Fort Wayne Parks & Recreation Department Staff Reports May 13, 2020 to June 10, 2020 Steve McDaniel ~ Director On May 22nd, our department along with most of Indiana moved into Stage 3 of the Governor’s Back on Track plan. This stage opened several of our facilities that were closed during stages 1 & 2. Guidelines from the CDC along with research our team has conducted showed that our two camps could not operate in the same capacity that it typically does. It is always our goal to provide quality camp experience and be able to maintain the necessary precautions to keep campers and staff safe. The Marketing team has adjusted the Fun Times with input from all of our program staff showing all of the recreational opportunities that are available this summer. I want to commend the staff for being very versatile and creative in their approaches to providing classes, events, and activities for our community. On May 21st in Governor Holcomb’s Executive Order 20-28, he changed his stance on when playgrounds would open from previous plans. We continue to keep our playgrounds and splash pads closed until he identifies when that directive changes. Additional investigations shows that recommendations from the CDC specifically call out that splash pads should remain closed along with playgrounds. The Theater concert series is the next big decision we have to make this season due to the COVID-19 virus. Social distancing guidelines within the house or audience stands are going to determine if we can successfully conduct our concerts. I along with several staff members continue to participate in weekly webinars about the impacts of Covid-19 on a state level and national level as it relates to the field of Parks and Recreation. Share ideas and information about all aspects of the impact is helping our department as well as others. Park and Trail attendance numbers are increasing dramatically over the last few months. Google has been researching mobility changes during the Covid-19 event. Their information for Indiana is broken down by county. It has shown that in our county, park usages are up almost 200% from baseline for the last 6 weeks. in April citywide. The trail in Salomon Farm is the highest used trail in Fort Wayne with 22,144 counts in April. We will see a significant decrease in our seasonal staffing levels this year. Typically we hire up to 350 seasonal staff members at our peak of June & July. This year the numbers of seasonal staff hired will be closer to 200. We have received a summary report from the Needs Assessment surveys that were mailed out in January. There is a lot of useful information that was gathered by our community. I want to thank the people of Fort Wayne who took the survey. This input is very important and helps us determine how to plan for the future.

Chuck Reddinger ~ Deputy Director, Recreation, Athletics, Special Event, Headwaters Park, Promenade Park, Community Center (Downtown) Travel Service General  We have created a new recreational coordinator and recreational supervisor positions. These positions will be able to work in a wide variety of recreational settings as well as special maintenance projects. We are in the final phases of hiring about 35 recreational coordinators and supervisors to perform a variety of work this summer and assist in areas of highest importance for the department.  We have new rental and participant COVID 19 and general liability waivers that rentals and program areas will now be using. These were developed by the City’s legal staff. Community Center  Volunteers continue to make cloth masks  No programs, events, or rentals due to COVID 19  17 different PODS (Positive Outdoor Days of Summer) themes were put together to offer in a nine week period. These are 3.5 hrs. Each (8:30-12 and 1-4:30) If they register for both morning and afternoon sessions, they can bring lunch and stay for the hour in between (with staff supervision). We have 150 spots filled for the summer thus far and will hopefully increase when people get their Summer Fun Times Postcard, or social media notice. In addition, Patti Davis, Community Center Manger, promoted the program on a variety of television interviews.  Working on the plans for opening the Community Center that include marking rooms for social distancing, signage, procedures, etc. Travel Service  No bus trips were taken during the month of May due to State of Indiana and Allen County Board of Health restrictions requiring social distancing. Riverfront  No attendance for events, programs, or rentals in May due to COVID 19  We continued to work through changes to rental scheduling and policies, including cleaning, attendance counts, social distancing, etc.  Staff prepared to implement the daily “Chalk It Up” program starting June 15th, from 1-8 pm.

