Digest of Ukrainian News UKRAINE/NATO UNCLASSIFIED DIGEST OF UKRAINIAN NEWS 03-04 April 2016 Current situation in the ATO zone April 3, 2016. Ukrainian Armed Forces incurred no casualties. The number of militants’ attacks, inclusive of attacks using heavy armor, considerably decreased. Two militants’ provocations took place in the Luhansk sector in Popasna-Sviltodarsk area. In the Donetsk sector Russia-backed militant groups violated the ceasefire in Mayorsk and in Avdiivka-Pisky area. The armistice held in all the other sectors. Traditionally, the biggest number of militants’ attacks was registered in the vicinity of Avdiivka where the enemy used mortars several times. In total, 15 militants’ attacks took place in the Donetsk sector. Russia-backed militants violated the armistice nine times in the Mariupol sector. The majority of insurgents’ provocations were observed in Hnutove- Shyrokyne area. Main Intelligence Department of the Ministry of Defense of Ukraine published information regarding militants’ losses in several past days. Seven occupants, including two female snipers, died yesterday near Stakhanov as a result of a truck tripping their own mine field. The militants served in the ranks of so-called “6th separate motorized rifle regiment of the 2nd army corps” of the self-proclaimed “Luhansk People’s Republic” (“LPR”). Moreover, six militants of the self-proclaimed “Donetsk People’s Republic” (“DPR”) died in the last five days, three militants were wounded. Two insurgents from the so-called “3rd separate motorized rifle regiment of the 1st army corps’ of the so called “LPR” died as well. Officers of the Security Service of Ukraine detained a drafted serviceman of the Armed Forces of Ukraine. He was a commander of a reconnaissance group and turned out to be an agent of Russian special services. He was supplying the enemy with information regarding fighting positions of his unit and the place of operation of reconnaissance groups of the Armed Forces of Ukraine. As his ‘curators’ required, the traitor was trying to persuade his fellow soldiers to turn over to the enemy. For his actions he was promised a plum job in the criminal organization “Ministry of Defense of DPR” and residential property. Police officers detained militants’ accomplices in Sloviansk. They actively participated in organization of separatist pseudo referendum in May 2014. Moreover, the detained have been collecting information regarding location, number and proceeding of the Armed Forces of Ukraine since the end of 2014 and passing it to militants. April 4, 2016. Ukrainian Armed Forces incurred no losses in combat in the ATO zone. Three troops were wounded and two servicemen were taken captive nearby Horlivka. Militants violated the armistice in the Luhansk sector in the vicinity of Stanytsia Luhanska and Triokhizbenka. Avdiivka remains the most intense flashpoint in the Donetsk sector. Militants attacked with mortars fire six times there. At a rough estimate, at least 30 mortar shells were launched at Ukrainian positions. Moreover, a number of occupants’ provocations took place near Horlivka and in the 1-1 UKRAINE/NATO UNCLASSIFIED UKRAINE/NATO UNCLASSIFIED vicinity of the Donetsk airport. In total, 16 militants’ attacks took place in the Donetsk sector. Russia-backed militant groups violated the ceasefire in the Mariupol sector five times in various areas. For instance, militants shelled Ukrainian positions with mortar fire in Shyrokyne. Main Intelligence Department of the Ministry of Defense of Ukraine informed of militants’ unmanned aerial vehicle (UAV) registered in the vicinity of Opytne in order to disclose fire system and verify the battle order of the ATO forces units.. Militants received another batch of reinforcement from Russia. Four fuel- servicing trucks, three trucks with ammunition and two UAZ vehicles came to Amvrosiivka, and an echelon carrying 320 tons of diesel fuel arrived at Ilovaisk railway station. Due to revelation of the facts of Russian interference with the war in the east of Ukraine and substantial incurred losses, command of so-called “1st and 2nd army corps” of the Russian occupational army received an order to reduce the number of Russian career soldiers at forward lines of defense to 20%. Forced draft for military service is in progress on the temporarily occupied territories at present. According to the intelligence information: The Ukrainian side informed the representatives of the OSCE Special Monitoring Mission to Ukraine about the presence of 122-mm MLRS “Hrad”, artillery systems with more than 100-mm caliber and tanks in the areas of Chornukhyne, Horlivka, Stavky, Donetsk and Ternove. Due to the regular publication in international mass media of facts concerning the direct participation of Russia in the armed aggression against Ukraine and sharp increasing of the battle casualties, the command of the 1st and 2nd AC of the Russian Armed Forces received order to reduce a number of Russian career servicemen to 20% in the units that are located at the advanced positions. With this view, along with the enlistment of the local population of the temporarily occupied territories of the East of Ukraine to serve on contract base in the occupation corps of the Armed Forces of the Russian Federation, it is continued measures concerning compulsory mobilization. At the last week of March, 2016, the men at the age of 18 to 45 who works at AT “Snizhne machine-building plant” (town of Snizhne) were registered. The “conscripts” were informed about places of gathering, time (for two hours) and arrival order to the corps’ military units. The Defence Intelligence of Ukraine continues to purposefully gather facts considering the participation of the Russian Armed Forces servicemen in the war crimes in the temporarily occupied territories of the East of Ukraine for onward transferring of the evidential base to the International Criminal Court, according to the established procedure, as well as to monitor their further activity and movement after coming back to Russia. The information concerning the Russian servicemen, who are suspected in committing of war crimes on the territory of Ukraine, is 1-2 UKRAINE/NATO UNCLASSIFIED UKRAINE/NATO UNCLASSIFIED regularly transferred to the EU and NATO member states by the Ukrainian side, inter alia, in order to expand the “sanction” list.     UKRAINE: Humanitarian Snapshot (as of 2 February 2017) OVERVIEWOVERVIEW HRP 2017: PRIORITIES STRATEGIC OBJECTIVES Hostilities between parties to the conflict significantly intensified in January, undermining Minsk ceasefire agreements during New Year holidays. Mariupol and the so-called ‘Svitlodarsk Arc’ (Luhanske-Kalynivka) were major hot spots in the first weeks of January. From 29 January onward, the security situation in Donetsk city area has rapidly deteriorated, with several clashes and the use of Protection heavy artillery reported in the triangle around Avdiivka (GCA), Yasynuvata and Donetsk (NGCA). OHCHR recorded 33 civilian casualties (eight deaths and 25 injuries) in January, compared to 17 in January 2016 . The sudden uptick of hostilities caused severe damage on a daily basis to residential property and critical public infrastructure, including schools, medical facilities and water, electricity infrastructure. Of alarming concern is the disruption of water and gas supply systems while temperatures are falling below -17C degrees. From 30 January to 1 February, power lines supplying electricity to Avdiivka town, Access a coke plant and two major water filter stations were shelled, resulting in stoppage and disruption in water provision to up to one million people in Donetsk city and its vicinities (NGCA), including in Avdiivka and Marinka (GCA). In Avdiivka, water supply is currently coming from a small local back-up reservoir, which may run out by 3 February unless electricity is restored, after which the town heating system is likely to stop working, potentially triggering displacement. Attempts to fix power lines have failed as ceasefires did not hold. Latest reports also highlight a major leakage of the Southern Donbas water pipeline Emergency Shelter, Water & Health as a result of shelling near Avdiivka, bringing water supply from the main pipeline or Mariupol (estimated 500,000 people) to a halt.
