Investing in Social Care and Support Infrastructure EASPD’s Key Recommendations

In its report to be launched on 27 November 2017, EASPD has identified several key recommendations to facilitate investment into quality social care and support infrastructure. To coordinate such investment, EASPD recommends the creation of a European Strategy for Quality Social Infrastructure which would help to unlock investment through three main actions: 1. To set-up a European Fund for Social Infrastructure Development (EFSID) EFSID would aim specifically at unlocking investment into four main sectors: social care and support, healthcare, education and social housing. To do this EFSID would:  Provide an initial €5 billion budget from the and the European Investment Bank’s own sources- this would help to unlock €25 billion worth of investment into social infrastructure projects over a first 5 year period. More long-term solutions would also be needed.  Include instruments to help support investment into micro or small infrastructure projects (€250,000 to €2 million), by extending the EaSI Guarantee and creating a new Social Public-Private Crowdfunding mechanism.  Include a grant-based mechanism -through the European Structural and Investment Funds- to further support the blending of investments in areas which require such additional capital; in particular in Central and Eastern Europe.  Provide more targeted communication tools and advisory services to the social sector.

2. To set-up structures to ensure an effective pipeline of quality projects A new European High-Level Group for Quality Social Infrastructure Investment should be created to provide stewardship for this initiative and a range of advisory services. These services would bring together and structure the relationship between interested parties. The HLG QSI could provide:  Guidance on social standards, implementation of European Pillar of Social Rights and support the correct use of EFSID’s quality conditionalities.

 Guidance on any relevant EU policies and legislation.

 Support Member States and/or regions with a lower take-up of EFSID.

 Coordinate the creation of national and regional social investment hubs. These national and regional social investment councils would bring together and structure cooperation between a wide range of national/regional stakeholders, in view of building a pipeline of bankable quality social infrastructure projects to benefit from EFSID.

3. To form an alliance or network of data coordination on European Social Investment and social infrastructure investment

 This network should consist of academics, public authorities, investors and service providers and Eurostat.

 This cross-European alliance would provide oversight and help to coordinate, gather and compare the collection of data on funding and investment levels into social sectors, trends and needs of the users, organisational developments, job creation and working conditions developments, etc. For more information please contact [email protected]
