ARTICLE 1: PREAMBLE

A. The Executive Committee of the Grenada Football Association (GFA), has been given the authority by the Statutes of the GFA to rule on any matter or issue that has not been specifically considered or dealt with below.

B. All games which are contested under the auspices of the GFA will be played in keeping with the “Laws of the Game” (Laws) as issued by FIFA. The principles and rules (the Rules) contained in the following articles are intended to supplement these Laws. The final and binding interpretation of these rules is exclusively within the province of the bodies of the GFA.

C. The Executive Committee may amend these rules annually, as they from time to time deem expedient, subject to the sanction of the General Council of the GFA.

D. The 2020-2021 GFA League Competition is an official event of the GFA. All other competitions must be sanctioned by the GFA. All GFA affiliates must at all times, first secure written permission to participate in any other competition not organized by the GFA.

E. The 2020-2021 GFA Football Competitions serve as scouting grounds for National Men’s, Women’s and Age Group Teams.

F. The 2020-2021 GFA Football Season will consist of the following Competitions: Premier League, Conference League, GFA Cup, Pure Grenada Cup and any other competition approved by the Executive Committee.

G. National Youth Teams of a level lower than the National Men’s Team may be included in GFA club competitions.

H. These rules shall apply to all Competitions of the GFA except to the extent that they are specifically excluded by rules relating to a specific Competition.

I. The GFA reserves the right to change the time and venue of any match and must inform the respective clubs no later than 48 hours prior to the original scheduled time of the match.

ARTICLE 2: MANAGEMENT

A. The Premier League and Conference League Competitions shall be governed, in accordance with the Policies, Rules, Bye-Laws and Regulations of the GFA, by the Executive Committee (EXCO) of the GFA either directly or through such other committees or bodies of the GFA to which the EXCO may delegate its power.

B. Each of these committees shall meet as often as is necessary to conduct the respective business of the competitions concerned.

C. All official communication related to the various competitions shall be addressed to the General Secretary. Official communications may be sent via email to the following email addresses: gfageneralsecretariat@ gmail.com and/or [email protected].

D. All communication must be on the club’s letterhead and signed by a registered club official.

E. Clubs must submit the official names and email addresses of their team management personnel for competitions organized by the Grenada Football Association.

F. All GFA’s official communication may be sent via email to the official club representative as identified in “e” above or posted on GFA’s website www.grenadafa.com).

G. Emails sent by the GFA are considered to be delivered on the date and time sent.

H. The EXCO shall have the power to apply, act upon, and enforce the Rules and shall also have jurisdiction over all matters affecting football competitions and organised under the auspices of the GFA, including other competitions and tournaments not provided for by these rules.

I. All decisions of the EXCO shall be binding subject to the right of appeal to the relevant judicial body, except where provided for in these Rules or other Rules and Regulations of the Association.

J. All fines and charges shall be paid within five (5) calendar days of the date of notification of imposition (unless otherwise ordered).

K. The GFA reserves the right to deduct from monies due to clubs, all outstanding amounts due to the association.

L. Clubs, Officials or individuals committing a breach of these rules shall be liable to such penalties as the EXCO and or the Disciplinary Committee (DC) may impose or as prescribed in the GFA Disciplinary Code.

M. A Club having failed to comply with an order or instruction of the EXCO or other body acting its behalf within seven (7) calendar days of receipt of notice of such order or within seven (7) calendar days of an operative date specified in that order, shall not be allowed to play or participate in the competitions of the GFA until the order has been complied with or a valid reason for non-compliance has been submitted to the General Secretary before the lapse of the day period. Should a non-compliant club be fixtured for matches during the period, that club may not contest such a match and the match may be disposed of either by a rescheduling or forfeiture, subject to the Rules and the review or disciplinary process of the GFA.

N. Any club(s) which fails to duly register its players or meet any of its financial or any other obligation by the stipulated deadline (see Article 7) shall not be entered in the respective competition.

O. Notwithstanding the forgoing the EXCO may request an earlier compliance of an order or instruction if it is satisfied that an earlier compliance is necessary for the normal function of competitions or activities of the GFA.

P. All clubs shall be notified of any alleged breach of the regulations forthwith or in any event within 24 hours of being aware of any action or neglect that is capable of supporting the alleged breach.

Q. The Conference League Preliminary Stage shall be managed by the respective Conference Executive Committee.

R. Each Conference shall submit to the Secretariat the names of three competent people to be trained in competition management, no later than one (1) month prior to the start of the competition.

ARTICLE 3: TEAM GROUPINGS MEN LEAGUES

A. PREMIER LEAGUE Ten (10) teams eligible to participate in the 2020-2021 season

B. CONFERENCES i. Teams registered to participate in the Conference League for 2020- 2021 season (a) Southern Conference (b) Central Conference (c) North Western Conference (d) Eastern Conference

ii. Subject to approval by the EXCO, a Premier League Club may register a team to participate in the Conference League but such team will not be eligible for the Final Stage nor promotion. Players submitted to represent a club in such case shall be limited to playing in the Conference League except within the transfer period when players may be moved to the first team and vice versa.

C. PURE GRENADA CUP The eight (8) teams eligible to participate in Pure Grenada Cup are as follows: (a) St. Mark’s Western Stars (b) St. John’s Dolphins (c) St. George Royal Cannons (d) St. David’s Top Strikers (e) St. Andrew’s Big Parish Stars (f) St. Patrick’s Crown City Strikers (g) Carriacou & Petit Martinique Stingrays (h) National U20 Young Gunners

ARTICLE 4: TITLES – GFA: PREMIER LEAGUE, CONFERENCE LEAGUES

The 2020-2021 GFA Premier League, Conference Leagues, GFA Cup and Pure Grenada Cup shall take place between August 29th 2020 to May 31st, 2021 or such later date otherwise notified by the EXCO.

ARTICLE 5: ENTRIES

A. For entry into competition for the 2020-2021 GFA Season, all clubs must submit the Participation Agreement at least eight (8) weeks before the start of the season as notified by the GFA secretariat.

B. Only National Youth teams and GFA affiliates who have been issued a Club License Certificate shall participate in the 2020-2021 Competitions.

C. The Premier League will involve a minimum of ten (10) teams.

D. The Conference League will involve a minimum of five (5) and a maximum of ten (10) teams in each Conference.

E. The GFA Cup will involve all GFA teams registered to participate in 2020-2021 Season

F. The Pure Grenada Cup shall involve all the parish teams and the National U20 Team

G. Upon admission to the GFA as a new member, the EXCO shall determine the placement of such a team within a Conference.

H. Should a Conference comprise a number of teams less than the minimum stated in Article 5(d) above, the Executive reserves the right to:

i. relocate clubs to other conferences or merge conferences in an effort to establish parity in the Conference League, ii. add other round to the conference, or iii. play another competition among the conference teams.

I. The decision of the EXCO shall be final and binding on such matters.

ARTICLE 6: PLAYER’S ELIGIBILITY

J. Each Club shall take the following provisions into account when selecting its representative team:

(1) All players’ registration with their respective club must be first approved by GFA through FIFA Connect. (2) All players shall be eligible for selection in keeping with the regulations governing the eligibility and transfer of players in the GFA Statutes. (3) The General Secretary with the sanction of the EXCO shall be the final authority on the matter of eligibility of players. (4) In keeping with the statutes of FIFA, except a prior decision is made to the contrary by the EXCO, a player selected to represent the various National or Parish teams shall be released by the parent club to be a member of such team(s). Any club which fails to adhere to this principle shall be the subject of disciplinary proceedings as well as the player(s) involved.

