Fitzgerald Submits Bills, Appointments for Consideration at January 19 Meeting

PITTSBURGH – County Executive Rich Fitzgerald submitted seven bills to County Council for consideration at its upcoming January 19th meeting:

 Ordinance granting authority to the Department of Public Works to take certain actions with respect to the issuance of highway occupancy permits, the grant of certain licenses, rights of entry and easements, and the amicable acquisition of certain real estate affecting county public works projects and other matters for calendar years 2016 and 2017

 Ordinance authorizing the continued use of the house on Chipmunk Drive in the county’s Harrison Hills Park as an Environmental Learning Center by the Friends of Harrison Hills Park

 Ordinance authorizing the use of real property in the county’s by the United States Table Tennis Association, d/b/a USA Table Tennis and the South Park Table Tennis Club

 Ordinance to acquire by condemnation certain right-of-way and easement areas from two parcels required to realign Thoms Run Road in Collier Township and to take the necessary actions which may be required for the project

 Resolution providing for a Local Economic Revitalization Tax Assistance Act (LERTA) program for property located within Ward 8, in the East Liberty neighborhood within the City of , to facilitate the construction of Emerald on Centre, a 172-unit apartment building that is a $33 million, six-story building with approximately 190,000 gross square feet. The exemption will be for a period of 10 years, decreasing by 20% each two years until the 10th year, after which the exemption shall end and the entire property shall be taxable. The exemption shall not exceed $250,000 in any single year.

 Resolution providing for a Local Economic Revitalization Tax Assistance Act (LERTA) program for property located within Ward 2, in the Strip District neighborhood within the City of Pittsburgh, to facilitate the construction of an $18 million new hotel, Hilton Homewood Suites, an 8-story, 150 room hotel with fitness center, swimming pool and 109 parking spaces on two levels. The exemption will be for a period of 10 years, decreasing by 20% each two years until the 10th year, after which the exemption shall end and the entire property shall be taxable. The exemption shall not exceed $150,000 in any single year.

 Resolution approving a project for the benefit of Rebecca Residence and its affiliates (Concordia of Monroeville, Concordia Lutheran Health and Human Care, Concordia Lutheran Ministries Foundation, Concordia of Ohio, and Concordia Lutheran Ministries of Pittsburgh) to be financed by the Allegheny County Hospital Development Authority by the issuance of tax- exempt bonds in the aggregate principal amount not expected to exceed $45 million. The

bonds will finance the costs of the construction, equipping and furnishing of an independent living retirement community; the acquisition, renovation and equipping of two short-term rehabilitation care buildings; and miscellaneous capital expenditures.

Additionally, the Executive submitted one appointment and 14 reappointments for consideration.
