Committee Minutes Planning and Regulatory Sub Committee 2 May 2000 Irvine, 2 May 2000 - At a Meeting of the Planning and Regulatory Sub-Committee of North Ayrshire Council at 10.00 a.m. Present David Munn, Robert Reilly, Jack Carson, Ian Clarkson, Elizabeth McLardy, David O'Neill, Robert Rae, John Reid and John Sillars. In Attendance I.T. Mackay, Assistant Chief Executive, and J. Kerr, Principal Licensing and District Court Officer (Legal and Regulatory); and M. McKeown, Administration Officer (Chief Executive's). Chair Mr. Munn in the Chair. Apologies for Absence Samuel Gooding. 1. Arran Local Plan Area N/99/02076/PP: Corrie: Ferry View Mrs. J. White, Ferry View, Corrie, Isle of Arran has applied for Planning Permission for the siting of a 1350 litre domestic fuel tank and the replacement of front and rear doors at that address. A representation has been received from Arran Estates Office, Brodick, Isle of Arran. The Sub Committee having considered the terms of the representation, agreed to grant the application subject to the following condition:- (1) That within one month of the date of this permission, details of the construction and finish of the fire wall required between the dwellinghouse and the fuel tank hereby approved shall be submitted for the written approval of North Ayrshire Council as Planning Authority. 2. Irvine/Kilwinning Local Plan Area (a) N/00/00106/PP: Kilwinning: Torranyard: 3 The Bungalows Mr. W. McNulty, 3 The Bungalows, Torranyard, Kilwinning has applied for Planning Permission for the erection of a boundary garden wall and entrance gates at that address. An objection has been received from Mr. G. Wilson, 1 New Bungalow, Torranyard, Kilwinning. The Sub Committee having considered the terms of the objection agreed to grant the application. (b) N/99/00183/PP: Irvine: Ayr Road: Site at Junction with Gailes Road Gailes Sports and Leisure Ltd, 74 South Beach, Troon, has applied for Planning Permission for an amendment to planning permission 01/98/0607, to relocate accommodation lodge and increase size to 50 bedrooms; to alter and extend licensed indoor sports/leisure facility; to form 2 outdoor tennis courts; to amend car parking arrangements; and to delete condition 1 to allow the Page 1 foul drainage to be connected to the proposed treatment plant instead of mains, on the site at the junction with Gailes Road/Ayr Road, Irvine. Planning Permission was granted by the Sub Committee on 6 March 2000 subject to the application being notified to the Scottish Ministers in view of the Council's financial interest. The Council received authorisation to deal with the application as it wished on 31 March and normally Planning Permission would be automatically granted. However following discussions with the developer the Head of Roads has requested that condition 7 applied to the Planning Permission be amended to include reference to the formation of the road widening/right turn lane prior to the commencement of the use of the driving lane. For clarification purposes it was also proposed that condition 8 be amended to ensure that the proposed bus layby on Ayr Road is provided prior to the opening of the indoor sports complex and not the 'driving range/sports complex' as originally stated. The Sub Committee agreed to grant the application subject to the following conditions:- (1) That prior to the commencement of the use of any buildings within the hotel/sports complex, the foul drainage shall be connected to the sewage treatment plant located on the north side of the east car park next to the fairway on the 9th hole. (2) That prior to the commencement of any works, a detailed landscaping plan and future landscape management proposals shall be submitted for the approval of North Ayrshire Council as Planning Authority, which plan and proposals shall give details at a scale of 1:5000 or 1:2000 of (a) the species, planting densities, soil treatment and aftercare of the trees and shrubs; (b) additional areas to be planted as indicated on the site plan 330-26 Rev K; (c) existing areas of trees to be removed or thinned; (d) additional screening along the perimeter of Marine Drive; (e) the deletion of two car spaces next to the south east corner of the indoor tennis hall and substitution with landscaping; (f) the landscaping of the south side of the outdoor tennis courts; and (g) any fencing. (3) That no trees or hedges shall be felled unless in accordance with the approved landscaping proposals and landscape management plan and the trees located within Phase 3 works (accommodation lodge, indoor tennis courts and leisure facility) shall not be felled until the completion of Phase 2 (soccer pitches, changing facilities, clubroom and outdoor tennis courts) works or at an earlier time to be agreed in writing with North Ayrshire Council as Planning Authority. (4) That all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in accordance with the planting scheme to be agreed and any trees or plants which, within a period of five years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless North Ayrshire Council as Planning Authority gives written consent to any variation. (5) That prior to the commencement of the development the applicant shall submit for the written approval of North Ayrshire Council as Planning Authority details of the cladding materials to the outdoor tennis hall and the proposed material for the quoins of the sports/leisure