Archer, Brian-Lee ______

Brian is a founding member of the IBM Cúram Research Institute www.curamresarchinstitute.com. Brian conducts research of global social/human services business trends and provides advice to government and non-government organisations on how these trends provide opportunities for service delivery transformation and business improvement. His most recent publication, RightServicing, examined a differential response in social program management. RightServicing was launched at an International Social Security Association event in Brazil in April 2012. Brian is based in Australia and has worked in the social sector from within the public and private sectors, in an international career spanning 30 years.

Busch-Geertsema, Volker Dr. ______

Dr.Volker Busch-Geertsema is a senior research fellow at the Association for Innovative Social Research and Social Planning (GISS, Bremen, Germany). He is a member of the European Observatory on Homelessness since 1995 and since 2009 he is the Coordinator of the Observatory and a member of the editorial team of the European Journal of Homelessness. He has conducted a large number of extensive research projects on different aspects of homelessness in Germany and Europe. Currently he is also coordinating the “Housing First Europe” project funded by the European Commission (PROGRESS programme).

Crane, Maureen ______

Maureen Crane is Reader in Applied Social Research. Originally based at the University of Sheffield, she is now at the Social Care Workforce Research Unit, King's College London. She has been conducting research on homelessness since the early 1990s, and her work includes studies of homeless people's problems and needs, and service evaluations. She has recently completed a longitudinal study of resettlement (rehousing) outcomes for 400 single homeless people in England.

Cohen, Andrea ______

Andrea Cohen is the Executive Director for KPMG’ Global Center of Excellence focused on Human and Social Services. Andrea has worked with national, state and local clients in Canada, the United States and the United Kingdom. Her key areas of experience have included working with clients in social welfare, youth justice, and housing and homelessness, to implement strategic plans, process planning and improvements and performance management frameworks. Andrea has worked with stakeholders from diverse populations including First Nation and Aboriginal communities, people with disabilities and aging populations.

Culhane, Aidan ______

Aidan Culhane is special adviser to the Minister for Housing and Planning, Jan O’Sullivan TD. First elected to Dun Laoghaire Rathdown County Council in 1999, he served as councillor for 12 years until resigning to take up his present position. He was leader of the Labour Party group, and served variously as chair of the Housing Strategic Policy Committee, and of the Planning Strategic Policy Committee. He holds a Master degree in Regional and Urban Planning.

Culhane, Dennis ______

Dennis Culhane is the Dana and Andrew Stone Chair in Social Policy at the University of Pennsylvania. His primary areas of research are homelessness, assisted housing policy, and policy analysis research methods. His current work includes studies of the dynamics of homelessness among families and adults, and the impact of homelessness on the utilization of health, education and social services. He is the Director of Research for the National Center on Homelessness among Veterans at the United States Department of Veteran’s Affairs. He is also working with several states and cities to develop preventative approaches to homelessness, including “rapid exit” and community-based housing stabilization programs.

Dekoninck, Katrijn ______

Ms. Katrijn Dekoninck has been active on the European scene since 2001. She has experience in European project management, coordination of events & experts, and also in the field of Human Resources (assessment of candidates, development & evaluation of assessment exercises and training of European officials in competency assessment). She also has practical experience with office & lean management. She studied Communication and languages and also worked as a coach for a movement of people with intellectual disabilities in . Katrijn is currently Project and Liaison Officer at the European Association of Service Providers for Persons with Disabilities (EASPD), where she coordinates the project team and works on topics such as independent living of people with disabilities.

Dijol, Julien ______

Since 2007, Julien DIJOL has worked as a Policy Coordinator at CECODHAS Housing Europe, the European Social Housing Federation. He has been mostly working on the interlinks between EU policies in the field of territorial cohesion and social inclusion and national housing policies. He has been working on various EU projects, in particular in the field of Cohesion Policy and is currently external expert for the European Commission for a “study on sustainable regeneration in suburbs – promoting social integration in deprived neighbourhoods through housing interventions by ERDF”. Julien is also member of the Board of the Social Platform, the European network of social NGOs. Julien is a social and political scientist by education and has been trained at the Institute of political studies (IEP) in Bordeaux (France), the University of Stuttgart (Germany) and the Université Catholique de Louvain (Belgium).

