Development Services 1) Short Plat Review – Rearrangement of Lots 3, 5, 6, 13, 14, 15, Block 4 (Meadows Subdivision) Rachel Laqua, City Planner, presented the following: This short plat is to rearrange six lots in the Meadows Subdivision into 3 lots, allowing two lots with existing homes to gain a larger backyard and for rearrangement of several oddly shaped lots into one lot. There are ten-foot utility easements running through Lots 1R and 3R, which will be vacated with this plat. Utility companies have been contacted and there appear to be no utilities running through these easements. There were no comments at Planning and Zoning Commission. The Planning and Zoning commission recommended approval of the short plat for the Rearrangement of Lots 3,5,6,13,14, & 15, Block 4 of the Meadows Subdivision. Commissioner Brostuen asked if there would be any need for those easements in the future even though, they are not occupied now. Laqua replied the MDU and Nemont both said that they were satisfied with their position of utilities now and she does not anticipate a need for those easements.

AYE: Piesik, Cymbaluk, Brostuen, Klug NAY: None ABSENT AND NOT VOTING: Brad Bekkedahl CARRIES: 4-0 2) Renaissance Zone 5-Year Extension Application Rachel Laqua, City Planner presented the following: This is a five-year extension application for the Renaissance Zone in Williston. Most of you are familiar with this program but I will give you a re-cap. The Renaissance Zone was started in Williston in 2006 and was a 15-year program with a 5-year extension option. By August of 2021 the City must apply to extend the program another five years. That extension requires approval from the School Board and County, in addition to a new Memorandum of Agreement signed by the City. As a reminder, the Renaissance Zone is a state-wide tax abatement program administered both locally and through the State Department of Commerce. The program incentives reuse and adaptation of older buildings in the downtown area by providing abatement to property and/or income taxes based on the level of improvement that has been made to the property. The abatement allows for up to 100% exception of taxes on the existing building JULY 27, 2021 17 | PAGE MINUTES

and/or business and 100% exemption of taxes on the updated portion, depending on the amount of work being done. This exemption lasts for five years, at which point the business/building begins paying taxes on the fully updated building at the new assessed value. The program has been of significant benefit over the last fifteen years, adding about $19,000,000 in taxable value to the downtown in exchange for an exemption of about $1,500,000 in property taxes. Projects that have used the Renaissance Zone include the Basil building, Cooks on Main, Downtown Plaza, Lutheran Social Services Housing, Renaissance on Main, the Williston, Zunich Insurance, the Glam Building, and Grace and Glam. The program provides not just aesthetic changes but extends the useable life of the buildings in our downtown, leading to few teardowns and more re-use. The Renaissance Zone Board has obtained support from the School Board of District 7, Williams County Board of Commissioner, and the Williston Park Board for the extension of the Renaissance Zone. The Renaissance Zone Board requests that the City Commission approve the application to the state for a five-year extension of the Renaissance Zone. Our recommendation is to approve the five-year extension of the Renaissance Zone and sign an updated Memorandum of Agreement with the State.

Library 1) 2020 Annual Report Andrea Placher, Library Director, presented the following: In accordance with the NDCC 40-38-09 Annual Report of board of directors. You will find all the information in your packets. 2020 was a rough year for the library, as you know we are used to welcoming people in and finding ways to get more people to come in and 2020 was a change to that. “We had to say wait, stop, don’t come in,” says Placher. Some of the things we did to take advantage of that time were some capital improvement projects new carpeting throughout the library, the roof got repaired, installed some new lighting in our children’s area and in our front lobby, painted our front desk, painted our library carts those were some of the bigger projects. We were able to do as far as the physical library goes. That time we were closed was beneficial because without being closed for that time, it would have been hard to figure out how to get all of that done while staying open to patrons. I know last year our goal was 10,000 registered card holders, we did make it to 8,000. At the end of 2020 we were at 8,126 cardholders with a new cardholder number of 1,100 I attribute that to allowing folks to use our online services only. If they were unable to make it into the library, they were still able to access our online services, which includes foreign language learning system, a universal class which has a GED program, Yoga, cooking, eBooks, and audiobooks. Even though we couldn’t offer in person programs we did find a way to offer them virtually through our Facebook and a UTube page we created. We offered almost 400 programs with almost 8800 participants. A lot of the things that we did during Covid were very innovative and creative and we will probably continue to do them. For instance, our Summer Reading program a lot of folks just can’t make it, they work, they don’t have daycare and we JULY 27, 2021 18 | PAGE MINUTES

implemented a to go program it was successful we will probably keep that. We did add 2200 items to our collection. We did circulate 6300 items, even though we were closed we offered library pick up. We are probably going to keep that when winter hits people can stay in their warm cars. The Downtown Story Walk is an effort to help our local businesses we start at one shop and then we move to the next one and that is something we are going to keep doing. Those are just some of the things we have done. David Tuan, City Administrator asked if the report will be available online. Placher replied that it can be added to their website.

Parking Authority Board Appointment Hercules Cummings, Finance Director, presented the following: At the July 14,2021 Parking Authority Board meeting the board recommended Diane Satermo for another five-year term. Satermo accepted the appointment pending approval by the Williston City Commission.

Special Assessment Board Appointment The Williston Special Assessments Board is comprised of three appointees. Currently we have Craig McIvor and Jory Meyer serving on the board. Finance did reach out to Mark Barstad and he kindly accepted the vacancy to fill that chair. Given his working relationship with the other two and his construction entrepreneurship background he would be a natural compliment. If approved, we would like to recommend Mark Barstad as a replacement for John Voll who has resigned from the board. Motion by Cymbaluk, Seconded by Brostuen to approve Mark Barstad to the Williston Special Assessments Board for a six-year term beginning in August 2021. UNANIMOUS BY VOICE VOTE C.