K. A player is considered ineligible if: (1) serving a suspension, as per regulations to the GFA and Parish Leagues and the said suspension has been confirmed by the GFA to the player and his Club in writing, (2) registration is not authorized, or was based on false information provided by himself and or his club, (3) summoned to appear before a Judicial Body or Committee of the GFA and is not authorized by that body to play until an appearance before the said body or committee has been made, (4) payments for fines imposed are still pending, (5) he/she fails to appear for Parish or National Team duties when duly notified to appear, or (6) serving a suspension issued by a body that is superior to the GFA, subject to the discretion of the GFA.

L. Responsibilities: (1) Clubs are responsible for the proper registration of all players with the GFA for the respective competition through FIFA Connect.

(2) Clubs must register their players on the official registration form supplied by the GFA, all columns of the form must be completed accurately. (3) No player is permitted to be registered with more than one team or to transfer from one team to another except during the period referred to as “Transfer Window” of the , (4) It is the responsibility of each Club to ensure that non-eligible players do not participate in any football related activities on its behalf. (5) Any Club which fields an ineligible player (player submitted on team sheet) shall be referred to the Disciplinary Committee with a minimum fine of forfeiture of any points gained while using such player. (6) A maximum of five (5) non-national players may be registered for each club within the season. All five (5) players may be on the field of play at any given time. (7) Such registrations, where necessary, must be implemented under the relevant FIFA Regulations pertaining to the international transfer of players. (8) Clubs and players, who enter into contractual agreements of any kind, must submit a copy of such agreements to the GFA within 72 hours of such transaction being signed by both parties and in any event before such an agreement impacts any match between clubs in a GFA competition. (9) Clubs who seek to register players under the age of eighteen (18) years must obtain a Registration Form for minors provided by the GFA to be completed by the parent/guardian. Upon completion, the GFA may give permission and such form must be attached to the player’s registration form. (10) Each player shall be issued a player identification card which will be verified against the team roster at the registration session and such card shall be presented before or during each match if requested by a Tournament official. (11) Clubs are fully responsible for the behaviour of their players, officials and supporters. Disciplinary actions shall be taken against a club inclusive of the offending individuals.

ARTICLE 7: COMPETITION REGISTRATION

A. There shall be two registration periods: 4th August to 25th October 2020 for first team players and 1st – 31st March 2021 for additional players. Registration closes 11:59 pm on the final day.

B. Each player who is desirous of participating in GFA or GFA sanctioned competitions must register in FIFA Connect registration system.

C. Each affiliated club that is desirous of participating in GFA or GFA sanctioned competitions must register all their players on the forms provided for registration (Appendix 5). These completed forms must be returned to the General Secretariat on or before the deadline date as determined by the GFA, accompanied with the appropriate registration, affiliation and competition fees, as outlined in this regulation.

D. A player/club not meeting the registration deadline shall be deemed as ineligible to play.

E. Each team must submit a “Team Roster Form” during the registration period.

F. Clubs shall ensure that player passes presented at registration and by the players prior to each match, if requested, correspond with the approved roster.

G. Each eligible player must be registered with one club on the appropriate GFA form.

H. A player whose name appears on more than one registration form submitted by clubs will not be deemed as an ineligible player for both teams for which his/her name was submitted.

I. A player is permitted to represent only the club he/she is registered for.

J. Players shall be registered as amateur or professional as contained in the special regulations of FIFA, governing the status and transfer of players.

K. Players who have a written contract with a club shall lodge a copy of the contract with the GFA before being considered as eligible to play any match.

L. Each Club participating in the Premier League/Conference League shall register a minimum of eighteen (18) players inclusive of two goal keepers, two players born in the year 2003 or after and a minimum of five (5) officials.

M. Clubs are permitted to register a maximum of thirty (30) players and ten (10) officials inclusive of three (3) goal keepers, three (3) players born 2003 of after and five (5) officials.

N. The GFA will not accept any club or player in any competition until such club or player has complied fully with the GFA competition requirements including the full payment of the Annual Affiliation Fee of EC$1000.00 upon registration.

O. All registered players in the Premier League, Conferences and all National selectees are only permitted to participate in GFA organized and or sanctioned competitions.

P. All registered players shall be published on GFA website. It is the duty of clubs to access such information published on the GFA website and clubs are deemed to have knowledge of such information published on the GFA website on the date of its publication.

(2) Pure Grenada Cup Registration

A. Each team participating in this competition must register all their players on the form provided for registration. These completed forms must be returned to the Tournament Coordinator on or before the deadline date below.

B. The period for registration of teams participating in the Pure Grenada Cup shall be Saturday, 6th March 2021.

C. The Final Roster of 25 players should include three (3) goalkeepers and Fifteen (15) players born in 1996 or after.

D. Each “Team Roster Form” must be verified by the GFA

E. A player is permitted to represent only the Parish with whom he is registered.

F. During the period of the Tournament all registered players in the Pure Grenada Cup are only permitted to play Pure Grenada Cup, GFA Competition and/or National assignments.

G. All registered players shall be published on GFA website.

ARTICLE 8: TRANSFER

A. A player will only be permitted to register for one Club during the season. The Transfer window for the season shall be 4th August – 25th October 2020 and 1 – 31 March 2021.

B. Players who are registered with a Club for the 2020 - 2021 Season will only be permitted to play for another Club after the transfer has been effected by the GFA during the transfer period of the said season. This does not include a player seeking to enter into a professional contract with a team.

C. A player who is registered with a Club for a particular season and has requested a transfer at the end of such season, shall only be granted the transfer during the next registration period.

D. In the case where an amateur player has requested a transfer and not granted by the former club, after seven (7) days the transfer will be deemed complete once the new club meets all other transfer requirement.

ARTICLE 9: PROCEDURE FOR TRANSFER

A. All transfers must be completed via FIFA Connect.

B. An amateur or professional player being transferred between two clubs affiliated to the GFA shall request a transfer from the club he last represented.

C. A club wishing to engage the services of a player that is registered with another club shall, be obliged to inform his club in writing of its interest, before commencing any negotiations with that player. Any club found in breach of same shall be fined up to a maximum of $1,000.00 or forfeit nine (9) points. If the club has not accumulated nine points at the end of the season, such ruling shall roll over into the next season.

D. The old club has seven (7) days to accept or reject the transfer. If there is no response in the seven-day period, a temporary transfer may be granted.

E. If the transfer is accepted, the new club must submit the player to be registered along with documents to the GFA exhibiting proof of payment of club compensation as stated in Article 10 or an agreement between the clubs and receipt of administrative fee payment.

F. If the transfer is rejected, the old club must notify the new club of the reason why the transfer is rejected. The new club shall seek to rectify the issue before the transfer period is completed.

G. Where a player has not participated in any official GFA match for a period of eighteen (18) months a transfer is required, however, club compensation is not required.

H. The transfer administrative fee stated in Article 10 must be paid before transfers can be completed.

I. A transfer will only be deemed complete when it is approved by GFA.

J. Players and clubs must ensure that all transfer-related communication is received in writing from the secretariat and the registration posted on the GFA website prior to the player’s inclusion on the team sheet for the match.

K. Transfer requests not meeting the requirements shall be completed in the next transfer window.

L. Any club in breach of this Article will be subject to a fine of one thousand dollars (EC$1,000.00). Clubs reserve the right to notify the GFA of such violations which will be taken to the Disciplinary Committee by GFA. Any such notification must be done on the club’s letterhead.

