Utah KVNV has presented a counterproposal. They suggest Peoa 40 K40NV NW 120w, 40-43-21/ both stations be allowed to use major virtual channel 3 111-21-49 – but that minor virtual channels be split between the (Summit Co.) two. WFSB would continue to use minor virtual St. George 4 K27MK CX channels 1-4 (channels 3.1, 3.2, 3.3, and 3.4), and would be allowed to add up to five more virtual channels in the future. (3.5, 3.6, 3.7, 3.8, and 3.9) KVNV would start with minor virtual channel 10 and would go up from there. (3.10, 3.11, 3.12, etc.)

KVNV's interest in using major virtual channel 3 is that it gives them a leg up on getting a desirable low Harrisonburg 24 WAZH- PG<2.9kw, 38-48- channel on cable. Stations electing must-carry may CA 14/78-41-20 request to be carried on their major virtual channel on Woodstock 45 NEW- AF 15kw, 38-52- cable. KVNV has offered to not request cable channel 3 in Fairfield County, Connecticut.

WFSB, presumably, would prefer not to have the audience confused by the presence of two channel 3s in an important part of their coverage area. NEWS ITEM: William Rowe has applied to bring the Network CHIM back on the air. The CRTC revoked the license of the original CHIM network back in November 2012 over non-compliance issues. [See list of stations under ‘Applications for New Facilities’]

NEWS ITEM: Emergency alert requirement comes to Canada. U.S. radio stations have been required to air emergency alerts for , and now stations north of the border will need to do the same. The CRTC, the Canadian regulatory agency, ruled last week that most radio and TV stations must relay emergency alerts to the public starting March 31, 2015. Until now, participation in Canada’s National Public Alerting System had been voluntary. “During an emergency situation, important information can be relayed quickly to Canadians over the radio and through their televisions,” CRTC chair Jean-Pierre Blais says. “We are making sure that broadcasters and television service providers play their part in improving the security and safety of Canadians.” The dictate will not only cover over-the-air broadcasts, but also cable and satellite TV companies. But unlike in the U.S., the National Public Alerting System requirements don’t yet extend to wireless companies. The CRTC is giving stations run by local communities, schools, or Native tribes until March 2016 to comply with the new requirement.

NEWS ITEM: FCC vows to quickly get FM translators to AMs It has been a year since FCC commissioner Ajit Pai floated the idea of the agency undertaking an AM revitalization proceeding. And while nothing has formally been proposed, Audio Division chief Peter Doyle said yesterday at the Radio Show his team is making progress on some short- and long-term possibilities. “We have developed several proposals and recommendations internally,” he said. “And we have a number of ideas that could have a real beneficial effect for the AM service.” Doyle thinks some of the long-term fixes could have the most impact such as an idea to rework AM channel parameters. “If adopted that will have the ability to give many stations increased daytime and nighttime power,” Doyle predicted. But broadcast attorney Nancy Ory said most of her clients are focused on FM. “Our clients are only really interested in the AM translator,” she said, explaining, “They aren’t willing to spend money on a failing service.” If the FCC moves forward with an AM-only translator window, Doyle said it’s something they can accomplish very quickly. “We’re very confident we can turn applications into construction permits very quickly,” he said. How rapidly they move will however depend on the parameters set by the Commission, such as whether to only open the window for just daytimers or standalone AMs.

NEWS ITEM: Clear Channel changes name to iHeartMedia. Clear Channel has changed its company name to iHeartMedia. The company says the new identity reflects its successful transformation into a multi-platform media company. The new name will serve as umbrella branding for its 859 radio stations, iHeartMedia Digital streaming service, radio networks live music events and related companies, including Katz Media Group and Clear Channel Outdoor.

(Aug.31) Did I mention that the hard date for the analog shutoff is December 31, 2015? Some localities will start to go later this year; I think the first will probably be in northern Tamaulipas where there have already been distributions. Keep in mind that the threshold for allowing a shutoff in a given area is now 90% of low- resource households as defined by Sedesol (Mexico's state welfare agency) where previously it was 90% of all households.

The Editor’s Note

The DX narrative for September could be placed on autopilot from the past several months – in what has been one of the more mundane years for propagation since yours truly has been observing this strange hobby, the trend continued. A few notable instances of tropo were reported, including DTV tropo over 500 mi. received by Steve Rich from near Quincy IL into MS on the 23rd. However, the long haul tropo paths that generally make September one of the more revered months in DX circles were nowhere to be found.

There’s always October, which is often the last chance saloon for tropo of any note in northern locales. As we hold out hope for a late blooming season, we bring you reports from Doug Smith and Dennis Smith inside this edition of C2CTVDX.

Both Chris Dunne and Fred Nordquist recently logged Haiti via single hop E skip. On September 12 th at 1416z Fred had two stations fighting it out on channel two and at one point a “StOrm (large O in the middle) appeared on the screen. Fred took the photo on the left.

And on September 7th, Chris Dunne in Florida noticed Es in the morning with Tele Antilles battling a French speaking station on channel 2. Chris took the photo on the right which shows the storm logo on the bottom right corner. At 9:19am Chris noted the Disney show “Good Luck Charlie” dubbed in French and later the start of a drama and a Haitian music video between the two programs.

This is the first time anyone has seen Es from Haiti.

