In response to policy developments, at its meeting of 20 November 2014, the GLA Oversight Committee amended the title to the Devolution Working Group and agreed the following amended terms of reference: • To consider London’s case for further devolved services and taxes in the context of developments including the Scottish referendum and the devolved model of service provision announced for Manchester; • To progress the case for further devolution to London by developing practical solutions to unanswered questions including how additional powers and yield from any localised taxes could work in terms of the roles and responsibilities of GLA and London Boroughs; and • To develop draft position statements for the Assembly’s consideration on issues related to the potential further devolution of powers to London Government and any potential changes to governance arrangements within London Government and to take the lead in promoting the Assembly’s agreed views on these matters. Seconds later, a colleague follows him on a skateboard, slaloming towards the canteen. Working in a 200,000 sq ft space — roughly the area of two Manhattan blocks — has encouraged some occupants to find alternative ways of traversing the office. The former electronics factory is salvage from a wreck. The long decline of industry during the 20th century left empty warehouses, mills and factories strewn around Greater Manchester. Some remain derelict but many have been reclaimed by a new generation of entrepreneurs. The Sharp Project is home to more than 60 companies. Rows of converted shipping containers house small businesses from a data-driven forensics lab to a post-production studio. Bright geometric lines of orange and red illuminate the otherwise grey, white and black arena; the place looks like it was decorated by Piet Mondrian. Students from a nearby school mingle with techies, marvelling that a workplace near them includes a ping-pong table. “It’s like Silicon Valley,” a pupil says. Only an item on the lunch menu belies the location: chips and gravy is a Mancunian fuel. In his office, Andrew Daniels recalls growing up in Manchester in the 1980s and early 1990s. The managing director of Degree 53, a digital design company named after Manchester’s latitude, says that “the city centre used to be a terrible place”. -

CC/12/37 Former Councillors Tony Burns and Jack Barber The Lord Mayor reported the recent death of councillor Tony Burns and of former councillor Jack Barber. Council recalled that Tony Burns was elected in May 1976 to represent the Baguley Ward as a Labour Councillor and was serving up to his death in April and during that period gave distinguished service to the people of Manchester and to the Council. Council also recalled that Jack Barber served as a Conservative councillor for the Levenshulme ward from 1973 to 1982. -

Local Government Innovation Taskforce Members Biographies Councillor Kate Haigh (@katehaigh) Kate is Leader of the Labour Group on Gloucester City Council. She is also the South West Regional Representative on LGA Labour Group and a sub to Safer and Stronger Communities Board. Kate has been a Councillor for Matson and Robinswood ward since 2007. Prior to that, she studied Politics at Lancaster before a career as a Civil Servant and IT professional as well as being active in PCS union. She now works in a local Academy as an Exams Officer. Councillor Simon Henig Simon has been Leader of Durham County Council since 2008, guiding the council through its transition to unitary local government. He played a key role as the council reshaped many of its structures, including the creation of Area Action Partnerships to promote local decision making across the county. In the last two years Durham's AAPs have developed a national reputation for their use of participatory budgeting, with thousands of residents voting on how to spend amounts of up to half a million pounds locally. In 2013 Cllr Henig led his party to a much increased majority and a council group of 94, the largest in the country. Regionally Cllr Henig serves as vice-chair of the Association of North East Councils and remains a Principal Lecturer in Politics at the University of Sunderland. Nationally he is Labour's lead councillor for Culture, Tourism and Sport at the Local Government Association, a member of the party's National Policy Forum and recently became the first chair of the Association of Labour Councillors. -
