During the Dallam-Hartley Counties Hospital Dis- trict Board of Directors meeting July 26, board mem- ber Dwight Gray summed up his thoughts in one sen- tence. “We’re being asked to approve a budget we don’t know much about,” he said. Gray pointed out how, on the Capital Budget Re- quest sheet for fiscal year 2019, a total of $1,876,000 in equipment is listed. “We don’t have the money,” he said. The operating budget for fiscal year 2019 shows a deficit of $457,000, as well. Leroy Schaffner, chief executive officer for the dis- trict, and Joe Branick, chief financial officer, explained the documents presented to the board members. The equipment listed on the capital budget, for in- stance, was prioritized ac- cording to need, patient safety and the require- ment to meet regulations being the most vital. A horse is a beautiful creature The last time I rode a horse was just about 24 years ago. I remember, be- cause my youngest was still an infant, and he was in the saddle with me as we rode around a track at a slow pace. Before that, I was still in the Navy. It was Lake Geneva, Wisconsin. A group of us stationed at Great Lakes Naval Base drove up and rented the horses for a ride around the countryside. My particular mount was not too well behaved. While I wanted to go down a hill and follow my friends, he decided to turn around and head back up the hill. Yet, I find horses amazing animals. Three new board members have taken up their duties for the 69th Judicial Dis- trict. CASA 69, Inc. recently welcomed Edna Marques-Padilla, April Lind and Lawana Page to the board. April moved to Dalhart, as branch operations manager with Happy State Bank. April is very outgoing and has done quite a bit of volunteer work. April and her husband, Scott, joined CASA 69 because they believe they have the network that can benefit CASA 69 and most of all the children in our community. Edna is married with two children. She is vice principal for Dalhart Intermediate School.She brings nine years of working with children and is now in an adminis- trative position where she must offer solutions to problems. Edna joined CASA 69 because she believes all children deserve an advocate to help them have a suc- cessful future. Lawana is married with one son and is the owner of Sunshine Café in Hartley. She has an extensive background working in health care, being a correctional of- ficer at the prison and working for the Texas Department of Human Services to name a few places where she has served people. Lawana was a CASA 69 Volunteer at one time and she wanted to serve on the board to support to CASA volunteers and bring awareness to the community about neglected and abused children. Last year, CASA 69, Inc. served 87 children of the 69th Judicial District, which is comprised of Dallam, Hartley, Moore and Sherman Counties. CASA volunteers advocate in the court system for children who are victims of abuse, neglect, or abandonment. The 16 member board of directors consists of community volun- teers from the four counties. Edna, April and Lawana will be joining our dedicated board: Trent Cunning- ham, Mike Ford, Stephanie Foust, Andy Hulett Beth Moore, from Dallam and Hart- ley Counties; Joli Hauser, Alicia Law, Wayne Smith from Sherman County; Cin- dy Johnson, Rowdy Rhoades, Bethany Scroggins and Angela Warren from Moore County. Special to the Dalhart Texan Five young men traveled to San Antonio earlier this month to compete at the State 4-H Shooting Sports Games. Barrett Bezner competed in archery competitions, while Max Frantz, Erik Frantz, Cooper Lackie and Zane Thompson showed off their skills with a shotgun. Barrett placed fifth in the 3-D division for archery and took fourth place honors in the Modified 600 Divi- sion. Cooper won first place in his division for shooting skeet, and Max took seventh place shooting trap in his division.

The final One Stroke Painting class was held at Legacy Assisted Living on July 26. Bobbie Strong, the instructor from Stratford, took her students through a variety of projects over the four week course, with the final lesson being how to paint on glass. Helen Summerour, Wade Estes, Helen Pack, Paula Nusz and Stella Walker watched and listened intensely as Bobbie explained why painting on glass is differ- ent from other media. Enamel or multi-surface paint is the correct paint to use. Bobbie also noted how, after painting on any glass, it must either air-dry for 21 days or be baked in the oven to be cured. To paint on a food surface - since enamel or multi-surface paints are not food safe – Bobbie recommended reverse painting from the backside. When considering placement of the painting on drink glasses, Bobbie reminded the students to leave a space for lips to sip from the top edge. The students had a choice whether to paint birthday candles or flowers on their glass. Rubbing alcohol was used to the glass surface of any residue. Bob- bie advised the students not to touch the painting surface again with their fingers after it had been cleaned, as the paint will not stick to fingerprints. Bobbie recommended that the inside of the drinking glass be filled with a solid color paper, to make it easier to ‘see’ the paint. The flower of the week was a daisy. With location marks placed at 12-3-6-9, like a clock, the petals were painted from the outside towards the center. The center was either painted as a dab (for solid interior) or as a dots. Candles were painted using two brush strokes side-by-side to make the candle body. The flame was painted in the same technique as the first leaf form that had been learned weeks earlier. Digital Mammography Close to Home Allowing time for the paint to dry, a red flash was added to the flame. White ‘melting wax’ was also added to the candle. Some students wanted to use rose buds on this project, so Bobbie gave a quick reminder lesson. Painting on glass was easier than other surfaces, because fresh paint errors could be removed using rubbing alcohol! Slowly the glasses became beautiful art. The flowers on canvas, roosters on canvas, trash cans, and drinking glasses painted as part of the One Stroke Painting course will be on display at Legacy As- sisted Living throughout the XIT celebrations. Sunday morning’s cool weather was welcomed by the competitors and spectators for the annual XIT Team Roping competition. Dozens of teams gathered for the event, with dozens of steers lined up to give the riders suitable moving targets for their ropes. An essential part of team roping is for both riders to work in tandem. Once the steer’s head is secured, the second rope must capture the hind legs. Which isn’t easy. Penalties were assessed for missing both hind legs, or roping the steer too soon out of the chute. Once the steers had their runs, the 2018 XIT Queen contestants were respon- sible for moving them back from the far end of the arena to the holding pen.