ARTICLE 11: IDENTIFICATION CARDS

A. All registered players and officials in all competitionsshall be issued with the appropriate ID Cards by the GFA.

B. Each ID card is valid for five (5) years and remains the property of the GFA.

C. In cases of transfer, the player will be issued a new ID Card upon surrendering his old one.

D. The visiting team is granted free entry of maximum of 30 players and 10 officials to the venue on presenting their ID cards to the appropriate gate personnel during the domestic season.

E. All ID cards must be surrendered to the GFA when requested by an official.

F. A replacement fee of fifty Eastern Caribbean Dollars ($50.00) shall be charged for each ID card lost or disfigured.

G. The GFA reserves the right to withdraw the ID of a player or official card where abuse of the system, in any form, is ascertained.

ARTICLE 12: WITHDRAWAL FROM COMPETITION

A. Every Club must notify the General Secretariat of the Association in writing, eight (8) weeks before the start of the competition, of its intention to continue or withdraw from any League or Cup.

B. Clubs shall not be allowed to withdraw any of its teams from the League or Cup after agreeing to participate in the current year. Any Club infringing this rule shall be liable to a fine or such action as determined by the Disciplinary Committee.

C. In the event of a Club’s withdrawal from a competition, where each team played each other an equal number of times the results stand. All points obtained by or recorded against such defaulting Club shall remain in the League table.

D. In the case of a withdrawal where each club have not played each other an equal number time, the results for that unequal portion of competition fixtures will be expunged from the points standing.

E. A club is considered to have withdrawn from a competition if (1) It informs the GFA in writing of its withdrawal (2) It fails to fulfil three (3) competition fixtures, regardless of the sequence of these matches. F. If a team withdraws from a competition it is automatically demoted to the lower league. In cases where a team withdraws from the lowest league, it shall be suspended for at least the following season. The Disciplinary Committee may determine additional sanctions.

G. The fines for withdrawal are as follows:

H. Should one or more teams withdraw from the Premier League after their fixtures have commenced and their vacancies not filled during the season then no team in that league shall be automatically relegated to the lower league.

I. Vacancies caused by the retirement of a team or by the withdrawal of a membership organization from the may be filled by the Executive Committee at their discretion prior to the commencement of the leagues.

ARTICLE 13: ORGANISATION OF THE COMPETITION

A. Official GFA Functions: The following committees may invite a club or player to official meetings in relation to the competition: Executive Committee, Competition Committee, Player Status Committee, Disciplinary Committee, Appeal hearings, Match Co-ordination Meetings. Failure to attend the meeting carries a fine of seventy-five ($75.00).

B. Premier League: Premier League matches shall be played in accordance with the following format: i. The First Round will comprise a minimum of ten (10) teams playing each other once, with three points for a win, one point for a draw, no points for a defeat (league system). ii. The Second Round will comprise a minimum of ten (10) teams playing the return games of those played in the previous round. iii. Team placing 10th will be automatically relegated to their respective Conferences. iv. Team placing in positions 9th in the Premier League will enter a home and away play off with 2nd place in the Conference League with winner earning promotion or retention in the Premier League.

C. Conference League The matches in the Conference League shall be played in accordance with the following format:

i. The Preliminary Stage will comprise of teams within their respective Conference playing each other in at least two rounds, with three

points for a win, one point for a draw, no points for a defeat (league system). ii. The top two teams of each Conference at end of April 2021 shall qualify for the Final Stage irrespective of the stage of competition within the Conference. iii. The Final Stage will comprise of each Conference winner and runner up on completion of the Preliminary Stage. Each team will play each other once for the conference championship, with three points for a win, one point for a draw, no points for a defeat (league system). iv. In conferences where team/s that are not eligible for promotion finish in the top two spots in (ii) above, the highest eligible team/s shall advance to the Final Stage. v. Promotion/Relegation: The winner of the Final Stage will be automatically promoted to the Premier League. The team placing 2nd in the Final Stage, will enter a play-off with the team placing ninth (9th) in the Premier League for promotion / demotion based on wins over the two (2) way . vi. Promotion shall be based on the club’s ability to satisfy the Club License criteria for Premier League clubs. vii. If a club does not meet the Club Licensing criteria for Premier League, the Executive Committee shall set a deadline of 60 days after earning that promotion. Thereafter the club will be made to start the season on minus 9 points

D. GFA Cup i. GFA retains the right to determine the structure, format of play and match calendar for The Competition ii. The GFA Cup group phase will be played in format dividing the Clubs into eight (8) groups (A to H) of at least four (4) teams. iii. The competition group phase will commence in 2020 and the distribution of Clubs per group will be determined based results of last season as follows: (a) The final eight (8) Club Championship teams will be draw and fill positions A1 to H1. (b) The remaining teams will fill positions A2 to H2, A3 to H3 and A4 to H4.

iv. The Group Stage will comprise of teams within their respective group playing each other once, with three points for a win, one point for a draw, no points for a defeat (league system). v. The Final Stage will comprise of the Round of 16, Quarter Finals, Semi Final, Third Place and The GFA Cup Championship. vi. The Round of 16 will comprise of each group winner and runner up on completion of the Group Stage. vii. The Quarter finals will be the winners of the Round of 16. viii. The Semifinals will be the winners of the Quarter Finals. ix. The Round 16 to semi-final will be a one-game knockout. At each stage, the match ups shall be determined by a draw. x. The GFA Cup shall be a one match contest between the winners in the semi-final round.

E. Pure Grenada Cup Pure Grenada Cup matches shall be played in accordance with the following format:

i. The Group Phase will comprise of two (2) groups of four (4) teams each playing each other once within the group, with three points for a win, one point for a draw, no point/s for a defeat. ii. The Knockout Phase will comprise of the top four (4) teams playing as follows: (a) The 1st place team in each group will play the 2nd place team in the other group in a one game semi-final match to qualify for the final. iii. The Final shall be contested between the two semi-final winners and third place shall be contested between the two semi-final losers.

F. The Away Goal Rule The away goal rule will be in effect for all two game playoffs or knockout.

G. This format will apply for the 2020-2021 season only.

ARTICLE 14: COMPETITIONS

(1) Leagues If two or more teams are equal on points (including ties among second or third place teams,) the manner in which the positions are decided will be as follows, and in the order indicated:

(a) Most points in all group matches; (b) Goal Difference in all group matches; (c) Greatest number of goals scored in all group matches; If two or more teams are equal on the basis of the above three criteria, their rankings shall be determined as follows:

(d) Greater number of points in matches between the tied teams; (e) Greater goal difference in matches between the tied teams (if more than 2 teams finish equal on points); (f) Greater number of goals scored in matches among the tied teams (if more than 2 teams finish equal on points); (g) Least number of goals allowed between the teams in question; (h) A play-off on neutral ground (only to determine qualification for promotion or demotion).

(1) CUP TIE A. Group Stage

(a) At the conclusion of the group phase, teams will be ranked in each group according to the following criteria: i. Greatest number of points in all group matches; ii. Goal Difference in all group matches; iii. Greatest number of goals scored in all group matches;

(b) If two or more teams are equal on the basis of the above three criteria, their rankings shall be determined as follows: i. Greatest number of points in matches between the tied teams;

ii. Goal difference in matches between the tied teams; iii. Greater number of goals scored in matches among the tied teams; iv. Least number of goals allowed among the tied teams; v. The lowest number of points based on the number of yellow and red cards in all group matches is considered according to the following additions: • First yellow card: + 1 point • Second yellow card/indirect red card: + 3 points • Direct red card: + 4 points • Yellow card and direct red card: + 5 points vi. Drawing of lots by GFA

B. Knockout Stage At the conclusion of the knockout matches, the two teams will be ranked according to the following criteria:

i. Greatest number of points in knockout matches; ii. Goal Difference in knockout matches;

If the two teams are equal on the basis of the above two criteria, the winner will be determined by kicks from the penalty spot.