building. (6) That a minimum of 107 parking spaces shall be provided to serve the sports complex/golf driving range prior to the commencement of the use of these facilities, with the balance of 186 spaces being provided prior to the completion of the works to form the accommodation block (134 spaces) and the sports/leisure complete (54 spaces). (7) That prior to the commencement of the use of the golf driving range the two metre wide footway along Marine Drive linking to Ayr Road, the widening of Marine Drive and formation of a separate right turn lane, all as indicated on drawing 330-26 Rev K, shall be provided. (8) That prior to the commencement of the use of the indoor sports complex a bus lay-by shall be provided on Ayr Road at a location and of dimensions to be agreed in writing with North Page 2 Ayrshire Council as Planning Authority. (9) That all safety protective fencing around the golf course and golf driving range shall be erected prior to the commencement of the use of these facilities. (10) That no floodlights shall be erected without the express approval of North Ayrshire Council as Planning Authority. (11) That except insofar as amended hereunder, all conditions imposed under Planning Permission 01/93/0607 granted on 12 March 1999 shall continue in force. 3. North Coast and Cumbraes Local Plan Area N/99/00616/PP: West Kilbride: Seamill: Site to South of Faulds Wynd Laurel Homes, 36A Templand Road, Dalry have applied for an amendment to Planning Permission 01/97/0309, by deleting the site for a future nursing home; revising the site layout; and extending the existing development site to provide 21 detached dwellinghouses (net increase of 16 dwellinghouses). Seventeen letters of objection and a petition containing 338 signatures have been received. The terms of a letter from the applicant in support of the proposed amendment were noted. The Sub Committee having considered the terms of the objections agreed to refuse the application on the following grounds:- (1) That the proposed development would be contrary to Policies HOU 1(b)(i), SOC 8 and TOU 2(b)(iii) in the adopted North Coast and Cumbraes Local Plan in that it comprises residential development within an area allocated for leisure purposes which would (i) result in the loss of land forming part of a locally important recreational facility, thereby detracting from the amenity of the area; and (ii) would establish an undesirable precedent for other similar development sin leisure areas. 4. Gaming Act 1968 Submitted report by the Assistant Chief Executive (Legal and Regulatory) on an application received under Section 34 of the Gaming Act 1968 for a permit for a gaming machine.     1 INTRODUCTION The Ayrshire Roads Alliance within the Department of Neighbourhood Services is responsible for providing the winter service for East Ayrshire including:- Establishing standards Establishing treatment priorities Day to day direction of operations Monitoring performance Liaison with adjoining Councils and Emergency Services The Winter Service Plan was revised during the summer of 2011 to introduce the concepts and to follow the format provided in the code of practice 'Well Maintained Highways’, which was updated in May 2011. There is additional and more detailed information available (within the Ayrshire Roads Alliance Quality Management System) for personnel involved with the management and implementation of this Winter Service Plan.     NORTH AYRSHIRE COUNCIL 29 October 2019 Cabinet Title: Roads Winter Service and Weather Emergencies Plan 2019/20 Purpose: To seek approval from Cabinet for the Roads Winter Service and Weather Emergencies Plan 2019/20. Recommendation: That Cabinet (a) approves the Roads Winter Service and Weather Emergencies Plan 2019/20 and (b) notes the preparations and developments contained in the Winter Preparation Action Plan. 1. Executive Summary 1.1 North Ayrshire Council has a statutory obligation, under Section 34 of the Roads (Scotland) Act 1984, to take such steps as it considers reasonable to prevent snow and ice endangering the safe passage of pedestrians and vehicles over public roads which by definition includes carriageways, footways, footpaths, pedestrian precincts, etc. 1.2 The Council is also responsible for the management and operation of the coastal flood protection controls at Largs and Saltcoats. The Council will close the flood gates on the promenades and erect the flood barriers at Largs Pier in advance of predicted severe weather with minimum disruption to promenade users and the Largs to Cumbrae ferry. Coastal flooding can occur at any time and, accordingly, the Council provides this service throughout the year. 1.3 A review of the Council's Winter & Weather Emergencies Service was undertaken over the summer months. The 2019/20 Winter Preparation Action Plan has been developed to ensure adequate preparations and effective arrangements are in place for 2019/20. The Winter Preparation Action Plan is included at Appendix 1. 1.4 The Roads Winter Service and Weather Emergencies Plan 2019/20 is contained at Appendix 2.

Totals for off sales capacity in square metres are rounded-up to the next square metre. The Table comprises the following sections:- ( a ) 'Locality' The Board has determined that there are 6 'Localities' in their area, coinciding with the 6 'Neighbourhood Areas' used by the North Ayrshire Community Planning Partnership).
