The NBA lockout is in its 139th day. By contrast, baseball's collective bargaining agreement expires Dec. 11, but a new settlement through 2017 is expected soon. That means MLB, which had eight strikes/lockouts from 1972 to 1995, now is envisioning 22 years of labor peace. I asked Bill Gould, emeritus professor at Stanford Law School who was instrumental in ending baseball's 1994-95 strike, why basketball can't figure out, like baseball, how to peacefully divide the wealth. Few know sports labor like Gould, whose new book, "Bargaining With Baseball: Labor Relations in an Age of Prosperous Turmoil" illustrates law's impact on baseball history. He pointed to three differences between the sports. 1. The baseball union has maintained more aggressive stances than the basketball union. "The lack of which in basketball led (Commissioner David) Stern, who's a lawyer, to believe he could push the union around, and he's been right, until now at least," Gould said. "Baseball owners learned they can't push these (players) around." 2. The NBA has more "marginal franchises with economically perilous circumstances" than MLB - including Sacramento, Toronto and Memphis. "I don't think baseball has any teams like that," Gould said. I mentioned the A's, and he called them "an aberration. They seem to be calculating that they can go elsewhere." 3. Race. "Look at who comes to NBA games and who has the money," said Gould, who's African American.

That's probably not enough to warrant an Oscar nomination, given Anthony Quinn holds the record for shortest amount of time spent on screen as a Best Supporting Actor of eight minutes, as painter Paul Gaugin in 1956's "Lust for Life." But whereas Brad Pitt only stars in "Moneyball," longtime Las Vegas resident Korach lived the 2002 season as play-by- play broadcaster for the Oakland Athletics, who set an American League record by winning 20 consecutive games. And though Korach's 45-minute interview about that season wound up on the cutting-room floor -- apparently along with photographs of the real Art Howe, the former A's manager who was nowhere near as rotund (or cantankerous) as Philip Seymour Hoffman made him out to be in the movie -- Korach said director Bennett Miller and the Hollywood people got it right. Except, perhaps, for the part about Art Howe. "I wish they had done a more flattering portrayal of Art ... but it's Hollywood," Korach said of "Moneyball," based on author Michael Lewis' 2003 book of the same name. "They wanted to show conflict between Billy and Art." Billy is Billy Beane, who was general manager of the Athletics then and still is today. Beane is credited with adapting the so-called "Moneyball" approach -- finding value in players based on sabermetric statistical data and analysis, rather than traditional scouting values such as hitting home runs and stealing bases -- to building a ballclub.

    FACILITY HISTORY AND FACTS When the San Diego Padres and Seattle Mariners announced plans to locate their training facilities in Peoria, it capped over two years of negotiations between the teams, the City of Peoria, the Peoria Economic Development Group, the Maricopa County Stadium District Advisory Board and the Maricopa County Flood Control District. In 1994, the Padres and Mariners both signed 20-year leases with the City of Peoria, assuring the future stability of the entire Cactus League. In 2012, the teams renewed these leases through Spring Training 2034. The new agreement included construction of state of the art, energy efficient clubhouses for each team as well as numerous renovations to the main stadium. Peoria Sports Complex is the site for Major League Spring Training, as well as each team’s player development systems. In the off-season, the complex is the site for player rehabilitation, Extended Spring Training, Arizona Summer League and Arizona Instructional League baseball. The complex is also home to an Arizona Fall League team. International teams from Japan, Korea, China, Canada, France, Italy, Australia and the Netherlands have also used the facility for training. In addition to Major and Minor League Baseball, Peoria Sports Complex is utilized year-round by many local and national youth and adult baseball tournaments and championships. In 2014, the complex began hosting the USL Professional men’s soccer team Arizona United SC. The complex is also host to a variety of events such as concerts, car and RV shows, art shows, 5K & 10K races, corporate events, private parties and charity fundraisers.

BACKGROUND The purpose of this action is to secure Design-Build Manager (DBM) services to provide design phase services for the Scottsdale Stadium Multi-Use Event Center Renovations(lmprovements project. Phase I. The total Project budget based on the recently completed masterplan is estimated to be around $60 million. The existing Scottsdale Stadium is located on the northeast corner of Osborn Road and Drinkwater Boulevard, Scottsdale, Arizona. Scottsdale Stadium is home to the San Francisco Giants for Cactus League Spring Training, the Arizona Summer League, and the Scottsdale Scorpions of the Arizona Fall League (including the championship game at the end of November). The facility also hosts multiple year-round events. Given the current age of the stadium, the increased demand of events and larger crowd attendance, the City, the San Francisco Giants and the Scottsdale Charros recognized the need for multiple upgrades to the stadium. On September 20, 2016, Council authorized Architectural Services Contract 2016-080-COS with Populous Group, LLC for master planning services for the Scottsdale Stadium and baseball operations.

Corpus Christi went 67-71 last season, and despite winning nine of its final 10 games, lost the tiebreaker with Midland for a “wild card” postseason berth. It marked just the second time in the past six seasons the Hooks missed the playoffs. Corpus Christi boasts a new staff in manger Omar Lopez, hitting coach Troy Snitker, pitching coach Bill Murphy, development coach Mycal Jones, athletic trainer John Gregorich, and strength coach Rachel Balkovec. Closer Riley Ferrell and starters Akeem Bostick, Framber Valdez, Josh James, Brock Dykxhoorn, and Yoanys Quiala headline a group of 11 returning pitchers. Catcher Jamie Ritch- ie, infielders Ryne Birk, Arturo Michelena, and Nick Tanielu all have Double-A experience. Outfielder Myles Straw, a 2017 Midwest League Postseason All-Star, returns to the Hooks after finishing last year in the Texas League. Yordan Alvarez, rated by MLB.com as Houston’s No. 4 prospect, is slated to make his Double-A debut tonight. Stephen Wrenn and Carmen Benedetti fill out the outfield corps.
