At the same time, the cultural and creative industries are growing fast in the UK, outpacing much of the rest of the economy. This means that we are looking at a coming decade of growing demand for research that generates historical, linguistic, intercultural and religious insight – the kind of insight that feeds a thriving UK cultural sector. This affects us closely in the AHRC. The things that we support as a Research Council are expanding, and we need to be clear about how we can contribute to that expansion, by funding outstanding arts and humanities research, to the benefit of everyone in the UK. This is not the same as a blanket advocacy for public funding of the arts and culture, or of arts and humanities research. It’s about trying to be clearer about what we mean by cultural value, so that our support for the creative 4 and cultural industries can be better targeted and more effective. And it’s about the AHRC being an engaged presence in an area that is of great importance to us all. The Cultural Value Project has taken a big step toward a more thorough understanding of cultural value. What’s new about its approach? First, it has cast its net far wider than has been the case before. Because of the scope and ambition of the project, it has looked into new areas that have hitherto been neglected, and considered a far wider range of forms of cultural practice than has previously been possible. And the Cultural Value Project has been able to break down the divide between the intrinsic and the instrumental camps, to transcend the debate about things to be valued ‘for their own sake,’ or else understood only in terms of the narrow economic or other material benefits that they provide. The project has sought to put the experience of individuals back at the heart of ideas about cultural value, arguing that it is only once we have started with individual experience that we can then work outwards, and understand the kinds of benefit that culture may have for society, for communities, for democracy, for public health and wellbeing, for urban life and regional growth. By working outwards from the individual in this way, we quickly realise that we need a wider and more subtle repertoire of methodologies if we are to talk about the concept of cultural value, and evaluate it meaningfully. I believe that there is much in this report that policymakers and cultural organisations will find valuable, and there is much for us in the AHRC to consider, too. I would like to thank the report’s authors, Professor Geoffrey Crossick and Dr Patrycja Kaszynska who also led the Cultural Value Project, for their excellent work in putting it together. The first was to identify the various components that make up cultural value. Established in 2013, UK City of Culture is a national designation awarded every four years to a city for one year. Administered by the Department for Digital, Culture, Media and Sport, it builds on the success of Liverpool as European City of Culture in 2008 which brought significant economic and social benefits to the area. The aim of the initiative is to deliver a step change and transformation in the winning city’s strategic ambitions through multi-stakeholder collaboration. At Southampton City Council’s Annual General Meeting on 15 May 2019, a joint motion pledged to work together with stakeholders to bid for UK City of Culture in 2025 on behalf of our all communities to realise the economic and social potential of our places, and to encourage their involvement in shaping our villages, towns, cities and the region as a whole. The national evidence shows that when Culture in its broadest sense is truly part of the mix it contributes to delivering sustainable economic, social, health and wellbeing outcomes. These include: boosting civic pride, identity and community cohesion; supporting social, health and wellbeing benefits; attracting significant inward investment; creating new jobs, skills and learning opportunities; boosting the visitor and wider economy; developing the creative industries and artistic talent; and in the long term, better alignment of resources and partnership working to benefit residents, visitors and businesses.

Wells’ The Shape of Things to Come, science fiction has depicted future interior design as a series of minimalist white interiors of Sthe Walter Gropius/Mies van der Rohe pattern. After Stanley Kubrick’s 1968 film, 2001: A Space Odyssey, the form became set, complete with 1960s biomorphic furniture. This in turn influenced interior design of the time. The trend has more-or-less continued to this day, a notable example being Andrew Niccol’s 1997 film GATTACA with its stylised retro-modernist 1940s decor. But is this really what the future looks like, or just what the movies tell us it should look like? It all looks a bit retro now, a bit kitsch – but if imaginary futuristic interiors aren’t informing contemporary design, they are informing contemporary art. Take the work of Stella Brennan (left), for instance, and her impressive portfolio of recent works. The Auckland-based artist, writer and curator’s 2003 project, Dirty Pixels, toured Auckland, Wellington, Dunedin and Hamilton. Another installation, Theme for Great Cities, showed at Ramp Gallery at Wintec in Hamilton. Her work also featured in Everyday Minimalism at the Auckland Art Gallery. Her installation, Tomorrow Never Knows, showed at Auckland’s Starkwhite gallery in April 2004, and Christchurch’s Physics Room in May 2004. Tomorrow Never Knows is based on J.G. Ballard’s collection of short stories, Vermilion Sands (1971), a future sprawling resort-cum- artists’ colony sandwiched between a vast desert and a barren coast.

The successful host city will be provided with the title of UK City of Culture for 2013, with scope to tailor the UK City of Culture brand to meet the needs of that city. On 24th February, 2010 the Culture Minister, Margaret Hodge, announced that 4 cities had been short-listed from the 14 bidders; they are Birmingham, Derry/Londonderry, Norwich and Sheffield. During the summer, the advisory panel tasked with selecting the winning bid will receive presentations from the short-listed cities and will make their final recommendation to the Secretary of State by the end of the summer. In order to maximise the potential of producing a winning bid Derry City Council is seeking the support of the 25 other local authorities in Northern Ireland.

Inspired by Vincent Van Gogh's similarly titled building and aborted artist community in the south of France during the 1880s, and the British Arts Lab movement of the late 1960s, a 3-storey Victorian era terrace building in Sydney was transformed into a work of art, living museum, experimental art gallery and performance space, under the liberating and libertine guidance of Martin Sharp - an artist who had experienced some of the extraordinary cultural changes taking place in London and Europe between 1966-69. The eY llow House was a unique expression of the counterculture's disparate elements through a redundant example of the built environment, namely a former art gallery and guest house facing the threat of demolition. Art and architecture fused with lifestyle and culture within a veritable rabbit warren of rooms and performance spaces. Though innately ephemeral, the venture succeeded, during its relatively short period of existence between May 1970 and March 1973, in providing an expressive outlet for a disparate group of counterculture artists, performers and commentators.
