Please state your name. 3 A. My name is Cassandra Laleme. 4 Q. Please describe your official capacity in the Town of Easton? 5 A. I am a member of the Bethlehem Board of Selectmen, and the Ex-Officio Member 6 of the Bethlehem Planning Board. 7 Purpose of Testimony 8 Q. What is the purpose of this prefiled direct testimony? 9 A. My testimony is being presented on behalf of the Town Bethlehem’s Board of 10 Selectmen. My testimony is for the following purposes: to address Bethlehem’s concerns 11 regarding the inconsistency between our Town’s local land use goals, ordinances and 12 regulations, our concerns that the Project will cause significant damage to our natural resources 13 and our economy, and our conclusion that the Project as proposed would unduly interfere with 14 the orderly development of the region. 15 Q. Would the Northern Pass Project be consistent with Bethlehem’s Master 16 Plan, Zoning Ordinance, or other land use regulations? 17 A. No. Please see my full discussion of this issue in Appendix A to my testimony. 18 The Project as proposed is not consistent with our former Master Plan of 2004, or the new 19 Master Plan that has been under development by the Planning Board for the past year. See 2004 20 Master Plan, Appendix B to my testimony; and 2015 Master Plan Update Survey Results, 21 Appendix C to my testimony. In addition, the Project is in conflict with our Zoning Ordinance Prefiled Testimony of Cassandra Laleme Docket 2015-06 November 15, 2016 Page 2 1 (Appendix D to my testimony) and our Site Plan Review Regulations (Appendix E to my 2 testimony). 3 Q. What concerns does the Board of selectmen have regarding the impact of the 4 Project on Bethlehem’s natural resources? 5 A. As described more in Appendix A to my testimony and in the December 2015 6 “Assessment of transmission Line Proposal on Natural Resources in Bethlehem” (attached as 7 Appendix F to my testimony), the Board is concerned that the Project, as proposed with 8 overhead high voltage transmission lines and very large towers, will impact not only the 9 character of our community, but also the flora and fauna patterns and animal life and trails. 10 Q. Does the Board of Selectmen have concerns about the effect of the Project on 11 tourism and the local economy? 12 A. Yes. As described more fully in Appendix A to my testimony, Bethlehem has 13 experienced significant difficulty attracting and keeping small businesses that complement the 14 Town’s lifestyle and character. One of the proposed towers would be located at the entrance to 15 our Town on Route 302 and will dominate the landscape in a way we are very concerned will 16 adversely affect the perception of our Town. Traffic congestion from the construction phase will 17 force delays and detours which can affect the decision to stop or stay in Bethlehem. The 18 Applicant’s comparison of the effects of this proposed Project on tourism to the effects of the 19 Phase II project in Littleton is flawed because it was a smaller project constructed in a less 20 intrusive manner. Furthermore, the assertion that the Project will create jobs and sustainable 21 income for local people has not been proven. The 2011 Town Meeting passed Warrant Article 24, which is a statement of 3 the Town’s opposition to the Project because it would cause inestimable damage to the orderly 4 development of the Town, its economy, and health and well-being of its residents.     SENIOR NEWSLETTER July 18, 2021 Greetings from Senior Winona! We certainly enjoyed a full week of events, trips and competitions. This summer, under the guidance of Aunt Luanne, Performing and Visual Arts have been offered as a new Senior activity. These skills were put in service last Sunday when Senior Winona hosted Sunday Vespers. Uncle Trip wrote a short play titled, The Wonch. The storyline highlighted Winona's philosophy on inclusion and friendship. The Wonch may have felt “wonchy” when he was friendless and lonely, but the Winona Senior campers welcomed him to join them in camp activities. The Wonch discovered he could make new friends and he found happiness at Winona. The Wonch was played by Mun Luak. Other actors included: Henry Hoffman, Renzo Martinez, Nuer Bol-Rik, Dash Lamphier, Ben Lemieux, Jack Wetter and Wesley Persons . Technical arts helpers included: Thomas Gasperini, Lyle Fuchs, Henry Hoffman, Lucas Sao Marcos, Marco Sierra, Jack Wetter, Ryan Hays, Xander Krauskopf and Matt MacDougall. On Monday, the Mountain Trippers and the Allagash adventurers (see more on the Allagash on page 2) departed for remote wilderness areas. The Mountain Bikers also saddled up and departed for North Conway, New Hampshire, where they explored a technical mountain bike trail network. Xander Krauskopf, Dash Lamphier, Matt MacDougall, Gunnar Lundin, Devan Sarkar, Owen Manning, Max Rosenbaum, Lorenzo Vannoni, Quinn Hoffman and Liam Kirby pedaled around Pudding Pond and explored an abandoned quarry. Later in the day, the boys found some jumps and learned how to safely navigate their air-time. The heat of the day was forgotten when they found a nice swimming spot on the Swift River.

