1.1 Introduction

As was the case last year the intent of this report is to inform the membership and other stakeholders of activities and significant results achieved since the last Annual Meeting in October of 2009. The feedback received last year was that the report was helpful to the AGM delegates and provided a resource to share with their stakeholders.

Each year brings with it challenges and opportunities that are unique and require substantial commitment of time and resources to process and, where warranted, implement action plans that meet the mission and vision of the CCA. With a positive momentum in our high performance programs and strong participation and leadership within the Interprovincial Council a good amount of collaboration has taken place over the past year to the benefit of the CCA and the affiliated Provincial and Territorial associations.

Looking back on the time since our 2009 Annual Meeting in PEI we have seen the growth of discussion on points of common interest including; sport specific LTAD, membership licensing and data management, the opportunities vested in CAN-BIKE, development of coaches and officials and the development of opportunities for more athletes to participate in national programs under more favourable conditions. We have continuing challenges in some of these areas but the communication and dialogue makes for a good foundation to solve these matters to best serve our members and drive the development of our sport.

As was the case in the 2009 report, this 2010 version will provide an overview of the past year from the Board and management perspectives, a review of the main program thrusts in the high performance, development and business development areas and a comparative financial overview that will set out the year over year progress in this area.

1.2 President’s Message By: John Tolkamp, CCA President

Stability and excitement - these are two bookends which leap to mind as one reflects on the Canadian Cycling Association’s journey through the past 12 months. Stability is from the structure and staff which we put in place in 2009 continuing and delivering as planned. Stability is from the continued funding from our most important partners, and Podium. Also, stability as gained by an improving balance sheet. Excitement is in that we’ve seen improving and phenomenal world class performances from our athletes who engaged the nation as evidenced by ’s double gold at the World Championships and ’s unexpected and magical three week run at the . Excitement is from Canada hosting four major world class events; two Pro Tour Road events and the Para Road World Championships (Baie Comeau) and World Championships (Mont-Ste-Anne).

Leveraging this excitement, and with the support of the event organizers, we put VIP events in place at the Mountain Bike World Championships and Pro Tour events. Guided by our new Business Development resources, the VIP events will be an opening for developing corporate partners critical to expanding and diversifying our funding base.

On the policy front the Board approved a significant change which restructured the Athletes’ Council to include male and female representation from each of the five Olympic and Paralympic sports. The Board also approved the adoption of a new policy on charitable giving.

A risk registry was developed as a result of a two day Risk Management workshop attended by representatives of the CCA and Provincial cycling organizations. The workshop was facilitated by the Centre for Sport & Law and represents the concerns that the participants had with respect to areas of risk exposure or opportunities that should not be missed. There will be a further synthesis of the risk registry which will then be shared with the CCA’s Provincial and Territorial affiliates.

2010 also saw the CCA Board’s formation of the first Board Advisory Council. Ten diverse high profile individuals were appointed to the Advisory Council, generously volunteering their time. This Advisory Council will not only bring new perspectives and advice to the Board, but also builds links to industry, media, trade teams and future business development opportunities.

Several years back the Board sought to develop a national level response to the doping issues in cycling and this year saw us launch the “Race Clean Own Your Victory” program. Across national cycling federations globally, we take pride in being leaders in this effort and it is especially satisfying to see that the message is positive in tone and our National Team athletes are engaged in delivering the message. The Board also agreed to take steps to have the Canadian Cycling Association become a True Sport organization whose members across Canada are committed to sport that’s healthy, fair, inclusive, and fun.

In reflecting on our relationships with the Provinces and Territories I would also like to recognize that the Interprovincial Council (IPC) is becoming more efficient and effective and acknowledge Ron Brown and Jim Crosscombe for their leadership. The IPC provides a venue for valuable collaboration with our key stakeholders.

On a personal front I wish to express my sincere thanks to Greg our CEO, the association staff and the Board for their continued support and commitment. I continue to be honored to serve as President of the CCA, and look forward to continuing to improve and grow not only our national organization but the whole sport of .

1.3 CEO’s Message By: Greg Mathieu, Chief Executive Officer/Secretary General

This report is an opportunity to step back from the current activities of the CCA and reflect upon the period since the 2009 Annual General Meeting in PEI. With the collaboration of our Provincial and Territorial affiliates and the guidance and support of the CCA Board and Program Committees, the association has moved forward positively over the past year in many areas.