C. The Third Place If the two teams are tied at the end of regulation time, the winner will be determined by kicks from the penalty spot.

D. The Championship Game If the two teams are tied at the end of regulation time,

i. two equal halves of fifteen (15) minutes shall be played, if the game is still tied ii. the winner will be determined by kicks from the penalty spot, if tied. iii. joint winners will be awarded.

ARTICLE 15: THE COMPETITIONS COMMITTEE

A. The Competitions Committee is responsible for the organization of the competition.

B. The Competitions Committee shall, amongst other matters, be responsible for:

i. Supervising general preparations, deciding on the format, the draw and or the formation of these Competitions, taking sports, geographic and economic factors into consideration; ii. Fixing dates, venues and stadia for the matches in the final competition as well as the preliminary competition; iii. Determining the match schedule and kick-off times for all of the competitions; iv. Dealing with breaches of the doping regulations; v. Deciding which matches will be subject to doping tests; vi. Settling cases of force majeure; vii. Refer all disciplinary matters to the General Secretary for prompt review of any disciplinary action required.

C. At the Preliminary Stage of the Conference League, the Conference Executive Committee shall be responsible for all of the functions in Article 15.b above.

ARTICLE 16: SECRETARIAT RESPONSIBILITIES

The Secretariat in conjunction with the Executive Committee and the Conference League Executive Committee, will be responsible for:

A. Overall supervision of the Tournament

B. Updating results of matches, players eligibility, transfers, accumulated cards in matches, statistics of the competitions and displaying on the GFA website and all other mediums managed by the GFA on a timely basis

C. Updating all other social media networks.

D. Paying the match officials

E. Collecting of team and match information

F. Assisting the Competitions Committee with the operations of the competitions.

G. Instituting disciplinary proceedings and communication of actions taken and decisions made.

H. Notifying match officials of their appointment.

I. Collecting of gate receipts from the matches where necessary.

J. Arranging for the provision of medals and trophies.

K. Notifying teams of any changes to the schedule or fixtures.

L. Notifying the media of all results of GFA matches.

M. Updating the GFA website (www.grenadafa.com) with details of the competition on a timely basis.

N. Communication of all official decisions of the EXCO and other bodies of the GFA

ARTICLE 17: TEAM’S RESPONSIBILITIES

A. Clubs shall submit a portrait of its home and away kits at the time of registration and provide information on its home and away kits at the time of registration of their respective teams.

B. Clubs shall arrange for their representative teams to arrive at the venue no later than one and half (1 1/2) hours (90 minutes) before the scheduled time the match is due to be played on Saturday, Sunday, Public Holidays and weekday matches starting 6:00 pm or later.

C. Clubs shall arrange for their representative teams to arrive at the venue no later than forty-five (45) minutes before the scheduled time the match is due to be played on Monday to Friday for matches starting before 6:00 pm.

D. Conference League Teams must provide a copy of team sheet of maximum eighteen (18) players with their ID cards (Article 30) and list of 5 officials 30 minutes before the match. 22 23 Grenada Football Association // Competition Rules & Regulations 2020/2021

E. Premier League Teams must provide two (2) copies of team sheet (Article 30) of maximum eighteen (18) players with their ID cards and list of seven (7) team officials to match official at least 85 minutes before the match.

F. GFA Cup Teams must provide two (2) copies of team sheet (Article 30) of maximum eighteen (18) players with their ID cards and list of seven (7) team officials to match official at least 85 minutes before the match.

G. Pure Grenada Cup Teams must provide two (2) copies of team sheet (Article 30) of maximum twenty-three (23) players with their ID cards and list of seven (7) team officials to match official at least 85 minutes before the match.

H. All clubs shall be responsible for the behaviour of their players, officials and supporters.

ARTICLE 18: MATCHES PLAYED ACCORDING TO THE LAWS OF THE GAME

A. All matches will be played under the Laws of the Game as approved by the International Football Association Board and published by FIFA.

B. In the case of any discrepancy in the interpretation the Laws of the Game, the English version is authoritative.

ARTICLE 19: MATCH COORDINATION MEETINGS

A. The General Secretariat through the Competitions Committee shall be responsible for the convening of all Match Coordination Meetings (MCM).

B. Match Coordination Meeting shall be held for all Premier League weekend matches at GFA Secretariat.

C. Match Coordination Meeting for midweek matches shall be determined by the Match Commissioner who will indicate 72 hours prior to the match.

D. Clubs not attending Match Coordination Meetings shall be fined a minimum of seventy-five dollars ($75.00) per meeting.

ARTICLE 20: CONDITIONS OF PLAY/TIMES OF KICK-OFF/ POSTPONEMENTS

A. Fixtures shall be deemed final upon publication.

B. All matches shall be played in accordance with the Laws of the Game as published by the Federation Internationale de Football Association (FIFA).

C. Teams/Clubs must take the necessary precautions to keep their grounds in playable condition.

D. All matches shall be played on grounds deemed suitable by the Competitions Committee.

E. If through any fault of the home team a match must be replayed, the Competitions Committee will decide on the new fixture specific to that game and submit timely notice of the decision to the affected clubs.

F. Only the Competitions Committee shall have the power to order the venue to be changed.

G. The Competitions Committee shall have the power to decide whether a ground is suitable for matches in a league and to order the club concerned to play its fixtures on another ground.

H. The kick-off times shall be fixed by the Association. Any club team failing to commence at the appointed time shall be liable to face penalties as the Disciplinary Committee may determine.

I. Referees must order matches to commence at the appointed time if possible and must state the reason(s) for all late starts in their Match Report.

J. The home team must provide balls fit for play according to articles 17g and 23 throughout the match and the referee must state in his Match Report the unsuitability of the match balls.

K. Every club/team shall play its strongest available team or players in all matches. The intention of this Rule is not to interfere with normal team selection by membership organizations, but to prevent Teams/Clubs from deliberately fielding a weakened team in order to unreasonably reserve players for another game or to boost the strength of another or

lower team. It is NOT intended that a membership organization fill higher team players in lower teams when the higher team has no engagement. If in the opinion of the Executive Committee the substance or spirit of the Rule is obviously being disregarded, the membership organization concerned may be called to account for its actions and shall be subject to such decisions as the Executive Committee may determine despite the fact that the Rule governing the qualification of players has not been infringed.

L. In cases where grounds do not possess lighting suitable for the playing of night matches and in cases where the Association must schedule or reschedule a match for any reason, the club shall at the time of registration, designate a field with lighting, on which such matches will be played. In all other cases the choice of venue will be at the discretion of the EXCO.

M. Notwithstanding the foregoing Home and Away provision, the EXCO shall have the power to order a match to be played on a neutral ground or on the opponents ground if they are satisfied that such action is warranted by the circumstances.

N. The Executive Committee reserves the right to change the time and venue of any match and must inform the respective clubs no later than 48 hours prior to the original scheduled date of the match.

O. A request for postponement shall be submitted in writing on the club’s letterhead to the GFA Secretariat no later than 14 days before the scheduled match day.

P. The Competitions Committee in consultation with EXCO shall make the final decision on all requests for postponement and the decision conveyed in writing to the club making the request.

ARTICLE 21: NUMBER OF PLAYERS

A. Should a team not have at least the minimum number of seven (7) players to start a game based on the rules of the game at the scheduled match time, they shall forfeit the game.

