The revisions and new materials presented in the following pages reflect suggestions from you as well as the revisions in policies and procedures which have occurred since the second edition was published in the Fall of 1973. The Handbook is intended to accomplish the following: To bring together those University policies, regulations, and procedures which apply to faculty directly or are important for their understanding of the functioning of the University. To provide a guide to the University's organization and governance. To provide a brief history of Stanford's academic development and a bibliography to other information sources related to academic affairs. There are, of course, additional policies and procedures applicable within specific schools and departments which have been approved by this office as consistent with overall University policy. This Handbook does not attempt to present each of these policies. Rather, you may obtain them by inquiring of your department chairperson or dean. In an organization as complex as a university, change in organization, policies and procedures is an ongoing process. We plan to continue to revise and improve the Handbook from time to tbnc as required, and your suggestions are invited. Ze/4//e44., A4 William F. Miller Vice President and Provost November, 1975 5 FOUNDING OF THE UNIVERSITY The Leland Stanford JuniorUniversity was founded by Senator and Mrs. Leland Stanford on November 11, 1885, in memory of their only child. The founding of the University was accomplished by a Grant of Endowment after Senator Stanford had procured passage on March 9, 1885, of an enabling act by the legislature of the State of California. The Founding Grant conveyed to trustees certain properties, directed that a university be established, andoutlinedtheobjectives and government of the university. Amendments. The Founding Grant reserved to the Founders the right to amend the Grant. In the years following the death of Senator Stanford in 1893, Mrs. Stanford made several amendments in the form of addresses to the Board of Trustees on such points as the nonsectarian, nonpartisan nature of the University, the powers of the President, duties of the Trustees, financial management, housing on campus, gifts from others than the Founders, summer schools, research, and tuition. Legislation and court decrees. The University operated under the Founding Grant without complications until Senator Stanford's death. However, some problems became apparent in connection with the transfer of the trust money to the Trustees, the taxation of property and revenue, and the legal status of the University. Provisions were presented to and approved by the California legislature to correct defects, and the Trustees were authorized to petition the courts for judicial

    11/2/2020 COVID-19 Tenure and Appointment Clock Extension Policy Published on Faculty Handbook (https://facultyhandbook.stanford.edu (https://facultyhandbook.stanford.edu)) Home (/) > Faculty Handbook (/index) > COVID-19 Tenure and Appointment Clock Extension Policy COVID-19 Tenure and Appointment Clock Extension Policy REVISED October 31, 2020 In recognition of the serious academic and personal challenges posed by the Covid-19 viral pandemic, a faculty member holding a tenure-accruing appointment is entitled to a one-year extension of the date (under the seven-year tenure clock) on which tenure would be conferred. This extension will normally have the effect of postponing for a year the initiation of the tenure review process. The Covid-19 Tenure Clock Extension, though it extends the seven-year tenure clock deadline, does not extend the ten-year appointment clock deadline except through an exception granted by the Provost for extraordinary personal or institutional circumstances. The Covid-19 Tenure Clock Extension is available to faculty members holding a tenure-accruing appointment with the exception of those currently in a terminal year appointment or those whose tenure-conferring promotion or reappointment process commenced prior to January 1, 2020, since the work to be evaluated was done prior to the current pandemic. Teaching relief is not associated with this extension. Effective October 1, 2020, this tenure clock extension will be automatically granted to eligible University Tenure Line junior faculty members (as defined above) whose faculty appointments at Stanford will begin prior by December 31, 2021. The extension is not available for faculty members whose tenure-conferring promotion or reappointment process has already commenced (with commencement defined as the date the department chair or school dean informs the candidate in writing that the review process has begun).

    Regionalism in Stanford’s Contribution to the Rise of Silicon Valley STEPHEN B. ADAMS In this article I explore the powerful sense of regional solidarity that accompanied the rise of Silicon Valley. From the early years of Stanford University, the university’s leaders saw its mission as service to the West and shaped the school accordingly. At the same time, the perceived exploitation of the West at the hands of eastern interests fueled booster-like attempts to build self-sufficient indige- nous local industry. Thus, regionalism helped align Stanford’s inter- ests with those of the area’s high-tech firms for the first fifty years of Silicon Valley’s development. The distinctive regional ethos of the West during the first half of the twentieth century is an ingredient of Silicon Valley’s already prepared environment, an ingredient that would-be replicators ignore at their peril. In his introduction to Understanding Silicon Valley, Martin Kenney notes, “Frederick Terman, credited by many as the founder of Silicon Valley, can better be understood as a catalyst and a booster in an already prepared environment.”1 What was the nature of that pre- pared environment? Recent scholarship suggests that well before 1925, when Terman joined the faculty of the Stanford engineering school, the environment included two ingredients: an active local high-tech industry and the early involvement of Stanford University Enterprise & Society, Vol. 4 No. 3, the Business History Conference 2003; all rights reserved.