I would like to recognize the three Program Committees of the CCA; High Performance chaired by Luc Arseneau, Officials chaired by Louise Lalonde and Events chaired by Kevin MacCuish. Each of these committees have contributed countless hours towards giving direction, guidance and support to the various CCA programs and activities and advancing the association’s planning and delivery of high performance and development programs.

The Ad Hoc Anti-doping Working Group completed their work with the launch of the Race Clean anti-doping promotion program. This program has become part of the CCA brand at National Championships, on National Team jerseys, on our website and, most importantly, advocated by many of our top cyclists. Geoff Kabush, who has invested considerable time in the program and its messages, led a session with Junior riders at the National XC MTB Championships in Canmore. Our thanks to the FQSC for their agreement to allow their “Roulez Gagnant au Naturel” program to partner with Race Clean in delivering the anti-doping message.

With the retirement of veteran organizer Daniel Manibal from women’s road race organizing Canada lost three high level events; the Montréal World Cup, Le Tour de Grande Montréal and the Tour de PEI. Through the cooperation of the UCI and the substantial organizational efforts of the City of we were able to host a women’s 1.2 road race early in the 2010 season.

As the flame was extinguished for the highly successful Vancouver 2010 Olympic Winter Games the focus moved to summer sports and their potential for high level success in London in 2012. The CCA Board has supported me taking a leadership role as Co-chair of the Summer Sport Caucus which is working with the COC and Own the Podium to enhance Canada’s medal potential at the London Olympic Games. The CCA’s own high performance programs under the direction of our Chief Technical Officer, Jacques Landry, and his National Coaching staff, will have a mid quadrennial review of our performances through the first two years of this quadrennial in the late fall and we will need to show our performances and progression towards podium

The 2015 centred in Toronto bring with them promise for a permanent indoor velodrome, currently planned for Hamilton. This is the most significant legacy opportunity that cycling has for these Games and is being carefully nurtured with the various partners.

Early in 2010 the CCA Board supported a business development plan which has seen the addition of a contracted Director of Business Development, Peter Cosentino, and a part-time contracted Manager of Communications, Guy Napert-Frenette. Both of these positions bring with them the opportunity for the CCA to promote its programs, National Team and athletes with the goal of securing corporate partners that will help diversify the CCA’s funding base and broaden the scope of our messages.

We plan to continue building the collaboration and cooperation with our members and supporters.

1.4 Finance & Administration By: Brett Stewart, Director Finance & Administration

Steady progress continues, in the area of finance & administration, with the ongoing priority to entrench stable financial management as a cornerstone to support the growing operational capacity of the National office.

Much has been accomplished over the past several years to successfully address adverse factors which contributed to the operating deficit as an outcome of the 2006-07 fiscal.

2007-08 ƒ Priority to change the budgeting approach – planned expenditure based on confirmed revenue rather than projected revenue. ƒ Implementation of a plan to clear outstanding payables and recover uncollected receivables in order to stabilize cash flow. ƒ Establish a document archive system for all contracts/agreements with financial implications. ƒ Significant write down at yearend to get bad debts and valueless inventory assets off the books ƒ Outcome: Modest surplus at yearend - $9,423.

2008-09 ƒ Priority to improve financial controls and reporting. ƒ Creation of tools to monitor and manage specific financial aspects within programs to facilitate reconciliation and reporting. ƒ Successful requests to reallocate funding and expense to maintain a balanced budget and preserve the planned reserve. ƒ Audit preparation and process – significant improvement over previous fiscal. ƒ Outcome: Yearend surplus exceeding target - $82,997.

2009-10 ƒ Continued focus to improve financial controls and reporting through the creation and implementation of a new chart of accounts to better utilize the capability of the accounting software ƒ Development of a master budget tool to allocate and map revenue sources against planned expenditure. ƒ Implementation of project management tool used by Sport Coordinators and Coaches to manage budgets both globally and on a project-by-project basis. ƒ Upgrade of office computer server with increased capacity and capability to securely support remote access. ƒ Target yearend surplus - $120,000. (Note: Audited financial statements to be presented during the AGM in early September.)

