~ Principal/Director, Water Management Consultants Group since 1989. ~ Leading expert worldwide on water control, dewatering and rock depressurization. Experience on more than 100 dewatering projects for open pits, underground mines, sand mining operators, civil engineering and tunnelling contractors. Involvement with individual projects from feasibility to post-closure. ~ Wide ranging experience in mine closure under many types of climatological and geochemical environments; planning/studies, budgeting and hands-on closure. Professional career:

1989 to date Principal/Director, Water Management Consultants Group Founding member and director of the Water Management Consultants Group. Consultant and project manager to many mining companies and quarry operators on all aspects of mine hydrology, surface and groundwater control, groundwater remediation, tailings operation, water balance and heap leach operation, mine closure, pit lake development, and environmental issues. Consultant to finance institutions, international water supply clients, engineering contractors and drilling/piling contractors. Project manager on over 100 projects with individual values up to $300 million. Involved in over 30 mine feasibility studies. Ongoing and hands-on involvement for many projects. Responsible for company management, marketing, and worldwide business development.

1985 - 1989 Contracts Manager, Hydrotechnica Ltd Involved in company management, marketing, negotiation of projects, preparation of tenders, and recruitment of staff. Responsible for organization and management of all major dewatering and groundwater supply projects undertaken by the company. Technical advice on open pit and underground dewatering projects in USA, Ireland, Britain, Africa, Asia, and South America. Responsible for technical management of a wide variety of projects, and for negotiations with various statutory and planning authorities in various parts of the world. Responsible for process supplies and engineering designs for several mining companies. 1980 - 1982 Hydrogeologist, Aspinwall Group Experience in Europe and Middle East on numerous dewatering studies, water supply developments, investigations for environmental impact assessment, aquifer protection projects, and saline intrusion studies. Worked as technical adviser and project manager on projects undertaken by Geothermal Energy New Zealand and McConnell (Middle East) Ltd. Technical advice and project supervision on Mine dewatering projects in Britain, Ireland, the Middle East, and Africa.

1975 - 1980 Hydrologist, Tay River Board Responsible for setting up and management of permanent and temporary hydrometric monitoring networks. Involved with landfill designs for several open cast mines, and in flood studies, reservoir storage and compensation flow investigations, design of numerous treated water outfalls, underwater pipeline design, and minor water supply undertakings. Responsible for handling, storage and analysis of all the Board's hydrometric data, and for staff training. Worked on designs for several major river abstraction schemes and on upgrading several large capacity raw water treatment works. Frequently involved in assessment of pollution incidents.

This project scope includes the preparation of the AEMP document, supporting data analysis, and supporting regulatory and technical reviewer liaison.

Diavik Diamond Mines Inc. Northwest Territories Project manager for the preparation of Fish Habitat Compensation Detailed Design and Habitat Monitoring Plans for the Diavik Diamond Mine at Lac de Gras, NT. This project scope includes regulatory and community liaison, preparation of detailed engineering designs for fish habitat construction, and preparation of a comprehensive fish habitat monitoring program to meet the requirements of the Federal Department of Fisheries and Oceans Authorization for the Harmful Alteration, Disruption, or Destruction of Fish Habitat issued for the project in 2000.

Falconbridge Limited Ontario Senior fisheries biologist and Technical Advisor for the preparation of Environmental Effects Assessment documents and direction of field investigations related to the Montcalm Mine Project near Timmins, Ontario. Involvement included analysis of predicted effluent effect to the Groundhog River, regulatory liaison, preparation of a Terms of Reference and Detailed Study Design to fulfill Certificate of Approval requirements related to lake sturgeon in the Groundhog River. In addition, submissions to the Government of Ontario Environmental Review Tribunal were prepared and submitted for this project. This project has been ongoing since 2003 and includes annual study design reviews and field surveys in relation to the lake sturgeon population in the Groundhog River.

DeBeers Canada Northwest Territories Task Leader for the aquatic ecosystem components of the baseline investigations, Environmental Impact Assessment, and land and water use permits for the Snap Lake Diamonds Project. Included in the aquatic ecosystem baseline surveys were: collections of fish tissues for metals analysis; fish health survey; benthic invertebrate sampling; collection of algae and zooplankton; collection of water samples; spawning surveys; fish habitat investigations; and the preparation of bathymetric maps.

Claude Resources Saskatchewan Project manager for the Seabee Mine Environmental Effects Monitoring (EEM) first study design and completion of the first study program. Fort Providence Combined Council Alliance Northwest Territories Project manager for the environmental scoping of a proposed bridge crossing of the Mackenzie River at Fort Providence in 2001. Continued as an advisor to the project in 2003 during the completion of an EA for the project. Project scope included aquatic and terrestrial impact scoping and community consultation related to potential effects of the bridge project.