Athletics and Aquatics  Continue to take park drone pictures and videos for the department website as well as pictures of projects, playgrounds and roofs for the Projects Division.  Met with the 3RVS Mountain Bike group at the Derby Hill to discuss extensive trail work that they started without prior approval. I think that we all have a better understanding of the agreement and after review they will be allowed to continue work.  Worked with the various golf courses to go over details for the start of the Parkview Sports Medicine Junior and Pee Wee Golf Tour. These events will require minimal changes to be in compliance with social distancing.  Conducted GST/SCAN training for Riverfront and Hurshtown staff.

Golf  Our city golf courses re-opened on Monday, May 4th with walking only (for one week). Golf carts and league play commenced the week of May 11th. All May golf outings and tournaments were postponed or cancelled.  Vinyl dividers were installed in 2/3 of our golf carts to ensure patron safety and to help meet or exceed guidelines set forth during the virus outbreak. The dividers allowed us to manage league play and regular play so that there was no shortage of golf carts during the outbreak.  Plexiglas barriers were installed at the check-in areas at all three clubhouses for patron and employee safety.  On course maintenance practices have resumed to almost “normal” levels and will continue to become less restrictive. Just in the past few days we have received several of our new pieces of mowing equipment. These machines will allow the crew to better maintain the course conditions and provide a more desirable playing experience for the golfer. We are excited to put them into regular use.

 The Hurshtown Annual Fishing Derby will be held June 6th from 8:00 am-Noon.  In order to prevent the introduction of invasive aquatic life such as blue green algae, all boats must be rinsed prior to being put in the water.  The Salomon Farm Farmers’ Market resumed on June 3rd. There were about 200 attendees and COVID 19 safety procedures were implemented with input from the Allen County Board of Health as well as other farmers markets.  Johnny Appleseed Campground opened on May 24th, but there are no shower facilities per the governor’s executive orders. In addition, there will not be any tent camping allowed until further notice.

Botanical Conservatory: Funding  2020-2021 Showcase funding projects: due to COVID-19 pandemic shut downs, the Conservatory could not install the spring 2020 butterfly exhibit but plans to open the summer-fall exhibit three weeks early. o Transfers: Franklin Charitable and Educational Fund agreed to transfer their $2,000 sponsorship of 2020’s Miracle of Flight exhibit to our 2021 Color Fest butterfly display. o Submitted: $10,000 grant request to the Auer Foundation for the 2020, for the “Oh? Christmas Tree!” exhibit. $5,000 for this same exhibit to: Old National Bank Trust-Private Foundations, Ash Brokerage, and both the Smyser and Kuhne Foundations. o In Process: $7,500 grant request to Rolland Foundation for 2021 “Color Fest” butterfly exhibit.  2021 Botanical Roots funding projects: The Conservatory has cancelled this year’s Botanical Roots concert series and is seeking to transfer both artist performance dates and grant funding to next year’s summer season. o Transfers: ProFed, a new sponsor has agreed to let us use this year’s gift for next year’s series. We have requested the same consideration from long-time sponsor Fort Wayne Metals; their decision is pending. o Submitted: $4,400 corporate sponsorship requests to IU Health and to Ash Brokerage for the 2021 Botanical Roots concerts.  Donations to Conservatory Trust: the Conservatory received unsought donations in May: o $985 memorial from Glen A. o $100 memorial from Pat Harrold in memory of Mark Critchfield. o $300 honorarium from Girl Scout Brownie Troop 51241 to honor Conservatory volunteers Kay Musgrave. o $500 donation by an anonymous donor for Conservatory operations.  Events: The annual Mother’s Day Plant Sale was safely implemented with online sales and curbside pickup out of Lawton Park Greenhouse. Net revenue was $39,532, about 20% less than 2019.

