PLP 2016-17 Bathinda Executive Summary 1. Introduction The theme for this year i.e. Accelerating the pace of capital formation in agriculture and allied sector.District Bathinda is predominantly an agrarian district. It has eight towns and two census towns (Bhisiana and Mehna). The district has been divided into 4 Tehsils/ Sub-divisions viz. Bathinda, Talwandi Sabo, Maur and Rampura Phul and 5 Sub-Tehsils viz. Sangat, Nathana, Goniana Mandi, Bhagta Bhai ka and Balyawali, which are further sub-divided into 8 development blocks. It has 272 villages out of which 1 village is uninhabited. There is one Municipal Corporation, 20 Municipal Councils, 297 Gram Panchayats and 9 Market Committees operating in the district. Wheat, paddy and cotton are the major crops of the district. As per the Agriculture census data of 2010-11 (P), there were 56482 families pursuing farming in the district, of which small & marginal farmers were 14021 (25%) owning land between 0-2 hectares, 15241 (27%)farmers were semi-medium owning land between 2-4 hectares and 27220 (48%) farmers were medium/large owning land above 4 hectares. However, the area available with marginal farmers, small/medium and medium/large was 16551 hectares (5.78%), 43996 hectares (15.37%) and 225612 hectares (78.85%) respectively. Keeping this in mind, more weightage to Agriculture Ancillary sector has been given, which covers Food and Agro Processing, Kisan Gold Card, financing to PACS, Pos, etc. • An efficient system of food security needs to be developed which will be able to bear the challenges posed by weather conditions unfavourable for agriculture production. Small and marginal farmers have to play a major role in this. However, their needs have to be addressed appropriately. • The PLP addresses issues of infrastructure available in the district vis-a-vis State parameters in various indices such as Health, Education, Roads, Drinking Water, Education, Communication, etc. • The ‘Informal Credit Delivery System’ Chapter indicates the need to credit link more SHGs/ JLGs by coordinated efforts between Child Development Project Officers (CDPOs), NGOs and Banks. • Bathinda has been covered under ‘National Food Security Mission’ for Wheat & Pulses by GoI. • A new Power Plant of 1000 MW has been started at Talwandi Sabo block. • Capacity of Guru Hargobind Thermal Plant at Lehra Mohabat has been enhanced by adding a new unit of 500 MW capacity. 1 PLP 2016-17 Bathinda • Guru Gobind Singh refinery at village Phulo Khari has been commissioned in 2011-12. The refinery is promoted jointly by M/s HPCL and Shri L N Mittal, industrialist at an estimated cost of `18919 crore. This is the biggest project in the State in terms of investment till date and it will open a host of opportunities for development of the economy of the district apart from creating a good number of jobs for the youth. While Banks have been broadly achieving the overall agriculture credit targets, the investments under investment credit have fallen short of the target for term loan. The share of term loan is much below the expected level of 30%. Banks can prepare Area Development Plans based on identified potential funding for investment credit projects in their area. Such a move will have an impact on increasing the flow of investment credit thus adding to much needed capital formation at farm level.
