Mineta International Institute for Surface Transportation Policy Studies (MTI) was established by Congress as part of the Intermodal Surface Transportation Effi ciency Act of 1991. Reauthorized in 1998, MTI was selected by the U.S. Department of Transportation through a competitive process in 2002 as a national “Center of Excellence.” The Institute is funded by Congress through the United States Department of Transportation’s Research and Innovative Technology Administration, the California Legislature through the Department of Transportation (Caltrans), and by private grants and donations. The Institute receives oversight from an internationally respected Board of Trustees whose members represent all major surface transportation modes. MTI’s focus on policy and management resulted from a Board assessment of the industry’s unmet needs and led directly to the choice of the San José State University College of Business as the Institute’s home. The Board provides policy direction, assists with needs assessment, and connects the Institute and its programs with the international transportation community. MTI’s transportation policy work is centered on three primary responsibilities: Research MTI works to provide policy-oriented research for all levels of government and the private sector to foster the development of optimum surface transportation systems. Research areas include: transportation security; planning and policy development; interrelationships among transportation, land use, and the environment; transportation fi nance; and collaborative labor-management relations. Certifi ed Research Associates conduct the research. Certifi cation requires an advanced degree, generally a Ph.D., a record of academic publications, and professional references. Research projects culminate in a peer-reviewed publication, available both in hardcopy and on TransWeb, the MTI website (http://transweb.sjsu.edu). Education The educational goal of the Institute is to provide graduate-level education to students seeking a career in the development and operation of surface transportation programs. MTI, through San José State University, offers an AACSB-accredited Master of Science in Transportation Management and a graduate Certifi cate in Transportation Management that serve to prepare the nation’s transportation managers for the 21st century. The master’s degree is the highest conferred by the California State University system. With the active assistance of the California Department of Transportation, MTI delivers its classes over a state-of-the-art videoconference network throughout the state of California and via webcasting beyond, allowing working transportation professionals to pursue an advanced degree regardless of their location. To meet the needs of employers seeking a diverse workforce, MTI’s education program promotes enrollment to under-represented groups. Information and Technology Transfer MTI promotes the availability of completed research to professional organizations and journals and works to integrate the research fi ndings into the graduate education program. In addition to publishing the studies, the Institute also sponsors symposia to disseminate research results to transportation professionals and encourages Research Associates to present their fi ndings at conferences. The World in Motion, MTI’s quarterly newsletter, covers innovation in the Institute’s research and education programs. Abstract This report consists primarily of two parts, the first on feasibility and the next on space minimization. In the section on feasibility, we propose the concept of a Bus Rapid Transit (BRT) or light-rail system that effectively requires only one dedicated but reversible lane throughout the system to support two-way traffic in the median of a busy commute corridor with regular provision of left-turn lanes. Based on key ideas proposed in that section, the section on space minimization first addresses how to implement a two-dedicated-lane BRT or light-rail system with minimum right-of-way width and then proposes ways to expand a one-dedicated-lane system to two dedicated lanes. In a one-dedicated-lane system, traffic crossing is accommodated on the otherwise unused or underused median space resulting from provision of the left-turn lanes. Although not necessary, some left-turn lanes can be sacrificed for bus stops. Conceptual design options and geometric configuration sketches for the bus stop and crossing space are provided in the section on feasibility, which also discusses system performance in terms of travel speed, headway of operations, distance between two neighboring crossing spaces, and number of crossing spaces. To ensure practicality, we study implementation of such a system on an existing corridor. Such a system is also useful as an intermediate step toward a two-dedicated-lane system because of its potential for facilitating transit-oriented development. In typical existing or planned BRT or light-rail systems implemented with two dedicated traffic lanes, a space equivalent to four traffic lanes is dedicated for a bus stop. In the section on space minimization, we propose implementations requiring only three lanes at a bus stop, based on two key ideas proposed for a one-dedicated-lane system. A new county Civil Grand Jury report released last month found that VTA is spending more and accomplishing less than nearly every other comparable transit agency in the United States. Just over the last decade, the cost of running VTA's buses and light rail system has nearly doubled, mainly due to labor costs. Meanwhile, fewer riders appear to be using VTA transit services than they have in the last 30 years.

