Richard R. John Elaborations, Revisions, Dissents: Alfred D. Chandler, Jr.'s, The Visible Hand , after Twenty Years Two decades have passed since the publication of The Visible Hand, Alfred D. Chandler, Jr.'s, magisterial account of the rise of the modern business enterprise in the United States. Although Chandler's pathbreaking work has been widely hailed as a landmark in business history, only rarely has any one considered systematically its influence on the large body of historical scholarship on related topics. This essay is intended to help ftll this gap. It is divided into two sections. The first section reviews Chandler's argument, touches on the relationship of Chandler's oeuvre to his personal back ground, and locates The Visible Hand in the context of American historical writing. The second considers how three groups of historians have responded to Chandler's ideas. These groups consist of champions who creatively elaborated on Chandler's intellectual agenda; critics who probed anom alies between Chandler's argument and their own r_esearch; and skeptics who rejected Chandler's analysis outright. Common Regulation: Legal Origins of State Power in America by WILLIAM J. NOVAK* Introduction As the lone historian participating in this Symposium, I am obliged to turn attention to historical antecedents and the broader context of modem constitutional adjudication. At an earlier point in our jurisprudential history, such a move would have been superfluous, not anomalous. In the early twentieth century, American constitu- tional commentary was dominated by historically-minded social think- ers like James Bradley Thayer, Edward S. Corwin, and Thomas Reed Powell. A thorough grounding in constitutional history was a prereq- uisite to almost all discussions of constitutional law and theory. McGovern: George W. Goethals: Life and Change in the U.S. Army, 1876-1919 (Under the direction of Joseph T. Glatthaar) In the culminating achievements of a lengthy career in the U.S. Army, George W. Goethals led the construction of the Panama Canal and managed the effort to sustain an army of approximately four million soldiers during the final year of the First World War. At the outset of that career, neither he nor the U.S. Army was prepared to meet such challenges. Using biography as a vehicle to examine a larger problem, this dissertation follows Goethals’s career in order to understand the nature of change in the U.S. Army during the late-nineteenth and early- twentieth centuries as it transitioned from a frontier constabulary and coastal defense force to a modern army capable of projecting power abroad and meeting the challenges of twentieth- century warfare. Goethals’s story reveals that the legacy of the Civil War and the army’s failure to keep pace with changing social norms and practices in training, education, and perceptions of professionalism created a traditionalist culture that did not embrace the new structures imposed by the Root Reforms at the turn of the century, but sought to apply them to comfortably traditional norms, values, and practices. -

BOOK REVIEWS The Atlas of Pennsylvania. Edited by DAVID J. CUFF, WILLIAM J. YOUNG, EDWARD K. MULLER, WILBUR ZELINSKY, and RONALD F. ABLER. (Philadelphia: Temple University Press, 1989. xiii, 288p. Illustrations, maps, reference maps, recommended readings, guide to counties, index. $120.00.) This stunningly beautiful and meticulously researched book sprang from an interdisciplinary collaboration instigated and led by geographers. Noted scholars at the three Commonwealth research universities—Temple, Pitts- burgh, and Pennsylvania State—participated in the ambitious project. Their labors yielded a volume that is both an essential reference tool for any person, academic or lay, interested in Pennsylvania and an entertaining, highly readable study of the Keystone State. The Atlas belongs in every library and private collection in the state. Because of the pivotal importance of Pennsylvania in shaping the culture of much of the rest of the United States, students of Americana in other parts of the country will also find the Atlas useful, if not essential. Indeed, the authors and editors clearly recognized this "Pennsylvania Extended" and allowed many maps to lap far over the boundaries of the state, a device which also allows Pennsylvania to be seen in its regional or even national context. For example, the map of the "Pennsylvania Forebay Barn" (p. 154) extends south through Virginia and westward to include Illinois and Wisconsin. l The massive \5 /2 x 13%-inch pages, in full color, contain a bewildering and fascinating variety of maps. Organization is fairly traditional, proceeding from an early treatment of the physical environment through sections on history, human patterns, economic activities, and the two major urban areas, Philadelphia and Pittsburgh. -

Under pressure from President Abraham Lincoln to attack Confederate troops near Washington D. C. and fight the one big battle that most Northerners thought would end the Southern rebellion, McDowell had 34,000 troops, most of them poorly trained ninety-day volunteers, struggling through the muggy Virginia heat toward a creek known as Bull Run. McDowell's plan to attack General l?.G.T. Beauregard's 25,000 rebels was a sound one, he thought, but it involved feints and flank attacks, and he wondered if his green troops and commanders were up to it. They had already taken four days to march little more than twenty miles, supplies stretched along the line of march, and the unseasoned soldiers were exhausted before they had even fired a shot. Worse yet, with the enemy now nearby, two artillery batteries were lost. With no aide-de-camp at hand to find them, the beleaguered McDowell rode off to do it himself.
