B y the death of Sir George H oward Darwin, which took place on December 7 last, the Society has lost an investigator of rare skill and untiring patience, whose work has done much to add lustre to a name already pre-eminent in the annals of British science. Sir George, the second son of Charles Darwin, was born at Down, Kent, in the year 1845. Brought up amidst scientific surroundings from the start, he received his early education privately at the hands of Rev. Charles Pritchard, who afterwards became Savilian Professor of Astronomy in the University of Oxford. Among Pritchard’s pupils at the time were numbered the sons of many of England’s leading scientists, and many of these in turn have since won for themselves distinguished careers, no fewer than three having officiated in after years as Presidents of the British Association. He gained an entrance scholarship and entered at Trinity College, •Cambridge, in 1864, and graduated as Second Wrangler and Smith’s Prizeman in the year 1868. The same year he was elected to a Fellowship at Trinity College. The Senior Wrangler of the year was Mr. Fletcher Moulton of St. John’s (now Lord Justice of Appeal), who relates how he himself at first remained at Cambridge with the object of pursuing an academic career while Darwin proceeded to London to read with a prominent barrister with a view to adopting the bar as a profession.

T. Stead’s 1884 “Truth about the Navy” Campaign John Beeler University of Alabama It is a paradoxical adage in law enforcement, that, notwithstanding its immediacy and apparent credibility, eyewitness accounts are generally the least reliable source of evidence in criminal investigations. The same, regrettably, holds for many first-hand historical accounts. Few, if any about the modern Royal Navy, serve better to illustrate this point than John Henry Briggs’ Naval Administrations 1827–92. Briggs’ credentials to write on the subject were certainly impeccable. He spent almost 45 years at the Admiralty, of which more than 35 were served in close contact with the Board itself, first as Deputy Reader, then Reader, and finally as Chief Clerk. As he boasted in his volume’s introduction, “During my tenure of office I had the honour of serving with fifteen First Lords and upwards of fifty Admirals” adding that his successive positions “placed me in daily personal communication with the members of the Board and secretaries; and, as all despatches passed through my hands, I was cognizant of all that was taking place in the department.”1 An account by one so well placed should be an immense boon to anyone interested in the course of Victorian naval policy and the workings of Admiralty administration. Alas, the salient qualities of his book are its gossipy tone and myriad factual errors, both small and large.

Fuller I When it comes to the thought-provoking subject of foreign intervention in the Civil War, especially by Great Britain, much of the history has been more propaganda than proper research; fiction over fact. In 1961, Kenneth Bourne offered up a fascinating article on “British Preparations for War with the North, 1861–1862” for the English Historical Review. While focusing largely on the military defense of Canada during the Trent Affair, Bourne also stressed that Britain’s “position at sea was by no means so bad,” though he potentially confused the twentieth-century reader by referring to “battleships” rather than (steam- powered, sail, and screw-propelled) wooden ships-of-the-line, for example. This blurred the important technological changes that were certainly in play by 1861—and not necessarily in Britain’s favor. The Great Lakes the British considered to be largely a write-off as there were no facilities in place for building ironclads, much less floating wooden gunboats up frozen rivers and canals during the long winter season. American commerce and industrialization in the Midwest, on the other hand, had led to booming local ports like Chicago, Detroit, Toledo, and Cleveland—all facilitated by new railroads. Of course, Parliament had not seen to maximizing the defense of the British Empire’s many frontiers and outposts over the years. If anything, the legendary reputation of the Royal Navy continually undermined that imperative. That left the onus of any real war against the United States to Britain’s ability to lay down a naval offensive.

In reporting on the Naval Reserves in New Brunswick, it will be advis- able to divide them into two classes, considering each description in its turn-First, the Inland Reserves,-Secondly, the Sea Coast Reserves. With regard to the former class, we beg to refer to Mr. Chevallier's letter of 10th October, to Vice Admiral Sir Houston Stewart, and to his reply, which authorized the abandonment of the strict and careful survey and inspection of these Reserves which had been ordered by their Lordships' Instructions, dated 7th March, 1859. The reasons which induced us to recommend such a measure were, Firstly-That the timber for which these tracts were originally reserved, has been nearly all cut off: Secondly-That such large grants have been made on them as to leave but little, and the least valuable portion, to reclaim: Thirdly-That as the result of the survey and inspection could be only a recommendation to abandon all claim to any of the lands in question, the expense in money and time of the Survey would be uselessly incurred: and finally, our opinion that no reservation of land for the purpose of cutting timber from it for the use of the Navy can be made under the present cir- cumstances of the country, so as to obtain timber at a cheaper or even at so low a rate as it can be procured by contradt.
