Biographical / Historical Sketch: The Retail Clerks International Union began as the Retail Clerks National Protective Union, chartered by the American Federation of Labor in 1890. In 1892 the RCNPA spread throughout the Midwest by chartering with seven other locals. The union became international in 1899 when a local was chartered in British Columbia, Canada. Early goals of the union included better wages and shorter hours; the Retail Clerks were the first to establish the principle of overtime pay. Equal pay for women was also an issue for the union. Boycotting became the primary tactic for achieving goals after a boycott led to a negotiation victory in 1896 in Kansas City, Missouri. After this success Retail Clerks began negotiating contracts, and despite many strikes membership grew dramatically, from a start of 3,000 to 50,000 by 1904. The Depression severely hurt the Retail Clerks, dropping membership to 5,000, but with aggressive organizing and strong communication, membership rebounded in post-Depression America. At this time the union also began to diversify its membership, adding health care, bank, and footwear workers to its roster. Membership increased again, especially in health care fields, in 1974 when the Professional Employees Division was established. The Boot and Shoe Workers Union merged with the union, forming the Footwear Division of the Retail Clerks in 1977. Also in 1977 the Retail Clerks became the Retail Clerks International Union, and were the 5th largest union in the AFL-CIO at that time. In 1979 the Retail Clerks merged with the Amalgamated Meat Cutters Union, creating the United Food and Commercial Workers International Union.
