Coral-dredging around Moreton Bay Islands From Mr Comben (1 028 signatories) praying that an environmental impact study be carried out on the effects of coral-dredging around Mud and Saint Helena Islands and that a similar study be carried out on Green Island by an independent authority. Capital Punishment From Mrs Sheldon (119 signatories) praying for action to include the question of capital punishment in the 1992 referendum. Scarborough Beach Caravan Park From Mr Hollis (898 signatories) praying that the Parliament of Queensland will investigate the original conditions set down in the deeds of the land on which the Scarborough Beach Caravan Park stands and that the land remain a perpetual camping and recreation area. -

The offer was unconstitutional because on 10 July 1899, the Premier made it in response to a request from the Commandant and senior officers of the Queensland Defence Force that ‘in the event of war breaking out in South Africa the Colony of Queensland could send a contingent of troops and a machine gun’. War was not declared until 10 October 1899. Under Westminster government conventions, the Commandant’s request for military intervention in an overseas war should have been discussed by the elected legislators in the House. However, Parliament had gone into recess on 24 June following the Federation debate. During the critical 10-week period, the politicians were in their electorates preparing for the Federation Referendum on 2 September 1899, after which Parliament would resume. -

The Politics of the South African Boycott,” Douglas Booth writes that during the second half of the twentieth century, the international community regarded the South African government as a “pariah” due to its racially restrictive apartheid laws that denied equal economic, political, and social rights to the nation’s nonwhite majority. According to Booth, “foreign governments, multinational corporations, churches, the media, campaign groups, and individuals” increasingly condemned apartheid and joined international actions against the South African government through organized boycotts, sanctions, and embargoes.1 One specific form of international solidarity was the movement against apartheid sport which resulted in South Africa’s suspension from the 1964 and 1968 Olympic Games and its eventual expulsion from the premier international athletic competition in 1970. As a result of its commitment to racial segregation in sport and the exclusion of blacks from international competition, South Africa was not allowed to participate at the Olympics until 1992.2 Through the historical examination of the relationship between sports, politics, and race, it is evident that the boycott of South African sports, specifically the ban levied by the International Olympic Committee, had significant political and social ramifications. Sports, Politics, and Race Despite countless attempts to separate the two fields, sports and politics have been linked since ancient times.3 Barrie Houlihan finds the “the interweaving of sport and politics” at the international, national, and regional/local levels.4 According to Roger I. -

11 SIR ARTHUR MORGAN: THE SOCIETY'S FIRST PRESIDENT by XORMAX S. PIXLEY President of the Royal Historical Society of Queensland Presented at the Annual Meeting of the Society at Seivstead House 28 September 1978. One might expect that a family with the name of Morgan would have had its origin in Wales, but whatever there may have been in deeper connection, James Morgan, the father of Sir Arthur, was born at Longford, Ireland in 1816. He studied as a surveyor and spent three years on survey work in Wales before emigrating to Sydney in 1840. For the next seven years he was engaged in station work and managed a property on the Xamoi River for W. C. Wentworth. Then, coming to the Darling Downs late in 1849, he undertook the management of Old Talgai for the Gammie brothers. In 1856 he took charge of Rosenthal for the North British Australian Company. Rosenthal was the southern strip of the original holding of the Leslie brothers and played a leading role in Queensland's earliest pastoral history. James Morgan's stay at Rosenthal was short — little more than a year — before he went across to form the North Toolburra Sta tion holding for R. G. Massie, who, incidentallv, was one of the originally nominated Legislative Councillors for Queensland after separation in 1859. But the brief stay at Rosenthal is notable for the fact that it was there, on 19 September 1856 that Arthur Morgan, the future Premier and Lieutenant-Governor was born. Other events in the father's life were to shape the destinv of the young Arthur. -

The decade saw a flowering of Australian literature. It saw tremendous social and economic changes. Partly as a result of these changes, these years saw the rise of a new force in Australian politics - the labour movement. In some colonies, this development was overshadowed by the consolidation of a colonial liberal tradition reaching its culmination in the Deakinite liberalism of the early years of the tlommdhwealth. Developments in Queensland differed from those in the southern colonies. -

