White Without Soap White Without Soap Philanthropy Caste and Exclusion in Colonial Victoria 1835-1888 A Political Economy of Race Marguerita Stephens White Without Soap Philanthropy Caste and Exclusion in Colonial Victoria 1835-1888 A Political Economy of Race Marguerita Stephens Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy November 2003 Department of History University of Melbourne Printed on Acid-free Paper Abstract The thesis explores the connections between nineteenth century imperial anthropology, racial ‘science’, and the imposition of colonising governance on the Aborigines of Port Phillip/Victoria between 1835 and 1888. It explores the way that particular, albeit contested, images of Aborigines ‘became legislative’. It surveys the declining influence of liberal and Evangelical ‘philanthropy’ at the end of the 1830s, the pragmatic moral slippages that transformed humanitarian gestures into colonial terror, and the part played by the Australians in the emergence of the concept of race as the chief vector of colonial power. The thesis contrasts the rhetoric of the British Evangelicals with governmental rationalisations in connection with Major Lettsom’s murderous raid on the Kulin on the outskirts of Melbourne. It then probes two mid century ‘scientific’ discourses - one concerning the purported infertility of Aboriginal women in connection with white men (a thesis that captivated Social Darwinists but was belied by the ubiquitous presence of children of mixed descent); the other concerning the purported propensity of the Australians to wantonly destroy their own offspring - to illustrate how self-serving misinterpretations of the effects of colonisation, and of Aboriginal cultural practices, presented the Kulin as less than human and underwrote the removal of their children into ‘protective’ incarceration. It explores how a policy originally intended to ‘domesticate’ and transform the children of the Kulin into model citizens turned into a project designed to eradicate the Aborigines of Victoria by ‘breeding them out’. It considers the contestations between humanitarians and racialists at the Board for the Protection of the Aborigines and how, in the 1870s, an arcane theory that the Aborigines were of Caucasian origins came to underwrite an intentionally genocidal ‘absorption’ policy that deployed the arithmetics of caste. Reproduced by permission. vi Note On Language The Kulin Federation of Central Victoria consists of five intermarrying clans, each of which spoke a distinct but related and mutually intelligible language or dialect at the beginning of the colonial period. The clans are generally named by reference to these languages or ‘wurrungs’. In nineteenth century texts the clans were commonly referred to as the Woiworung (occasionally the ‘Yarra’ or Melbourne people), Bunurong (occasionally the Western Port people), Taungurong (occasionally the Goulburn River or Delatite River people), Wauthaurung, and Jajawrong, though, the spellings were not standardised and there were a number of variations. In 1996, Ian D.Clark, in conjunction with the Victorian Aboriginal Corporation for Languages, reexamined the earliest transcriptions of these languages in an attempt to make modern spelling reflect traditional, pre-colonisation pronunciation. Clark settled on the following spelling for the Kulin clans: Woi wurrung, Boon wurrung, Daung wurrung, Watha wurrung and Djadja wurrung.1 The Museum of Victoria has adopted Clark’s scheme. In this thesis, Clark’s spelling is used except when quoting, in which case the spelling in the original text is retained. The use of

Keeping Our Distance: Non-Indigenous/Aboriginal relations in Australian society Maggie Walter In February 2008, then Prime Minister Kevin Rudd made a national apology to members of the Stolen Generations. For Indigenous1 and non-Indigenous Australians alike this was a significant political and social moment. The intense media and public interest in, and scrutiny of, the apology demonstrate that the relationship between the original Australians and those who have arrived since colonisation remains salient, if not central, to who Australians are what Australians and Australia is in the twenty-first century. The terrain of this relationship is key to Australia’s self-concept, its identity as a nation and that of its peoples, old and new. Yet these relations are also highly contested. The image of Australia reflected here is a two-sided visage. One face—as manifested in the apology, the elevating of Professor Mick Dodson to 2009 Australian of the Year and the groundswell of public action in the March for Reconciliation in 2000—is openly encouraging of reconciliation and acknowledging of a historical legacy of entrenched marginalisation and poverty. The other face forestalls the prospect of formal rapprochement, casting as undeserved and unearned attempts at social, economic or political equity—a position manifested by the now long-stalled reconciliation process and the commonness of publicly expressed negative sentiment towards Indigenous peoples and culture (see, for example, Andrew Bolt’s 2008 blog in relation to the new Indigenous representative body). This distinctively Australian, but contradictory, picture suggests a country and a national identity ill at ease with the place of Indigeneity in its consciousness, one in which Indigeneity remains unreconciled with everyday concepts of Australian society and Australian identity.

