Canada ABSTRACT Car dependence has become a systemic crisis for cities, tied to problems as diverse as gridlock, epidemic obesity and climate change. Yet, transport continues to be seen as an instrumental behaviour, isolated from other aspects of the city, thus obscuring the social, political and economic conditions of the car that stymie reform. In response to this narrow understanding, my thesis considers travel through a wide lens. It seeks to deepen our understanding of everyday mobility by examining its multifaceted relationship with urban space and the built environment. My thesis engages with recent research on mobilities, Henri Lefebvre’s work on the production of space, and actor-network theory. Building on these materials, I advance a conceptual approach called “neighbourhoods of mobility” that emphasizes the particular ways in which automobility, rail travel, and other mobilities interact with urban space through city planning and everyday practice. I use this conceptual approach to 1) explore mobility as it is co-constructed with the city as a network of urban flows and fixities, and 2) outline a critical politics of automobility that supports the expansion of urban rail transit, bicycle travel, and walking. To examine historical and contemporary “neighbourhoods of mobility,” I conduct a detailed case study of the National Capital Region. I use a mixed methods research design that proceeds in three stages. First, I trace the historical consolidation of mass automobility in southern Ontario as a dynamic and diverse network. Second, I examine recent attempts to curb car use through smart growth and the production of space for cycling and light rail transit. Third, I investigate how cities are re-imagining and forecasting future mobilities through urban intensification, even as recent moves by the Harper government threaten the scientific basis for long term planning. For the task of turning a practical preoccupation with urban travel into a Ph.D. thesis, I relied heavily on a team of mentors and colleagues, and for that many thanks are in order. TOMMY DOUGLAS - Section 64, Graves 285, 286 Born on October 20, 1904 in Falkirk, Scotland. In the fall of 1928, Tommy became a minister at Calvary Baptist Church in Weyburn, Saskatchewan. He felt first hand the harshness of the Depression in the prairies. Douglas knew that something had to be done for the common man. His experience with the vast unemployment and poverty transformed T.C. Douglas, the clergyman, into a social activist. By 1932, Douglas helped organize an Independent Labour Party in Weyburn of which he became president. The movement soon evolved into the Farmer Labour Party. This party offered hospital care for everyone on an equal basis, including unemployment insurance and universal pension. By July of 1932, the labour parties of the four western provinces formed an alliance under the name Cooperative Commonwealth Federation (CCF). The CCF became Canada’s first national socialist party. In 1935, Douglas was elected into parliament under the CCF. By the early 40’s, Tommy moved away from the federal politics and became leader of the Saskatchewan provincial CCF party (1942) while maintaining his seat in the House of Commons.

    Phase II: Clemow Estate Heritage Study: area analysis and recommendations 1 Phase II Clemow Estate Heritage Conservation District Study – Area Analysis and Recommendations 1.0 Background In 2004, Ottawa’s City Council recommended undertaking a multi-phased Heritage Conservation Study of three areas of the Glebe surrounding Central Park. The intention was to provide an overall understanding of the history and cultural heritage character of the area and, to determine if a Heritage Conservation District would be an appropriate planning tool to recognize and protect the area by managing change over time. In 2011, the first phase of the study resulted in the designation of the Clemow Estate East Heritage Conservation District under Part V of the Ontario Heritage Act. For Phase II, Council’s original direction was to study the properties adjacent to Linden Terrace and Patterson Creek to the Rideau Canal. However, the research for Phase I indicated that the original Clemow Estate also included the western section of Clemow Avenue from Bronson Avenue to Bank Street. The research also showed that there was a historical and physical association between Clemow and Monkland Avenues, as part of Ottawa’s parkway and driveway network. Accordingly, the study area that was part of the original terms of reference was amended to include Monkland Avenue. 2.0 Description of the Study Area The Phase II study area includes three streets in the Glebe neighborhood: Clemow Avenue between Bronson Avenue and Bank Street, Monkland Avenue and Linden Terrace between O’Connor Street and the Rideau Canal. The area also includes Patterson Creek and its associated park land.
