People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. WELSH-MEDIUM AND BILINGUAL EDUCATION CATRIN REDKNAP W. GWYN LEWIS SIAN RHIANNON WILLIAMS JANET LAUGHARNE Catrin Redknap leads the Welsh Language Board pre-16 Education Unit. The Unit maintains a strategic overview of Welsh-medium and bilingual education and training. Before joining the Board she lectured on Spanish and Sociolinguistics at the University of Cardiff. Gwyn Lewis lectures in the College of Education and Lifelong Learning at the University of Wales, Bangor, with specific responsibility for Welsh language education within the primary and secondary teacher training courses. A joint General Editor of Education Transactions, his main research interests include Welsh-medium and bilingual education, bilingualism and child language development. Sian Rhiannon Williams lectures on History at the University of Wales Institute Cardiff. Her research interests include the history of women in the teaching profession and other aspects of the history of education in Wales. Based on her doctoral thesis, her first book was a study of the social history of the Welsh language in industrial Monmouthshire. She has published widely on the history of Gwent and on women’s history in Wales, and has co- edited a volume on the history of women in the south Wales valleys during the interwar period. She is reviews editor of the Welsh Journal of Education. Janet Laugharne lectures in the Cardiff School of Education, University of Wales Institute Cardiff, and is the School’s Director of Research. She is interested in bilingualism and bilingual education and has written on this area in relation to Welsh, English and other community languages in Britain. She is one of the principal investigators for a project, commissioned by the Welsh Assembly Government, to evaluate the implementation of the new Foundation Stage curriculum for 3-7 year-olds in Wales. -

Woodlands for Wales Indicators 2014-15 SDR: 204/2015 Woodlands for Wales Indicators 2014 -15 16 December 2015 This is the sixth indicators report since the revision in March 2009 of Woodlands for Wales, the Welsh Government’s strategy for woodlands and trees. The aim of the indicators is to monitor progress towards achieving the 20 high level outcomes described in Woodlands for Wales. Many of the indicators relate to more than one of the high level outcomes. As some aspects of woodlands and trees change slowly, some indicators are not updated every year, but instead every two, three, or five years, in line with the reporting programme of the National Forest Inventory and some Natural Resources Wales surveys. Some information is only available for limited periods or areas, while for some indicators there is only a baseline figure at present. A few of the indicators are still under development and reporting against these should occur in future years. For more information on the quality of the statistics and the definitions used please refer to the ‘Key Quality Information’ and ‘Glossary’ sections towards the end of the bulletin. Key points The area of woodland in Wales has increased over the last thirteen years and is now 306,000 hectares. The amount of new planting increased between 2009 and 2014 when a total of 3,289 hectares were planted, but the rate of planting fell back in 2015 to 103 hectares. The forestry sector in Wales has an annual Gross Value Added (GVA) of £499.3 million and employs between 8,500 and 11,300 people. -

