In each set the lowest and highest denominations were printed by Waterlow, the two others by Bradbury Wilkinson & Co. Image Style The territories comprise Aden, Aden (Seiyun), Aden (Shihr and Type Mukalla), Antigua, Ascension, Bahamas, Barbados, Basutoland, (original size) Size Bechuanaland, Bermuda, British Guiana, British Honduras, British Solomon Islands, Brunei, Cayman Islands, Cyprus, Dominica, Falkland Islands, Falkland Islands Dependencies, Fiji, Gambia, sans serif Gibraltar, Gilbert and Ellice Islands, Gold Coast, Grenada, Hong 1 11.5 x 2.1 mm Kong, Jamaica, Kenya, Uganda and Tanganyika, Leeward Islands, Malayan States (Johore, Kedah, Kelantan, Malacca, Negeri Sembilan, Pahang, Penang, Perak, Perlis, Selangor and Trengganu), Malta, Mauritius, Montserrat, New Hebrides (British sans serif and French currency), Nigeria, North Borneo, Northern Rhodesia, 2 15 x 2.5 mm Nyasaland, Pitcairn Islands, St Helena, St Kitts-Nevis, St Lucia, St Vincent, Sarawak, Seychelles, Sierra Leone, Singapore, Somaliland Protectorate, Swaziland, Tonga, Trinidad and sans serif Tobago,Turks and Caicos Islands, Virgin Islands, and Zanzibar. 3 16 x 3 mm To comply with Universal Postal Union regulations, 353 examples of each stamp were sent to the International Bureau of the UPU. Bulletin IV No. 34, dated 30 December 1949, details the distribution to UPU members. In addition to the Crown serif Agents ‘omnibus issue’, examples of stamps from other British 4 16 x 3 mm controlled territories which were sent to the UPU are included in this catalogue. These include Burma, Ceylon, Pakistan (Bahawalpur postage and official) and British postal agencies in sans serif Bahrain, Eastern Arabia, Kuwait and Morocco. 5 16 x 3.2 mm All stamps sent to the UPU were in normal unused condition, as since mid-1948 overprinting, handstamping or perforating stamps of the British Commonwealth with the word ‘SPECIMEN’ had ceased. With the advent of the Word Processor the opportunity has been taken to convert these original hard copy indexes into electronic format, to amalgamate them into one document, and to bring the index up to date. From this point forward future indexing will be relatively straightforward and the index will be updated within a short period after each bulletin is published. To those members with a PC it will be available on-line, alternatively up-to-date hard copy prints will be available on request from the Publications Officer. The index now provides easy access to an enormous corpus of high quality information covering virtually every topic within British West Indies philately. As the number of subjects covered has expanded over the years it has been deemed necessary to sub-divide the topics under each colony heading into four separate categories, each entry being listed in alphabetical order.

  • The Acceptance of Special Stamps Within the Upu up to 1920
    THE ACCEPTANCE OF SPECIAL STAMPS WITHIN THE UPU UP TO 1920 Limited validity of “Special” stamps between the UPU Congresses of 1897 and 1920 The sender thought that this letter from Switzerland to the UK was correctly franked at 25c with a definitive 10c stamp plus 5c and 10c stamps of the 1916 Pro Juventute issue (within their period of validity). However, this Pro Juventute issue was not accepted in prepayment of mail to the UK as it had only a limited validity period. The Swiss post office marked the offending stamps as invalid and indicated an amount of 30 gold centimes postage due – twice the value of the Pro Juventute franking. On delivery in London, 3d (the equivalent of 30 gold centimes) was charged as postage due. The proliferation of special issues in the mid-1890’s lead to objections from, in particular, the Society for the Suppression of Speculative Stamps (“SSSS”), formed in London on 6 May 1895. These objections were sympathetically received by Heinrich von Stephan, the German Post Minister. The 5th UPU Congress in Washington in May/June 1897 resolved that local special and commemorative issues and issues with a limited period of validity were not to be permitted in prepayment of international mail. This restriction was rescinded at the 7th UPU Congress in Madrid in October/November 1920. This exhibit illustrates the use of special and commemorative issues of stamps and postal stationery to 1920, in principle, on international mail (but exceptionally on internal mail).     2021 Trade Policy Agenda and 2020 Annual Report OF THE PRESIDENT OF THE UNITED STATES ON THE TRADE AGREEMENTS PROGRAM UNITED STATES TRADE REPRESENTATIVE FOREWORD The 2021 Trade Policy Agenda and 2020 Annual Report of the President of the United States on the Trade Agreements Program are submitted to the Congress pursuant to Section 163 of the Trade Act of 1974, as amended (19 U.S.C. § 2213). Chapter IV and Annex III of this document meet the requirements of Sections 122 and 124 of the Uruguay Round Agreements Act with respect to the World Trade Organization. The discussion on the Generalized System of Preferences in Chapter II satisfies the reporting requirement contained in the Consolidated Appropriations Act, 2018 (Pub. L. 115-141, div. M, title V, § 501(c)). This report includes an annex listing trade agreements entered into by the United States since 1984. Goods trade data are for full year 2020. Full-year services data by country are only available through 2019. The Office of the United States Trade Representative is responsible for the preparation of this report and gratefully acknowledges the contributions of all USTR staff to its writing and production.     Generalized System of Preferences (GSP): Overview and Issues for Congress Updated January 7, 2021 Congressional Research Service https://crsreports.congress.gov RL33663 Generalized System of Preferences (GSP): Overview and Issues for Congress Summary The U.S. Generalized System of Preferences (GSP) program provides nonreciprocal, duty-free tariff treatment to certain products imported to the United States from designated beneficiary developing countries (BDCs). Congress first authorized the U.S. program in Title V of the Trade Act of 1974. The European Union and other developed countries have implemented similar programs since the 1970s. Most recently, Congress extended the U.S. GSP program in Division M, Title V of the Consolidated Appropriations Act, 2018 (P.L. 115-141). This act extended the GSP program until December 31, 2020, as well as retroactively renewing it for the time period between December 31, 2017 (the previous expiration date) and April 22, 2018. The program expired on December 31, 2020, before Congress passed legislation to reauthorize it. Currently, 119 developing countries and territories are GSP beneficiary developing countries (BDCs). The program provides duty-free entry into the United States for over 3,500 products (based on 8-digit U.S. Harmonized Tariff Schedule tariff lines) from BDCs, and duty-free status to an additional 1,500 products from 44 GSP beneficiaries additionally designated as least- developed beneficiary developing countries (LDBDCs). In 2019, products valued at about $21.0 billion (imports for consumption) entered the United States duty-free under the program, out of $235.1 billion worth of total imports from GSP-eligible countries.