PFRA Saskatchewan Project Manager and Senior Technical Reviewer for conducting fish population surveys and aquatic habitat mapping projects in relation to construction of several proposed water control structure or changes to existing structures. These have included the Duncairn Dam and the Craven and Valeport structures. Environmental impact assessments included the use of habitat evaluation procedures (HEP) based on the development of habitat suitability indices (HSI) models for resident fish species.

Department of Fisheries and Oceans Prairie Region Project manger and primary author for the preparation of Manuscript entitled ‘Life history characteristics of freshwater fishes occurring in Manitoba, Saskatchewan, and , with major emphasis on lake habitat requirements’. This manuscript will form the basis of all fish habitat evaluations completed in the Prairie Region as part of DFO’s ‘Defensible Methods of Assessing Fish Habitat’ under the Fisheries Act and ‘No Net Loss’ policy.

Weyerhaeuser Big River, Saskatchewan Project Manager for the preparation of the Project Proposal document for submission to regulatory agencies for the Weyerhaeuser Sawmill Expansion Project. The Project Proposal detailed the scope of the project, reviewed the existing environment in the vicinity of the proposed project, and assessed the potential environmental impacts related to the development.

Weyerhaeuser Canada Prince Albert, Saskatchewan Environmental Effects Monitoring, Cycle II. Co-ordinated preparation of the pre-design information and study design document for submission to the technical advisory panel (TAP). Project co-ordinator and field biologist for a fish tagging program to determine residence of sentinel fish species, a benthic invertebrate survey, and fish health survey on the North Saskatchewan River.

Placer Dome North America Ltd. North-Western Ontario Coordinated environmental baseline studies in 1995 and 1996 and functioned as Project Manager for aquatic monitoring surveys conducted annually (1997, 1998, 1999, and 2000) for the Musselwhite Mine. Responsible for the assessment of fish habitat, water quality, and fish populations. Detailed fish health assessments and collected fish tissues for metals analysis, collection of sediment samples for metals analysis, and collection of benthic invertebrates are conducted as part of the annual monitoring program. In addition, began a long-term study on potential effluent toxicity to early life stages of fish in the mine’s receiving environment. First Nations involvement is also a key component of the annual monitoring programs and any supplemental studies conducted on site. Golder personnel act as crew leaders while providing training to First Nations technical assistants. Communications with local area residents is an ongoing component of work for this mine site.

Cameco Corporation Saskatchewan Project Manager for the completion of a groundwater monitoring optimization study. The objectives of the study where to evaluate several ground water monitoring programs at the Rabbit Lake Mine and, where reasonable and defensible, reduce the costs of the program through sample period changes, sample parameter changes, and alterations to well configurations. The optimized program was then submitted for regulatory approval to both federal and provincial agencies. Through this project, the objectives of the monitoring program for the client and the regulatory agencies were addressed and the program improved from both perspectives.

Pipestone Environmental Monitoring Secretariat North-Western Ontario Project Manager for the collection of young-of-year fish and sturgeon health assessments for the Shibogama First Nation in relation to mine effluent monitoring. Worked with this First Nations group to conduct specific monitoring programs of importance to communities in the vicinity of a gold mine.

Representative Work Experience Mr. Bechtold has over nine years of experience in the field of surface water quality assessment. As a specialist in computer modelling of aquatic systems, Mr. Bechtold has applied numerical models to streams, rivers, lakes and wetlands with the objective of assessing how activities associated with diamond mining, oil sands mining, municipal development, contaminated site remediation and other industrial activities may affect water quality and aquatic life in the receiving environment. His project experience includes the successful completion of baseline sampling programs, environmental impact assessments and environmental effects monitoring programs. Mr. Bechtold has also developed discharge limits for De Beers Canada Inc. and Diavik Diamond Mines Inc., as well as total loading management targets for both the City of Calgary and the City of Edmonton, all with a focus on protecting aquatic life in the receiving environment.

Mr. Bechtold was involved in the Shell Jackpine Mine – Phase 1 public hearings. He was also a member of the Suncor panel that appeared before the Alberta Energy and Utilities Board at the recent Suncor Voyageur public hearings, and he has appeared before the Alberta Environmental Appeals Board as an expert witness.

Relevant Project Related Experience Discharge Limits Northwest Territories, Canada Involved in the development of proposed discharge limits for De Beers Canada Inc.’s Snap Lake Diamond Project that accounted for both technology-based best management practices and protection of aquatic life in Snap Lake. Parameters considered in the assessment included total suspended solids, ammonia, nitrate, nitrite, aluminum, chromium and zinc.

