The Revolution of Dignity, occupation of Crimea, the start of hostilities in Eastern Ukraine, and spread of terrorist threat across the country created new challenges for the national preventive mechanism that had to adapt quickly in rapidly changing environment. For instance, during the Revolution of Dignity, the NPM made it possible to obtain up- to-date information about the fate of Maidan activists subjected to mass detentions by law enforcement officials. In close cooperation with the Department of Special Proceedings of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights, representatives of the NPM Department were performing functions of urgent response regularly verifying information on human rights violations in different institution, responding to concrete complaints about torture and ill-treatment. The first chapter of the Report describes identified violations and acts of response of the Commissioner. An in-depth account is presented in the Special Report of the Commissioner for Human Rights titled “Violations of Human Rights in Ukraine during events of November 2013 – February 2014”. Importantly, materials of the Special Report were used in preparation of submission to the International Criminal Court in The Hague by nongovernmental organizations in cooperation with the Secretariat of the Commissioner. The aim of the submission was to call for consideration of initiating proceedings into crimes against humanity committed during the Revolution of Dignity. In fact, the Commissioner’s report was the first official document with a systemized account of all human rights violations that took place during the Revolution of Dignity. In addition, all materials of proceedings, including correspondence of the Commissioner for Human Rights with the Office of the Prosecutor General and the Ministry of Internal Affairs on the matter of investigation of human rights violations, were submitted to the International Advisory Panel (IAP) on Ukraine of the Council of Europe. The International Advisory Panel was constituted by the Secretary General of the Council of Europe to oversee the investigations into the violent incidents which took place in Ukraine during Maidan protests from 30 November 2013 to 21 February 2014. In his letter to the Commissioner for Human Rights, the IAP chairman and the former President of the European Court of Human Rights commended the expert level of materials collected in the framework of the Commissioner’s proceedings, as well as expressed gratitude for support to the investigation of violations during the Revolution of Dignity. 4 Occupation of the country’s territory and subsequent active hostilities at Donbas called for immediate measures for the protection of life and health of persons in detention facilities in the area of an antiterrorist operation. Based on the findings of more than 20 monitoring visits, the Commissioner for Human Rights sent acts of response to the Prime Minister of Ukraine, heads of central executive bodies, Donetsk and Luhansk state regional administrations requiring immediate evacuation of social protection institutions, education and healthcare establishments, as well as penitentiaries, to other safe regions of the country. Chapter two of the Report reflects the response to Commissioner’s submissions. Chapters three and four are dedicated to general indices of the NPM performance in 2014, as well as the detailed account of violations of human rights and freedoms identified during monitoring visits to places of detention subordinate to different ministries and agencies. In addition, they contain information about the state of implementation of Commissioner’s recommendations to the ministries and agencies provided based on the results of monitoring activities. Chapter five includes detailed recommendations based on the results of monitoring places of detention in 2014, including recommendations on improving legislative framework. Importantly, regional representatives and regional public relations coordinators of the Commissioner for Human Rights provided valuable support to implementation of the national preventive mechanism

    UKRAINE/NATO UNCLASSIFIED DIGEST OF UKRAINIAN NEWS 03-04 April 2016 Current situation in the ATO zone April 3, 2016. Ukrainian Armed Forces incurred no casualties. The number of militants’ attacks, inclusive of attacks using heavy armor, considerably decreased. Two militants’ provocations took place in the Luhansk sector in Popasna-Sviltodarsk area. In the Donetsk sector Russia-backed militant groups violated the ceasefire in Mayorsk and in Avdiivka-Pisky area. The armistice held in all the other sectors. Traditionally, the biggest number of militants’ attacks was registered in the vicinity of Avdiivka where the enemy used mortars several times. In total, 15 militants’ attacks took place in the Donetsk sector. Russia-backed militants violated the armistice nine times in the Mariupol sector. The majority of insurgents’ provocations were observed in Hnutove- Shyrokyne area. Main Intelligence Department of the Ministry of Defense of Ukraine published information regarding militants’ losses in several past days. Seven occupants, including two female snipers, died yesterday near Stakhanov as a result of a truck tripping their own mine field. The militants served in the ranks of so-called “6th separate motorized rifle regiment of the 2nd army corps” of the self-proclaimed “Luhansk People’s Republic” (“LPR”). Moreover, six militants of the self-proclaimed “Donetsk People’s Republic” (“DPR”) died in the last five days, three militants were wounded. Two insurgents from the so-called “3rd separate motorized rifle regiment of the 1st army corps’ of the so called “LPR” died as well. Officers of the Security Service of Ukraine detained a drafted serviceman of the Armed Forces of Ukraine.

