The Chairman welcomed everyone and opened the meeting.

MATTERS ARISING FROM MINUTES Cllr Carr corrected minutes from last meeting to reflect inability to vote due to Education Trust, not education committee SECRETARY’S CORRESPONDENCE M Smith had received correspondence from Ian Hunter, next meeting of transport committee 2nd March @ 7.30pm; Places, People & Planning is on 27 April Chairman had received a questionnaire regarding the Community Council Forum, asked questions round the table which Karen McWilliam (K McW) took note of. Chairman requested 4 meetings per year , not 2 Ward area and 2 Mearns only issues. Increase collaboration between all the community councils TREASURERS REPORT  Accounts today have a balance of :- £ 2541.14 Cheque received 13.02 – will be updated for next meeting POLICE REPORT No attendance or report DEVELOPER FUNDING  K McW advised how the funds could be divided out and how to Invite representative from new Burgh go about requesting the funding – handed out fact sheets and Hall committee to meetings to have a guidance notes. The funding requests have to meet strict unified approach. guidelines which are agreed between the Council and the Developer. Robust backup why you want the funds and where, etc. Councillors receive figures each quarter. Must have evidence of community engagement that this is what the community requests. Developer must agree to what the funds are spent on. Library – funds not be to spent on books but maybe computers, tablets, heating, Book Bugs. Funds could be spent on refurbishing toilets, disabled access. Council reviews all applications whether internal or external and comes back to Community Council for feedback. Recreational Sport – includes all weather pitches, storage, grass pitch.

WHAT’S ON SHOP  M Smith gave introduction to CC as to what the intention of the C Burness to check lease shop is, the background and what the hopes of the shop are. Cllr Carr advises there may be funding available (developer funding) under Community Facilities

LANDSCAPE SERVICES  Gave K McW background to the various issues over the last K McW to action 14.02.17 and feedback year affecting Inverbervie as a whole. to M Smith.

675TH ANNIVERSARY OF ROYAL BURGH  Incorporate events into Gala Week, Gala Day, Fireworks night , J Shaw to invite Gala Rep to next meeting round by the Market Cross, use the Provost Chain if still in the Burgh? Involve community groups throughout the year

BRIGHTER BERVIE  Has requested £4444.26 from Developer Funding. To create an all-weather seating area in the Voyager of Life garden at the church. This would be used by community groups. Already discussed with Developer and agreed. Approved by Community Council. Chairman queries whether this could come out of Recreational Funds rather than Community Facilities. Cllr Carr advises there is always funds in Area Community Budget if this is refused. Also have plans for a Heritage Garden – coat of arms mosaic, behind Dr surgery. Been in touch with Dry Stone Dyke Association and they will run workshops on how to Dry Stone Dyke? Roses have been donated. Applied for funding from the Tullo Wind Farm Fund. Plans to have panels showing how the Haughs were in olden days, tie in with school trips to Farm Museum at Mintlaw and Dundee. Organising a BIG TEA on 20 August at Arbuthnott House. Bring your own picnic to share, Arbuthnott House providing beverages. Getting involved in “Our Mearns Tourist Association” to promote Therapeutic gardening CHIP in the area.

ROADS  M Smith gave background on all issues affecting the Burgh over M Smith to forward spreadsheet to the last year. Forward spreadsheet to K McW to escalate. Karen McWilliam for escalation Bridge work – teams been in the Burgh for last 2 weeks attaching monitors to the bridge?

 Accident at crossing – still no report from Council. Cllr Carr M Smith to send separate email to advises to invite Ralph Singleton to next meeting to advise Ralph Singleton and Euan Smith outcome and discuss. Request from all members of the regarding this – with invite to next Community Council for traffic lights at this crossroads before meeting there is another fatality.

 Roads surfacing from last summer. Still loads and loads of loose chippings at both ends of Inverbervie but stretching as far as Mill to the South and Dunottar Church to the North. Lots of insurance claims for cracked windscreens.

WASTE & BINS  Funding available within Developers funding for bins, CC to decide what we need and where – do a community survey. Where to put glass bottle recycling round the burgh?

GREEN DOG WALKERS SCHEME  M Smith has the information. Will be located in the What’s On M Smith to contact Michael Bennett shop when up and running and also in the library. People to re spray paint sign for the poo-bags. Community to organise 3 events throughout the year. Pick a street and monitor 3 weeks apart. R Fergusson to contact the man who Maybe contact Michael Bennett for the spray empties the bins as to where would paint? More poo bins required all over be best to locate the bins

WAR MEMORIAL  Requires cleaning? Separate fund for this M Smith to contact Brian Watt

ABERDEENSHIRE COUNCIL BUDGET  Cllr Carr advises that Aberdeenshire is 13% underfunded already compared to other areas in Scotland. They are fighting for Fair Share money, but warns that despite increase in Council Tax, there will further cuts to services in the next few years. Council Headquarters move to Inverurie is still not decided, voting for new election then decision will be made

PLANNING – PENDING APPLICATIONS  a) no objections to shed on Church Street

 A resident is keen to set up a sensory room in the Burgh, Brighter Bervie suggests they might be able to do something? Cllr Carr advises there may be funding available for this from the Area Committee, not likely to get from Developer Fund