Foellinger Theatre  Installation has been completed for the Weisser Park Youth Center sound system. The long awaited COVID delayed final pieces are in place. We are ready to have staff trained in the use of the sound system. Training will be coordinated between Theatre staff and Weisser Center staff at a time when it is safe to do so.  All of the Theatre’s promoted and sponsored concerts for June and July have been delayed or rescheduled. The tribute concerts and the Fort Wayne Area Community Band were able to be rescheduled without too much difficulty. One local sponsored act has been more challenging to find a mutually acceptable date.  Mr. Byers has successfully booked the first commercial concert the theatre is promoting in 2021. People will not guess they just need to get into overdrive to buy tickets for these true legends of the classic scene. He had been working on this act for 2020. Fortunately, he was able to confirm them for 2021.  As expected we will experience significant loss of seasonal staff this year if we do open. Most of the experienced operations staff will have relocated or taken other jobs long before August 1st. We should have a slightly better experience in production because of the gig nature of their work outside of the theatre.  Met several times with Ticketmaster staff as we work through the ticketing challenges of rescheduling and refunding of ticket proceeds when requested. Like most organizations Ticketmaster has seen a significant reduction of workforce because of the pandemic. We are learning to efficiently deal with new staff that has a much larger workload than our previous Ticketmaster family.  Mr. Byers has been working with a local community theatre group who is looking to produce a couple of musicals in Foellinger Theatre this season.

Community Outreach Due to public health related closures, only 2 Pickleball players comprise our attendance.

The team is continuing to keep business with various webinars, as well as working on the virtual program that we hope will take place if we do not open for the regular season of Summer Playgrounds.

Virtual program schedule- research was completed on various programs and activities as well as how to keep the youth engaged. Each person came up with 5-10 activities/programs in each CORE area that we can use for the virtual programs. Everyone will be able to host in all sections.

We also did ZOOM training with Allen County Public Library (ACPL) ZOOM Academy and learned quite a bit about what Zoom can offer. Fort Wayne Community Schools use Zoom with the students for distance learning, so families are familiar with this platform. ACPL asked us to be the first to go through their “academy” they just released the day prior to our Zoom call.

Staff also completed “practice” Zooms with the youth and families throughout May, to stay engaged and prepare them for virtual programming. Staff also made phone contact with families. They each completed building checks 2-3 times per week as well. Other projects included: getting the Zoom account set up, ordering items for the virtual programs, setting up registration for the virtual program, and completing the summer schedule for the virtual programing.

 Kids Café: Staff at McMillen Park Community Center has chosen to show up for our community by providing meals for children of families who are vulnerable and suddenly needing to compensate for lost wages. We have served 837 children for the mouth of May. Through these difficult times our team is truly learning the value and importance of interconnectedness. We are hopeful that one day soon we will reflect on these moments and appreciate how in such trying times we were able to care for our community.

Sandra Odisho, CPA ~ Finance Manager The Parks and Recreation Department paid 203 employees (132 full-time, 71 regular part-time and seasonal) for the payroll ending May 23, 2020.

We currently have three full time positions that needs to be filled and are currently posted: o Gardener – Landscape and Horticulture (first) o Gardener – Botanical Conservatory o Program Facility Coordinator (Adult & Volunteer) – Botanical Conservatory o We also currently have two full time positions that need to be filled, but are currently on hold due to the hiring freeze: o Gardener – Landscape and Horticulture (second) o Program Facility Coordinator – Riverfront

We currently have 150 seasonal employees hired or in the hiring process currently. Of these 150 there are still 19 of them that are not working due to areas being shut down due to the COVID pandemic.

We are currently assisting all customers in person, over the phone or by email to process refunds and answer questions. The staff is busy answering phone calls relating to what is open and what is closed due to COVID. Our customers have very understood during this difficult period. The customers also appreciate very much being able to receive full refunds due to their events or programs being canceled due to COVID.

This week we are completing the refunds for the summer programs and day camps that had to be cancelled due to the COVID restrictions.

There have been many disappointed people because the pools, playgrounds and splash pads are closed.

The Pavilions became available for use on June 1st. There has been a lot of interest in pavilion rentals regardless of the COVID pandemic.

Another very popular attraction is the dog parks which have been open throughout the COVID pandemic. Those sales have been steady.

