On the one hand, the belief that nonhuman animals suffer and feel pain is what draws many people to want to study animal welfare in the first place. Animal welfare is seen as fundamentally different from plant “welfare” or the welfare of works of art precisely because of the widely held belief that animals have feelings and experience emotions in ways that plants or inanimate objectsdhowever valuableddo not (Midgley, 1983; Regan, 1984; Rollin, 1989; Singer, 1975). On the other hand, consciousness is also the most elusive and difficult to study of any biological phenomenon (Blackmore, 2012; Koch, 2004). Wild-Animal Suering and Ways to Reduce It Sentience Politics Research Plans 2016 – 2018 SENTIENCE POLITICS Animals in the wild suer from various causes, including malnutrition, thirst, disease, attacks by other animals, psychological stress, extreme weather conditions, injuries and parasitism. In fact, life in the wild makes up the greatest source of suering on the planet.1 This suering matters, yet is largely neglected by anti-speciesist advocacy. Sentience Politics, and our lead researcher Brian Tomasik in particular, has played a leading role in drawing attention to wild-animal suering as a moral problem, and in pioneering the research in welfare biology needed to address it. Tomasik’s seminal The Importance of Wild Animal Suering – first published in 2009 on the website reducing-suering.org – inspired numerous animal activists, eective altruists and academics to make the reduction of wild-animal suering their priority. This piece – in conjunction with writings by other authors, such as Yew-Kwang Ng, David Pearce, and Oscar Horta – led to the emergence of a growing new movement. Along with the upcoming research itself, Sentience Politics is raising awareness of wild-animal suering “on the ground”: we publish articles and policy papers, host talks and conferences and engage in anti-speciesist (and explicitly “wild-animal-suering-aware”) movement building. Since June 2016, Sentience Politics has greatly increased research on wild-animal suering. Our call for applications generated many high-quality candidates, three of whom we hired as researchers. We are by now confident in our ability to bring together a team that will generate novel research on a regular basis. -

Jones California State University, Chico KEYWORDS animal, welfare, ethics, pain, sentience, cognition, agriculture, speciesism, biomedical research ABSTRACT I sketch briefly some of the more influential theories concerned with the moral status of nonhuman animals, highlighting their biological/physiological aspects. I then survey the most prominent empirical research on the physiological and cognitive capacities of nonhuman animals, focusing primarily on sentience, but looking also at a few other morally relevant capacities such as self-awareness, memory, and mindreading. Lastly, I discuss two examples of current animal welfare policy, namely, animals used in industrialized food production and in scientific research. I argue that even the most progressive current welfare policies lag behind, are ignorant of, or arbitrarily disregard the science on sentience and cognition. Introduction The contemporary connection between research on animal1 cognition and the moral status of animals goes back almost 40 years to the publication of two influential books: Donald Griffin’s The Question of Animal Awareness: Evolutionary Continuity of Mental Experience (1976) and Peter Singer’s groundbreaking Animal Liberation (1975). -

Animal Sentience 2020.383: Kona-Boun on Wiebers & Feigin on Covid Crisis Anthropogenic suffering of farmed animals: the other side of zoonoses Commentary on Wiebers & Feigin on Covid Crisis Jean-Jacques Kona-Boun Centre Vétérinaire DMV, Montréal, Québec Abstract: Wiebers & Feigin’s (W&F’s) target article warns of the zoonotic threat to human health from factory farming and urges phasing out meat production and consumption, for the benefit of both human and nonhuman animals. This commentary focuses on the physical and emotional suffering of farmed animals. This varies by species, production system and geographic location, but suffering is there throughout all stages of production — breeding, housing, transport, usage and slaughter. Ubiquitous monitoring of all facilities where farmed animals are kept, with surveillance cameras recording all phases of production would help reduce some forms of suffering. Other forms are caused by accidents, disease outbreaks and all the “collateral damage” from factory farming. Nor can efforts to improve the welfare of farmed animals be confined to “merely” minimizing their suffering. Their lives need to be made not just bearable but worth living too. It is unrealistic to imagine, however, that all the suffering inflicted on farmed animals by industrial practices and human callousness can be eliminated by efforts to improve their welfare: Welfare measures urgently need to be undertaken and promoted, but they must not be regarded complacently, as if they were a panacea. -

