EXECUTIVE SUMMARY Introduction Much is right with Jamaica. This feeling of optimism results from a 40 year history of democratic institutions, a general sense that modest progress in areas of education and health have been noted over the past few decades, but most importantly is the remarkable resilient spirit of the Jamaican people evident to even the most casual observer. Multiple examples of citizens working to improve their communities at both micro and macro levels are evident. From neighborhood watch groups committed to reducing crime in poor neighborhoods, to grass-roots community associations focusing on environmental sustainability in rural areas, to partnerships between the state and youth associations to provide technical training to those in need of job opportunities, there is quite a bit of good news in Jamaica today. Yet, while there is much right, Jamaica still faces serious challenges to democratic development including further deepening of democratic habits and responsibilities among citizens; achieving a healthy and sustainable balance of power between and among political parties and state institutions; as well as between the state, the private sector, and civil society. Significant aspects of this include, improving police community relations; the efficiency of the justice system; human rights; and the need to reduce the influence of clientalistic politics on the structures of government, while reaching consensus on the basic reforms needed to set Jamaica aright. This report explains and interprets some of the chief democracy and governance challenges facing Jamaica, with a view to suggesting engagement areas USAID/Jamaica may consider in order to improve the nation’s governance climate. Overall the assessment team came away from its work with a sense that Jamaica is at an important political cross-roads

    Revised GOVERNMENT OF JAMAICA ASSIGNMENT OF SUBJECTS AND DEPARTMENTS, AGENCIES AND OTHER PUBLIC BODIES 14 May 2012 Revised This document is intended to specify the portfolio assignment of Subjects and Departments to Cabinet Ministers in accordance with Sections 77 and 93 of the Constitution of Jamaica. 77.-(1) Subject to the provisions of this Constitution, the Governor-General, acting in accordance with the advice of the Prime Minister, may, by directions in writing, charge any Minister who is a member of the House of Representatives, or (except in so far as may be inconsistent with any Ministerial functions under section 67, 115, 116 or 118 of this Constitution) who is a member of the Senate with the responsibility for any subject or any department of government. 93.-(1) Where any Minister has been charged with the responsibility for a subject or department of government, he shall exercise general direction and control over the work relating to that subject and over that department; and, subject as aforesaid and to such direction and control, the aforesaid work and the department shall be under the supervision of a Permanent Secretary appointed in accordance with the provisions of section 126 of this Constitution. (2) A person may be a Permanent Secretary in respect of more than one department of government. (3) The office of Financial Secretary is hereby constituted and, for the purposes of this section, he shall be deemed to be a Permanent Secretary. The OAS Secretary General responded positively to this request on November 11th, 20112 and organized an Electoral Observation Mission (EOM) comprising 24 international observers from 16 different countries. Regarding the gender composition of this EOM, 54 percent of the observers were women, and 46 percent were men. This was the second time the OAS deployed an Electoral Observation Mission (EOM) in Jamaica.