Steve Schuhmacher ~ Deputy Director, Facilities, Grounds, Projects Administration, Safety Compliance, Storeroom, Fleet, & Mechanical Operations Facilities Maintenance  We had 0 Pavilion rentals this month.  Pavilion, playgrounds, and splash pads remained closed this month due to Covid-19.  All rest rooms have water turned back on except Hamilton Park’s shelter. They have been cleaned and are all open to the public. Crews are asked to disinfect them twice a day with Virex, as well as the dog parks. Playgrounds are to be disinfected on a daily schedule if possible.  Pavilions are ready to be rented when the COVID 19 restrictions are lifted.  Relief workers have been repainting the doors at pavilions and restrooms. This includes: Shoaff Park’s Conklin Pavilion, Shoaff Riverlodge, McMillen Park’s restroom, Swinney Park restroom, Foster Park West restroom, Tillman Park Ball restroom, Tillman Park tennis, McCormick Park splash pad restroom, and McCormick Park Pavilion.  Relief workers pressure washed the dog park patios at both Camp Canine and Pawster Park. They also pressure washed Moody Park shelter, Gren Park, Lakeside Park reflection Ponds, and the Swinney Pavilion.  Leaf debris was removed from Foellinger Theater.  Relief workers have been filling in at Kreager Park due to a lack of seasonal help with litter removal and rest room cleaning.  Pavilion building lock codes are being used and tested for Northside Park’s Psi Ote Upper and Lower, Shoaff Park’s Riverlodge, Indian Village Sears, Franklin Park Pavilion, and Lakeside Park’s pavilion #1. All facilities staff was issued a personal code to get into any of those buildings.  Athletic courts were reopened which meant unlocking the tennis courts and removing the covers from the basketball rims.  Lighting was upgraded at Swinney Pavilion to convert the old metal halide fixtures to LED.  Protective polycarbonate shields to protect employees were installed at Jennings center, Cooper center, and McMillen Community Center.  Water service has been restored to most outdoor facilities while isolating drinking fountains to ensure those remain off until COVID 19 restrictions are lifted.  The remaining docks were installed at Hurshtown Reservoir.  The United Way’s “Born Learning Trail” signs were installed at McMillen Park.  Work has begun on the annual playground inspection repair requests at several parks including; Kreager Park, McMillen Park, and McCormick Park.  The splash pads have all been set back up and tested so they will be ready when COVID 19 restrictions are lifted. Memorial Park’s splash pad needs a new controller which was ordered and will be installed once it arrives.  All athletic field lighting was tested and programmed for summer use.  We had 8 after hour calls this month, 2 water issues, 1 restroom found open, fire in the mulch at Franke Park Day camp, 1 Restroom unlock issue, 1 tree issue, 1 flooding issue, and 1 alarm issue.  Freimann fountain was started up.  Pump and electrical issues were addressed at Shoaff Pump house due to AEP issues.  Warranty work continues at Promenade Park on swings and the water rill.  Broken playground equipment continues to be repaired and replaced.  Shade structures were installed at Buckner, Shoaff and Jennings Parks. Grounds Maintenance

