Celtic football club appear to be distancing themselves from this horrific story and the victims deserve justice. If the Scottish government aren?t going to have a public inquiry, what can anyone do? Would a petition work? I await your reply.

The standards have been developed by the Safeguarding in Sport service to ensure sports organisations adopt best practice in this critical area.

As you will no doubt be aware the rising count of those being prosecuted and being found guilty of sexual abuse of minors within football is rising.

It has been widely known for some years (but only been reported in the media over the last few days) that the football sex abuse has been simmering under the surface. It would appear that the organisation under the name of Celtic Football Club operating under the guise of The Celtic Boys Club Banner have been particularly affected by the scandal and I will therefore ask when will you, as Justice Secretary and indeed a prominent figure within the Scottish Government make a announcement regarding the likelihood of a public inquiry into the abuse which happened and was allowed to happen at Celtic and their continued refusal to accept responsibility and at the very least apologise and indeed appear to go to great lengths to distance themselve from the individuals who carried out the abuse whilst being closely linked and/or employed/remunerated by the club.

The 40+ known victims of this abuse have as much right to justice and closure as those who were abused whilst in care or indeed whilst within the Catholic Church.

It is time that ALL abuse victims got the justice they deserve not just those cherrypicked by your Government who appear reluctant for whatevers reason to widen the inquiry into all forms of sexual abuse of children.

I await your response in anticipation of an acceptance that justice has to be done to help the victims move on with their lives and that only a public inquiry will suffice to try and bring full and final closure on the matter. Kind Regards

The remit of the Scottish Child Abuse Inquiry was agreed following extensive consultation and engagement with survivors of in-care child abuse and other interested parties. The inquiry is already underway but if its remit was widened now, it would take many more years to conclude and would therefore fail to respond to the survivors of in-care abuse who campaigned for many years for the type of inquiry we set up.

I'm sure you have seen on Twitter the email which was sent by myself to in January 2018, headed - HISTORICAL CHILD SEXUAL ABUSE - which nearly 11 months later I am still awaiting a response to.I would like an explanation to this ASAP, as it is completely unacceptable.If I had failed to respond to a client that had contacted me 10 months ago, with such an important issue, I would have faced disciplinary action by my employer.

I ask you this, how would you feel if it had been one of your loved ones that had suffered what [Redacted] suffered at the hands of Torbett and the catastrophic impact that it had on his mental health & life.A man who was known about in the late 60s/early 70s by people in authority , who was then allowed back by those same people, to continue the abuse of many young boys.A man who was also the MD of Fairbridge Scotland.A man who for the second time was found guilty in SCOTLAND of sexually abusing young boys on 5/11/2018.

I'm sure that you will be aware of the [Redacted] Trial that the Jury are currently deliberating on at Glasgow Sheriff Court.A man who Torbett named many times [Redacted] and who was also associated with CBC. Today, the trial of [Redacted] commences, again a man who was mentioned by Torbett numerous times, and was also heavily involved with CFC & CBC.

In the New Year we will also have the trial of [Redacted], again a man who was not only involved with CBC but was employed by CFC, and whom has also been found guilty in August 2018 of Child Sexual Abuse. We also had the Celtic photographer, [Redacted], who in 2004 was found guilty of having photographed & was in possession of thousands of indecent images of young boys who played for CBC.Still to this day we are unsure if [Redacted] was in any of those photographs, which is sickening.

[Redacted], whilst giving his statements and evidence to the Police, told that he believed that there was Paedophile ring that had been operating during his time at CBC, although he had only been abused by Torbett.Sadly this certainly now looks like it may be have been the case.It can't be considered a coincidence that these 5 men, were at the same club, at the same time, charged of having been found guilty of the same heinous crimes. If [Redacted] was here today, he would feel extremely disheartened by you both and your party, at the lack of acknowledgment of these crimes as well as the absence of support afforded to the victims/survivors & their families.

I ask again, that you contact myself or my mother, [Redacted] as a matter of urgency as we have many issues & concerns that we would like to address and discuss with you.

I write to you in your capacity of Cabinet Secretary for Justice. I have been concerned for a considerable time about the inaction of the Scottish government in respect of the many now-convicted paedophiles associated with or employed by Celtic Boys Club (CBC) (recently re-named) and Celtic Football Club (CFC). For whatever reason, the Scottish government specifically excluded sporting institutions from the scope of it Scottish Child Abuse inquiry established in 2015. In 2016 I raised my concerns with the then Minister for Childcare and Early Years and his reply was that the police be allowed to investigate matters and that he welcomed the The Scottish Football Association (SFA) independent review.

