Whether you’re joining us in Springfield or in Du Quoin, our state fairs bring together residents and visitors alike, to celebrate all that Illinois has to offer when we stand together – an all-the-more important mission this year. Illinois’ proud agricultural tradition has long been the force that drives our state forward, and the last 18 months have been no different. In March of 2020, when the world seemed to come to a halt, our state’s number one industry kept right on going. After all, there were still crops and animals to care for, deliveries to make, and people to feed. So, even in the face of a global pandemic, Illinois’ farmers, small businesses and commodity groups all came together to keep our food chain secure, a true testament to the vibrancy of the sector. And because no industry was immune to the pains of the last year, the Pritzker administration directed $5 million to help with livestock losses and other costs through our Business Interruption Grant program. We also worked with industry leaders to ensure federal assistance was effectively used to help farmers and small businesses most impacted by the pandemic. Today, we honor the essential nature of our agricultural community and our shared hope for its future – as well as remember the thousands of our Illinois neighbors who lost their lives to this terrible virus that kept us apart for so long. We speak for all of state government when we say we are so grateful for this welcome occasion to showcase once again our agriculture community’s extraordinary contributions to our state, our nation, and the world. In its 168 years, our great State Fair has, on a handful of occasions, had to take a backseat to history. The circumstances of the Civil War, the World’s Columbian Exposition, World War II, and most recently, the COVID-19 pandemic have de- manded the event’s temporary pause – no small ask of our residents, but in light of national devastation, a necessary one. But each time, the State Fair has always come back – once again delivering joy and celebration and corn dogs to all who visit these grounds. No pandemic can take that fundamental promise of happiness away, not forever. So wherever you come from, whatever the memories you pursue: thank you for joining us and for making the Illinois State Fair a part of your summer once again. Enjoy a safe and special celebration. In March 2020, I was honored to join the Illinois Department of Agriculture as Director. Immediately I thought of my role as host of the Springfield and DuQuoin state fairs. While we were unable to hold the 2020 state fairs, the Department continued to work on fair improvements and plan for the future. We have all endured a year that no one fathomed; a year where we have had to improvise, adapt and overcome. Through it all, Illinoisans embodied this year’s theme “One Illinois”. Illinois agriculture has been and will always be a big part of my life and I’m excited to see the state’s number one industry take center stage at our state fairs. From livestock shows, to horse racing, to the Governor’s Sale of Champions, Illinois agriculture is on full display. The state fairs boast a star-studded grandstand line- up, amazing food, talent competitions, free entertainment and a celebration of the 100th anniversary of the butter cow. As a veteran of the Iraq War, I am proud to dedicate days at each fair honoring our veterans and Gold Star families. It is just a small way to show our appreciation to our veterans. We also have set aside a day for frontline workers who took center stage during the pandemic, risking their own health to ensure that we remained safe and secure. Some of my fondest memories are eating saltwater taffy with my grandmother at the Du Quoin State Fair and I hope you will make great memories with your family this summer. Whether this is your first trip to the state fair or an annual tradition, we want to make sure to offer exciting, educational, and fun-filled family events for you. I am proud to call Illinois home. My wife Lori, son Jerry III, daughter-in-law Jayci, and daughters Victoria and Georgia Danielle are happy to welcome you to this year’s fair. We have always been and will continue to be “One Illinois”. Sincerely, Jerry Costello II, Director 4 5 2020 Land of Lincoln Purebred Livestock Breeder’s Award John C. Slayton John C. Slayton of Springfield, Illinois is honored as the 2020 Land of Lincoln Purebred Livestock Breeder’s Award recipient. John marks his 30th anniversary of coordinating the Illinois State Fair Governor’s Sale of Champions during the 2020 State Fair. John grew up as a member of 4-H and FFA organizations and exhibited cattle at the Illinois State Fair starting when he was 10 years old. He has worked at U.S. Bank for 44 years and is heavily involved in the Springfield community. John joined U.S. Bank in 1976 after graduating from the University of Illinois with a Bachelor of Science degree in Agriculture Economics. John was named the 2011 Friend of 4-H award winner for his dedication to the state’s 4-H programs. He was awarded the Illinois Association of FFA Honorary State Farmer Degree in 2012, was named Illinoisian of the Day at the 2008 Illinois State Fair and was inducted into the Illinois 4-H Hall of Fame in 2008. He has served as a member of the Illinois State Fair Board of Advisors for many terms since 1990. John has served the Springfield community in a number of roles, serving on the Board of Directors for the State Farm Classic, a Ladies Professional Golf Association (LPGA) for over thirty years. He served in multiple positions, including Tournament Chairman for three years, President of the Board and Chairman of the Board. John served on the HSHS St. John’s Hospital Foundation Board of Directors for ten years with six years as Chairman. He then served the HSHS St. John’s Hospital Board of Directors as Vice Chairman for five years and Chairman for five years. Additionally, he was Chairman of the Hospital’s Executive Committee, Finance Committee, Facilities Committee, Quality Care Committee and a board member of the HSHS St. John’s Hospital School of Nursing for eight years. John served nine years on the Board of Directors for HSHS Medical Group of Illinois and HSHS Medical Group of Wisconsin. He served eight years as a board member of the Land of Lincoln Community Foundation. In 2016 he was named Chairman of the Illinois Fairgrounds Foundation, established to restore and improve Illinois’ historic fairgrounds in Springfield and Du Quoin.     