The City of Berlin appreciates the continuing cooperation and support from all the departments and agencies and to the volunteer and private organizations which have contributed to the development and publication of this plan. The plan outlines the planning assumptions, policies, concept of operations, organizational structures and specific assignments of responsibilities to the city departments and agencies involved in coordinating the local, state and federal response activities.