B. Premier League teams must always have at least one (1) player born 2003 or after on the field of play for at least forty (45) minutes. The GFA shall take whatever action is deemed necessary in cases of force majeure.

C. Only the following duly accredited persons are authorized to sit on the team bench

i. Seven (7) substitute players ii. Maximum of seven (7) uniformed team officials iii. Pure Grenada Cup - 12 substitute players

D. If five (5) or more players from a Club’s registration are summoned for duties of the National Team (GFA) whether training or for a match, that Club may request the postponement of a scheduled match (s) during which said players are called for national duties.

ARTICLE 22: SUBSTITUTIONS

A Club/Team may at its discretion and in accordance with the Laws of the Game and the permission granted by the Association use substitute players as follows: (a) Premier League Competition ...... 5 (b) Conference League ...... 5 (c) Cup Tie ...... 5 (d) Promotion/Relegation Playoffs ...... 5

ARTICLE 23: DURATION OF MATCHES AND BALL SIZES

ARTICLE 24: MINIMUM AND MAXIMUM FIELD DIMENSIONS

A. For full size 11 a-side pitches, FIFA defines minimum dimensions of 45m x 90m and maximum dimensions of 90m x 120m. For official matches or international competitions, FIFA has set minimum football pitch measurements to 64m x 100m and maximum to 75m x 110m.

ARTICLE 25: LEAGUE VENUES

A. The following venues shall be the predominant venue for the leagues: i. Premier League – Kirani James Athletics Stadium ii. Central Conference – Queen’s Park iii. Southern Conference – Roy St. John Ground

iv. Eastern Conference – Victoria Park v. North Western Conference – Fond

B. Venues that meet the minimum international requirements (64m x 100m) shall be considered for GFA senior men matches.

C. All venues to be used for the hosting of Premier League matches should have dressing rooms.

D. Only the following alternate venues can be considered for Premier League matches: • St. Andrew – Progress Park, Victoria Park • St. Patrick – Fond • St. John – Cuthbert Peters Park • St George – Roy St. John Ground, Beausejour, Grenada National Stadium • St. David’s – La Sagesse

ARTICLE 26: PLAYER’S EQUIPMENT

A. Each team shall wear its official colours according to the entry forms sent to the GFA Secretariat.

B. In addition to the official outfit, each team shall have a reserve outfit (reserve colours), which shall also be declared on the entry form. The colours of the reserve outfit (shirt, shorts and socks) shall be noticeably different from and contrast with the colours of the official outfit (shirt, shorts and socks). The reserve outfit shall also be taken to every match.

C. If, in the opinion of the Referee or the Match Commissioner, the colours worn by two (2) opposing teams might cause confusion or prove unsuitable for any reason, they shall be modified, using either the entire reserve outfit or a combination of both.

D. The goalkeepers shall wear colours contrasting with those of the two teams and the Referee. The goalkeepers’ kits for starting and reserves keepers must be the same.

E. No item of kit worn by a field player (shirt, shorts and socks) may consist of more than three colours. This provision does not apply to the colours used for letters and numbers (Player’s name and number).

F. If three colours are used, one shall be clearly predominant on the shirt, shorts and socks and the other two colours shall clearly be minor colours. The predominant colour shall be visible to the same extent on the back and front of the shirt and shorts.

G. Exceptionally, a fourth colour may be used but only provided that it is the same as that used for the lettering or features permanently in the national emblem of the country concerned and covers only a very small area of the shirt as a purely decorative element; this restriction does not apply to the area for the lettering. The fourth colour is defined as a “decorative colour”.

H. If undergarments are worn, the colour of the sleeve must be the same main (predominant) colour of the sleeve of the jersey or shirt. If undershorts (thermal, boxer, brief etc.) are worn, they must be of the main (predominant) colours of the short.

I. Players will not be allowed to participate if they are not in proper uniform (jersey, shorts, socks, shin guards, and footwear). With the exception of the goalkeeper, any slider pants worn by a player must be the same colour with the one worn by the team. Teams must wear numbers on their shirts. Each player shall have a different number and this number must be the same as listed on the official “Team Roster” form.

J. The colours of a team’s jerseys may be different from the colour of the team’s shorts and/or stockings. If both teams are wearing similar colour jerseys, the away team shall be required to change. Goalkeepers shall change jerseys as the referee directs, regardless of home/visitor status.

K. Shoes must meet FIFA specifications (no exposed metal cleats).

L. Players wearing splints or casts of any type shall not be eligible to participate in any competition fixture.

ARTICLE 27: TEAM (COLOURS)

A. Teams must submit two colours for the season at time of registration.

B. The General Secretary in consultation with EXCO shall approve and publish on all of its online mediums the home and away colours of each team.

C. In the case of any further conflict, teams must wear the agreed colours determined at the Match Coordination Meeting (MCM).

D. In cases where there are no MCM, the league coordinator shall notify the teams of their colours at least 24 hours before the match.

E. Notwithstanding the above in the event that there is a conflict in the colours worn by any two (2) teams and for any match, the visiting team (Team B) shall be required to change.

ARTICLE 28: MATCH OFFICIALS

A. GFA Referees’ Committee shall approve the list of referee assessors, referees and assistant referees to be used in all GFA and GFA sanctioned competitions.

B. The Referee’s Officer in consultation with the Director of Football Operations shall appoint the referees and assistant referees to the matches from the approved list in ‘a’ above. At least one referee and two assistant referees shall be appointed for each match.

C. The Director of Football Operations in consultation with the President shall appoint Match Commissioner to Premier League matches and other matches as deemed necessary.

D. Referees and Match Commissioner shall arrive at the venue no later than one and half (1 1/2) hours before the scheduled time the match is due to be played on Saturday, Sunday, Public Holidays and weekday matches starting 6:00 pm or later and forty-five (45) minutes for other matches Monday to Friday.

E. Referee must order the game to start on time according to Article 20g.

F. The Referee or Match Commissioner may deem the match abandoned if any team fail to have the minimum number of players required to start the match at the advertised kick-off time. The offending team/s shall forfeit the match and the matter shall be taken to the Disciplinary Committee for further action.

G. After each match the Referee and Match Commissioner shall complete the relevant match report forms stated in Article 29c. These forms must be submitted to the GFA’s General Secretariat within 24 hours of the completion of the match.

H. In cases where an official is late for a match the most senior official shall take charge.

I. The appointment of match officials shall be final and not subject to appeal.

ARTICLE 29: REPORT FORMS AND FINES

A. Each team manager must submit their team sheet to the Match Commissioner or Referee upon his or her arrival to the match. In all cases, these forms must be submitted prior to the start of the match.

B. Within 2 hours after the match, the Referee must submit an oral report of the scores and goal scorers in the match to the Competition Officer/ League Coordinator.

C. Within 24 hours of completing the match, the Referee must submit the following match forms to GFA: Match Summary, Referee Report, Incidence Report & signed team sheet by the coach.

D. In matches where a Match Commissioner is appointed, forms shall be submitted to the Match Commissioner immediately after the match.

E. A twenty ($20) penalty will be imposed for match reports not submitted within twenty-four (24) hours of the completion of the match. Each subsequent day that the match report is not submitted will result in an additional five-dollar ($5) penalty per day.

ARTICLE 30: TEAM SHEET

A. The names (FULL FIRST AND LAST) of all players participating in a match must be recorded on the team sheet (Appendix 3) in the appropriate manner and must include the player’s registration card number and jersey number to be worn during the match.

