Contractor must ensure timber removed is allocated to the correct compartment when entered into Electronic Delivery Docket.

2. Management Conditions on Boundaries Boundary Conditions Raspberry Road Raspberry Road is a council road and carries an intermittent volume of public traffic. ATraffic Control Plan (TCP) must be developed and implemented when harvesting within 2 tree lengths (see FCNSW Safety Procedure ‘4.11 – Traffic Management’). Private Property There are two adjoining private property boundaries to the west of the operational area. The northern boundary (adjacent to Cpt 553) is made up of exclusions and will not require marking. The southern boundary (adjacent to Stockyard Road and Cpt 555) is to be marked conservatively in the field using a GPS device. Cultural Heritage Aboriginal cultural heritage surveys were conducted in August 2016, no sites were identified. Two non-aboriginal heritage sites occur within the operational area (see H symbol on the Operational Map):  Raspberry Mountain Trig Site  Old “Chinaman” loading ramp A 20m buffer is to be marked by the FT in the field for protection. If any potential cultural heritage sites are identified, an interim 20m exclusion buffer must be applied and the Planning Supervisor notified immediately.

4. Haulage Haul Route Haulage is along Raspberry Road and onto the Waterfall Way via the Kempsey Road. All operators to remain vigilant for other road users (see below “Community”) School Bus Routes Haulage contractor must apply the Truck Communication Procedure.

Neighbours Neighbours use Bobs A private property gate occurs on Bobs Fire Trail. This is Fire Trail and the primary access point for the neighbor to the west of Raspberry Road for Cpt 553. This gate must be closed each weekend in order access to Private to prevent unathorised access to the neighbouring Property. property. If the harvest area is closed the owner will require a permit to enter in order to access their property during harvesting operations in this vicinity. Logging Contractors, Log Truck drivers and FCNSW personnel should remain vigilant at all times when traversing this road. Hunting Declared within Styx River State Styx River State Forest is available for accredited licensed State Forest Forest has been hunting with written approval from DPI. Hunting declared as a exclusion signage must be erected and monitored hunting area throughout the operation. A Bee Permit is current for Cpts 553 and 555, however, Forest Permits Bee Permit no bee hives were observed at the time of planning.If the presence of hives is unduly constraining harvesting, the Harvesting Coordinator must consult with the permitee to ensure that the impact on harvesting is minimised.. Contact details are available from the Harvest Planner. Grazing OP A grazing permit is current for an area to the north of Bobs Fire Trail – but not within the operational area.

6. Infrastructure Infrastructure Conditions

Utilities No above or below ground infrastructure is known to be within the operational area.

Roads not to be used Numerous roads and trails within the operational area are not to be used (see brown lines on the operational map). These roads/trails traverse exclusion areas where other access points are available. Freddie’s Road is to be closed. Crossings D and E are deemed unstable and potentially dangerous.

Gravel Pits The Raspberry Road gravel pit (just south of Dump 26) is to be used to provide gravel for this operation. Operation of this gravel pit (as per Quarry Management Plan) is the responsibility of the Roading Supervisor.

7. Harvesting Conditions

Silviculture Type Harvesting Objectives and Condition for each stand condition

STS Medium In the two-aged mixed dry hardwood stand the objective is to harvest the merchantable component of the mature aged crop and retain the vigorous

younger age class trees for a future cut. Forest technician to mark growers for retention. Crew is to select trees for removal and avoid damage to retained growers. Consideration should be given to a light post-harvest burn following the Future Treatment completion of harvesting in these blocks. However if fuel and weather Area conditions do not facilitate a light post-harvest burning consideration should be given to additional mechanical disturbance in areas with no visible seed fall or reduced numbers of retained trees.

Harvesting - crew and HC responsibilities

Harvesting debris should not accumulate within 5m of retained trees. Where debris does accumulate the crew must remove or flatten to < 1m high. The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.