List of horse breeds 1 List of horse breeds This page is a list of horse and pony breeds, and also includes terms used to describe types of horse that are not breeds but are commonly mistaken for breeds. While there is no scientifically accepted definition of the term "breed,"[1] a breed is defined generally as having distinct true-breeding characteristics over a number of generations; its members may be called "purebred". In most cases, bloodlines of horse breeds are recorded with a breed registry. However, in horses, the concept is somewhat flexible, as open stud books are created for developing horse breeds that are not yet fully true-breeding. Registries also are considered the authority as to whether a given breed is listed as Light or saddle horse breeds a "horse" or a "pony". There are also a number of "color breed", sport horse, and gaited horse registries for horses with various phenotypes or other traits, which admit any animal fitting a given set of physical characteristics, even if there is little or no evidence of the trait being a true-breeding characteristic.     Ginger Schinktgen was raised on a dairy farm in Sturgeon Bay. Her mom and dad had always wanted horses but as children their parents wouldn’t allow. Ginger’s dad filled the horse void with oxen that he trained to drive and would participate in parades. Her parents got married and took over the family farm and it was time for horses. Every kind, Drafts, Mules, Arabians, you name it they had it. Gingers horse education started at birth almost being born in a stage coach in a 4th of July parade! Her first pony’s name was Trixie a Shetland pony that was handed down from her sister. She would rider her down the isles in the dairy barn. Ginger grew a little and it was time to go on pony adventures around the neighborhood and participate in parades. Riding lessons started and 4-H became her first venue. Ginger was introduced to saddleseat at a 4-H show when she was 9. That’s where she first spotted Ooh La La. A Hackney pony that was ridden saddleseat and she was fancy!!! To make a long story short Ginger’s dad was the one who bought her and the rest was history. That same year she was introduced to the Saddlebred and it wasn’t long before Ginger had a Hackney and Saddlebred. The next 9 years Ginger showed in 4-H, open shows and had made her way up to the class A Saddlebred and Arabian shows. It was time for college. Ginger attended Marian University and graduated with a major in communication.

    PROGRAMS THAT EXTEND THE USEFUL LIVES OF HORSES: Supply and demand — they are the ingredients that form the foundation for near- ly all successful business models. Markets are sound and profitable when there is a healthy balance between the two. The theory holds true for the horse market as well. Often, however, owners may not be aware of the demands that exist for horses that may be “unwanted” by some, but desired by others. The purpose of this chapter is to show some of the many programs already in place by horse breed organizations and other groups, in which horses are needed by participants. From trail riding enthusiasts to horse show exhibitors, people are searching every day for horses that fit their lifestyles and interests. By understanding the activities encouraged by breed organizations, owners of some unwanted horses might find a good fit, and a good market, among people seeking horses for organized shows and rec- reational events. Following is a listing of some of the most popular programs and activities underway today and some true-life stories of unwanted horses that developed into champions. Competitive Horse Shows: Nearly all horse breed associations offer opportunities for friendly competition. Although a horse may be retired or reaching advanced years of maturity, horse shows offer outlets to help keep the horse active and involved. The registries offer several different disciplines with classes ranging from leadline to saddle seat pleasure to barrel racing. A horse owner can often find a way to keep horses involved for a long time in the variety of disciplines offered in the showing world.

Protests, Charges and Hearings (Page 28), Paragraph 3.d. “If made to a Show Committee, it must be received by the show manager, or a member of the Show Committee within 48 hours of the alleged violation. If made to the Hearing Committee, it must be received by the POAC office within a reasonable time.” Passed: First sentence same. “If made to the Hearing Committee, it must be received by the POAC office within thirty (30) days and sent by registered mail with return receipt.” Passed: Add on Page 28, Paragraph 3.d. “All protests and charges be sent to the POAC certified with return receipt requested.” Rule 16. General (Page 40) Paragraph F. “Membership in the POAC is required to conduct registry business.” Passed: “Membership in the POAC is required to conduct registry business, except in the transfer of ownership with the $15 transfer fee paid by the seller and no requirement of membership for the buyer.” Rule 18, POA Coat patterns (Page 41), Paragraph H. “Roan—basic roan body color (including neck). A more or less uniform mixture of white and red or black hairs. May have varnish marks. Strong sclera and mottled skin required.” Passed: “Roan—is a color with a mixture of base color and white hairs that are on places other than the flanks and tail head with hairs that can be seen from 40 feet. Two of the three characteristics must be present—Sclera, striped hooves, mottling. Mottling must be present in 3 or more separate locations.” Rule 27.
