First, it sketches some of the dimensions of the four areas of critical concern to USAID/Jamaica—rule of law, elections, civil society, and local government—and outlines the five variables forming the core of the assessment: consensus, rule of law, competition, inclusion, and good governance. It notes the importance of examining the variables in the context of the country’s political institutions. -