The four health systems of the United Kingdom: how do they compare? Gwyn Bevan, Marina Karanikolos, Jo Exley, Ellen Nolte, Sheelah Connolly and Nicholas Mays Source report April 2014 About this research This report is the fourth in a series dating back to 1999 which looks at how the publicly financed health care systems in the four countries of the UK have fared before and after devolution. The report was commissioned jointly by The Health Foundation and the Nuffield Trust. The research team was led by Nicholas Mays at the London School of Hygiene and Tropical Medicine. The research looks at how the four national health systems compare and how they have performed in terms of quality and productivity before and after devolution. The research also examines performance in North East England, which is acknowledged to be the region that is most comparable to Wales, Scotland and Northern Ireland in terms of socioeconomic and other indicators. This report, along with an accompanying summary report, data appendices, digital outputs and a short report on the history of devolution (to be published later in 2014), are available to download free of charge at www.nuffieldtrust.org.uk/compare-uk-health www.health.org.uk/compareUKhealth. Secondary schools in Wales: governance, policy and 7. 6 curriculum Susan Lewis, David Grace and Susan Capel Introduction Education in Wales developed historically along similar lines to that of England, with legislation mostly having force in both countries. However, since devolution to a Welsh Assembly in 1999, education became the responsibility of the Welsh Assembly Government under Schedule 5 of the Government of Wales Act 2006. The National Assembly for Wales has control over education policy, although the Westminster government retains control of pay, conditions and pensions. Since 1999, education in Wales has diverged more from England and is set to continue to do so. Over time, education in Wales is developing a distinct identity. This unit focuses on the current governance, structure of schooling, curriculum and teacher education in Wales. A unit comparing education in the four home countries of the United Kingdom in the sixth edition of this book (2013), also included on this website, provides a very brief historical overview and enables you to compare education in Wales with education in England, Northern Ireland and Scotland at that time. The first part of the unit focuses on governance of education in Wales. It then looks at the current structure of schooling in Wales before focusing on the current National Curriculum, as implemented in state-maintained primary and secondary schools in Wales. The unit then focuses on teacher education in Wales. Two major reports have been published recently, concerned with the future direction of the school curriculum (Donaldson 2015) and teacher education (Furlong 2015), respectively. Some consideration is given to the proposals in these reports in the relevant section of the unit. -

HUGHES & DAVIES: CHILDHOOD POVERTY IN WALES AND ITS IMPLICATIONS FOR SCHOOLS - A SURVEY OF TRAINEE TEACHERS’ PERCEPTIONS Childhood poverty in Wales and its Teacher Education Advancement implications for schools - a survey of trainee Network Journal teachers’ perceptions Copyright © 2019 University of Cumbria Vol 11(1) pages 25-36 Sioned Hughes and Geraint Davies University of Wales Trinity Saint David Abstract With a third of all pupils in Wales in poverty it is essential that trainee teachers in the principality understand the nature of poverty and develop a practical understanding of how best to deal with its negative effects. In order to explore trainee teachers’ perceptions of these issues a detailed questionnaire was completed by 94 of the 96 third year trainee teachers on a BA in Primary Education with QTS programme at a university in Wales. The data revealed a mature understanding of the main issues. Childhood poverty was seen by the respondents as a state of material, educational and emotional deprivation which prevents children and young people from developing their potential as individuals and from developing into fully active members of society. The respondents felt that schools had a central role to play in tackling the negative effects of poverty and that there were a range of positive measures that all schools needed to take in order to achieve this. The data also revealed that there were some practical areas related to combating childhood poverty which the respondents were yet to gain full confidence in tackling. The survey has significant implications for all those concerned with childhood poverty and initial teacher education in Wales and beyond. -

SCHOOL SYSTEM IN THE UK England Education in England may differ from the system used elsewhere in the United Kingdom . Basically, there are two systems: one covering England, Wales and Northern Ireland and one covering Scotland. The two education systems have different emphases. Traditionally the English, Welsh and Northern Irish system has emphasised depth of education whereas the Scottish system has emphasised breadth. Thus English, Welsh and Northern Irish students tend to sit a small number of more advanced examinations and Scottish students tend to sit a larger number of less advanced examinations. It should be noted that local English practice can vary from this general picture although Scottish practice is well nigh universal. Education in Wales Nowadays education in Wales differs slightly from the system used in England. The statutory national key stage tests in Wales were, until 2000, the same as in England and were managed by the School Curriculum and Assessment Authority (SCAA). In 2000, the National Assembly for Wales took responsibility for these tests in Wales, at which point they were developed by test agencies on behalf of the Awdurdod Cymwysterau, Cwricwlwm ac Asesu Cymru (ACCAC), whilst the tests in England were developed for the Qualifications and Curriculum Authority (QCA). In 2002, the Welsh Assembly decided to cease the tests at Key Stage One. Instead, optional teacher assessment materials were provided to schools in 2003 for use in English, mathematics and Welsh . These had been adapted from materials that had originally been developed by the National Foundation for Educational Research (NFER) and the other test agencies to be used as statutory assessment materials for 2003.