Grosyeux, Bernadette ______

Bernadette Grosyeux is the General Manager of the “Centre de la Gabrielle et des Ateliers du Parc de Claye” www.centredelagabrielle.fr, a Medico-social services provider for people with learning disabilities. She holds a Master’s degree in political science from Montpellier School of Law. Ms. Grosyeux is an EASPD Board Member. She is the adviser, in the field of disability and social economy, to the president of the French Federation of Mutual companies for civil Servants (Social & Health Action). She has founded two associations: Eg’Art for equal access to art www.egart.fr and RHD77, a regional network for home-based services for people with disabilities.

Estecahandy, Pascale ______

Pascale Estecahandy is a general practitioner and holds a Masters degree in Public Health. As a hospital practitioner at the University Hospital of Toulouse, she has coordinated a medico-social institution and a medical outreach team for homeless people for the past 12 years. She is also a lecturer in the Department of Public Health. In 2010, she was a co-rapporteur of Girard’s report "La santé des sans chez soi”. One recommendation of the report, which tries to solve the issue of homelessness, was to implement a « housing first » programme in France, following the model of «Pathways to housing » in New York. Since april 2011, she is the national technical coordinator of the «un chez soi d’abord» programme that focuses on homeless people with severe mental diseases and high needs. The programme is run by the « DIHAL » (Inter-Ministerial Delegation on Homelessness and Poor Housing).

Fransen, Dr. Lieve, MD, PhD ______

Since mid-November 2011, Dr. Lieve Fransen is the Director responsible for Europe 2020: Social Policies in Directorate-General Employment, Social Affairs and Inclusion of the European Commission. Dr. Fransen has devoted herself to promoting social justice and the values of solidarity. During a distinguished career in international public health, Dr. Fransen has worked as Public Health Advisor to the Ministry of Health, , , and Cape Verde Islands; as Task Manager of a research programme on pregnant women and new-borns in Rwanda; and as Director of a research programme on sexual and reproductive health in Kenya and in the Tropical Institute in Antwerpen, Belgium. Dr. Fransen is Medical Doctor with a PhD on Social Policies.

Halloran, John ______

Mr John Halloran is the Chief Executive of the European Social Network. Mr Halloran helped to found ESN in 1998, having established the first European Social Services Conference in 1993. He has been Director of ESN for ten years and previously worked in social service management in France and England. Earlier he worked as an advisor to various local authorities, government departments and NGOs in the UK and internationally. The European Social Network (ESN) is the independent network for local public social services in Europe. ESN’s mission is to support its members to change the lives of the most vulnerable people in society through the delivery of quality social services. organisations are national or regional associations of directors of social services, individual regions, provinces, counties and cities and research, development and regulatory bodies working alongside directors of social services in shaping services for the local community.

Hansell, David ______

David Hansell is head of KPMG’s Global Human & Social Services Center of Excellence. He previously served in the administration of President Barack Obama as Acting Assistant Secretary for Children and Families. In that capacity, he was responsible for a broad range of U.S. human services programs, including the Temporary Assistance for Needy Families (TANF) program that serves many homeless families, and services for runaway and homeless youth. Prior to his federal service, David was Commissioner of the New York State Office of Temporary and Disability Assistance (OTDA), where he administered economic support and social service programs for the state. Among other responsibilities, OTDA is charged with policy direction and oversight of homeless services. In his OTDA role, David was Board Chair of the Homeless Housing and Assistance Corporation, the state entity that funds supportive housing programs for vulnerable and at-risk populations. He began his government career in New York City, administering both public health and social services programs in the administrations of Mayors Rudolph Giuliani and Michael Bloomberg.

Hunn, Jan-Erik ______

Jan-Erik Hunn is the global managing director for Accenture’s Human Services industry group. Jan- Erik has led Accenture’s Health and Public Services work in Norway, and has served for many years as client account lead for the Norwegian Welfare Agency. Jan-Erik brings more than 25 years of public sector experience, having been a civil servant for 15 years before he joined Accenture in 1998. Jan-Erik has broad international experience within the human services industry, supporting Accenture teams across geographies, speaking about pressing issues, and offering insights on social security, child services, employment, education and agriculture industry segments.