2010-11 ƒ Focus on the diversification of revenue sources in general and specifically ‘unrestricted revenue’. ƒ Investment in the area of Business Development – Marketing, Sponsorship & Communication. ƒ Development of a Charitable Gifting Policy with the potential to extend CCA tax receipting capacity to benefit partner programs. ƒ Upgrade of accounting software to network office workstations in order to keep pace with the need for increased financial & administrative capacity. ƒ Target year end surplus - $60,000.

Illustrated on the accompanying page is a five year comparative summary of revenue and expense from audited financial statements and a budget projection for the current fiscal.

Note: Presentation of revenue & expenditure for the * 2009-10 fiscal is pre-audit. The Audit is scheduled the week of August 16th to 20th, 2010.

Note: For the 2010-11 fiscal there is an additional $104,000 indirect IST funding external to the CCA budget which is provided directly to the Canadian Sport Centres to provide services to targeted athletes in their locales.

A few notable trends – 2009/10 & 2010/11: ƒ Increased funding (restricted) for High Performance programs, resources and staffing via Podium Corp. (Stable commitment for core funding through 2012) ƒ Reduced sponsor support further reducing available ‘unrestricted revenue’. ƒ Continued funding support through the Event Hosting branch of Sport Canada for organizers of international cycling events. ƒ A shift to more athlete funded projects and camps in order to provide quality development opportunities. ƒ Progress toward the achievement of a continuity reserve equal to ten percent of the annual operating budget. ƒ It is should be noted that while the CCA budget is projected to exceed four million annually, approximately $1,040,500 represents flow through revenue and expense. The two largest components being the insurance program and the funding for International Event Hosting.

The overall financial position of the CCA continues to improve year by year through a sustained effort to solidify a financial management structure that will adequately support the anticipated growth of the CCA for the long term.

1.5 High Performance Programs By: Jacques Landry, Chief Technical Officer

Although at the time of writing this High Performance review the season has not yet drawn to an end there are already some notable results and performances to spotlight. As a whole our high performance programs have been building up at a steady pace with our ultimate sights on podiums at the 2012 Paralympic and Olympic Games.

While to enumerate all the performances achieved thus far since the October 2009 would be too onerous let me point out some in each of our funded cycling sports.

Para-cycling:

What was supposed to be a season with at least two Road World Cups in the para-cycling arena proved to be one of only a European WC in Segovia, Spain. For the Canadian contingent it was important to be there to assess the international field before worlds in Baie-Comeau, now that the new classification system is implemented.

The team came back from Spain with Robert Labbé, the tandem of Ouellette and Roy, Marie-Claude Molnar the HC team acquiring 1st, 3rd, 2nd and 2nd finishes in their respective events.

At the time of writing this report the team is in Bromont for final preparation for the Worlds and by all accounts all has been put in place to ensure a great medal tally in Baie-Comeau.

Road:

Unless you have been living on another planet the exploits of Ryder Hesjedal in the ProTour ranks are now well known and have to be applauded and are inspirational to all up and coming cycling talent. Whether it be his great finishes at Amstel Gold, San Sebastien, Fleche Wallonne or LBL (2nd, 6th, 9th and 13th) or his great performances at the Tour de France with a 7th place finish overall, Ryder has demonstrated that he is now in the big leagues and is a force to be reckoned with!

On the women’s side let’s not forget the emergence of Joelle Numainville and her great, yet still developing, sprinting prowess demonstrated at the Pan Am Championships and the 1.2 UCI sanctioned Gatineau GP.

Track:

A hat’s off should be directed at Tara Whitten who put on the rainbow jersey not once but twice at the Copenhagen World Track Championships in March. Not only did she get a Worlds title in a now Olympic event that is the Omnium but she also showed her strength in the Point’s Race.

On the men’s side it would have been great to see Zach Bell defend his silver medal in the Omnium from 2009 but UCI opted not grant a wild card spot this year to Zach given the fact that this event is now an Olympic event and that no teams turned down their invitation to compete.

In addition, we should also mention Travis Smith’s gold medal performance at the Pan Am champs in the sprint event. Travis has come back from injuring himself a few years ago and we believe that he still has what it takes to achieve medal performances in Delhi in October and Worlds in March.

MTB:

The usual suspects from Canada have not disappointed thus far with great results in both the Elite and U23 ranks from Catharine Pendrel finishing in 2nd at Val di Sole and winning in Offenburg putting her in the World Cup standings lead heading into the last race of the year at Windham, NY.