 Mowing crews returned to full staffing on May 5, and are moving through the parks at a rate 5 to 6 days per cycle.  Crews worked overtime on 3 consecutive days to reduce the mowing time to 4 days.  Hurshtown was mowed several times while their mower is being repaired.  Athletic fields are being mowed every other day.  Spring aeration was performed on soccer and rugby fields.  The corners of all fields are being marked in preparation for lining them in June.  7000 lbs. of 28-0-3 fertilizer was applied to athletic fields.  Ball diamond crews prepped all Parks Dept. diamonds for summer use.  Hamilton and Foster little league diamonds were Harley raked to smooth them out.  New home plates were installed at Packard, Hamilton, and Northside diamonds.  Playground mulch was delivered to Jehl Park.  The Lawton bullpen and Salomon main drive were regraded to remove pot holes.  Salomon Farm’s compost pile was turned using heavy equipment.  A damaged water line was excavated and repaired at Mason Park.  Several holes in the turf were filled and repaired at Pawster Park.  Special beach sand was delivered to the zoo for the penguin exhibit.  The garbage truck is running every day and Sundays for the summer.  Heavy equipment tilled the Bluffton Rd. community gardens so renters could plant their plots.  Heavy flooding on the greenway closed a majority of the gates and underpasses.  Flooding also extended into park areas at Swinney, Foster, and Tillman.  Crews used equipment with blades and mechanical brooms to reopen the trails.  The river greenway is being mowed daily with a complete rotation taking around a week. There was one treatable injury this period, for a total of six for the year. OSHA recordable incidents total four for the year. To date, we incurred two injuries accounting for 12 restricted days and no lost days. Worker compensation costs are at $5454 for the year.

Alec Johnson ~ Deputy Director,Planning & Development,

Forestry, Landscape, and Riparian Design has continued for the front landscape at the Botanical Conservatory. Recent changes in plans for the entry sculpture have prompted some change in direction, resulting in valuable coordination for the overall project.

The application was completed and submitted for the Great Lakes Sediment and Nutrient Reduction Grant. If awarded, this grant will help fund the planned phase II streambank stabilization project by the Old Fort.

Planning staff assisted in filling and delivering orders at the Mother’s Day Plant Sale at the Lawton greenhouse.

Designs for interpretive signage at Promenade Park (Little Creek Bioswale) and Franke Park (Spy Run Creek improvements) were continued; these signs are requirements of grants and/or permitting associated with the projects. Design will wrap up in early June, with fabrication and installation planned for summer.

Coordination with NIRCC began in preparation for the design and installation of a rain garden at Reservoir Park. This garden will intercept runoff from the new parking lot on the park’s north side, and will be funded in full from funds remaining from a 2017 GLRI grant.

KayeC Jones was hired as Riparian Supervisor. She has been a riparian division seasonal employee for two years, and is taking over for Dan Wire, who retired earlier in the month.

In partnership with the United Way, signs for the ‘Born Learning Trail’ were installed at McMillen Park. The signs offer suggestions for activities to be completed by pre-K children and their caregivers. Paintings will be completed on the adjacent asphalt path by University of St. Francis students later in the summer.

A walk-through of various projects completed last fall was carried out in May. Lists of plants to be replaced as part of the contractor’s warranty were completed at Promenade, Bloomingdale West, Spy Run at Franke Park and Salomon Farm Homestead. Coordination with Redevelopment and the developers of the new building at Harrison and Superior continues; as ground-breaking for this project is anticipated for July, schematic design for Headwaters Park West must be completed in order to successfully interface each site.

Staff coordinated with a muralist who will be working on painting the basketball courts at McMillen Park. This work is scheduled to be completed in mid-late summer.

Horticulture and Landscape Report- May 2020

 Although schools were closed we were able to deliver plants to 48 of the 63 schools that normally get plants. Gardeners helped out in the greenhouse and delivered plants for the SCFVA.

 Spring bulbs were removed at Lakeside and Courthouse Green. Community Corrections assisted at the Courthouse. Foster Gardens and Freimann Square are leaving their bulbs in and annuals will be planted between bulbs. This not only takes a burden off our small staff this year, but it will be a cost savings to the parks department in the fall.

 Lakeside and Freimann began planting annual flower displays.

 Gardeners began their post-emergent herbicide treatments.

 Fountains at Freimann Square, the Courthouse, and Lakeside are on and being maintained now.

 Gardeners installed two Memorial trees in Foster Park, one in Shoaff Park, and one in Hamilton Park.

 Irrigation systems began being checked for necessary repairs.

 Staff came back to work full-time on May 5th following the Covid-19 shut down.

 Crossroads Nursery removed the spring display and planted the summer display in the downtown floral pots.

 Leepers continued with their annual maintenance contract mowing and turf fertilization and weed control.