B. The only document considered to be valid proof of a player’s identity shall the GFA ID that explicitly states the player’s day, month and year of birth. Identity cards or other supporting official documents shall not be accepted as a valid means of identification. The participating club shall present each player’s GFA ID to the GFA Match Commissioner/ Referee on the day before the match. A player without a valid GFA ID shall not be entitled to play.

C. 18 players may be entered on the start list (11 players and 7 substitutes). The 11 first-named players must start the match, the other 7 are designated as substitutes. The numbers on the players’ shirts must correspond with the numbers indicated on the start list. All goalkeepers and the captain must be identified as such. Two players must be goalkeepers, with the number 1 shirt reserved for one of them.

D. Players born 2003 or after must be clearly identified on the start list.

E. Both teams must return their start list to the referee at least 85 minutes before kick-off. They shall also provide the Match Commissioner or Referee with two copies of their start list. The opposing team can request one of these copies.

F. After the start lists have been completed, signed by the team administrator and returned to the Match Commissioner or Referee, and if the match has not yet kicked off, the following instructions apply:

i. If any of the first 11 players (starting players) listed on the start list are not able to start the match for any reason, they may be replaced by any of the 7 substitutes. The replaced player(s) may no longer take part in the match, and the quota of substitute players shall be reduced accordingly. During the match, the stipulated number of players may still be replaced as per Article 22 ii. If any of the seven (7) substitutes listed on the start list are not able to be fielded for any reason, the player(s) concerned may not be

replaced on the bench by an additional player, which means that the quota of substitutes shall be reduced accordingly. During the match, the stipulated number of players may still be replaced as per Article 22.

G. Although no longer eligible to play as a substitute, the injured or ill player who was removed from the start list may be seated on the substitutes’ bench, and if so, would then also be eligible for doping control selection.

H. No more than fourteen (14) people (7 officials and 7 substitutes) shall be allowed to sit on the substitutes’ bench. The names of these officials must be indicated on the “Officials on the Substitutes’ Bench” form to be provided to the Match Commissioner/Referee. A suspended player or official will not be allowed to sit on the substitutes’ bench.

I. The use of any electronic communication equipment and/or systems between and/or amongst players and/or technical staff is not permitted.

J. Failure of the Club to strictly adhere to this Article shall render them a fine of fifty dollars ($50.00).

ARTICLE 32: ABANDONED MATCHES

A. In the event of a match being abandoned owing to causes over which neither club has control, the Competitions Committee shall review the causes of abandonment and make its ruling on the outcome of the match in accordance with the following:

i. If a match is abandoned before the completion of the first half, during the half-time interval or up to 75 minutes of play the match shall be replayed in its entirety.

ii. If a match is abandoned after the completion of 75 minutes of play the match shall be deemed completed.

B. In all cases where the Competitions Committee is satisfied that a game has been abandoned owing to the conduct of one team or club or its/ their members, fans, or any spectators attending the match it shall award the points and a score of 3-0 for the game to its opponents and take whatever other action they may deem necessary.

C. In cases where a game is abandoned owing to the conduct of both teams or membership organizations fans, or any spectators attending the match, the Competitions Committee shall take such action as they consider appropriate.

D. Abandoned Matches Beyond Tournament’s Control i. Should a game in progress be terminated (due to weather conditions, field conditions, civil unrest, or other situations beyond the tournament’s control) after completion of the first half, that game shall be considered complete and official. The score at the time of the termination shall stand. ii. If a game is suspended for any of the foregoing reasons before fifteen (15) minutes of play the game shall be replayed in its entirety. iii. If a game is suspended for any of the foregoing reasons after fifteen (15) minutes of play the game shall be replayed from the time of stoppage. iv. Regardless of weather conditions, coaches and their teams must appear for the match as indicated in Article 17a. Teams that fail to appear will forfeit the game. v. The Referee in consultation with the Director of Football Operations and/or Match Commissioner is authorized to postpone a game.

ARTICLE 33: FAILURE TO HONOUR FIXTURE (ANY MATCH OF THE SEASON)

A. A team failing to honour its fixture on any match day will lose the match by forfeiture and shall be subject to disciplinary actions as provided within these rules & regulations.

B. A team failing to honour its fixture on the final match day of the league will lose the match by forfeit and commence the next season with minus three (-3) points.

C. In championship deciding matches, whether a grand final or match where a team can win the respective competition or win prize money, a team failing to appear will be automatically suspended from GFA or GFA sanctioned competition for a minimum of one year and /or relegated to the lower division

D. The GFA shall take whatever action is deemed necessary in cases of force majeure.

E. All matters shall be taken to the Disciplinary Committee for sanctions.

ARTICLE 34: MEDICAL/DOPING

A. In order to prevent players from experiencing sudden cardiac death during matches in the competitions, and to protect players’ health, each participating club shall ensure and confirm to GFA that its players undergo a pre-competition medical assessment prior to the start of the competition.

B. Failure to comply with the aforementioned provision shall be sanctioned by the GFA Disciplinary Committee in accordance with the GFA Disciplinary Code.

C. Doping is strictly prohibited. The FIFA Anti-Doping Regulations, the GFA Disciplinary Code and all other relevant GFA regulations, circulars and directives shall apply to the competitions in the 2020-2021 season.

D. Every player may be subject to in-competition testing at the matches in which he competes and to out-of-competition testing at any time and place.

E. Extreme weather conditions may warrant cooling breaks to be implemented during the course of a match in accordance with the protocols established by the FIFA Medical Committee and/or documented in the FIFA Football Emergency Medicine Manual. Such breaks would be considered on a match by-match basis. Responsibility for implementing and controlling cooling breaks resides with the referee.

F. A player who experiences a suspected concussion during a match must undergo an examination by the team doctor in accordance with the protocols established by the FIFA Medical Committee and/or documented in the FIFA Football Emergency Medicine Manual. The referee may temporarily suspend play for up to three minutes whenever an incident of suspected concussion occurs. The referee may only allow the injured player to continue playing with the authorisation of the team doctor, who will have the final decision.

ARTICLE 35: PROTESTS AND DISPUTES IN ACCORDANCE WITH ARTICLE 65 OF THE GFA STATUTES

35.1. PROTEST Protests or objections of any kind connected with matches are subject to the following provisions:

A. Protests shall be submitted, except if a different procedure is stipulated by these regulations, in writing on the appropriate form (Form P) to the GFA General Secretariat no later than twenty-four (24) hours after the completion of the match in question.

B. Protest shall state the appropriate infraction and supporting documents provided.

C. Protests against the eligibility of players taking part in any matches shall be submitted in writing to the GFA’s General Secretariat within twenty-four (24) hours of the match in question.

D. Protests against any incidents that occur during a match shall be directed to the referee by the team captain immediately after the disputed incident and before play has been resumed. The protest shall be confirmed in writing to the GFA General Secretariat no later than twenty-four (24) hours after the match in question.

E. No protests may be made against the Referee’s decisions on points of fact connected with play, such decisions being final.

F. All protest including questions of eligibility, qualifications of players or interpretations of the rules, except where stated in these rules or any other rules or regulations of the Association shall be referred to the Executive

Committee or a Committee acting on its behalf. However, no objection relative to the dimensions of the ground, goal post or other aspects of the game shall be entertained by the Association unless a protest is lodged with the Referee before the commencement of the match. Any Club lodging a protest with the Referee and failing to withdraw the protest or not proceeding with it shall be deemed guilty of serious misconduct and shall be dealt with by the Executive Committee.

