In this Part of the Journal, a reference to a section is to a section of the Patents Act, 1992 unless otherwise stated. 1424 (29/04/2020) Journal of the Intellectual Property Office of Ireland (No. 2410) Official Notice - Patents “Office Closure Extended to 5 May 2020” Disruption arising from public health concerns and COVID 19 Patents Rules 1992 - Rule 77 and Rule 78 In accordance with Rules 77 and 78 of the Patents Rules 1992 the Controller hereby gives notice that the Intellectual Property Office of Ireland will remain closed for the transaction of business with the public until 5 May 2020 inclusive. Consequently, the days between 13 March and 5 May are deemed to be "excluded days" for all purposes under the Acts and Rules. Rule 78 provides that whenever the last day fixed by the Act, or by these Rules, for doing any act or thing at the Office falls on any of the days on which the Office is not open to the public (which days shall be excluded days for the purposes of the Act and these Rules), it shall be lawful to do any such act or thing on the first day which is not an excluded day next following such excluded day, or days, if two or more of them occur consecutively. Following the introduction of measures aimed at controlling the spread of the COVID 19 virus, IPOI staff working remotely will continue to maintain all of its online and e-services, including e-filing of applications, electronic fee payments and email enquiries during normal working hours, until further notice. From Monday 30 March, all enquiries should be made by email and directed to the following email address until further notice: [email protected] Register of Patent Agents Examination in Law & Practice of Patents In light of recent public health advice regarding Covid-19, a decision has been made to defer the Law & Practice of Trade Marks examination scheduled for 21st April and the Law & Practice of Patents examination scheduled for 22nd April. It is proposed to re-schedule the examinations in the Autumn. April 2012 UK’s National Implementation Measures submission – April 2012 Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process On 12 December 2011, the UK submitted to the European Commission the UK’s National Implementation Measures (NIMs), containing the preliminary levels of free allocation of allowances to installations under Phase III of the EU Emissions Trading System (2013-2020), in accordance with Article 11 of the revised ETS Directive (2009/29/EC). In response to queries raised by the European Commission during the first stage of their assessment of the UK’s NIMs, the UK has made a small number of modifications to its NIMs. This includes the introduction of preliminary levels of free allocation for four additional installations and amendments to the preliminary free allocation levels of seven installations that were included in the original NIMs submission. The operators of the installations affected have been informed directly of these changes. The allocations are not final at this stage as the Commission’s NIMs scrutiny process is ongoing. Only when all installation-level allocations for an EU Member State have been approved will that Member State’s NIMs and the preliminary levels of allocation be accepted.

At present, publicly listed companies are not legally required to include health and safety matters in their annual reports. The current Health and Safety Commission (HSC) Strategy Statement, however, contains an action point which focuses on public reporting of health and safety issues by larger companies. The aim is to promote the reporting of health and safety information in company annual reports and to provide guidance that would allow reporting of such information to a common standard. To assist the HSC with this strategy, System Concepts were commissioned by the Health and Safety Executive (HSE) to undertake an investigation of the provision of health and safety information in company annual reports. The study comprised a series of steps. This is quite a strong subject, and I felt like the whole group should put more research and get a greater understanding, so we know how to deal with the situation and portray it through our performance. Personally, I have never known anyone who has experienced this situation before, so to ensure that I would create a believable performance and reaction, I needed to get a greater understanding and look at interviews, dramas and information about date rape and the affect it has on people‘s lives. Rohypnol is the brand name of a medicine called flunitrazepam, and is one of the benzodiazepine class of sedative or tranquilizer drugs, of which ‗Valium‘ or diazepam is perhaps the best known. Rohypnol or flunitrazepam is 10 times more potent than diazepam. In the UK the drug is no longer used in the NHS but may be available on private prescription for those who need it (although it‘s generally felt that there are better alternatives). Its legal status in the UK is a class C drug, which means that it‘s illegal to possess flunitrazepam without a prescription. It‘s not legally available in the US, but as it is still made in some countries an illegal trade continues. Rohypnol rose to prominence as the date rape drug because it was colourless, odourless, tasteless and easily dissolved - ideal for spiking drinks undetected - and causes sedation or euphoria in approximately 20 to 30 minutes.