Thank you. Green Line The increased weekend service on the Green line to every twenty minutes is a good addition of service for Campbell which is seeing markedly better service under this plan. Please keep the increased service. Multiple Please assuage public concerns about the 65 and 83 by quantifying the impact the removal of these routes would have, and possible cheaper ways to reduce this impact. The fact is that at least for the 65, the vast majority of the route is duplicative, and within walking distances of other routes. Only south of Hillsdale are there more meaningful gaps. Mapping the people who would be left more than a half mile (walkable distance) away from service as a result of the cancellation would help the public see what could be done to address the service gap, and quantifying the amount of people affected may show that service simply cannot be justified. One idea for a route would be service from winchester transit center to Princeton plaza mall along camden and blossom hill. This could be done with a single bus at a cheaper cost than the current 65. And nobody would be cut off. As far as the 83 is concerned, I am surprised the current plan does not route the 64 along Mcabee, where it would be eq..

    Chapter 2 Alternatives Analysis Section 2.1 Introduction An integral part of the EIS process is the consideration of all reasonable alternatives which would: avoid or minimize adverse impacts, or enhance the quality of the human environment. Given the long history of transportation planning in the Capitol Expressway Corridor, many alternatives and design options have been evaluated throughout the planning, environmental, and design phases of the project. This section describes what alternatives were developed, through what process, and with what kind of public and agency input. It also explains why alternatives were eliminated from consideration (through the use of what criteria, at what point in the process, and with what public and agency involvement). This chapter concludes by describing the alternatives that are considered and evaluated in this Supplemental DEIS. These alternatives include: No-Build Alternative Light Rail Alternative Section 2.2 Identification of Alternatives The Supplemental DEIS evaluates two alternatives: 1) No-Action or No-Build Alternative and 2) Light Rail Alternative. The process for identifying these alternatives began with the Major Investment Study (MIS) in 1999 and continued throughout environmental scoping, conceptual engineering, the Draft EIS/EIR (April 2004), Final EIR (April 2005), and Final Supplemental EIR (April 2007).     Chapter 3 NEPA and CEQA Transportation Operation Analysis 3.1 Introduction This chapter includes a transportation analysis of the operational impacts of the following: The National Environmental Policy Act (NEPA) Alternatives based on VTA’s BART Silicon Valley—Phase II Extension Project Transportation Impact Analysis of the BART Extension Only (“BART Extension TIA”) (Hexagon 2016a). The California Environmental Quality Act (CEQA) Alternatives based on VTA’s BART Silicon Valley – Phase II Extension Project Transportation Impact Analysis of the BART Extension and VTA’s Transit-Oriented Joint Development (“BART Extension with TOJD TIA”) (Hexagon 2016b). Accordingly, this chapter analyzes the transportation-related impacts of three alternatives: the No Build Alternative (for NEPA and CEQA purposes), the BART Extension Alternative (for NEPA and CEQA purposes), and the BART Extension with Transit-Oriented Joint Development (TOJD) Alternative (for CEQA purposes only). Refer to Chapter 2, Alternatives, for a full description of the NEPA and CEQA Alternatives. Each of these alternatives is evaluated under 2015 Existing and 2035 Forecast Year conditions. This chapter presents the regulatory setting for transportation and the 2015 Existing conditions for transit, bicycle, and pedestrian facilities; the study intersections near the BART stations; freeway segments; and freeway ramps. Existing and projected future transit services, forecasts of transit patronage, and effects on travel patterns and the transportation environment are also described, and the projected adverse transportation impacts under NEPA or CEQA, as appropriate, are quantified. Circulation, parking, and non-motorized conditions near the BART stations/TOJD sites are also addressed. Traffic operations during the peak hours are evaluated, with emphasis on intersection and freeway levels of service (LOS), and measures are identified for mitigating substantial adverse effects on the roadway network for the 2015 Existing and 2035 Forecast Year.