1. Objectives  Roadworks are required to service native forest harvesting operations within the above compartments. These compartments are scheduled for harvest in 2017.  The operational map shows the location of the proposed works.  Attachments: Financial Analysis Spreadsheet gives full details of costs, benefits, material & plant requirements.

2. Specifications and Legal Conditions This operation must comply with:  Standard Operating Procedures for Native Forest Operations in North East Region.  Licence Conditions issued by Forestry Corporation of NSW under the Forestry Act (2012).  State Forests of NSW Forest Practices Code Part 4 Forest Roads and Fire Trails (February 1999).  Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA) including the associated licences: - Threatened Species Licence issued under the Threatened Species Conservation Act (1995). - Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994. - This operation is a non-scheduled operation under the Environment Protection Licence issued under section 55 of the Protection of the Environment Operations Act 1997. Roading and harvesting operations are not licensed. All EPL conditions will apply to roading operations.  Technical Guidance Notes for Roadworks.

3. Special Conditions

Feature Conditions Cultural Heritage An old "Chinaman" quarry loading ramp occurs on the southern side of Raspberry Fire Trail. Minimise disturbance to the road cut batter adjacent to this site. Threatened Species See harvesting plan. Minimise disturbance within protection zones. Council Property Raspberry Road is gazetted and maintained by Armidale Shire Council. The Raspberry Road Quarry partly falls within the road reserve, however the majority falls within SF. See HP folder for illustration of approximate boundaries. Private Property NO – However, Bobs Fire Trail provides access to Private property to the west. A PP gate has been installed on this road and is fitted with a large FC lock. Quarries and Gravel Pits The Raspberry Road Quarry is to be used for sourcing local gravel for roading purposes (NOT FOR CROSSINGS). This quarry is partly owned by Armidale Council (falls within the road reserve). The back end of the quarry is to be used for winning and extracting gravel.

Works on >30° slopes Some short sections of road traverse slopes >30°. The following conditions apply to these sections of road:  Mark out sections of road on +30˚ slopes  Minimise disturbance of cut batter (no undercutting), except on approximately 50m section of Franklins Trail.  No loose spoil material to be pushed over onto fill batter – must be either worked into road matrix or transported to stable area.  Ensure outlet of drainage structures falls onto

stable surface, e.g. rock face, vegetation, fluming

Safety Issues (includes hazards, public Raspberry Road is a council road and carries an use of roads) intermittent volume of public traffic. NPWS and another private operator (West Kunderang Recreational Retreat) run recreational facilities at the southern end of Raspberry Road. As Raspberry Road is the only access point for these facilities – both of these operators must be kept informed of operational activities or road conditions that may affect the access to these facilities. 3.2 Short Term Haulage Roads Short Term haulage Roads are shown on the operational map. They are currently vegetated and stable. These roads may be used for haulage, subject to the following conditions:  Roads must be left vegetated until immediately prior to use.  drainage is installed to EPL specifications within 5 days of completion of haulage operations (crossbanks).  rollovers or other EPL compliant drainage are installed where road grade is less than 3 degrees.  EPL compliant drainage is installed 5-30m either side of any drainage line crossing.  Minimise disturbance to vegetated, working table drains.  Temporary drainage is installed in the event of ongoing rainfall or cessation of operations for more than 2 days.  Road Drainage spacings may exceed those specified in Schedule 5 of the EPL where: - mitre drains cannot be constructed (e.g. side cut road); - road grade exceeds 3 degrees.  Consideration to be given to implementation of additional site specific conditions as appropriate such as: - Utilising outfall and other forms of drainage (modified rollovers); - Installing energy dissipaters in table drains; and - Installing silt mesh /trapping on drain outlets if native vegetation filtering is inadequate.

4. General Conditions  Tree removal should be undertaken mechanically where possible. Refer to Safety Procedures 4.25 “Manual Tree Felling” and 4.26 “Management of Hazardous Trees & Overhead Hazards”.  Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks.  Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