Emily Batty in the U23 women’s field finished 2nd in Val di Sole while Antoine Caron finished 4th in the same event in the junior men’s.

The best is yet to come with Kabush, Batty, Premont, Zandstra and Pendrel lining up for what will prove to be a great Canadian performance week in Mount Ste-Anne.

BMX:

While I would love to provide tangible proof of performance progress, the BMX program has been riddled with injury with the likes of Sam Cools, Danielle Brisson, Tory Nyhaug and Jim Brown out of commission before or during Worlds. We still hold much hope in a kid like Tory paving the way to a great Olympic performance in London despite his bad crash in training at BMX worlds in South Africa. Tory has demonstrated that he is competitive in the men’s elite field having finished in the top ten in elite Supercross World Cup competitions this past season.

Other HP Items:

Aside from the aforementioned High Performance objectives like Mont Ste-Anne MTB Worlds and Baie- Comeau Para-cycling Worlds we also have put some time into getting a competitive team to the 2010 Youth Olympic games in Singapore, the UCI ProTour events in city and Montreal and the 2010 Delhi .

Looking ahead to performances in London 2012 we’ve been able to implement our European Cycling base in Tielt, Belgium that serves as a hub to our development and high performance squads. What is more is that we’ve also been working on fairly top secret wind tunnel testing that will shave off some valuable seconds and increase the speed to watt ratio in our MTB, Road and Track events in London. Finally we’ve been in numerous discussions with B2Ten who’ve supported the acquisition of many of our winter Olympic medals to help them help us with acquiring increased funds to support our programming and our underdog events like women’s team pursuit.

In conclusion:

I remain very enthused and optimistic that the efforts of our coaching staff, coordinators and sport science/medical people will pay off in London in less than two years. We have collectively laid down the foundations for success for 2012 and beyond.

1.6 Domestic Program Development By: Mathieu Boucher, Director Development

The Domestic Program Development sector targets different areas such as events, officials, coaching, LTAD and implementation, and participation development programs.

Events

The 2010 season has many highlights. Among them are the presentations of two World Championship events (Mountain Bike & Trials, and Para-Cycling Road) and for the first time ever, two Road Pro-Tour events. We are also very pleased to have been able to register two UCI women's events in Gatineau, QC. Following the loss of women's events in the context of the Montreal World Cup and tour stage races, it became imperative to find events to support the development of women's cycling in Canada.

Nine National Championship events were sanctioned and delivered in 2010, inclusive of all disciplines. The needs identified in 2009, namely building media relationships, onsite visibility, and marketing, are now being addressed by a professional announcer on all national championships and a media relations professional, both under contract. Involving PSO staff in National Championship delivery has proven to be a great approach as it allowed better support to the organizing committee.

Officials

The main focus in 2010 was to update our provincial and national database to help us in identifying promising commissaires as well as identifying gaps across the country.

CCA and its provincial/territorial partners delivered two National level courses:

March -National Level Track Commissaire Course (English) – Vancouver May -National Level Road Commissaire Course (English) – Edmonton

The committee also updated the Track and the Road National course. Over 3 practical assessments have been conducted by designated UCI National Level Road Instructors. . Coaching

• Coaching Transition -CBET

The Canadian Cycling Association has now received final approval from the Coaching Association of Canada for its new NCCP programs, “Let’s Ride! Community Initiation” and “Ready to Race! Introduction to Competition”.

An important change in the competition stream of the new NCCP is the need for a coach to successfully complete an evaluation to achieve certified status; with all the logistics and capacity challenges that will be created. We have therefore started working on an alternative on-line Evaluation Project.. We see many potential advantages to the on-line evaluation, which will use a combination of video clips and written situations to assess coach competence. We expect testing of this system in late 2010. In addition, we have begun the development of two new modules of the Competition Development context. We expect to be able to pilot these two modules in 2011.

• Coaching Education

The main focus in 2010 was to provide sufficient training opportunities for Learning Facilitators at the community level. CCA and its provincial/territorial partners delivered three Community Initiation courses:

March -Community Initiation LF course (English) – April -Community Initiation LF course (English) – Moncton May -Community Initiation LF course (English) – Toronto

In addition, we piloted the first two modules of the new Competition Development during a level 3 course held in Calgary. More than ten level III practical assessments have been conducted by designated master coaches at national/international domestic events.