Animal Rights and the Problem of r-Strategists 1. Introduction Animal rights (AR) theory has traditionally focused on the negative duties that follow from ascribing moral status to sentient animals, e.g., obligations not to kill them, imprison them, etc (Singer 1975; Regan 1983).1 However, ascribing moral status to animals also entails that we owe positive duties to them. After all, we owe duties of ‘humanity’ or assistance to human beings in need, even when we have no special relationship with them. If, as AR theorists believe, animals are our moral equals, then don’t we owe similar duties to them, too?2 With respect to wild animals in particular (as opposed to domesticated or liminal animals),3 the extension of positive duties presents a difficulty. The wild is an incredibly violent place. It is normal for animals to lethally attack one another, often in order to consume their flesh. Does AR theory, when consistently applied; require us to intervene in the predatory-prey relationship (Callicott 1980, 320; Cohen and Regan 2001, 30)? Does it require turning nature into a massive zoo, i.e., a place where wolves are fenced off from deer, tigers are fed soy protein and given tethered balls to bat at, and breeding is tightly regulated? Though AR theorists can arguably handle the problem of predation without conceding that their position commits them to large-scale interventions in the wild, predation isn’t the only problem we face. Wild animal suffering is intractable Nicolas Delon and Duncan Purves1 Abstract Most people believe that suffering is intrinsically bad. In conjunction with facts about our world and plausible moral principles, this yields a pro tanto obligation to reduce suffering. This is the intuitive starting point for the moral argument in favor of interventions to prevent wild animal suffering (WAS). If we accept the moral principle that we ought, pro tanto, to reduce the suffering of all sentient creatures, and we recognize the prevalence of suffering in the wild then we seem committed to the existence of such a pro tanto obligation. Of course, competing values such as the aesthetic, scientific or moral values of species, biodiversity, naturalness or wildness, might be relevant to the all-things-considered case for or against intervention. Still, many argue that, even if we were to give some weight to such values, no plausible theory could resist the conclusion that WAS is overridingly important. This article is concerned with large-scale interventions to prevent WAS and their tractability and the deep epistemic problem they raise. We concede that suffering gives us a reason to prevent it where it occurs, but we argue that the nature of ecosystems leaves us with no reason to predict that interventions would reduce, rather than exacerbate, suffering. -

109 BETWEEN THE SPECIES Egalitarianism and Animals ABSTRACT The moral consideration of nonhuman animals and the critique of speciesism have been defended by appeal to a variety of ethical theo- ries. One of the main approaches in moral and political philosophy today from which to launch such a defense is egalitarianism, which is the view that we should aim at favoring the worse off by reducing inequality. This paper explains what egalitarianism is and shows the important practical consequences it has for nonhuman animals, both those that are exploited by humans and those in need of aid in the wild. Egalitarianism implies rejecting speciesism, and in practice it prescribes ceasing to exploit nonhuman animals as well as assist- ing them. Moreover, because they are worse off in comparison to humans, egalitarianism prescribes giving priority to the interests of nonhuman animals. Due to this, egalitarianism gives us extra rea- sons to defend them beyond those entailed by other nonspeciesist approaches. Alternatives where also animal welfare matters intrinsically are Anthropocentrism analyzed both theoretically and empirically. The general public's ethical preferences are measured through a Welfarism survey of a representative sample in Sweden, and the responses from a clear majority suggest that animal welfare Ethical preferences should indeed carry intrinsic weight in public decision making. The practical implications of doing so are likely to be more important over time as the scientific methods of measuring animal welfare are gradually improving.