    88 ЕКОНОМІЧНА ТА СОЦІАЛЬНА ГЕОГРАФІЯ PERCEPTION OF LOCAL GEOGRAPHICAL SPECIFICITY BY THE POPULATION OF PODOLIA Oleksiy GNATIUK Taras Shevchenko National University of Kyiv, Ukraine [email protected] Abstract: The article reveals the perception of local geographical specificity by the population of Podolia. Attention is focused on five elements of the local geographical specificity: natural, historical and cultural monuments; prominent personalities; trademarks and producers of goods and services; the origin settlement names; figurative poetic names of settlements. The tasks were the following: to determine basic qualitative and quantitative parameters of regional image-geographical systems, to find the main regularities of their spatial organization, and, finally, to classify administrative-territorial units of the region according to the basic properties of image-geographic systems using specially worked out method. Analysis made it clear that the population of Podolia is characterized by a high level of reflection of the local geographic specificity. Local image-geographical systems from different parts of the region have different structure and level of development. In particular, image-geographical systems in Vinnytsia and Ternopil oblasts are well developed, stable and hierarchized, in Khmelnitskyi oblast it is just developing, dynamic and so quite unstable. To further disclosure the regularities and patterns of local geographical specificity perception, it is advisable to carry out case studies of image-geographic systems at the level of individual settlements. In the article, the authors analyze the role of Kremenchuk as an industrial center. It is determined that Kremenchuk is represented by such flagships machine building enterprises as PJSC “Kryukiv Rail Car Plant”, PJSC “AvtoKrAZ”, PJSC “Kredmash”, PJSC “Kremenchuk Wheel Plant”, PJSC “Kremenchuk Steel Works”. Therefore, the author proposes to carry out the marketing positioning of the Kremenchuk industrial center on the international market, which includes powerful enterprises. The financial economic and marketing activity of machine-building enterprises - members of the Kremenchuk industrial center is analyzed. Through the dialectical connection of methods of analogy and deduction, the stages of development of marketing positioning for the center are proposed for expanding international sales markets for enterprises, marketing positioning is realized by developing a set of marketing tools. But you’ll find more than just chornozem (black earth) in this region where Cossacks once roamed. Unbeknownst to many, CENTRAL UKRAINE the land known as Polissya, which lies largely between Kyiv and the Belarusian border to the north, is naturally forested, giving outdoorsy types ample chance to scale cliffs, pick berries, swing birches or sashay in the flowing waters of the region’s many rivers. One can imagine poets being equally content here. South of Kyiv the forests of Polissya yield to the vast flatlands of Podillya. Before WWII this region lay at the heart of the Jewish Pale of Settlement, birthplace of the Jewish shtetl (village). Catherine the Great established the Pale (demarcation line), which stretched north to Lithuania and west into Poland, in the late 18th century to remove Jews from Russia and mark the area in which they were allowed to live. Hasidism was founded in Podillya in the 17th century, and the region is peppered with tombs of Hasidic masters that draw scores of Jewish pilgrims. The Nazis obliterated practically every trace of central Ukraine’s Jewish culture, but the odd poignant reminder remains in the form of a decrepit Jewish cemetery, a forgotten mass burial site or the testimony of an aging eyewitness to the Nazi horror. The jewel of central Ukraine lies at the southern border of Podillya: Kamyanets-Podilsky, a granite ‘island’ in the sky surrounded by the natural moat of the Smotrych River.