Kaakinen, Juha ______

Juha Kaakinen has worked as the Programme Leader of the Finnish National Programme to Reduce Long-term homelessness since 2008. In 2007, he was also in the secretary of two working groups appointed by the Ministry of Environment that prepared the new programme for the elimination of long-term homelessness by 2015. He has wide practical experience in developing supported housing programmes and other services for homeless. He has also written several research papers on homelessness issues and evaluations on homelessness strategies.

Lipmann, Bryan ______

Bryan Lipmann is the Chief Executive Officer and founder of Wintringham, a secular, not-for-profit welfare company employing over 500 people to provide an extensive range of high quality residential, community based and outreach services to elderly men and women, most of whom are homeless or at risk of homelessness. He has worked with elderly homeless people for 30 years. In 7 November 2012 www.oecd.org/social/integratedservices.htm 6

1999 Bryan was made a Member of the Order of Australia. In 2012 the United Nations announced that Wintringham had won its Scroll of Honour – their most prestigious UN Habitat award and the first time this award has gone to Australia.

Lunny, Kevin ______

Kevin began his housing career with the Irish Council for Social Housing (ICSH), the national social housing federation in Ireland, in the role of Development officer. Kevin moved to the role of National Housing Development Officer with Newgrove Housing Association in September 2006. Newgrove Housing Association is a voluntary housing association which was set up in 1999 in response to a defined housing need nationally for people with disabilities. Newgrove, in association with RehabCare are in management of 223 accommodation units nationally. Kevin is currently the Chairperson of the Irish Council for Social Housing (ICSH) Special Needs and Support Services Sub Committee and is a Director on the ICSH Board of Management.

MacManus, Donal ______

Donal McManus is the Executive Director of the Irish Council for Social Housing (ICSH)-the Irish Federation of housing associations. Previously worked within non-profit housing associations and public housing sector organisations in Northern Ireland and Scotland in various housing development and management roles, including those in supported housing. In addition, a past President of FEANTSA, European Housing Forum and CECODHAS non-profit housing section. Was a member of UNECE Task Force on Social Housing from 2003-2005. A graduate in Housing from University of Ulster and in Urban Design from Strathclyde University School of Architecture Glasgow.

Martin-Blachais, Marie-Paule ______

Marie Paule Martin-Blachais holds a PhD with a complementary training in infant psychopathology and family therapy. She has worked in the fields of paediatrics, prevention, public health, and finally in child protection services and policy making. Since 2009, Ms. Martin-Blachais is the Managing Director of the Public interest grouping on children in danger (GIP Enfance en Danger, GIPED), which oversees an emergency helpline (119) and the National Observatory of children in danger (ONED). The latter is an institution in charge of compiling statistical data and submitting a yearly report to the Government and the Parliament. She is also the president of ChildOnEurope, and a member of the European Social Network (ESN).

McCauley, Heather ______

Heather McCauley has been a senior official in the New Zealand Department of the Prime Minister and Cabinet since 2001, advising on a range of social and labour market policy areas. Prior to these, she worked in policy roles for the New Zealand Ministry of Health, Ministry of Womens' Affairs and Department of Labour, and spent three years working for the UK Parliament in the early 1990s. Ms McCauley has recently taken up a secondment with the Scottish Government, but is attending this meeting on behalf of the New Zealand Government.

Montero, Alfonso Lara ______

MA, MSc, Policy and Research Officer with European Social Network. Since joining ESN at the beginning of 2010, Alfonso has been working on mental health, children and family policies. He wrote the report “Mental Health and Well-Being in Europe: A person-centred community approach” and ESN policy papers on the future EU Child Poverty Recommendation. Alfonso has also undertaken research for ESN on social return on investing in early childcare and preventive programs for the most vulnerable and organised events on this topic. He is a graduate of the College of Europe in Natolin and University College London, speaks English, French, Polish, Portuguese and Spanish, and before joining ESN, worked in communication in the private sector.

Owen, Ruth ______

Ruth Owen is Senior Policy Officer at FEANTSA (the European Federation of National Organizations Working with the Homeless). She works on a range of issues including housing; monitoring and reporting on national homelessness policies and social innovation. She has a BA in Geography from University College London. Ruth is also an alumna of the UK TeachFirst programme, which addresses educational disadvantage by placing high-performing graduates as teachers in challenging schools in order to improve outcomes.