I fear that the SFA review as introduced will merely focus on procedures "going forward" and will make little or no mention of past misdemeanours. [Redacted] Indeed, today I see that it has been suggested that in 2012 an as yet unnamed MP raised concerns over 'events' in the 1960's and 1970's at CBC/CFC with Mr Neil Doncaster, then Chief Executive of Scottish Premier League )SPL). Mr Doncaster, it appears, dismissed any concerns as being for the Scottish Football League (SFL) being the appropriate authority in those decades. As you will be aware, Mr Doncaster is Chief Executive of Scottish Professional Football League (a merger of SPL and SFL) and also a Director of the SFA. In my opinion, this does not suggest any proactive investigation is likely from these organisations. You will be aware that Torbett, [Redacted], King and McCafferty have been convicted of crimes against young boys entrusted to their care at CBC; there are indications that certain of these crimes may have been perpetrated on the property of CFC; there appears to be a link to Barry Bennel a convicted paedophile in England. When consideration is given the newspaper reports on previous trial evidence and the references made in a number footballing autobiographies that a 'certain subject' could not be talked about "to maintain the good name of CFC - all in the public domain for years - surely it is incumbent upon the Scottish government to either extend the scope of the present inquiry or establish a separate, specific inquiry into the CBC/CFC?

A leading lawyer has warned the club will be facing "dozens and dozens of financial writs" if it fails to do the "right thing". Youngsters who dreamed of playing for Celtic were targeted by paedophile Boys' Club officials - four of whom, Jim Torbett, [Redacted], Jim McCafferty and Gerald King, have been jailed following a police investigation into historic abuse within Scottish football. "These are no longer allegations - in the cases in question they have been proved in a court of law. The problem here is that it looks as if a peadophile ring has been in operation at Celtic Football Club for many, many years. The Board of Directors knew about the abuse and swept the serious offences under the carpet, quite simply to avoid any financial compensation payments to the young boys at Celtic Boys Club who were abused by the Coaching Staff and did clearly not want to see the name of Celtic F.C. damaged in any way possible.

There must be calls for a public and independent enquiry into these offences. The handling of the situation by Celtic Football Club and the Scottish Football Association have been nothing short of an absolute disgrace. Please could your organisation take some course of action regarding these very serious cases of child sex abuse at Celtic Football Club and get in contact with the relevant authorities in Scotland to ensure the victims of child sex abuse finally get the justice they deserve? Nicola sturgeon MSP has been contacted by her constituent [Redacted]. I have copied the text of his email below, for a response from Mr Yousaf.

I have read with increasing concern of the convictions of men associated with Celtic Boys Club. The fact that four paedophiles were able to abuse children for so long, and that those abusers likely co-ordinated with those across the border in England is nothing short of horrifying. I have become a little concerned as well by the statements coming from Celtic Park's leadership. They appear to be distancing themselves from Celtic Boys Club, which has seen Celtic's leadership come under justified criticism. One of the statements from November 2018 (1) contains the following assertion: "Allegations regarding abuse at Celtic Boys' Club first emerged in the 1990s." I believe that this statement is false. In 1998, Hugh Birt made testimony stating that he approached then manager Jock Stein and Director Kevin Kelly with allegations of child abuse against Jim Torbett. This testimonay has been verified by three sources via the BBC (2). The Daily Record has reported that the Celtic FC board had launched an internal investigation into abuse claims in 1986. The investigation found the claims to be 'scurrilous'. We know now that these claims were true (3). In 1996 Scotland on Sunday reported that in 1991 then Celtic manager Liam Brady took a father's complaints regarding [Redacted] to the Celtic board of directors (4). Incidentally, Celtic FC's financial controller at the time was none Peter Lawwell (5).

There is strong evidence to suggest that allegations regarding abuse at Celtic Boys Club first emerged in 1974, then again in 1986 and again in 1991. Therefore, the statement made by Celtic in November 2018 is verifiably false. This raises some very serious questions regarding the flow of information at Celtic's board level.

Was Peter Lawwell aware of previous accusations of child abuse at Celtic Park? More specifically, was he at any time aware of the allegations surrounding the above three dates before child abuse allegations were first made public? Specifically, was he financial controller at the time of the Liam Brady, [Redacted] allegations and alleged payoff? Finally, if he was aware of historical allegations, what reasoning did he use that justified not contacting the authorities?

Please note, I am not alleging that Mr Lawwell was aware of the child abuse at Celtic Park and covered it up. I am, however, saying that Mr Lawwell personally has some very serious questions to answer, as well as the rest of the Celtic board, past and present. For personal reasons it is very important to me that victims of child abuse are supported. That means more than convictions for the abusers, but justice for those whose actions, conscious or not, allowed abusers to abuse.

I would like to formally request a public inquiry into who knew what at Celtic Park, between 1974 and today.

Jim McCafferty was allowed to get away with abusing young, vulnerable children for over 26 years at a number of clubs, he is one of a number of people who have been convicted regarding football-related abuse of young boys, an ex-Celtic FC employee Gerry McSherry reported 14 names of peadophiles to Police Scotland in the 90s and Police Scotland investigations have shown there to be hundreds of incidents at clubs across Scotland. And links to Barry Bennell are currently being investigated.

I feel compelled to contact you regarding numerous recent cases and convictions relating to historic child sex abuse centering around Celtic Boys Club/Celtic FC.