We continue to accept Citizen Match Tree Planting applications. The deadline for these applications to be submitted on July 1st. Currently, 55 applications have been accepted, totaling 196 trees.

Collaborated with our Right-of-Way and Property Management Departments on solutions to contracted lawn mowing companies damaging trees. Forestry staff installed 75 plastic tree protection systems within several medians and will monitor their effectiveness. We expect additional care from contracted mowers moving forward as well. Throughout May, considerable time was spent inspecting street trees. 27 of the 52 pruning sections have been inspected. Thus far, 196 trees have been identified for removal.

This year’s Emerald Ash Borer treatment is scheduled and expected to be completed in the coming weeks.

Reviewed and discussed several Fort Wayne City Utilities and Fort Wayne Public Works projects scheduled to begin in the coming months.

Due to Covid-19 concerns, crews continue spending most of their time working on projects in our parks. Some of these projects included:

-Removed 35 trees from various parks.

-Pruned 205 trees within several parks

-Installed support systems to 10 trees located on Hanna St.

Pruned 1 street tree this month, bringing our 2020 total to 2057 trees. 7200 trees pruned annually represent a 7-year pruning cycle.

Removed 3 trees from the right-of-way bringing the 2020 tree removal total to 50.

Completed 5 property damage appraisals resulting from trees being struck by vehicles for risk management. Damages for the month totaled $988.49 (2020 total = $10,143.54)

Resolved 25 reports of down limbs, hanging limbs, and/or sight obstructions.

Responded to 21 after hour’s calls concerning trees blocking driveways and roadways.

Responded to 1 Tort claim.

Responded to and closed 79, 311 call center tickets this month.

We had another amazing month of trail usage. If you recall, we set an all-time high in trail usage in April with 87,569 trail counts. In May, we came close to the record with 86,085 trail trips recorded. We had 3.73 inches of rain in May with 3 inches in 1 week which hurt the trail usage for 2 weeks. In April, we only had 2.26” of rain that was more spread out. Trail project bidding is still on hold. We do have trails that are part of road projects like State, Maplecrest and Ardmore that will be paved this year. Trek the Trails rides will start a month and a half late on June 16th. We received an email from the DNR that the Next Level Trails grant program is on an indefinite hold due to the State’s declining revenues. We were counting on$2.8 million in funding to complete the last 1.8 miles of the Pufferbelly Trail. We will now break the Pufferbelly Trail into three phases and build it over the next 3 – 5 years from Washington Center Road to the intersection of Lima and Ice Way by Glenbrook Commons. We were awarded a $250,000 Recreational Trails Program Grant (federal funds) by the DNR for the next phase of The Fishing Line Trail between Ludwig Rd and Cook Rd for construction in 2021. We did submit eleven trail projects to the Rails to Trails Conservancy and American Trails. They are both working with Congress on a stimulus package for trails. Four rain gardens were planted along the trails in early June. This project was funded by an EPA Grant. The rain gardens will have educational signage to communicate the value of water quality management. NIRCC examined our trail counts comparing 2017 with 2020 to see impacts that the CORAVIRUS had on trail usage. See chart on next page. of the below-grade crossing of Dupont Rd in 2019 has really increased trail usage on the Salomon Farm Loop and the Pufferbelly Trail. Foster Park counts have gone down because of the City Utilities project.

Full Moon Hikes Friday, June 5 Youth - 8 pm, Adult - 9:15 pm Lindenwood Nature Preserve, 600 Lindenwood Ave. Join us for a special moonlit adventure and experience nature in a completely different perspective. We’ll meet in the parking lot at the entrance to the preserve and hike the Trail of Reflection for a scenic stop at the pond. This ½-mile trail is fully wheelchair and stroller accessible to the pond, although ground conditions may vary. Each hike will last approximately one hour. Youth hikes are for ages 17 and under with an adult. The adult hikes are for those 18 and older. The hikes are free, however, pre- registration is required. Please note that pets are not allowed in the nature preserve.