    Scenic Areas of the White Mountain National Forest “Scenic Areas are places of outstanding or unique beauty that require special management to preserve their qualities. This type area will be maintained as nearly as possible in an undisturbed condition.” Secretary of Agriculture Rules and Regulations from 1960. Scenery in the Era of Tourism, Railroads and Logging: 1880-1911 Few people know much about the designation of scenic areas on the White Mountain National Forest (WMNF). Even fewer can identify all ten designated scenic areas even though they may have visited them or saw the boundaries marked on trail maps. The purpose of this article is to tell the fascinating story of designated scenic areas and to encourage the reader to visit and appreciate these special areas. Scenery played an important role in the early tourist history of the White Mountains. Artists and vacationers came in large numbers to enjoy the majestic views, clear streams and green forests starting in the 1880’s as the passenger railroads reached the mountains. The White Mountain School of Art played an important role in heralding the beauty of these mountains. The coming of the railroads brought more than tourists and artists. It brought the lumber barons who had previously skipped the White Mountain forests because of their inaccessibility. Most White Mountain rivers were unsuitable for driving logs but the technological advances of the steam engine made railroad logging practical. The huge demand for lumber for a growing America attracted investment and large-scale removal of the lush mountainsides covered with spruce forests. New Hampshire led the nation in spruce production for the decade of 1890-1900 with production peaking in 1907.

Primarily an T information resource, the bureau finds, tracks, and facilitates the protection of New Hampshire’s rare plants and exemplary natural communities. It is not a regulatory agency; instead, the bureau works with landowners and land managers to help them protect New Hampshire’s natural heritage and meet their land-use needs. Its mission, as mandated by the Native Plant Protection Act of 1987 (NH RSA 217-A), is to determine protective measures and requirements for the survival of native plant species in the state, to investigate the condition and rarity of plant species, and to distribute information regarding the condition and protection of these species and their habitats. The New Hampshire Natural Heritage Bureau is an excellent source of information on plants and natural communities in New Hampshire, including their ecology and distribution in the state. It maintains the state’s only comprehensive database of New Hampshire’s exemplary natural communi- ties, exemplary natural community systems, rare plants, and rare animals, including their known locations. Rare wildlife locations are maintained in cooperation with the Nongame and Endangered Wildlife Program at the New Hampshire Fish and Game Department, which has legal authority over all wildlife in the state.

As its name suggests, Artists Bluff was a favorite spot among several influential painters in the late 1800s, including Edward Hill, artist- in-residence at the Profile House in Franconia Notch. The scene was a little different back then — the ski trails of Cannon Mountain had yet to be cut, the only buildings were those of the The Profile House, one of the earliest and most distinguished White Mountain resorts, and there was no Franconia Notch Parkway, only a carriage road and later The Profile and Franconia Notch Railroad which entered the Notch from the north to shuttle tourists to and from the resort. The forests of Franconia Notch, however, have not changed dramatically. Eighteenth century art from this vantage point brought the rugged beauty of Franconia Notch to a widespread and influential audience, helping to popularize the region and save its forests from sale to lumber companies in the 1920s. To hike Artists Bluff, take exit 34C off I-93/US 3, a road known throughout the park as The Franconia Notch Parkway.
