Chapter 6 Kunene, Oshana and Oshikoto Regions By Ute Dieckmann Farm Six – a Hai||om San settlement in Oshikoto Region 6.1 General background In the 19th century and early 20th century, the Hai||om San as an ethnic group lived in the region stretching from the area then known as Owamboland to present-day Etosha, Grootfontein, Tsumeb, Otavi, Outjo and Otjiwarongo (Dieckmann 2007b: 35-36) (see map next page). Today the Hai||om are concentrated in parts of Kunene, Oshikoto and Oshana Regions, constituting the majority San population of these regions, therefore these three regions are dealt with in a single chapter. Estimations of the number of Hai||om in Namibia vary. Budack’s estimate in 1980 was 11 000 (see Widlok 1999: 23), and the census of 1991 (the latest available data on Hai||om) found 7 506 Hai||om speakers (see Widlok 1999: 19). However, the Hai||om language is closely related to Nama/Damara (also of the Khoekhoegowab language family), and our study found that many Hai||om, in response to the census question of “main language spoken at home”, had stated that it was “Nama/Damara”. 2011 POPULATION AND HOUSING CENSUS Kunene Regional tables based on 4th Delimitation Basic tables with estimated figures Foreword Foreword The first Population and Housing Census in an independent Namibia was conducted in 1991. Since then, a Census has been undertaken every ten years, and the 2011 Population and Housing Census marks Namibia’s third census since independence in 1990. The Census is demonstrative of the Namibia Statistics Agency’s (NSA) commitment to providing relevant and quality statistics to support decision making, policy formulation and monitoring of development programmes. The regional tables present the results of the 2011 Namibia Population and Housing Census for the Kunene Region. The regional tables compliment the regional profiles report to accommodate the changes introduced by the 4th Delimitation Commission. The information provided include total population, fertility, mortality, education, labour force and households condition/characteristics for the region and constituencies. This relati vely high income status masks extreme poverty, as well as inequaliti es in income distributi on, general standard of living and quality of life. Over the past fi ve years, the Namibian economy registered an average growth rate of 4.3 percent. However, with an unemployment rate of 29.6 percent, poverty incidence of 26.9 percent, and HIV prevalence of 16.9 percent, a large porti on of the Namibian populati on remains vulnerable. As with most parts of the country, both the Central and the Cuvelai Areas of Namibia experience an annual water deficit since evaporation rates far exceed the average annual rainfall. Both the Central Area of Namibia and the Cuvelai area play very important roles in the social and economic development of the country, as both areas experience population and economic growth rates well above the average for Namibia. Both areas are prone (presently and in the near future) to water supply interruptions which would jeopardise prospective new economic growth. Most of the water sources within the Central Area of Namibia and the Cuvelai have been developed and are nearing the limit of their supply potential. Further development and growth in both the CAN and the Cuvelai, and by extension in Namibia as a whole, is dependent on securing the long-term water supply for current and prospective future consumers. Failure to ensure adequate water supplies to these areas will result in reduced economic activity with serious social and economic consequences for the continued development of Namibia and its people (WTC, 1997a).