As it turns out, this may also be the last time anyone logs lowband analog Es from Haiti. WTFDA Forums member Raymie Humbert reports the following…

What a catch! It might be one of the last times we see Haiti, as even they are going digital! June 15, 2015 is the day, CONATEL informs us.

Even further, I have some information on Haiti's digital transition! This may be the first time ever details have been published in English.

STANDARD: ATSC 2.0, adopted 18 July 2013

BANDS IN USE: High VHF; UHF, 14-30; UHF 31-51 will be used for subscription television broadcast services under a yet-to-be-decided standard. 700 MHz will be cleared. Post-transition the entire High VHF band will have TV stations on it, and eventually the entire low UHF band too. Initially though most TV services will be packed 6 to a channel, with 6 in Port-au-Prince and two in most other cities.

I also found a document listing all broadcast AM, FM and TV stations in Haiti. I can confirm that Storm TV channel 2 is licensed to Port-au-Prince, with an assignment date of March 18, 2013. The listed name is Steve Halloun. Storm is the only channel 2 in all of Haiti.

The DTV document says that the highest-powered analog TV station in Port-au-Prince (of which there are 36) has an ERP of 5 kW. That could very well be Storm TV.

On UHF it appears that Haiti has all even channels (with DR being all odd channels).

The tropo opening of July 21 brought in two new logs; I finally pulled KLPW 107.3 through local K297BI with ESPN programming. The big surprise was KREJ 101.7 with Christian programming from the Moody Bible Network. Thanks to broadcaster Paul Walker for the ID help. The Channel Master rotator that has been pointing my antenna finally gave up the ghost after the July 24 opening. Even with the antenna pointed north, I managed to log WQUT 101.5 for my first Tri-Cities (TN/VA) market station via tropospheric enhancement propagation. I’ve logged WFHG 92.9 via E-skip at my location. The next night, I pulled in WTUG 92.9 from its new city of license; I heard this in 2006 when it was licensed to Tuscaloosa. This is my 20th Alabama FM. The E-skip opening brought in WEOW 92.7 and the Cuban on 93.3 for the second time this year; it seems that KESO is making at least an annual visit to my shack. On July 30, I took delivery of an RCA VH126R rotator; I broke it in with a surprise E- skip opening to Montana and , pulling in KVCK 92.7 for the 20th FM from Montana and another Billings FM station in KCTR 102.9. As of August 13, 2014, the logbook stands at 1,285. 73. *****************************************************

OCTOBER 2014 ··· 23 ··· SOUTHERN FM DX the way to NC's Outer Banks. South Carolina's WRJA offered my first out-of-state ID by RDS (I knew it would come in handy sooner or later) and WMGV came in right through a low-power local to claim the title of "farthest northeast" catch. This finished off my first tropo season with FM, which I'm very happy with. And what if this was a slow season? LOL.

May 26 offered my first e-skip opening on FM, and a good start that went all the way up the band. June 1 was the second, and KLMR broke my old TV Es record. I knew that SE Colorado was barely within my 1Es range, but I didn't expect to log an FM there so soon! More RDS IDs followed, both at home on the Sony and on my breaks with the Sangean out in a parking lot. KHCD on June 2 was the first IBOC e-skip catch, but it wasn't the first to decode audio; that title would go to WKSV on July 2. I added Canada to the logbook just before leaving on vacation (which included Canada), but since my return conditions have been pretty dead. Mexican DTV Update CONTINUED FROM PAGE 12 Forum User Raymie Humbert posting on the WTFDA Forums

(Sept. 4) The IFT's Pleno (Committee) has been super busy of late. They had some nine different sessions during August (some of which did not relate to TV, like the one where they issued their new Constitution and Bylaws and another about telephone rates).

Well, they today turned their attention back to television by issuing their new TDT Transition Policy (press release).

The new policy includes the new procedure to get an analog shutoff for a specific area going: the SCT tells the IFT how the distributions to low-resource homes are going (reminder: the threshold is 90% of low-resource homes, not of all households like it had been) and all parties agree on a date that then must be published in the DOF (seriously, the Mexican government loves to publish stuff!) and then disseminated through various media. Now that this new TDT policy is up and running I would expect to start hearing about a shutoff for Nuevo Laredo and Reynosa-Matamoros, which I definitely think is happening this year, with other areas in northern Mexico likely to follow. I'm hoping Monterrey and XEFB-2 stick around until E-skip season for Chris, personally, but I have my doubts. Chihuahua will probably not go right away because it's way behind other northern Mexican cities in TDT rollout (Azteca, I'm looking at you).

(Sept. 11) You might recall the IFT began a project to update the TDT Transition Policy recently. It got its day in the DOF today, which means it goes into effect tomorrow (Sept.12). (Just in time for El Grito and Mexico's Independence Day!)

There isn't much of note except that there's a real important date: every DTV station in the country must be on by August 15, 2015. Azteca, Televisa and certain state governments (looking at you, Sonora) will need to really get to building their digital facilities in smaller communities in Mexico. (And some larger ones: XHCH, XHIT and XHECH are still not in digital in Chihuahua!)

The next 16 months look to be the busiest time for TV station construction in Mexico. Not only do all these new stations (a number definitely in the hundreds) need to be authorized and/or built, we might see the beginning of the new network buildouts (seven bidders competing for two networks). The final initial phase of the OPMA/SPR stations is also expected to be online soon, including stations in Ciudad Obregón, Tuxtla Gutiérrez and Colima.