Parkkonen, Jouni ______

Jouni Parkkonen, BBA, has worked as a Special Adviser to The Minister of Housing and Communication (Ms. Krista Kiuru) in the Finnish Ministry of Environment since November 2011. Jouni Parkkonen has a background as a civil servant and has previously worked in the National Social Security Instition (KELA). Mr. Parkkonen has also been involved in many NGO’s: some of them are doing preventative work in the field of homelessness of the young people. Mr. Parkkonen is currently also completing his master’s degree in business administration.

Poppe, Barbara ______

Barbara Poppe is the Executive Director of the United States Interagency Council on Homelessness. In this role, Barbara oversees the federal response to homelessness by working with 19 federal agencies to create a national partnership at every level of government and with the private sector to reduce and end homelessness on the U.S. In June 2010, Barbara and four U.S Cabinet Secretaries announced Opening Doors, the nation’s first-ever comprehensive federal plan to prevent and end homelessness.

Queisser, Monika ______

Monika Queisser is the Head of Social Policy at the OECD. She is also one of the leading international experts in pension system analysis and pension reform. She has been working with governments in OECD countries advising them on pension system design and pension reform strategies since 1999. 7 November 2012 www.oecd.org/social/integratedservices.htm 8

In 2007-8, she worked as an adviser to the OECD Secretary-General. Prior to joining the OECD Ms. Queisser worked at the World Bank in Washington, D.C. She was a member of the pensions and insurance group in the Financial Sector Development Department. She worked with and traveled extensively to countries in Asia, , Latin America and Eastern Europe to consult governments on pension and insurance matters. Her first employment was with the German ifo institute for economic research in Munich. Her professional experience also includes employment as a journalist at daily newspapers and broadcasting in Germany. Ms. Queisser holds two masters’ degrees (in economics and political science) and a doctorate in economic policy from the University of Munich. She is a German/American national.

Rayner, Vic ______

Vic Rayner is CEO of Sitra, a leading national membership body championing excellence in housing care and support. Vic has many years experience of working in both the wider voluntary and community sector as well as the housing sector, and has access to a wide range of networks and information which enable Sitra to provide quality services to members based strongly around models of good practice. Vic sits on a range of central government steering and project groups focussing on commissioning, the personalisation of housing support services and housing developments. Vic has an MBA (Distinction), MA in Women’s Studies and BA (Hons) in Politics, Philosophy and Economics alongside a range of vocational qualifications.

Reynolds, Felicity ______

Felicity Reynolds is CEO of the Mercy Foundation, an organisation that focuses its advocacy, project and philanthropic activities on the vision to help end chronic homelessness in Australia. She has worked in senior management roles in homelessness, mental health and health research and previously managed homelessness policy and services at the City of Sydney. Felicity is currently Chair of the Australian Common Ground Alliance and Chair of B Miles Women’s Foundation. She was recently appointed to the panel of experts advising the New South Wales government on reform of the homelessness services sector. Felicity has been a part-time member of the NSW Mental Health Review Tribunal since 2005 and she was the recipient of a Churchill Fellowship in 2007.

Richardson, Dominic ______

Dominic Richardson has been working at the OECD in Paris since May 2007. Dominic’s work at the OECD has focused on issues of child well-being, in particular analysing child and family policies, and designing a framework through which policy amenable indicators of child well-being can be compared in the broad dimensions of material well-being, health, education, risk behaviours, housing and the environment, and the quality of children’s school lives. Prior to taking up the post at the OECD, Dominic worked in the Social Policy Research Unit at the University of York where he contributed background research to the UNICEF Innocenti Report Card 7 on child well-being.

Rog, Debra ______

Dr. Debra Rog has more than 25 years of experience leading studies involving homelessness, housing, and services. She is currently evaluating a range of housing and services initiatives within the framework of the Washington Families Fund Systems Initiative, as well as a permanent supportive housing program for homeless families with multiple service needs and long-term homelessness. She has previously conducted studies of housing and service programs for individuals with mental illnesses, homeless families with mental health and substance abuse issues, and families involved in the child welfare system. She is an Associate Director of Westat, a large research firm outside of Washington, DC, and President of The Rockville Institute, its nonprofit arm.