This paper attempts to examine the truth of this popular conception of boxing. It also seeks to retrieve the Aboriginal experience of the fight game, for of all sports, only football has rivalled the importance of boxing in Aboriginal community and sporting life and Aboriginal folklore. The examination of the Aboriginal experience in the world of boxing should increase our understanding of race relations in Australia. Professional boxing is a distinctive sport because fighters are in the business of inflicting bodily injury for money in potentially tough physical encounters. The professionals are even distinguished from amateur boxers, because the ‘lily-whites’ are protected from injury by rigid rules and very strict refereeing. It is this fact of institutionalized violence which is at the core of the tight-knit nature of this sporting subculture, centred as it is around inner city gymnasiums where the faithful gather to talk their own jargon and watch the hopefuls go through the rituals of shadow boxing, skipping, bag punching and sparring.

(Oxford, England; Santa Barbara, California; Denver, Colorado) Abstract: Antigua and Barbuda, two islands of Leeward Island group in the eastern Caribbean, together make up a single independent state. The union is an uneasy one, for their relationship has always been ambiguous and their differences in history and economy greater than their similarities. Barbuda was forced unwillingly into the union and it is fair to say that Barbudan fears of subordination and exploitation under an Antiguan central government have been realized. Barbuda is a flat, dry limestone island. Its economy was never dominated by plantation agriculture. Instead, its inhabitants raised food and livestock for their own use and for provisioning the Antigua plantations of the island's lessees, the Codrington family. After the end of slavery, Barbudans resisted attempts to introduce commercial agriculture and stock-rearing on the island. They maintained a subsistence and small cash economy based on shifting cultivation, fishing, livestock, and charcoal-making, and carried it out under a commons system that gave equal rights to land to all Barbudans. Antigua, by contrast, was dominated by a sugar plantation economy that persisted after slave emancipation into the twentieth century. Its economy and goals are now shaped by the kind of high-impact tourism development that includes gambling casinos and luxury hotels. The Antiguan government values Barbuda primarily for its sparsely populated lands and comparatively empty beaches. This bibliography is the only comprehensive reference book available for locating information about Antigua and Barbuda.

Protection & Assimilation Policies Have communities survived the removal of children? The systematic removal and cultural genocide of children has an intergenerational, devastating effect on families and communities. Even Aboriginal people put into the Reserves and Missions under the Protectionist Policies would hide their children in swamps or logs. Families and communities would colour their faces to make them darker. Not that long after the First Fleet arrived in 1788, a large community of mixed ancestry children could be found in Sydney. They were named ‘Friday’, ‘Johnny’, ‘Betty’, and denied by their white fathers. Below is a writing by David Collins who witnessed this occurring: “The venereal disease also has got among them, but I fear our people have to answer for that, for though I believe none of our women had connection with them, yet there is no doubt that several of the Black women had not scrupled to connect themselves with the white men. Of the certainty of this extraordinary instance occurred. A native woman had a child by one of our people. On its coming into the world she perceived a difference in its colour, for which not knowing how to account, she endeavoured to supply by art what she found deficient in nature, and actually held the poor babe, repeatedly over the smoke of her fire, and rubbed its little body with ashes and dirt, to restore it to the hue with which her other children has been born.

It is related that the Dätiwuy clan and its land was made by a shark called Mäna.

Class This course offers an introduction to some of the classical and current issues in the Description anthropology of Indigenous Australia. The role of anthropology in the representation and governance of Indigenous life is itself an important subject for anthropological inquiry, considering that Indigenous people of Australia have long been the objects of interest and imagination by outsiders for their cultural formulations of kinship, ritual, art, gender, and politics. These representations—in feature films about them (such as Rabbit-Proof Fence and Australia), New Age Literature (such as Mutant Message Down Under), or museum exhibitions (such as in the Museum of Sydney or the Australian Museum)—are now also in dialogue with Indigenous forms of cultural production, in genres as diverse as film, television, drama, dance, art and writing. The course will explore how Aboriginal people have struggled to reproduce themselves and their traditions on their own terms, asserting their right to forms of cultural autonomy and self-determination. Through the examination of ethnographic and historical texts, films, archives and Indigenous life-writing accounts, we will consider the ways in which Aboriginalities are being challenged and constructed in contemporary Australia.