G. No objection or protest shall be withdrawn except by permission of the Executive Committee.

H. Any committee member associated in any manner with the Membership Organization/club concerned shall not be present at the deliberations (except as a witness or representative) when such objection or protest is being considered and decided.

I. No protest shall be considered by the GFA unless the complaining member has deposited with the General Secretariat the applicable fee of One Hundred Eastern Caribbean Dollars ($100.00) along submission of the protest no later than 24 hours after the match.

J. Parties to a protest or complaint shall be afforded an opportunity of making a statement when the protest is being heard and where possible, shall receive 48 hours’ notice of the meeting, together with a copy of the protest. The Executive Committee or committee acting on its behalf shall take into consideration when dealing with the protest the possession by the protesting Club of any information, which if properly used might have avoided the protest.

K. Clubs within seven (7) calendar days of receipt of written notification of any decision of the Executive Committee or Committee acting on its behalf may, except where stated in these rules or any other rule or regulation of the Association, appeal against such decision.

L. The appeal shall be submitted, except if a different procedure is stipulated by these regulations, in writing on the appropriate form (Form A) to the General Secretariat along with the appropriate fee for the adjudication of the Arbitration Tribunal.

M. No appeal shall be considered unless the complaining member has deposited with the General Secretariat the applicable fee of Five Hundred

Eastern Caribbean Dollars ($500.00) along submission of the appeal within seven (7) calendar days of receipt of written notification of any decision of the Executive Committee or Committee acting on its behalf.

N. Submissions not meeting the aforementioned processes shall be null and void.

O. The decision of the Arbitration Tribunal is final and binding.

P. Once the final match of the respective Competition has ended, any protests described in this article or complaints about the sports procedure followed during the Competition shall be disregarded.

35.2. DISPUTES Disputes between clubs of any kind relating to the competition are subject to the following provisions:

A. Disputes shall be submitted, except if a different procedure is stipulated by these regulations, in writing to the GFA General Secretariat.

B. Dispute shall state the issue and supporting documents provided.

C. No dispute shall be considered by the GFA unless the complaining member has deposited with the General Secretariat the applicable fee of Two Hundred Eastern Caribbean Dollars ($200.00) along submission of the dispute.

D. Parties to a dispute or complaint shall be afforded an opportunity of making a statement when the dispute is being heard and where possible, shall receive 48 hours’ notice of the meeting, together with a copy of the dispute. The Executive Committee or committee acting on its behalf shall take into consideration when dealing with the protest the possession by the protesting Club of any information, which if properly used might have prevented the dispute.

E. Any dispute occurring between clubs shall be referred to the Ad Hoc Committee acting on behalf of the Executive Committee whose recommendation upon acceptance by the Executive Committee shall be binding upon all parties.

ARTICLE 36: DISCIPLINARY COMMITTEE

A. The GFA Disciplinary Code and GFA Statutes shall govern all disciplinary actions to be taken regarding infringements of the rules of the game and competitions.

B. In cases of infringement of these Regulations, unsporting behaviour on the part of referees, participating teams, their players, officials, or the occurrence of any kind of unsavoury incident, the GFA Disciplinary Committee shall be empowered to: i. Admonish, sanction, fine, suspend or disqualify players, referees, teams, team coaches or officials. ii. Take action in accordance with GFA’s Disciplinary Code against any person(s) who may violate the Tournament Regulations, the Laws of the Game or the rules of Fair Play. iii. Sanction players, team officials, coaches and other Team officials who are deemed guilty of provocation.

C. Breach of regulations or unsporting behaviour on the part of participating Teams or their officials, shall be reported by the GFA Disciplinary Committee for application of such sanctions as it may deem appropriate.

D. The Disciplinary Committee may convene a personal hearing and will decide the procedure to be followed.

36.2. Disciplinary Procedure

A. Notification of Infraction: Clubs shall be notified by the Chair of the Disciplinary Committee of the infraction with the penalty according to the respective regulation.

B. Response: Clubs have forty-eight (48) hours to accept or reject the claim. i. Acceptance: Clubs can respond in writing to the general secretariat accepting the infraction. If the club do not respond within 48 hours the infraction is considered to be accepted and the quoted sanction is applied to the club. ii. Rejection: If the club reject the infraction, the club must submit the Rejection Form (Form R) with supporting documents to the General Secretariat along with a fee of $100 within 48 hours of notification. C. Notice of Claim – Upon meeting 2b above, a claim will be sent to all parties with supporting documents.

D. Hearing – The Disciplinary Committee shall invite all parties to a hearing. Parties shall be notified no later than 48hrs before the hearing.

E. Judgement – The Disciplinary Committee shall submit its judgement to all parties after making its decision.

ARTICLE 37: DISCIPLINARY SANCTIONS

A. All fouls, misconduct and offenses may be cautioned by the referee in accordance with the FIFA LAWS OF THE GAME

B. A player receiving a caution (yellow card) in two (2) consecutive matches shall be automatically suspended for the following match of his team.

C. A player who receives a red card is automatically suspended for the

following match of his team.

D. The GFA Disciplinary Committee retains the right to increase the number of matches for which a player is suspended in accordance with the severity of the cautioned offence and the GFA Disciplinary Code.

E. Violations of these regulations, GFA Disciplinary Code and Statutes are sanctionable.

F. Physical injury i. A player or official of a club or league who deliberately assaults someone physically or damages his health will be suspended for at least four matches. An official who commits such an infringement will be suspended for at least eight matches. ii. The suspension shall be imposed at every level (local, national and international). iii. In any case, the body will impose a minimum fine of EC$ 200.00 In the case of tournaments with an age limit, the fine can be reduced appropriately.

G. Violence i. A player who deliberately assaults someone, but without harming him physically or damaging his health, will be suspended for at least two matches. An official who commits such an infringement will be suspended for at least four matches. ii. If a person assaults someone by spitting at him, he will be suspended for at least six matches. iii. In any case, the body will also impose a fine amounting to at least $150.00. In the case of tournaments with an age limit, the fine can be reduced appropriately.

H. Brawl i. Involvement in a brawl is sanctioned with a suspension for at least six matches. ii. The scope of the suspension extends to all official international matches. iii. Anyone who has tried to prevent a fight, shield others or separate those involved in a brawl is not subject to punishment.

I. Misconduct against players or persons other than match officials

(1) Including the automatic suspension incurred in accordance with art. 19 par. 4, the overall suspension imposed on any person receiving a direct red card shall be for: i. at least one match for denying the opposing team a clear goal- scoring opportunity (particularly by deliberately handling the ball); ii. at least two matches for serious foul play (particularly in the case of excessive or brute force); c) at least two matches for unsporting conduct towards an opponent or a person other than a match official, subject to 54, 55 and art. 57-60; iii. at least two matches for assaulting (elbowing, punching, kicking etc.) an opponent or a person other than a match official; e) at least six matches for spitting at an opponent or a person other than a match official.

(2) A fine may also be imposed in all cases. (3) The right is reserved to punish an infringement in accordance with art. 77 a) of the FIFA Disciplinary Code. J. Misconduct against match officials

(1) Including the automatic suspension incurred in accordance with art. 19 par. 4, the overall suspension imposed on any person receiving a direct red card shall be for: i. at least four matches for unsporting conduct towards a match official, subject to art. 54, 55 and 57-60; ii. at least six months for assaulting (elbowing, punching, kicking etc.) a match official; iii. at least 12 months for spitting at a match official.