Roman, Nan ______

Nan Roman, President and CEO of the National Alliance to End Homelessness, is a leading national voice on the issue of homelessness. Ms. Roman works closely with members of Congress and the Administration, as well as with cities and states across the nation, to implement the Alliance’s pragmatic plan to end homelessness. She collaborates with Alliance partners to educate the public about the nature of homelessness and successful solutions. Her unique perspective on these issues comes from over thirty years of experience in the areas of poverty and community-based organization.

Roumet, Claire ______Claire Roumet, a French national, is the Secretary General of CECODHAS Housing Europe, the Federation of social, public and cooperative housing providers. Members of this network represent 12% of the EU residential stock and manage 25 million homes across Europe. She holds a degree in economics and a did her post-graduate studies in European policies in Strasbourg after a year of studying econometrics in Mainz, Germany. She has been a lobbyist on the scene for about 15 years: before taking an expert position for the European Commission in a pilot programme aiming to develop social economy, she worked as lobbyist for the European women’s lobby, the EU umbrella NGOs for women’s rights. She has also been the Vice-President of the Social Platform, network of social NGOs and was one of the founding members of the Spring Alliance bringing the EU civil society together for sustainable policies. Stone, Robyn

Robyn I. Stone, Dr.P.H., a noted researcher and internationally recognized authority on long-term care and aging policy, is Sr. VP for Research at LeadingAge and Executive Director of the LeadingAge Center for Applied Research. She has held senior research and policy positions in both the U.S. government and the private sector. She was a political appointee in the Clinton Administration, serving in the U.S. Department of Health and Human Services as Deputy Assistant Secretary for Disability, Aging and Long-term Care Policy from 1993 through 1996 and as Assistant Secretary for Aging in 1997. Dr. Stone is a distinguished speaker and has been published widely in the areas of long-term care policy and quality, chronic care for the disabled, aging services workforce development, low income senior housing and family caregiving. She serves on numerous provider and non-profit boards that focus on aging issues.

Tangorra, Raffaele ______

Director General for Social Inclusion and Social Policies in the Ministry of Labour and Social Policies (since 2006). M.Sc. in Economics at the London School of Economics and Ph.D. in Economics at the University of Pavia, he is Italian representative in the Social Protection Committee of the EU. He chaired the EU Task-force that produced the Report Growth, Jobs and Social Progress (2009). He published a number of articles and reports in the area of social policies.

Van Doorn, Andrew ______

Andrew currently works for HACT, where he is the Deputy Chief Executive. He has recently completed an 18 month secondment to the National Mental Health Development Unit (NMHDU) at the Department of Health as the National Housing Lead for Mental Health working on the cross government social exclusion agenda. Andrew has worked in homelessness, supported housing and wider social exclusion policy and practice for 21 years. He is a member of the Homes and Communities Agency (HCA) Vulnerable and Older People Advisory Group, is the Vice Chair of Sitra, and Chair of Stonewall Housing. Andrew is also member of the Government’s Housing Sounding Board and chair’s the DCLG working group on Personalisation and Housing Support.

Wertheimer, David M.

David M. Wertheimer has worked in a variety of capacities in the non-profit, government, educational and philanthropic sectors for three decades. He has been employed at the Bill & Melinda Gates Foundation in Seattle since 2006, and currently serves as the Deputy Director for the Pacific Northwest initiative. He carries lead responsibilities for oversight of the foundation’s programs addressing family homelessness and housing, as well as measurement, learning and evaluation activities for the Northwest team. He also serves as the national Board Chair of Funders Together to End Homelessness and on the Board of Directors of Partners for Our Children. He is a graduate of Haverford College, Yale University Divinity School, and the University of Connecticut School of Social Work.

Zelderloo, Luk ______

Mr. Luk Zelderloo has been professionally active in the disability sector for more than 25 years and holds a Master’s degree in Management, Social science & philosophy. For more than 15 years, he worked as manager of a social service for persons with disabilities in Flanders. For the last 10 years, he has been active at the European level: he is one of the founding fathers of the European Association of Service Providers for Persons with Disabilities (EASPD), an umbrella network representing about 10,000 service provider organisations for persons with disabilities across Europe. Mr. Zelderloo has extensive knowledge of managing EU funded projects and has also acted as a speaker and organiser in conferences on various topics, including education and employment of persons with disabilities; staff training; state aid; poverty reduction, combating sexual abuse; social

policies; capacity-building in EEC and stakeholder co-operation. Luk is currently the Secretary- General of EASPD.