Bow River Impact Study Alberta, Canada Project manager responsible for developing total loading management targets for the City of Calgary for five parameters: phosphorus, ammonia, nitrate, total suspended solids and carbonaceous biochemical oxygen demand (CBOD). Project involved: • developing a water quality model capable of representing the complex aquatic plant - nutrient - dissolved oxygen interactions that occur in the within and downstream of the City of Calgary, • calibrating the resulting model to observed data collected between 1990 and 2003, • defining appropriate aquatic effects thresholds for the Bow River for the five parameters of concern, • using the calibrated model together with the aquatic thresholds to develop total loading management targets for the City of Calgary’s wastewater treatment plants and storm sewers, • presenting project updates at a series of public forums, and • preparing two study reports for submission to Alberta Environment.

North Saskatchewan River Impact Study Alberta, Canada Project manager responsible for developing total loading management objectives for the City of Edmonton for five parameters: phosphorus, ammonia, nitrate, total suspended solids and carbonaceous biochemical oxygen demand (CBOD). Personal involvement in this project was similar in scope to that outlined above for the Bow River Impact Study

Metal Mine Remediation Strategy Ontario, Canada Responsible for the development and implementation of a water and sediment quality model to assess how different levels of remediation at the Deloro Mine Site might improve water and sediment quality in the Moira River system downstream of the mine site. Parameters of concern included arsenic, cobalt and nickel.

Suncor Voyageur Alberta, Canada Aquatics coordinator and water quality component lead responsible for assessing potential impacts of the Suncor Voyageur Project on surface water and sediment quality in the Steepbank River and Athabasca River watersheds. Duties included: • overseeing the water quality baseline study and assessment, • working with all of the aquatic disciplines to ensure consistency among the components, • helping with the fish health assessment; • responding to supplemental questions submitted by Alberta Environment and other stakeholders, and • preparing for and participating in the public hearings conducted by the Alberta Energy and Utilities Board (EUB). Project involved using a combination of computer models to accurately assess potential changes to water quality in the Muskeg River and Athabasca River drainage basins. Both local and cumulative effects were considered. Fort Hills Oil Sands Project Alberta, Canada Water quality component lead responsible for assessing potential surface water quality impacts resulting from the development of TrueNorth Energy Inc.’s Fort Hills Oil Sands Project. Personal involvement in this project was similar in scope to that outlined above for the Jackpine Mine - Phase 1 Project.

Regional Aquatics Monitoring Program Alberta, Canada Water and sediment quality component lead responsible for implementing the relevant components of the Regional Aquatics Monitoring Program in the Oil Sands Region. Role included participating in the development of the sampling program, producing the supporting sampling procedures and technical documentation, analyzing the results and producing the relevant sections of the annual report, as well as the relevant sections of the Five-Year RAMP Summary Report.

Waste Load Allocation Alberta, Canada Examined potential changes in water quality in the Athabasca River under various hypothetical water release scenarios involving an oil sands mine in Northern Alberta. Modelling results were used to develop discharge limits, where appropriate.

Medicine Hat Wastewater Treatment Plant Alberta, Canada Used Alberta Environmental Protection’s WL Screen model to examine chlorine, phosphorus, ammonia and total nitrogen concentrations in the wastewater treatment plant (WWTP)’s effluent and in the South Saskatchewan River downstream of the WWTP. Marcel PINEAU

Dr. Marcel Pineau has been with SNC-Lavalin for 25 years, where he was successively project engineer, Director of Industrial Pollution Control, Director of Industrial Technologies and, currently, Vice-President Environment of the Mining and Metallurgy Division of SNC-Lavalin. Dr. Pineau has devoted his career to working for the metallurgical and chemical and petrochemical industries in the areas of pollution control, pollution prevention and clean production. His industrial experience includes: zinc smelters, aluminum smelters, nickel smelters, magnesium plants, iron and steel, chlor-alkali, diamonds mining operations, petro- chemical and chemical plants. La Colorada Mine Durango, Mexico Conducted hydrogeologic investigations including flow recession tests and pumping tests to characterize the hydrogeology in an underground silver mine. Computer modelling to predict future mine inflow and dewatering requirements.

Rea Gold Company Uruguay Characterised the groundwater regime prior to mine development. Numerical modelling was conducted to assess mine inflows and depressurisation for slope stability purposes and the potential impacts of mine development of nearby surface water and groundwater supply.

Highland Valley Copper Kamloops, BC Provided on-going monitoring, evaluation, and design of dewatering program for slope stability purposes at an open pit mine in south-central British Columbia. Presently, the dewatering system pumps a total of over 28,000 m3/day from overburden materials. Modelling conducted to assess future dewatering requirements. Involved in the design of a vacuum-assisted system to depressurize silt and clay rich sediments in the wall of an open pit, Present design consists of 80 vertical vacuum-assisted dewatering wells installed throughout the slope.