100 Years of Women's Suffrage in Queensland 1905-2005: Some Important Firsts John McCulloch The year 2005 is an important one for Queensland women for three reasons. It is the centenary of women getting the vote (25 January 1905). It is the 90th anniversary of women getting the right to stand for Parliament (23 November 1915). Finally, it is the 76th anniversary of the first woman being elected to the Queensland Parliament (11 May 1929). Irene Maud Longman Irene Maud Longman was the first woman to both stand for and be elected to the Queensland Parliament. The daughter of a Congregational Church minister, the Rev. James Molineux Bayley and his wife, Mary Alice Frencham, she was born at Franklin, Tasmania in 1877. Educated at Sydney Girls' High School and Redlands (SCEGS) North Sydney, she gained a Kindergarten Diploma, and subsequently taught at Normanhurst in Sydney and later at Rockhampton Girls' Grammar School. Mrs Longman married Hebert Albert Longman, Director of the Queensland Museum (1917—45), at Toowoomba in 1904. Her religion was Congregational. She died in Brisbane on 29 July 1964. Mrs Longman was an activist in many women's organisations. She was President of the Queensland National Council of Women (1921-25), and upon retiring was appointed Honorary President in appreciation of her accomplishments while President. She was also Honorary President of the Queensland Association for the Welfare of the Mentally Deficient, Vice President of the Lyceum Club and a long- time member of the Queensland Women's Electoral League (QWEL). Irene Longman was elected to the Queensland Parliament in the anti-Labor swing of 1929, and served one term, from 11 May 1929 until 11 June 1932. -

P. NONGOGO‟S REPORT: THE OLYMPIC MOVEMENT AND SOUTH AFRICA The Effect of Sport Boycott and Social Change in South Africa: A Historical Perspective, 1955-2005 Abstract This study examines the effect of sport boycott in South Africa; a country with a long history of racial discrimination. The struggle for political freedoms and all-inclusive-and-non-racial sport was intertwined. The former colonial power and major investor, Britain was strategic to-and-targeted for black people‟s diplomatic efforts after the establishment of the Union of South Africa in 1910. By 1940s, however, a comprehensive campaign against apartheid was undertaken by the Africa National Congress and Anti-Apartheid Movement (AAM). The oppressed majority‟s hope for-and-focus on British support had shifted to the United Nations and newly-independent African states. Non-racial sport movement approached the International Olympic Committee (IOC) and International Federations. South Africa‟s official participation in the Olympic Games between 1908 and 1960; racially discriminated against blacks sportspersons and resistance to this was observed in the mid-1940s. Radical struggle was, however, started in the 1950s; illustrated by the emergence of AAM and sport boycott campaigns. These campaigns were continued until controversially abandoned in the early 1990s, paving way for South Africa‟s re-admission into the Olympic family in 1992. This literature study utilized the IOC Archives. It sought to analyse the effect of sport boycott in South Africa and social change thereof, in relation to the IOC‟s attitude, response and actions towards apartheid sport in contrast to that of the non-racial sport proponents. -

RESEARCH PAPER SERIES, 2017–18 14 JUNE 2018 Office of profit under the Crown Professor Anne Twomey, University of Sydney Law School Executive summary • Section 44(iv) of the Constitution provides that a person is incapable of being chosen as a Member of Parliament if he or she holds an ‘office of profit under the Crown’. This is also a ground for disqualification from office for existing members and senators under section 45. There has been considerable uncertainty about what is meant by holding an office of profit under the Crown. • First the person must hold an ‘office’. This is a position to which duties attach of a work-like nature. It is usually, but not always the case, that the office continues to exist independently of the person who holds it. However, a person on the ‘unattached’ list of the public service still holds an office. • Second, it must be an ‘office of profit’. This means that some form of ‘profit’ or remuneration must attach to the office, regardless of whether or not that profit is transferred to the office- holder. Reimbursement of actual expenses does not amount to ‘profit’, but a public servant who is on leave without pay or an office-holder who declines to accept a salary or allowances still holds an office of profit. The source of the profit does not matter. Even if it comes from fees paid by members of the public or other private sources, as long as the profit is attached to the office, that is sufficient. • Third, the office of profit must be ‘under the Crown’.