(1) A fine may also be imposed in all cases. (2) The right is reserved to punish an infringement in accordance with art. 77 a) of the FIFA Disciplinary Code

ARTICLE 38: APPEALS COMMITTEE

A. The Appeals Committee shall hear all appeals lodged against decisions of the Disciplinary Committee that are not declared final according to these regulations and the GFA Disciplinary Code.

B. The appellant may object to insufficient representation of the facts and wrong application of the law.

C. The procedure to be applied by the Appeals Committee is defined in the GFA Disciplinary Code.

D. The Appeals Committee shall reach its decisions on the basis of the documents and other means of evidence contained in the Disciplinary Committee’s file. However, the Appeals Committee may, if necessary, resort to further evidence which it considers relevant.

E. The decisions of the Appeals Committee shall be final with regard to violations of the Laws of the Game and suspensions of up to four (4) matches or up to three (3) months. Any other decisions of the Appeals Committee may be appealed before the Arbitration Tribunal.

F. No appeal shall be considered by the Appeals Committee unless the complaining member has deposited with the General Secretariat the applicable fee of Five Hundred Eastern Caribbean Dollars ($500.00) along submission of the appeal no later than seven (7) calendar days of notification.

ARTICLE 39: ARBITRATION

A. Pursuant to Articles 59-61 of the FIFA Statutes and Article 65 of the GFA Statutes, Clubs are forbidden from taking disputes to a civil court but may only submit these disputes to the appropriate GFA body in accordance with the applicable procedure.

B. Disputes involving the GFA, Leagues, Clubs, Players, Officials and Licensed Agents in connection with the 2020-2021 Season shall be

promptly settled by negotiation.

C. The Arbitration Tribunal shall deal with decisions that

i. are not declared final and binding or do not fall under the competence of its Judicial Bodies; ii. are related to national disputes between GFA, its members, players, officials, intermediaries and match agents and any other subordinated persons or entity; iii. are not limited to violations of the Laws of the Game, suspension of up to four matches or up to three months.

D. The party appealing the decision of the Executive Committee or committee acting on its behalf shall bare the full cost of five hundred Eastern Caribbean Dollars ($500.00) associated with the aforementioned process.

E. The party appealing the decision of the Appeals Committee shall bare the full cost of one thousand Eastern Caribbean Dollars ($1000.00) associated with the aforementioned process.

F. The decision of the Arbitration Tribunal is final and binding.

ARTICLE 40: EXCLUSION OF MEMBERSHIP ORGANIZATION

The Executive Committee shall have the power to exclude from further participation in a League or any other competition in the Association, any member whose conduct has in their opinion been objectionable and who have been found guilty of violating the rules and regulations of the Association or its competition.

ARTICLE 41: FINANCIAL PROVISIONS & REWARD PACKAGE

41.1. GFA shall bear the costs of: 41.1.1. travel and allowances, as fixed by GFA, for the respective GFA delegation members, as fixed by GFA;

• Match Commissioner • Venue Coordinator (when applicable) • Match Coordinator (when applicable) • Security Officer (when applicable)

41.1.2. prize money and awards for the participating Clubs, the amounts of which shall be determined by GFA;

41.1.3. doping expenses;

41.1.4. the costs of insurance taken out by GFA to cover its own risks.

41.1.5. Operational cost of the Stadium for the matches and official use during the GFA Leagues and GFA Cups.

41.1.6. Volunteers and staff to assist with the operations during the season

41.2. The Participating Clubs shall settle the other costs among themselves. GFA recommends the following provisions:

41.2.1. The visiting Club shall cover its delegation’s own travel costs to the venue or the nearest port, as well as board, lodging costs and incidental expenses;

41.2.2. During the League for the host Club to cover a cooler of ice and three (3) cases water for the entire official delegation of the visiting team.

41.3. The visiting Club shall be responsible for and bear the costs of the following:

41.3.1. adequate insurance to cover their Team Delegation Members and any other persons carrying out duties on their behalf against all risks, including but not limited to injury, accident, disease and travel in consideration of the applicable GFA rules or regulations.

41.3.2. travel and the daily allowances for the respective team delegation members.

41.4. Any disputes arising from financial provisions shall be resolved amongst the Clubs concerned but may be submitted to GFA for a final decision 46 47 Grenada Football Association // Competition Rules & Regulations 2020/2021

to be taken.

41.5. Any expenses and costs incurred by a Participating Club other than those mentioned in these Regulations shall be borne by the Participating Club concerned.

41.6. Prizes for the season shall be awarded as follows

41.6.1. The top three teams in the Premier League shall receive a trophy and a maximum forty (40) medals for each team.

41.6.2. The top three teams in the Conference League shall receive one trophy and a maximum thirty (30) medals for each team.

41.6.3. The top three teams in the GFA Cup shall receive one trophy and a maximum thirty (30) medals for each team.

41.6.4. The top three teams in the Pure Grenada Cup shall receive one trophy and a maximum thirty (30) medals for each team.

41.6.5. Prizes will be given to the top player in each league in the following categories:

41.6.6. Golden Boots (player scoring the most goals), Golden Glove (best goalkeeper), Golden Ball (most valuable player).

41.6.7. Monetary prizes shall be paid at the end of the season as decided by GFA.

41.7. This format will apply for the 2020-2021 season only.

ARTICLE 42: MEDIA ADVERTISING AND MERCHANDISING

A. Marketing, Radio, Television Promotion and Advertising rights for the Tournament are fully vested with the GFA.

B. Rights for the merchandising of the event, both on and off site, are exclusively the GFA’s.

C. Permission to make technical films/tapes, exclusively reserved for the use of a participating Member Association concerned, must be obtained 48 Grenada Football Association // Competition Rules & Regulations 2020/2021

from the General Secretariat of the GFA.

ARTICLE 43: DISCLAIMER

A. The Grenada Football Association will not be responsible for any expenses incurred by any club, team or team member if the tournament is cancelled in whole or in part.

B. The Grenada Football Association is not responsible for the coverage of insurance of any player representing their respective club. All players must be covered by their individual insurance or local club’s or organization’s insurance.

C. Football is a physical sport. Each participant understands that injuries may occur while participating in football activities. The Grenada Football Association is not responsible for any injuries caused while participating in football activities.

D. Notwithstanding 43c above the GFA may consider a club’s request for medical support for injuries on a case by case basis.

E. The Grenada Football Association will not be responsible for any injuries sustained while travelling to or from any football activities.

ARTICLE 44: SPECIAL CIRCUMSTANCES

GFA shall, issue any instructions necessitated by special circumstances that may arise related to The Competition. These provisions and/or instructions shall form an integral part of these Regulations.

ARTICLE 45: MATTERS NOT PROVIDED FOR

Matters not provided for in these Regulations and any cases of force majeure shall be decided by GFA. All decisions shall be final and binding and not subject to appeal.

ARTICLE 46: COPYRIGHT

provisions of these Regulations shall be the property of GFA.

ARTICLE 47: NO WAIVER

Any waiver by GFA of any breach of these Regulations (including of any document referred to in these Regulations) shall not operate as, or be construed to be, a waiver of any other breach of such provision or of any breach of any other provision or a waiver of any right arising out of these Regulations or any other document. Any such waiver shall only be valid if given in writing. Failure by GFA to insist upon strict adherence to any provision of these Regulations, or any document referred to in these Regulations, on one or more occasions shall not be considered to be a waiver of or deprive GFA of the right to subsequently insist upon strict adherence to, that provision or any other provision of these Regulations, or any document referred to in these Regulations.

ARTICLE 48: ENFORCEMENT

These regulations were approved by the GFA Executive Committee at its meeting on the 5th day of September 2020 and come into force with immediate effect.