Horrendous and abhorrent as these crimes are, I find it inconceivable these perpetrators were offending and operating in isolation. In light of the recent high profile Rochdale peadophile ring case, do you not think it prudent to fully investigate links between these crimes to expose the facts and ensure all potential abusers have been identified and brought to justice.

I know from personal experience the devastating impact these crimes have on victims and their families. I find it heartbreaking to hear victims and their families plead for assistance and get blocked at every turn. What better role can our Parliament serve than be proactive in ensuring the safety of our children, in this case by pursuing the guilty and exposing the full extent of their criminality.

I appreciate due to the nature of the organisations linked to these crimes, there is considerable polarization of views on these matter. Surely in 2019, we can't allow personal allegiances to deflect from the need for our children to be protected and justice served. You are in a position to show leadership on this issue.

After the Rochdale case, what a failure it would be not take the opportunity to fully investigate what is staring us all in the face. I fear if this opportunity is missed, in years to come the facts will eventually be exposed and history not view any current judicial inaction in a favourable light.

I'm afraid in cases like this secret internal investigations are unlikely to be in the victims best interests, nor are they likely to expose any previously unreported crimes. Investigations into crimes of this magnitude need to independent/impartial, not carried out by those with a vested interest in protecting PLC share prices and minimising potential compensation payments to victims.

I hope you will give due consideration to a wider investigation into potential links between these crimes. Subsequently I feel you should consider carrying out a full enquiry to find out how it was possible these crimes went unreported to the police for so many years. Evidence is there that families of the victims reported the child abuse allegations to the board of directors of Celtic FC in the 1980's, who in turn chose not to inform the police. They chose merely to investigate internally, dismiss the allegations thus allowing the abusers to continue their dastardly deeds, destroying countless lives along the way for decades. Measures and safeguards must be put in place to protect our children, not PLC share prices. I look forward to your response. Yours Sincerely,

[Redacted] It's great that the justice minister has given you assurances, but as far as I'm aware he has said nothing on this matter in public in order to assure the people that matter i.e. the victims, their families and the general public. Re: the Celtic internal enquiry, are Celtic FC to be allowed to cover up and clear themselves of any wrong doing yet again?

See times article below which details the club's previous investigation into allegations of abuse. The men they originally cleared via their "internal investigation" are now convicted peadophiles. I have been watching the recent news regarding Celtic FC and Celtic boys club with worrying interest. This situation is now looking like it could become one of the biggest scandals in world sport (certainly the UK) however the Scottish Government have failed to even comment on the matter.

The First minister, Justice minister and local SNP counsellor for the Parkhead area have all failed to even comment on this matter in any way which I find horrific.

People have had their lives ruined by this abuse and I'm quite sure people will have lost their lives through addiction and suicide as a result.

It would now appear that the heads of this organisation knew of the allegations and not only failed to inform the police but cleared the abusers of any wrong doing. Given the scale of these crimes at one club surly the Scottish Government should be taking the lead and have a Public enquiry to find out why this happened and find out if there has been a cover up to protect the club resulting in more abuse taking place.

I also find it very concerning that not even one Scottish politician has asked the first minister or justice minister why they have yet to comment publicly. Can I ask that this matter be brought up at first minsters question as a matter of urgency given the scale of the scandal and given the lack of support or voice given to the victims. Celtic FC?s dogged reluctance to accept responsibility for both what occurred in their Boys Club, and the decades-long systematic cover-up which followed, have added insult to injury for the victims and their families.

Your SNP colleagues in the Scottish Parliament - not least the Cabinet Secretary for Justice - appear to have been delinquent in providing support and closure for the victims of this vile criminality.

Only a full, independent Parliamentary inquiry will have the resources and authority to provide an accurate picture of what went on, what was covered up and who was involved. [Redacted] In the last two years, four former Celtic Boys Club office holders have been tried and convicted of sexual offences against young boys in their charge. Jim McCafferty The former Celtic kit man and Celtic Boys Club coach was jailed for six years and nine months in May 2019 after admitting 12 charges against young players over a 24- year period starting in 1972. He was also sentenced to three years and nine months in August 2018 for sexually abusing a teenage boy in Belfast. Jim Torbett The founder of the Celtic Boys Club was sentenced to six years in November 2018 for abusing three boys between 1986 and 1994. He was also jailed for two years in 1998 for molesting children between 1967 and 1974.

[Redacted] [Redacted] Gerald King The former Celtic Boys Club chairman avoided jail in January despite being convicted of abusing four boys and a girl at a Glasgow primary school in the 1980s. He was found guilty of using lewd and libidinous practices towards his five victims between 1984 and 1989.

One of the victims stated that Frank Cairney introduced him to Barry Bennell, a former football coach, who worked at Manchester City and Crewe Alexandra. Bennell was sentenced in February 2019 to 30 years in prison for sex offences against junior players. This currently under investigation.

In addition, in 2004, John Cullen, a photographer with Celtic Football Club admitted a charge of indecency against boys aged as young as 10. 250 pictures of young boys in various states of undress, were hidden in a storeroom at Celtic Park for nearly 20 years.