32nd Annual Kids’ Fishing Derby Saturday, June 6, 8:00 a.m.-12:00 p.m. Hurshtown Reservoir, 16000 Roth Rd., Grabill The 32nd Annual Kids’ Fishing Derby at the pristine Hurshtown Reservoir is open to children ages 16 and younger. An adult must accompany all contestants. Prizes will be awarded for the biggest fish caught in 4 age categories. Each participant may enter only one fish. The grand prize will go to the child that catches the biggest fish overall. Traffic Alert Ardmore Improvement Moves Forward Temporary Closer of Northbound Lane Begins this Week

Fort Wayne, Ind. – The northbound lane on Ardmore Avenue from Fort Wayne International to Airport Expressway will close Wednesday, April 22, through July as crews work on the completion of road and new trail construction between 2nd Street and Airport Expressway. This road will only be open to southbound traffic. A detour for northbound traffic includes Ferguson to Bluffton Road. (See attached map)

The Ardmore improvement project is nearly one mile in length and includes a center turn lane, and new storm sewers, curbs, gutters, ADA ramps, street lighting, landscaping, and a trail along the east side of Ardmore. The area will have a gateway welcoming feature with new wayfinding signs and a 25-foot gateway marker on the southeast corner of Ardmore and Airport Expressway.

The $3.7 million investment comes from Tax Increment Financing funds, generated through the Baer Field TIF District. These dollars do not come from the City’s general fund, used for neighborhood projects.

Traffic Alert Progress Moves to New Phase on State Blvd. Road Closure Coming Monday

Fort Wayne, Ind. -- Construction on State Boulevard, over the Spy Run Creek, moves to a new phase next week, requiring a complete closure of the road for two months. Beginning Monday, April 13, 2020, State will be closed from Wells Street to Clinton Street while crews work to tie-in the new road. A detour using Wells, Fernhill Avenue, and Clinton will be in place during the closure. During the closure, residents living on side streets on the north side of the road will not have access to State.

“Even though closures are never a welcome sight, the restriction is driving us closer to completion of a project that began with planning, 13 years ago. These improvements were needed to replace an aging bridge and improve safety for motorists, pedestrians, and bicyclists,” said Shan Gunawardena, Director of Public Works. “Anytime a major road closes, it is a significant inconvenience, and so we ask that motorists be patient, slow down and allow for extra travel time using the marked detour.”

Work during the 60-day closure is part of Phase lll of the project. It will connect the pavement to the existing road on both the east and west ends of the new bridge. Citizens Square and Rousseau Centre will open to the public today, the city of Fort Wayne and Allen County said on Friday. During the last several weeks, hand sanitizer stations, signs marking social distancing and Plexiglas shields have been installed at the buildings, the governments said in a statement. It recommended that visitors to the buildings use the hand sanitizer stations provided and practice social distancing. Plans also call for no more than two people on an elevator at a time, the statement said. Walk-in service with City Utilities at Citizens Square will remain closed. Customers may use the kiosk located outside the building and off the parking lot at 200 East Berry St. to make payments or may call customer service at 260-427-1234 to discuss an account. Payments may also be made online.

Parks and Recreation 2020 Day Camps Cancelled

Fort Wayne, Ind. – The Fort Wayne Parks and Recreation Department has cancelled all weeks of the Franke Park Day Camp, City Safari (Botanical Conservatory) and Salomon Farm Park Farm Camp for 2020, in response to the ongoing response to the COVID-19 crisis.

After evaluating recommendations for youth camps from the Center for Disease Control and consulting with several national and regional organizations and other camp providers, Parks and Recreation officials determined it would be impossible to provide a quality camp experience and still maintain the necessary precautions to keep campers and staff safe.

to create an enriching and engaging environment for children in our community, and right now we just cannot create that environment while maintaining a safe place for everyone. That’s why we made the very difficult decision to cancel this summer’s camps.”