LTAD

First, I am pleased to confirm that the CCA has now finalized the development of the first two sport specific LTAD’s for Para and BMX. A pamphlet summarizing the BMX LTAD is under development and should be available to all P-TSOs shortly with the expectation that each BMX member will receive a copy upon renewal of their 2011 membership.

We expect to begin the development of the Track LTAD by fall/winter 2010 with the expectation of delivery in late 2011.

• Clubs Standards

Through the LTAD planning process, it became clear that our success at the implementation level would depend on our capacity to build a strong communication scheme with P-TSO’s and clubs as well as identifying clearer roles.

A Club Certification System with the following objectives is being developed:

o Create common core criteria for all P-TSOs o Create “brand recognition” for accredited clubs o Facilitate and increase the penetration rate in LTAD implementation o Facilitate and increase the program delivery

The foundation of any club is its structure and its understanding of its role in the system. We believe that certification will encourage clubs to adopt the LTAD principles and adapt them to their programs accordingly. Capacity doesn’t allow us to serve all our clubs therefore; the certification program should help us to better support the key ones.

Development programs

• Women Participation Development Initiatives

This year was a year of continuity for this program. We collaborated with 3 PSOs involving clubs/training centres to pilot the program. The program was well received by the clubs and we had some success in recruiting women. However it seems that we have yet to find a specific success pathway.

1.7 Business Development Director’s Report By: Peter Cosentino

In mid May, a Business Development plan was presented to the Board. After some discussion, the board approved the plan in effort to move the business side of the CCA forward. It was agreed that the CCA needs to be better positioned in the minds of both the consumer and corporate Canada. Central to this objective was to focus on earned media which had somewhat been left to chance over the last several years. A stronger media perception would earn a better image for the Canadian Cycling Association, its athletes and other core constituents. It is paramount that the CCA be recognized as a solid sport governing body that is developing world class athletes that will potentially be seen on the podium in 2012. The ground-work of this type of positioning is required now and will take consistent conditioning over time to ensure success. The outcome of such conditioning will positively earn out on many fronts for the CCA down the road via sponsors, key donors and overall credibility.

Since May, the CCA has hired Guy Napert-Frenette. Guy’s sport media background is extensive in both the professional and amateur side of sports, most recently creating processes and structure for the Canadian Snowboard Team leading up to and at the Vancouver 2010 Games. Some of the high lights of to date include: 35 French and English media releases reaching over 800 national, provincial and local reporters; the development of a Community list that informs PSO’s, Clubs and Athletes who are now receiving all the media communication as well; Athletes are better media trained with the development of a Media Training document that is now available to all coaches and athletes; Guy has also delivered on-site media relations support for the Canadian Road, Downhill and Mountain Bike Championships. Along with the above processes in place Guy has begun work on the Social Media platforms for the CCA which include our own Facebook, Twitter and YouTube mediums; a Translation Guide document with technical terms in both languages; a ‘How-To’ Guide for Race Organizers of CCA Properties for the 2011 Canadian Championships so we have less travel costs and more consistent delivery of messaging from our national properties.

After much consternation, we have downsized our original plan around the UCI Pro Tour’s VIP Experience. The package is full of benefits at a consumer cost of 50% of what is being sold on the market place (Cedars). Many of the board members and advisory panel were instrumental to the final outcome. The vision is to incorporate a “celebrity” ride into the package for next year and generate incremental dollars. Although some of the 50 VIP spots are dedicated to potential sponsors, it is imperative that the Board and Advisory members leverage their relationships to ensure we have a sold out tent. This initiative will be a good indicator of how we can work together on attracting the right type of partners to our organization.

The development of our business is a responsibility of all members, the staff and Board. Everything we do reflects our brand and integrity. The extent of our combined contacts needs to be exploited if we are going to grow a positive public perception of media, sponsors and riders. With two years to go before the next Olympic Games, I ask all members to assist in both their industry and non-industry contacts so that we can take advantage of this time. I will follow up any contacts provided by any member following the AGM.

Finally, new properties are being developed to increase the value that our potential sponsors will receive. This will be achieved through bundling of assets across a number of fronts. Taking advantage of events like the UCI Pro Tour as well as the VIP tent at the Mountain Bike World Championships and combining them with stronger branding, national team association and grass roots programming which will allow us to grow the business of the CCA.