Newmont Gold Company Batu Hijau Project, Indonesia Assessed dewatering requirements and the effects of dewatering, pit lake formation; and waste rock, on groundwater and surface waters. Conducted numerical modelling of groundwater regime to evaluate mine inflows over life of mine.

Meadowbank Project Baker Lake, Nunavut Hydrogeological investigations and hydrogeologic modelling for a proposed open pit gold mine. Involved in characterization of groundwater regime, numerical modelling to predict groundwater inflows and mitigative/closure strategies. Expert witness during project approval process.

Antamina Project Peru Dam design task leader, then Engineering Manager responsible for the detailed geotechnical investigations and design of the tailings and water supply facilities. The tailings starter dam was completed as a concrete- faced rockfill dam with a height of 130 m. The water supply dam is a 30-m-high zoned earthfill embankment. Ongoing work involves the engineering and construction quality control to raise the dam to a height of 240 m. During the period 2001-2002, the dam was raised to a height of 160 m. During 2003, construction began to raise the dam to a height of 190 m. This raise will be completed in 2006. Work also includes tailings solids and water management planning on a short-term and long-term basis, revision of operation and surveillance manuals, and dam safety review. (1998-2006)

Kidd Creek Metallurgical Site – Tailings Management Ontario Project Director for the long-term tailings and water management planning and design work at the Kidd Mett site. The Kidd Creek site was the first application of the thickened tailings disposal method, as developed by Robinsky in the 1970s. The work involved developing a tailings management plan that will extend the life of the tailings facility from six years to 20 years. Slag from the smelter and water treatment sludges are also stored on the tailings pile. (2001-2003)

Red Dog Tailings – Back Dam Alaska Project Director for the design of the Back Dam at the Red Dog tailings facility. Project required design of an impermeable element within an existing overburden spoil on which the tailings pond was encroaching. The spoil was underlain by ice-rich permafrost. (2002-2003)

Los Frailes Project Spain Engineering Manager for the decommissioning of the failed Los Frailes dam in Aznalcollar, Spain. Work included a three-layer cover system for the acid-generating tailings, a stabilising berm for the failed dam, a cement/bentonite slurry cutoff wall with an HDPE insert to prevent acidic seepage from reaching the Rio Agrio and a system of wells to collect acidic seepage from the tailings impoundment, preparation of reports and documents to support permit application to re-open the mine, preparation and award of contracts for construction works, and quality assurance during the construction. Yanacocha Peru Provided geotechnical services for the investigation, design, and operation of the waste dumps at the Yanacocha Project, including geotechnical design of acid water collection facilities. (1998-1999)

Pascua-Lama Chile Provide geotechnical services for the investigation and design of the waste dumps at the Pascua-Lama Project. The waste dumps will be in excess of 500 m high, constructed on steep terrain in a seismically active area. (1997-2006)

Batu Hijau Indonesia Carried out geotechnical design studies for waste dumps to contain 2 billion tonnes of residual soil, weathered rock, and competent rock. The dumps are being constructed on residual soil. Design studies included assessment of static stability of the dumps at critical stages of development, assessment of potential debris run distance from dump failures, and estimation of deformations of dumps during a design earthquake. Also provided recommendations on dump development sequencing and dump monitoring to minimise the risk of failure. Geotechnical studies were integrated into overall dump design reports, which included predictions of flow rates and quality from the acid-generating dumps, and strategies for minimising treatment requirements. (1996-1999)

Las Cruces Spain Provided senior geotechnical review for conceptual study of alternatives for management of acid- generating tailings for a proposed underground copper mine. Design concepts included the use of paste technology. (1997-1998)

Smoky River Coal Alberta Carried out a geotechnical design study for waste dumps for a new pit in mountainous terrain. The study included assessing the stability of the dumps at critical stages during development and the long-term stability of the dumps, and providing design criteria for a rock drain to be developed under a section of a dump. Bakyrchik Gold Project Kazakstan Reviewed designs for tailings impoundment and water reservoir upgrading and design of small, lined tailings disposal facility in 1994. Provided senior geotechnical review of feasibility-level designs of foundations for new processing facilities in 1996. Developed alternate tailings management plan that uses a combination of paste technology and conventional slurry tailings disposal in 1997. The plan minimises the initial capital cost of facilities, allows staged construction during the life of the operation, allows concurrent closure of the facility during the operation of the mine, and minimises the area disturbed by the tailings management facility. Quintette Coal British Columbia Carried out annual inspection of tailings facility. Carried out geotechnical investigations after waste dump failures and provided recommendations on dumping procedures to minimise risk of future failure. (1997- 1999)
