In exchange for a cash investment and other consideration, MGM Resorts will receive an equity interest in Creative Casinos and a management agreement to operate Creative's Mojito Pointe casino resort. Mojito Pointe is a luxury casino resort to be located on a 242-acre site in Lake Charles, Louisiana. The resort will appeal to customers in Southwest Louisiana and Southeast Texas, including the Houston area, the fifth largest metropolitan economy in the United States. The primary methodology is to analyze data using Geographic Information System (GIS) and to visually represent the results through statistical mapping of water stress overlaid with the amount of production of different commodities. The article concludes by discussing strategies to restructure agriculture to improve water efficiency and to maintain regional agricultural economies that depend on the sustainability of water resources. Keywords: water security; sustainable development; food security; water use efficiency 1. Problem Specification Water scarcity and food security are inextricably linked with environmental sustainability. Agriculture is the largest water user, requiring approximately 70% of all water used in the United States [1] for human production and consumption. With such a high percentage of all water flowing to one sector, we cannot advance environmental sustainability without addressing water inefficiencies in the agricultural sector. Agriculture generates over USD 60 billion per year for the U.S. economy [2]. Yet, food insecurity is worsening at an unprecedented pace, largely as a function of water scarcity and use inefficiency. The main factor of food insecurity in the U.S.

INFORMATION TO USERS This dissertation was produced from a microfilm copy of the original document. While the most advanced technological means to photograph and reproduce this document have been used, the quality is heavily dependent upon the quality of the original submitted. The following explanation of techniques is provided to help you understand markings or patterns which may appear on this reproduction. 1. The sign or "target" for pages apparently lacking from the document photographed is "Missing Page(s)". If it was possible to obtain the missing page(s) or section, they are spliced into the film along with adjacent pages. This may have necessitated cutting thru an image and duplicating adjacent pages to insure you complete continuity. 2. When an image on the film is obliterated with a large round black mark, it is an indication that the photographer suspected that the copy may have moved during exposure and thus cause a blurred image. You will find a good image of the page in the adjacent frame. 3. When a map, drawing or chart, etc., was part of the material being photographed the photographer followed a definite method in "sectioning" the material. It is customary to begin photoing at the upper left hand corner of a large sheet and to continue photoing from left to right in equal sections with a small overlap. If necessary, sectioning is continued again — beginning below the first row and continuing on until complete. 4. The majority of users indicate that the textual content is of greatest value, however, a somewhat higher quality reproduction could be made from "photographs" if essential to the understanding of the dissertation.

  • 1. Nuclear Weapons
    1. Nuclear weapons It is difficult to characterize 1989. It was a year during which the entire foundation of the cold war seemed to crumble and the most fundamental assumptions about East-West relations and military strategy required a complete reappraisal. Even a narrow assessment of the nuclear weapon developments of 1989 must take into account the extraordinary political changes in Eastern Europe, the overwhelming economic and political pressures to reduce military expenditure and forces, and the unprecedented level of co-operation between the USA and the USSR. It appears that these developments may permit a fundamental change in the nuclear postures and practices of the nuclear weapon states. Against this backdrop, future historians may see 1989 as the year in which the post-World War II era ended and a new era began. Even without this new situation the defence budgets of the five nuclear weapon nations in general and the budgets for nuclear weapons in particular are becoming severely constrained. For the fifth year in a row the US military budget declined, as measured in constant dollars. The Soviet Government stated, and the US Government apparently agrees, that Soviet military spending was less in 1989 than it was in 1988. France is now feel- ing the effect of its economic constraints, especially visible in the nuclear weapon programme. Nevertheless, nuclear weapon modernization continued in all five of the acknowledged nuclear weapon states: the USA, the USSR, the UK, France and China. In the USA there was a decrease in the strategic arsenal because of bomb and submarine retirements.

  • A Chronology of (Legal) Gaming in the U.S. 1991 - the U.S
A Chronology of (Legal) Gaining in the U.S. George G. Fenich School of Hotel, Restaurant, and Tourism Administration University of New Orleans Introduction Casino gaming is the fastest growing segment of the hospitality industry (Find/ SVP Consulting, 1996, p. 1). Thus, more and more hospitality education programs are incorporating casino gaming into their curricula, and, inevitably, the history of casino gaming is one of the topics discussed. More specifically, the discussion of gaming focuses on legal rather than illegal gambling activities and tends to center around casinos that incorporate support activities such as hotel rooms, food and beverage, etc. There tends to be little discussion of gambling operations that have no hospitality support facilities such as lotteries, video poker, or video lottery ter minals (VLTs). However, none of the texts used, including one which I coauthored, has undertaken a comprehensive examination of the history of casino gaming in the U.S. All have had some gaps or are missing significant pieces of gaming's chronology. This paper addresses the problem by putting forth a graphical time line of casino gaming development in the U.S. The material developed for this paper begins with the year 1492, when Co lumbus' sailors undoubtedly gambled on the shores of the Americas. Opposition to gambling first appeared in 1638, when the Puritan's enacted the first law in what would become the U.S. prohibiting gambling. The chronology proceeds through the subsequent three centuries tracing where gambling developed, how it was operationalized, and where/when it was prohibited. The time line ends at 1995, with the opening of new casinos in Las Vegas and the closing of Harrah's casino in New Orleans.
