EXPLAINING the QUALITY SCORE INDEX the Gleaner, in Conjunction EXPLAINING THE QUALITY SCORE INDEX The Gleaner, in conjunction with Johnson Survey Research developed the CSEC Quality Scores, which indicate the different values and levels of mastery pertaining to the three passing grades offered on the exam. The total average Quality Scores for each type of school, of a possible 4000 – and the QSI (Quality Score Index) out of a possible 100, for ‘Traditional’, ‘Upgraded’, ‘Technical’ and ‘New’ high schools are below. As we can see, QSIs for all ‘Traditional’ secondary schools have improved significantly since 2012, whereas the QSIs for ‘Upgraded’ and ‘Technical’ schools have remained basically the same. Quality Score Index 3 Year Average 3 Year Avg 3 Year Avg Quality Score (2011 to 2013) 2010 to 2012 2011 to 2013 Traditional: English 1955 38.9 48.8 Math 1186 22.7 29.6 Upgraded: English 318 8.2 7.9 Math 104 2.4 2.6 Technical English 452 11.0 11.3 Math 166 4.1 4.1 New English 398 -- 9.9 Math 130 -- 3.2 The ten schools with the highest Quality Scores for English in 2013 were: Campion College 3694 Immaculate Conception 3463 St. Andrew High School for Girls 3350 Wolmer’s Girls School 3347 Ardenne High 3111 St. Hilda’s High 3079 Westwood High 3076 Montego Bay High 3026 Bishop Gibson High 2974 Glenmuir High 2920 The ten schools with the highest Quality Scores for Mathematics in 2013 were: Campion College 3671 Immaculate Conception 2793 Ardenne High 2419 Wolmers Girls School 2382 Glenmuir High 2192 St. Andrew High School for Girls 2158 Wolmer’s Boys School 2081 Montego Bay High 2064 Westwood High 1971 St. Hilda’s High 1702 Noticeably, traditional secondary schools received higher Quality Scores than their “upgraded”, “technical”, or “new” counterparts. This is laudable, however it may go without saying that those are the same schools that usually enroll students who scored highest on the GSAT exams…ergo, while justifiably being recognized for the high-caliber students they produce, these schools seem merely to perpetuate the academic track that many of these students were already embarked upon. Or, as written by Dr. Alfred Sangster (The Gleaner June 2, 2013) “By default, the upgraded high schools, with fewer resources, have the Herculean task of dealing with poor performances, and their scores record this reality…[whereas] technical high schools suffer from a disadvantage in the school placement system.” Bearing in mind the exclusivity of each type of schools’ eidos, as highlighted by Dr. Sangster, this latest report also incorporates a segmented grading system, broken down by type of school. ‘Traditional’, ‘Upgraded’, ‘Technical’, and ‘New’ secondary schools were delineated into quintiles on the basis of the three- year average for this quality scores, and each quintile was afforded a grade of either A, B, C, D, or UG (ungraded).     Jamaican registration districts Jamaica’s parishes and civil registration districts [updated 2010 Aug 15] (adapted from a Wikimedia Commons image) Parishes were established as administrative districts at the English conquest of 1655. Though the boundaries have changed over the succeeding centuries, parishes remain Jamaica’s fundamental civil administrative unit. The three counties of Cornwall (green, on the map above), Middlesex (pink), and Surrey (yellow) have no administrative relevance. The present parishes were consolidated in 1866 with the re-division of eight now- extinct entities, none of which will have civil records. A good historical look at the parishes as they changed over time may be found on the privately compiled “Jamaican Parish Reference,” http://prestwidge.com/river/jamaicanparishes.html (cited 2010 Jul 1). Civil registration of vital records was mandated in 1878. For civil recording, parishes were subdivided into named registration districts. Districts record births, marriages (but not divorces), and deaths since the mandate. Actual recording might not have begun in a district until several years later after 1878. An important comment on Jamaican civil records may be found in the administrative history available on the Registrar General’s Department Website at http://apps.rgd.gov.jm/history/ (cited 2010 Jul 1). This list is split into halves: 1) a list of parishes with their districts organized alphabetically by code; and 2) an alphabetical index of district names as of the date below the title. As the Jamaican population grows and districts are added, the list of registration districts lengthens. The parish code lists are current to about 1995. Registration districts created after that date are followed by the parish name rather than their district code.
