permits from the Metropolitan Police Department (202) 671-6566, for use of District property, and the Police, (202) 224-8891, for use ofUS Capitol property.

R. Ifthe permittee decides to cancel or substantially modify its event, the permittee must immediately advise both the United States Park Police Special Events Sergeant at (202) 61-7092 and the Division ofPark Programs at (202) 245-4715.

Medical Incidents

Non-medical staff members or volunteers should request medical assistance via Channel or via the phone number {to be determined and provided before event day). The following information should be reported: Exact location Brief description of the problem Age and gender of injured/ill person {if poss ible) Any care that has already been provided A cell phone or other contact number of so meone at the scene

Staff members and/or volunteers should remain with the injured/ill person until medical staff arrive and assume care. The patient should be kept still. If weather conditions are unfavorable, keep the patient dry and cool or warm as appropriate and possible. Do not move the patient. Try to obtain patient name and emergency contact information for EMS personnel. EMS will provide initial onsite care, stabilize the patient, and transfer the patient as appropriate. The GW MFA Medical Director can be consulted to determine the appropriate disposition for the patient {treat/release, transport to medical station, or transport to the hospital).

No items may be · sold or offered for sale except for books, newspapers, leaflets, pamphlets, buttons and bumper stickers which contain a niessage related to your demonstration or special. event. No other . merchandise may be sold or offered for sale. A stand or structure used for~ s·ale ofpe~tted · . items may not exceed one table per site, wbicirfuay be no larger than 2 1/2 feet by 8 feet or 4 feet by 4 feet. The dimensions of the sales site may not exc~d 6 feet wide by 15 feet long by 6 feet high.
